Physical evidence investigation was a necessary means and important link to identify the causes of hazardous chemical incidents. However,the manifestations of hazardous chemical incidents were often explosions and fires,which could easily trigger a domino effect,making physical evidence investigation somewhat difficult. In order to improve the efficiency of on-site inspections and reduce the occurrence of hazardous chemical incidents. MFA method was adopted to conduct on-site intelligence information analysis and explore the application value of MFA theoretical methods in the physical evidence inspection of hazardous chemical incidents based on specific cases. Based on "Jiangsu Xiangshui 3·21 serious Explosion Accident","Material Flow Analysis Map" and "Hazardous Substance Distribution Map" were drawn for Tianjiayi Chemical Plant,and material flow analysis research was conducted on the involved enterprises. The results indicate that MFA can identify hazardous areas and substances,providing safety protection reference information for on-site inspectors. It can also provide scope and direction for extracting,inspecting,and identifying on-site physical evidence.

物证勘验是查明危险化学品事件发生原因的必要手段和重要环节,但危险化学品事件表现形式多为爆炸和火灾,容易引发多米诺效应,物证调查存在一定的难度。为提高现场勘验的效率、减少危险化学品事件的发生,采用物质流分析方法(MFA)开展事件现场情报信息分析并基于具体案例探索物质流分析理论方法在危险化学品事件物证勘验中应用价值与前景。并以“江苏响水3·21特别重大爆炸事故”为例,绘制“天嘉宜化工厂苯二胺项目物质流动分析图”和“危险物质分布图”,对涉事企业作物质流分析。结果表明:MFA可识别危险区域和危险物质,为现场勘验人员提供安全防护参考信息;还可为现场物证的提取和检验鉴定提供范围和方向。

物证勘验是查明危险化学品事件发生原因的必要手段和重要环节,但危险化学品事件表现形式多为爆炸和火灾,容易引发多米诺效应,物证调查存在一定的难度。为提高现场勘验的效率、减少危险化学品事件的发生,采用物质流分析方法(MFA)开展事件现场情报信息分析并基于具体案例探索物质流分析理论方法在危险化学品事件物证勘验中应用价值与前景。并以“江苏响水3·21特别重大爆炸事故”为例,绘制“天嘉宜化工厂苯二胺项目物质流动分析图”和“危险物质分布图”,对涉事企业作物质流分析。结果表明:MFA可识别危险区域和危险物质,为现场勘验人员提供安全防护参考信息;还可为现场物证的提取和检验鉴定提供范围和方向。

Physical evidence investigation was a necessary means and important link to identify the causes of hazardous chemical incidents. However,the manifestations of hazardous chemical incidents were often explosions and fires,which could easily trigger a domino effect,making physical evidence investigation somewhat difficult. In order to improve the efficiency of on-site inspections and reduce the occurrence of hazardous chemical incidents. MFA method was adopted to conduct on-site intelligence information analysis and explore the application value of MFA theoretical methods in the physical evidence inspection of hazardous chemical incidents based on specific cases. Based on "Jiangsu Xiangshui 3·21 serious Explosion Accident","Material Flow Analysis Map" and "Hazardous Substance Distribution Map" were drawn for Tianjiayi Chemical Plant,and material flow analysis research was conducted on the involved enterprises. The results indicate that MFA can identify hazardous areas and substances,providing safety protection reference information for on-site inspectors. It can also provide scope and direction for extracting,inspecting,and identifying on-site physical evidence.

