In order to facilitate the rapid formation of a disaster and accident trans-regional collaborative governance community in response to major emergencies,this study employed fsQCA. It investigated fourteen cases by selecting seven conditional variables across three dimensions: Incentives,mechanisms,and guarantees. These variables included value consensus,existential threats,administrative mobilization,collaborative linkage mechanisms,interest equilibrium mechanisms,legal guarantees,and digital intelligence technologies. The study explored the core influencing factors and the complex causal relationships in the formation of the disaster and accident trans-regional collaborative governance community. Configurational analysis identified three patterns of community formation: party-government-led,value-driven,and crisis-triggered,with each pattern corresponding to typical cases in the case database. The findings reveal that collaborative linkage mechanisms are a necessary condition for the formation of emergency management communities,while the other six variables cannot individually serve as necessary conditions. Optimizing the functionality of collaborative linkage mechanisms can effectively promote the development of trans-regional emergency management communities.

为促进灾害事故跨域协同治理共同体快速生成,运用模糊集定性比较分析法(fsQCA),从诱因、机制、保障3个维度,筛选价值共识、威胁认知、行政动员、协同联动机制、利益均衡机制、法制保障、数智技术等7个条件变量,分析14个案例,以探究跨域协同治理共同体生成的核心影响因素及复杂因果关系。通过组态分析得出跨域协同治理共同体生成的3种模式,即党政引领型、价值导向型、危机激发型,3种模式在案例库中均匹配到典型案例。研究结果表明:协同联动机制是生成灾害事故跨域协同治理共同体的必要条件,其他6个条件变量都不能单独作为生成灾害事故跨域协同治理共同体的必要条件;优化协同联动机制能够有效推动灾害事故跨域协同治理共同体生成。

为促进灾害事故跨域协同治理共同体快速生成,运用模糊集定性比较分析法(fsQCA),从诱因、机制、保障3个维度,筛选价值共识、威胁认知、行政动员、协同联动机制、利益均衡机制、法制保障、数智技术等7个条件变量,分析14个案例,以探究跨域协同治理共同体生成的核心影响因素及复杂因果关系。通过组态分析得出跨域协同治理共同体生成的3种模式,即党政引领型、价值导向型、危机激发型,3种模式在案例库中均匹配到典型案例。研究结果表明:协同联动机制是生成灾害事故跨域协同治理共同体的必要条件,其他6个条件变量都不能单独作为生成灾害事故跨域协同治理共同体的必要条件;优化协同联动机制能够有效推动灾害事故跨域协同治理共同体生成。

In order to facilitate the rapid formation of a disaster and accident trans-regional collaborative governance community in response to major emergencies,this study employed fsQCA. It investigated fourteen cases by selecting seven conditional variables across three dimensions: Incentives,mechanisms,and guarantees. These variables included value consensus,existential threats,administrative mobilization,collaborative linkage mechanisms,interest equilibrium mechanisms,legal guarantees,and digital intelligence technologies. The study explored the core influencing factors and the complex causal relationships in the formation of the disaster and accident trans-regional collaborative governance community. Configurational analysis identified three patterns of community formation: party-government-led,value-driven,and crisis-triggered,with each pattern corresponding to typical cases in the case database. The findings reveal that collaborative linkage mechanisms are a necessary condition for the formation of emergency management communities,while the other six variables cannot individually serve as necessary conditions. Optimizing the functionality of collaborative linkage mechanisms can effectively promote the development of trans-regional emergency management communities.

