In order to improve the theoretical guidance of safety training and promote the effective promotion of safety training in enterprises,a safety training curriculum system framework based on "principle,law,technique,instrument,power,and goal" was created by applying the related theories such as the ACT training method,safety-Ⅰ and safety-Ⅱ. Then,important training points and the level of mastery of knowledge for various types of employees were clarified,and the application study was conducted. The results show that the training covers six dimensions: safety management objective,safety ideology principles,safety laws and regulations,safety management requirements,safety management tools and safety production situation. The 77 sets of video courses made according to the framework of the developed safety training course system have achieved good feedback in application. It can offer enterprises some direction and a point of reference when creating training materials,making training schedules and setting up safety training.

为完善企事业单位安全培训理论指导,并促进培训工作的有效推进,综合运用行为追溯安全培训法(ACT)、安全Ⅰ和安全Ⅱ等相关理论,基于“道法术器势志”的框架,设计企业安全培训课程体系框架,明确培训要点以及各类从业人员所需掌握的安全知识水平,并开展应用研究。结果表明:培训框架涵盖安全管理目标、安全思想原则、安全法律法规、安全管理要求、安全管理工具和安全生产形势6个维度;根据此框架开发的77套视频课程在实际应用中取得积极反馈,能够为企业设计培训内容、制定培训计划和组织安全培训提供有效指导和借鉴。

为完善企事业单位安全培训理论指导,并促进培训工作的有效推进,综合运用行为追溯安全培训法(ACT)、安全Ⅰ和安全Ⅱ等相关理论,基于“道法术器势志”的框架,设计企业安全培训课程体系框架,明确培训要点以及各类从业人员所需掌握的安全知识水平,并开展应用研究。结果表明:培训框架涵盖安全管理目标、安全思想原则、安全法律法规、安全管理要求、安全管理工具和安全生产形势6个维度;根据此框架开发的77套视频课程在实际应用中取得积极反馈,能够为企业设计培训内容、制定培训计划和组织安全培训提供有效指导和借鉴。

In order to improve the theoretical guidance of safety training and promote the effective promotion of safety training in enterprises,a safety training curriculum system framework based on "principle,law,technique,instrument,power,and goal" was created by applying the related theories such as the ACT training method,safety-Ⅰ and safety-Ⅱ. Then,important training points and the level of mastery of knowledge for various types of employees were clarified,and the application study was conducted. The results show that the training covers six dimensions: safety management objective,safety ideology principles,safety laws and regulations,safety management requirements,safety management tools and safety production situation. The 77 sets of video courses made according to the framework of the developed safety training course system have achieved good feedback in application. It can offer enterprises some direction and a point of reference when creating training materials,making training schedules and setting up safety training.

2023年,我国工矿商贸企业10万人生产安全事故死亡人数1.244人,较前一年上升4.2%[1],安全生产形势依然复杂严峻。众多研究表明:人的不安全行为是导致事故发生的最主要原因[2],加强对人的不安全行为的管控尤为重要。安全培训作为行为安全管理的一项重点工作,在《安全生产治本攻坚三年行动方案(2024—2026年)》[3]的“八大行动”中被多次提及,加强安全培训相关研究已然成为社会发展进程和安全战略布局的重要一环。
目前,我国各大企事业单位开展安全培训工作主要遵循的法规为《安全生产培训管理办法》和《生产经营单位安全培训规定》,2部法规的最新版本均在2015年得到修正,距今已近10年。随着社会的进步和众多企业组织结构的变革[4],相关规定的时新性和适用性有待考量。安全培训相关的学术研究主要集中于煤矿安全[5]、实验室安全[6]和建筑施工安全[7]等领域,研究内容主要聚焦于安全培训体系构建[8]和安全培训效果评估[9]等。此外,众多学者也对安全培训的影响因素及其作用机制展开研究[10-11]。游戏化、体验式、沉浸式的新型培训技术是未来安全培训发展的大方向[12-13],但安全培训工作的组织和开展涉及成本效益问题[14],如何实现安全效益最大化成为各类企事业单位安全决策中的一个重要问题。TONG Ruipeng等[15]基于事故致因“2-4”模型开发了行为追溯安全培训法(Accident-Cause-Training,ACT培训法),通过收集相关事故案例并分析其行为原因来确定培训内容;XIE Xuecai等[16]基于煤炭行业历史事故数据,有针对性地设计了关于瓦斯突出的8个部分的培训内容;JOHN等[17]则通过创建危险情景的培训场景,引导员工关注潜在危险。田恬等[18]采用专家访谈的方法梳理了新护士护理安全培训内容,并形成体系;PEDRO等[19]提出一个基于链接数据和本体的系统框架,从海量的安全培训资料中提取待培训的内容。当前研究均指出安全培训需提升针对性,但部分仅从事故案例的角度出发,较为片面,而关于安全培训体系的相关研究也欠充分,难以有效指导企业安全培训的实际工作。
鉴于此,笔者将基于以“道法术器势志”打造的安全文化理论框架[20],综合ACT培训法和安全Ⅰ、安全Ⅱ等相关理论,提出一个安全培训课程体系的新框架,并开展应用研究,旨在为各大企事业单位的安全培训工作提供理论指导。
ACT培训法基于事故致因“2-4”模型,分为案例收集、原因分析和培训实施3个阶段[15]。该方法通过收集相关事故案例,从组织和个体2个层面分析事故行为原因。基于分析结果,开发针对性的培训内容,进而实施培训。在对ACT培训法的进一步研究中,佟瑞鹏等[21]深入探讨了案例教学中的建构主义、结构主义和知识转化机制等理论,并分析了这些理论在安全培训中的应用方式,将事故—原因—培训核心链条扩展为事故/成就—原因—培训→行为。丰富后的ACT培训法认为不仅要从事故案例中获取教训,也要借鉴从成功案例中获得的管理经验,从而打造合适的培训情景,开展情景学习。
安全Ⅰ[22]由HOLLNAGEL所定义,认为安全是不良结果(如事故、伤害)出现频次无穷低的状态。根据这一定义,安全即通过统计安全失效事件的数量和风险隐患的案例来衡量,安全管理是一种被动式的管理。
安全Ⅱ[23]同样由HOLLNAGEL提出,不同于安全Ⅰ,安全Ⅱ认为安全时预期的和可接受的结果出现频次无穷高的状态。安全通过统计成功和出现预期结果情况与案例数量来衡量,安全管理是一种主动式的管理。安全Ⅰ和安全Ⅱ的比较见表1
在安全管理中,安全Ⅰ和安全Ⅱ应同时存在、互为补充,并形成特定的平衡关系。综合运用安全Ⅰ和安全Ⅱ,发挥二者的互补作用,建立共存机制,在行为安全领域也适用。尤其ACT培训法以案例教学为核心,旨在通过让员工理解不安全行为的不良后果来提升安全意识。同时,强调传授成功的事故处理经验,以便员工通过改善行为安全水平来有效维持安全绩效。
“道法术器势”出自《道德经》,即道以明向,法以立本,术以立策,器以成事,势以立人。这一古训从天道、方法、策略、器具、形势5个维度提供了一套成事立人的有力的思想体系。但在实际管理中,不仅要依赖这5个维度,同样需要明确一个目标,这便为志。文献[20]结合计划-执行-检查-处理(Plan-Do-Check-Action,PDCA)循环理论明确了“道法术器势志”在安全管理中的7个层面,并详细论述了各层面的管理内容,为设计一整套安全培训体系,开发各层面培训内容提供了参考和指南。
在1.1理论的基础上,以“道法术器势志”为依据,设计安全培训内容的课程框架,如图1所示。
该框架主要遵循ACT培训法的逻辑链条,从安全事故和安全成就2个方面入手,通过分析事故中的失败教训和成就中的经验,为确定安全培训课程内容提供了依据。在此基础上,结合企业特点和中国特色,构建形成与“道法术器势志”相对应的课程体系框架,包括安全管理目标、安全思想原则、安全法律法规、安全管理要求、安全管理工具和安全生产形势6个维度,各维度的培训要点见表2