灾害事故跨行政区域的特点对以属地管理为特征的政府应急管理模式提出了挑战。2009年以来,以泛珠三角区域内地9省(区)、长江三角洲及京津冀等地为代表的多个地区皆在探索和践行灾害事故跨域协同治理。但是,由于此种实践是在缺乏成熟理论指导下进行的探索,运行中出现了诸多约束不力、协作不畅的问题。如何构建更具治理效能的跨域治理模式,日渐成为当前灾害事故治理颇具挑战性的重大问题[1-3]
近年来,跨域协同治理共同体作为一种新型治理理论和对策,渐入灾害事故协同治理研究领域并且形成相应成果。国外研究认为,在应对重大突发事件过程中,协调国家、政府与社会力量十分必要,虽然地方政府负有管理灾害的主要责任,但他们经常因为各种响应任务不堪重负[4],多方合作能够有效提高应急响应效率[5]。有学者提出,现有的组织结构不足以实现有效的跨域和跨部门协作,重组更为整合和协作的组织结构十分必要[6]
国内对灾害事故跨域协同治理共同体的研究是社会治理共同体研究在应急情境下的拓展和延伸。党的十九届四中全会提出建设“人人有责、人人尽责、人人享有的社会治理共同体”,为社会治理创新指明了方向。灾害事故跨域协同治理共同体是应急情境下的社会治理共同体,意指在应急情境下,包括政府在内的多元主体,以降低灾难性后果为目的、以保障基本生产生活秩序为内容,达成协同意愿、谋求一致行动的特殊社会力量。在对共同体展开研究的过程中,学者们首先在治理共同体的效能方面达成共识,普遍认为构建治理共同体是在国家治理现代化和能力现代化的重要路径[7],其中,党建引领是社会治理共同体发挥治理效能的关键前提[8]。风险社会中若要寻求重塑共同体,关键在于重塑共同体内在的功能性认知关系,重组新型网络组织结构,优化治理体系来消除共同体风险的“治理赤字”[9]
总体而言,既有研究对灾害事故跨域协同治理共同体应然状态研究较为丰富,但对当前灾害事故治理实然状态与应然目标有何差距、影响灾害事故跨域治理共同体形成的条件因素和模式过程等分析不够充分,尤其是缺乏理论与实践相结合的案例研究。
在借鉴既有研究成果的基础上,笔者拟根据跨域协同治理实践样态,从跨域治理共同体形成的诱因、内部运行机制及外部条件保障视角出发,将可能的影响因素纳入到一个结构化的分析框架中,通过模糊集定性比较分析法(fuzzy-set Qualitative Comparative Analysis,fsQCA)进行条件变量组态分析,探讨实然状态下灾害事故跨域协同治理共同体生成的必要条件及生成路径,以期为有效推动灾害事故跨域协同治理提供决策依据。
定性比较分析(Qualitative Comparative Analysis,QCA)方法最初由自然科学领域的学者用于对定性比较程序的研究,之后引入社会科学领域。作为一种案例导向型的研究路径,QCA以集合和布尔代数等技术手段为基础,充分融合了定量和定性的最优特性[10],有效拓展了该方法在多个研究领域的应用性[11]
QCA首先在政治社会学的子领域的研究中被采用[12],后逐步运用到其他领域的过程中,相继开发出了包括清晰集、多值集、fsQCA和最大相似结果不同/最大差异结果相同(Most Similar,Different Outcome/Most Different,Same Outcome,MSDO/MDSO)在内的4种更为具体的研究方法[13]。其中,fsQCA研究方法将变量值的度量置于[0,1],弥补了QCA基于布尔代数的二分变量[0]和[1]的不足,降低了主观变量数据化过程中的误差,因此受到各领域研究者的青睐。
鉴于灾害事故跨域协同治理共同体的生成涉及多个要素相互作用的复杂因果关系,且条件变量本身具有一定的主观性和模糊性,为了对部分变量进行更细致的测度,采用fsQCA方法对小案例样本展开分析,探究灾害事故跨域协同治理共同体生成的核心影响因素及复杂因果关系。
fsQCA方法要求在案例筛选中遵循以下原则:①典型性。所选案例应能够代表当前灾害事故跨域协同治理共同体的主要发展模式、普遍问题等。②异质性。既有灾害事故跨域协同治理共同体成熟度较高的案例,也有灾害事故跨域协同治理共同体成熟度较低的案例。③多元性。既有跨省(自治区、直辖市)灾害事故跨域协同治理共同体,也有跨市(地)灾害事故跨域协同治理共同体;既有多领域合作,也有单个领域合作;同时尽可能覆盖自然灾害、事故灾难、公共卫生、社会安全4类突发事件,以避免案例存在类型局限。④可行性。能够通过政府或应急、卫健、交通系统官方网站、媒体报道、微博微信公众号等搜集到相关资料的案例。基于上述原则,共筛选14个案例(表1)进行数据分析。
遵循“在10~60个中等规模样本中识别最典型、最精简、最核心的原因组合[14]、理想的条件变量数一般为4~7个”的惯例,从构建灾害事故跨域治理共同体生成的诱因、运行的机制及运行保障维度,筛选出7个条件变量,将生成灾害事故跨域治理共同体可能的影响因素纳入到一个结构化框架中,运用fsQCA方法分析影响因素的组态状况。
1) 价值共识。价值共识指不同利益主体在社会交往的过程中通过相互沟通与交流,就某种价值问题达成的一致性意见。跨域多元主体协同共治作为应对灾害事故提出的重要理念,是构建灾害事故跨域协同治理共同体的价值共识。应急情境下,只有凝聚价值共识,才能营造充盈合作意愿的区域环境,为推动构建灾害事故跨域协同治理共同体提供坚实的思想基础。
2) 威胁认知。威胁认知指经历过灾害事故的行为体,或者基于对灾害事故的知识积累,预判到灾害事故发生后可能会遭受其损害性后果冲击的行为体,对灾害事故影响自身生命安全及财产安全的认知。认知到的威胁一种是既有事实(基于事件亲历者对灾害事故损害性后果的见证),另一种是潜在风险(基于既有的生活经验或相关知识对灾害事故分析出来的),还有一种是想象出来的风险(基于对灾害事故损害性后果的猜测或者基于对各种渠道获取的对灾害事故的信息带来的恐惧)。当认识到面临巨大的威胁时,人们往往会表现出普遍的亲群体行为[15];如果这种威胁影响到生命安全、代际存续,人们的行为决策更能体现出参与到共同应对威胁的集体行动的意愿。而若威胁未被认知,即使国家在动员防御资源方面也存在困难[16],灾害事故跨域协同治理共同体难以形成。
3) 行政动员。行政动员是指多元主体在行政命令、体制机制调整、资源投入等多因素持续影响下,态度、期望与价值取向等不断发生变化的过程。行政动员不仅包括国家或政府体制内部的动员,也包含政府对其他主体的动员[17]。前者强调政府层级中的动员,侧重发挥党的领导和行政权威在政府层级间的传递;后者强调由层级动员转向多线动员,强调政府在社会运动中对民众动员策略的实施为提升应急治理效能引导、发动各利益相关者参与重大突发事件治理而采取的方法措施[18]
1) 协同联动机制。协同联动机制指协作网络各主体为达成资源整合、行动一致的目的而制定的制度及采取的方法措施,往往以构建协同组织、签订协同协议、举办联席会议、编制联合应急预案及开展联合应急演练等方式实施。重大突发事件往往具有跨行政区域、跨行业区域的特点,以边界清晰为特点的属地管理模式应对跨越边界为特点的重大突发事件,往往会表现出应急失灵或低效的后果,因此,构建完善的协同联动机制是促进跨域灾害事故跨域协同治理共同体应有之义[19]
2) 利益均衡机制。利益均衡机制指跨域协同治理主体遵循公平与效率原则,在灾害事故协同治理的全过程,经协商确定的的利益表达、利益协调及利益补偿的制度安排。马克思指出:“人们奋斗所争取的一切,都与他们的利益有关。”利益问题是区域协同治理的核心问题,跨域协同治理面临的现实困境在于利益格局的失衡[20],推进构建跨域协同治理共同体的关键在于构建制度化的利益均衡机制,通过利益表达、利益协调和利益补偿制度实现利益均衡。1996年美国国会批准国家层面应急管理援助协议(Emergency Management Assistance Compact,EMAC),为美国州际互助救灾提供了法律保障。我国尚未颁布灾害事故协同治理方面的法律法规,利益均衡机制散见于部分区域合作的协议之中。考察利益均衡机制在我国跨域灾害事故跨域协同治理共同体生成过程中的作用至关重要。