在企业安全生产领域,从业人员的日常工作任务繁重,面对日益增多的安全培训课程,越发感到疲乏,进而导致对培训的参与度和积极性降低,影响了培训的有效性。为提高安全培训的效果,提出一种针对性的安全培训方法。根据《生产经营单位安全培训规定》,主要负责人和安全生产管理人员应当具备所从事的生产经营活动相适应的安全生产知识和管理能力,而其他从业人员需具备本岗位安全操作、自救互救以及应急处置所需的知识和技能。结合安全培训课程体系框架各层面对应的能力,明确各类从业人员在每个维度上应达到的掌握程度,以此作为制定安全培训计划和组织开展培训工作的基础和依据。由此形成涵盖培训维度、培训人员、掌握程度3个方面的安全培训矩阵,如图2所示。其中,掌握程度分为3个层次:①了解。能正确理解所学知识的含义、内容,并能够应用。②熟悉。对所学知识有较深的认识,能够分析、解释并应用相关知识解决问题。③掌握。对所学知识有全面、深刻的认识,能够综合分析、解决较为复杂的相关问题。
图2可知:领导层需要熟练掌握安全管理目标、安全思想原则、安全法律法规和安全生产形势,熟悉安全管理要求,了解安全管理工具。管理层需要熟练掌握安全管理目标、安全法律法规、安全管理要求和安全管理工具,熟悉安全思想原则和安全生 产形势。作业层则需要熟练掌握所属专业或岗位相关的安全管理工具,熟悉安全管理目标和安全管理要求,了解安全思想原则、安全法律法规和安全生产形势。通过这种方式,可以减少基层作业人员所需掌握的安全知识量,同时提高了他们对专业领域内安全知识的深入理解和应用能力。对于领导层和管理层而言,需要掌握的安全知识更为广泛,更有助于企业有效执行安全生产责任制。
以某国家级油气企业为例,对提出的安全培训课程体系框架、安全培训要点、安全培训矩阵开展应用研究。该企业分为集团公司、地区公司、二级单位和基层单位4个层级。基于这一组织架构,将安全培训对象分为3个主要类别:领导干部、健康-安全-环境(Health-Safety-Environment,HSE)专职人员与专业管理人员、基层管理人员与岗位操作人员。此外,培训对象还包括新入职或转岗人员(包括提拔、调整的领导干部)、承包商以及业务外包人员。因此,结合该企业的HSE管理体系可构建其安全培训结构,如图3所示。
图3可知:针对各级领导干部(主要负责人、业务分管领导、主要职能部门负责人),开展领导干部HSE专题培训,旨在提升HSE意识和素质能力。针对各级HSE专职人员,开展系统性的专题培训,强化其对集团公司HSE管理制度、工具方法和重点工作的学习和执行。针对专业管理人员,充分结合业务培训开展带有专业性质的HSE教育培训,强化其HSE意识的提升和风险管控工具方法的应用,以促进在日常工作中的实际应用。针对基层管理人员,如基层站队长和作业区主任等,开展基层HSE专题培训,以确保其落实岗位HSE管理责任。针对基层岗位操作人员,结合作业现场、所在岗位等相关的专业性HSE知识开展针对性的培训。对于新入职或转岗人员,则提供岗前HSE培训和取证培训,确保其能明确并牢记岗位HSE管理职责。对于承包商与业务外包人员,遵循“谁发包谁负责”的原则开展承包商HSE专项培训,而业务外包人员则按照内部员工的标准开展HSE培训。基于此,结合表2图2,进一步明确了安全培训课程体系中各类HSE培训主题所涵盖的内容和相应维度,见表3
根据3.1节的论述,在企业开展培训需求调研,分别确定了道、法、术、器、势、志6个维度对应的HSE培训知识,整合汇总后形成77套HSE培训课程,采用PPT制作+Microsoft Azure资源库机器配音的方式生成HSE培训视频课件,并在企业的线上知识管理平台上线。77套HSE培训课程所覆盖的范畴见表4
在实施77套视频课程的培训项目的同时,采用研究团队开发的培训满意度调查量表[24]开展主观问卷调查,共收集7个基层单位共计273位从业人员的培训反馈数据,并对这些数据做达成度分析,其中包括4个要素:培训目标、达标要求、课程体系和课程对达标要求的支撑关系[25]。其中,培训目标对应安全培训目标,达标要求对应安全培训效果,课程体系对应安全培训内容,课程对达标要求的支撑关系对应安全培训形式和安全培训安排。量表中关于安全培训内容和安全培训效果的得分分布情况如图4 所示。
图4可知:结合各维度得分及题项描述的分析,可评估该企业HSE培训的达成度。安全培训内容得分在4分以上的员工共有252人,表明92.3%的成员认可了HSE培训内容的针对性,肯定了培训课程的丰富性和创新性;在达标要求方面,有263人对安全培训效果的打分在4分以上,即96.34%的成员表示通过HSE培训有效获悉安全工作的方法,了解安全文化并提升了安全意识。由此可得,基于本研究在该企业的安全培训实践,在安全培训内容和安全培训效果2个方面均取得了较好的达成度。
1) 综合ACT培训法、安全Ⅰ和安全Ⅱ等相关理论,构建了包括安全管理目标、安全思想原则、安全法律法规、安全管理要求、安全管理工具、安全生产形势6个维度的安全培训课程体系框架,并明确了各维度的培训要点以及各层级的员工相应的掌握程度,可为企业确定培训内容提供理论指导。
2) 结合研究提出的安全培训要点和安全培训矩阵,并充分考虑企业的实际特点,可构建企业的安全培训结构,并确定安全培训课程体系。
3) 在应用研究中,构建应用单位的安全培训结构和课程体系,并基于此编制77套线上视频课程,组织开展培训并实施了达成度分析。反馈结果表明,应用研究取得了较好的达成度,后续仍将在此基础上持续完善多层级、多方面、立体化的安全培训体系。