1) 法制保障。法制保障指国家或地方政府为构建灾害事故跨域协同治理共同体提供宪法、法律法规或规范性文件方面的保障。促进灾害事故跨域治理良性发展,扫除其合法性障碍至关重要。传统意义上更期待硬法保障,因为硬法具有强制力。但随着社会经济的快速发展,传统法律效力理论“法律一元论”受到广泛质疑,现代社会治理越来越多倾向于采用软法式的柔性手段[21],因此,灾害事故跨域合作中软法也是法治保障的重要组成部分。
2) 数智技术。数智技术的发展作为驱动跨域应急协同治理实现跨越式发展的重要支撑和工具,为打破部门间、区域间的信息壁垒,整合有助于收集、共享常态化信息与突发事件预警和处置信息,为跨域治理提供了技术保障。数智技术赋能灾害事故跨域协同治理是一场集技术驱动、数据平台和多元主体共同参与的信息革命[22]。不仅重塑了信息传递的流程,也打破了各地区、各部门信息壁垒,实现了数据资源共享,促进了灾害事故跨域协同治理共同体的生成。
本文采用fsQCA中的四分赋值法构建四值模糊集,其中4个数值的意义详见表2
采用QCA方法检验必要条件时,一致性表明解(解的集合)的隶属度是结果隶属度的子集的程度,而解的覆盖率显示完整解所解释结果的隶属度的比例,表明一致超集的经验相关性。通常采用一致性指标判别解释变量是否构成被解释变量的充分或必要条件。通过fsQCA3.0软件中的Necessary Conditions算法得到表3
在fsQCA方法中,当单个条件变量的一致性阈值大于0.9时,认定该条件变量是结果变量的必要条件[23]。从表3可知:7个条件变量中,仅有协同联动机制的一致性阈值超过0.9,这说明在灾害事故跨域协同治理共同体发展过程中仅有该条件变量是必要条件。价值共识和威胁认知等其他变量对灾害事故跨区共同体的生成共同发挥作用。
通过fsQCA3.0软件输入数据,将案例阈值设定为1,原始一致性阈值设定为0.8,PRI (Proportional Reduction in Inconsistency)一致性设置为0.8,形成真值表(表4)。
通过fsQCA3.0软件运行可以得到复杂解、中间解和简约解。复杂解是指没有经过任何简化的解,因此,可能存在多种路径并存的现象,不利于后续的路径分析;简约解可能将导致结果的必要条件忽略;中间解是介于复杂解与简约解之间的解,包括了研究者的理论和实际知识[24-25]。大多数学者倾向于认为中间解是最优方案。
中间解共得出7个条件变量组态(表5),一致性指标分别为0.904、0.963、1、0.934、0.934、0.949、1,一致性均大于0.85,具有较高的一致性。这7个条件变量组态是发展灾害事故跨域协同治理共同体的充分条件组合,总解一致性0.928,表明属于这7个条件变量组态的灾害事故跨域协同治理共同体中,有92.8%的灾害事故跨域协同治理共同体成熟度高;总解覆盖度为0.873,说明7个条件变量组态能够解释87.3%的灾害事故跨域协同治理共同体成熟度高的样本。
在简约解与中间解中均出现的每个条件变量为组态中的核心条件,表明其与所关注的结果之间因果关系较强;在中间解中出现但在简约解中的未出现的条件变量为组态中的辅助条件,表明其与所关注的结果之间因果关系较弱。通过对比中间解和简约解,挖掘出每个条件变量组态的核心条件和辅助条件(表6)。
组态H1的核心条件为行政动员、利益均衡机制、数智技术,组态H2的核心条件为价值共识、法制保障,组态H3的核心条件为威胁认知、法制保障,组态H4的核心条件为价值共识、威胁认知、数智技术,组态H5的核心条件为行政动员、法制保障、数智技术,组态H6的核心条件为价值共识、威胁认知、行政动员、利益均衡机制,组态H7的核心条件为价值共识、行政动员、利益均衡机制、法制保障、数智技术。因此,表6展示的条件组态(H1—H7),根据不同条件组态构成,将其划分为党政引领型灾害事故跨域协同治理共同体(H1、H5)、价值导向型灾害事故跨域协同治理共同体(H2、H4、H6、H7)、危机激发型灾害事故跨域协同治理共同体(H3)。本文结合相关跨域治理实际情况,对各组态进行具体分析。
1) 组态H1、H5。党政引领型灾害事故跨域协同治理共同体。该类组态的核心条件是行政动员,研究发现,重大突发事件情境下的行政动员更侧重行政系统内的行政动员,即上级政府对下及政府的动员或是中央政府对地方政府的动员。行政动员的特征是上级政府或中央政府通过自上而下的行政指令进行动员,如案例6中,以京津冀地区跨域协同治理大气污染为例,2010年5月国务院办公厅颁发《关于推进大气污染联防联控工作改善区域空气质量的指导意见》,提出了要全面改善京津冀地区空气质量,逐步建构大气污染联防联控机制,自此京津冀大气污染跨区域协同治理工作上升到国家层面,并被中央政府视为一项重要任务,京津冀大气污染协同治理机制得以快速发展。
党政引领型灾害事故跨域协同治理共同体生成路径下,充分体现了党的领导力及政策的推动力,各级党委政府通过政策制定、资源配置、政治宣传、考核监督等手段向下传递压力,促使体制内部各层级政府按照政策要求协调行为,实现聚合力量、提升政府应对灾害事故效能的政策目标。
2) 组态H2、H4、H6、H7。价值导向型灾害事故跨域协同治理共同体。该类组态的核心条件是价值共识,基于各主体对构建跨域治理共同体应对重大突发事件强烈的价值认同,自发通过签订框架协议等方式,聚合应急资源,形成解决问题的创新方案。如案例12,山西、河南、四川、陕西、甘肃、青海、山东7省17城市红十字会和12支社会应急救援组织签署《黄河流域社会应急救援力量合作框架协议》,共同发出《黄河流域红十字会应急救援人道救助合作青岛倡议书》,建立联合救援、交流互访、资源共享、联合培训演练等机制,提高社会应急救援力量协同联动能力,聚力保护黄河流域人民群众生命财产安全。
价值共识为解决共同问题奠定了统一的思想基础。立足重大突发事件情景,积极采取针对性的措施,包括加强核心价值观的引导、增强守望相助的文化自觉、健全安全利益共享机制等措施有效凝聚社会共同价值,有利于促进跨域治理共同提升成。
3) 组态H3。危机激发型灾害事故跨域协同治理共同体。该类组态的核心条件是威胁认知,当突发事件导致人民的生命安全受到威胁时,基于生存本能反应,社会往往会呈现高度聚合状态。如案例8,2020年安徽省出现10轮大范围持续性降水,平均降雨量856 mm,多地降水强度创极值,洪涝灾害造成安徽省16市95县(市、区)不同程度受灾。降水时间之长、累计降雨量之大、影响范围之广,均为有完整气象记录以来之最。在洪涝灾害应对过程中,安徽省及受灾地区各级政府、社会组织,形成了以党委、政府、军队为主,社会组织、群众为辅的危机治理共同体联动合作局面,初步形成灾害事故治理共同体的雏形。
在危机激发型灾害事故跨域协同治理共同体中,各主体通过对危险因素的威胁认知对是否融入群体做出行为选择,威胁认知越大,灾害事故跨域协同治理共同体的凝聚力也就越强,当威胁认知消失时,灾害事故跨域协同治理共同体往往会迅速解体。因此应科学监测灾害事故风险,及时在灾害事故即将发生或发生后及时采取措施,推动灾害事故跨域协同治理共同体建立。
通过在fsQCA3.0软件真值表运算中改变一次性阈值来检测结果的稳健性[26]。判断是否稳健的标准主要有2种:①在改变阈值后,看条件变量组态的覆盖度和一致性与原数据的差异,差异较小则较为稳健;②若检验后的条件变量组态与原条件变量组态呈现明显的子集关系,则具有稳健性。
基于此,将原始一致性阈值0.8调整为0.85,软件结果得出7个条件变量组态均与原结果相同,且每个条件变量组态的覆盖度和一致性均与原结果保持一致。因此,可以认为文中的研究结果是稳健的。
1) 在7个条件变量中,仅有“协同联动机制”是发展灾害事故跨域协同治理共同体的必要条件,其他6个条件变量都不能作为发展灾害事故跨域协同治理共同体必要条件。
2) 通过组态分析得出灾害事故跨域协同治理共同体生成的3条路径,分别为党政引领型灾害事故跨域协同治理共同体、危机激发型灾害事故跨域协同治理共同体、价值导向型灾害事故跨域协同治理共同体。
3) 14个案例的定性比较从整体上呈现出当前灾害事故跨域协同治理共同体构建的模式和类型,突破了单案例研究的局限性,对灾害事故跨域协同治理共同体发展亦有启发。未来在实践过程中,灾害事故跨域协同治理共同体尚需不断丰富和完善。