物质流分析方法(Material Flow Analysis,MFA)是研究物质资源新陈代谢的一种方法,研究在一定时空范围内关于特定系统的物质流动和贮存系统分析。化学工业是典型的成熟型行业,同种产品的生产流程、生产工艺和设备大多相似或相近,对危险化学品企业物质流进行系统的分析和总结具有很强的借鉴和重要的实战意义。
危险化学品事件的主要形式为爆炸火灾,其后果往往人员伤亡多、经济损失大、环境危害重,严重危害公共安全,如江苏响水“3·21”特别重大爆炸事故(简称响水爆炸事故)、河北张家口盛华化工“11·28”重大爆燃事故、天津港“8·12”危险品仓库特别重大火灾爆炸事故等均造成了严重的社会影响。危险化学品事件现场往往比较复杂,如爆炸和火灾造成现场破坏比较严重、涉及危险化学品种类繁杂、生产工艺流程复杂等,物证勘验工作的复杂性是可想而知的。从危险化学品事件物证调查角度来讲,最关注的是具体物证的勘验,MFA或许能提供一些有益的帮助。
近年来,MFA在各个产业系统分析中得到了广泛应用,如陈吕军等[1]进行了杭州湾精细化工园区碳的物质流分析研究;柳晓燕等[2]进行了中国玻璃物质流分析;郭学益等[3]进行了铜火法冶炼过程中铜和砷物质流分析;张塬月[4]通过MFA探究工业园产业链物质流动情况;成春春等[5]运用MFA计算分析了纯碱生产过程的盐水工序、石灰石煅烧工序、碳酸化工序等主要环节中的资源、能源消耗和污染物排放量;王丽娜等[6]阐述了MFA在一个天然气化工生产系统中应用的案例;智静等[7]构建了能源(煤)化工基地物质流分析框架,并以宁东能源(煤)化工基地为案例,深入分析了基地内不同行业物质代谢规模、效率以及污染结构。目前,MFA还没有在危险化学品事件调查中得到应用。
鉴于此,笔者拟将MFA用于危险化学品事件物证勘验中,分析涉事企业系统的内部物质流动和存储等情况,识别危险物质和区域,以期为现场勘验提供有价值的现场情报信息,为未知物的物证鉴定提供一定的方向和范围。
危险化学品生产环节发生的事件数量和伤亡人数最为显著,生产环节与存储、运输、使用等环节不同,生产环节具有工艺复杂和化学品类繁多的特点,其物质信息丰富,包含原料、中间体、产品、副产物等[8]。危险化学品事件的物证调查人员有必要了解现场企业的工艺流程和所涉及的具体物质信息(原料、中间体、产品、废弃物等),尤其要了解这些物质的物理化学性质,将危险化学品物质流信息与物证勘验有机统一。危险化学品的生产往往发生在化工厂,那么化工厂的物质流动信息对于危险化学品事件的物证调查和现场勘验防护具有重要参考价值。
物质流分析以质量守恒定律为基本依据,将企业的物质分为输入、贮存和输出3个部分,通过研究三者的关系,跟踪、定位物质利用及迁移、转化途径。将化工厂作为物质流分析对象,充分考虑危险化学品事件物证调查的需求,了解生产工艺流程和装备,搞清楚所研究系统(化工厂)的危险化学品物质流动情况。首先,物料的投入量,包括原材料、燃料和辅助材料等;其次,理清楚生产的工艺流程与单元操作,以及生产过程中产生的中间体和废弃物多少及其储存情况;最后,关注产品以及副产品等的产出量及储存情况。化工厂物质流分析框架如图1所示。
企业的危险化学品生产环节的物质流信息是通过公开渠道获取的,如环境评价报告书对企业的原料、中间体、产品、废弃物、产能、物质消耗量等物质流信息有全面的介绍。对于已发生的事件,可从调查报告中企业情况介绍和工艺流程等部分获取物质流信息。当然,也可直接从相关企业或化学工业园区的规划和管理部门获取物质流的相关信息。
2019年3月21日,江苏省响水县天嘉宜化工有限公司(简称天嘉宜化工厂)发生特别重大爆炸事故,造成78人死亡、76人重伤、640人住院治疗的严重后果,造成了严重的社会影响。以天嘉宜化工厂为例,分析物质流对危化品事件物证调查的价值与意义。天嘉宜化工厂以及现场相关信息主要参考《江苏响水天嘉宜化工有限公司“3·21”特别重大爆炸事故调查报告》[9]、《江苏天嘉宜化工有限公司固废和废液焚烧项目环评报告》[10]和《江苏天嘉宜化工有限公司环保设施效能评估及复产整治报告》[11]等公开资料。
天嘉宜化工厂占地面积14.7万m2,员工195人,主要产品为苯二胺,即邻苯二胺(2 500 t/a)、间苯二胺(17 000t/a)、对苯二胺(500t/a),苯二胺项目物质流分析框架如图2所示。主要原料输入为苯、浓硝酸、甲醇、浓硫酸等物质,系统内的物质流动主要有硝化反应、水洗分离、甲醇制氢和精馏等单元操作过程,最终产出苯二胺产品和相关固废、液废[9]。上述单元操作的具体工艺流程如图3所示。苯与硝酸、硫酸的混合酸经2次硝化反应,其中,苯既作为原料又作为溶剂,2次硝化反应后生成混二硝基苯粗品,通过水洗、碱洗等精制工艺除去硝基苯酚等副产物,经加氢反应生成产品混苯二胺,再经精馏分离得到邻苯二胺、间苯二胺和对苯二胺产品。
天嘉宜化工厂的贮存工程见表1。与苯二胺项目工艺流程也是相应的,工厂共有普通仓库4个,总面积达4 536 m2;甲类仓库1个,面积为720 m2;罐区有5个,所占总面积为5 315 m2,罐区主要为硝酸、硫酸、甲醇、苯等原材料的储罐,储罐数量共计32个,储罐总容积约为12 000 m3。由图3可知:此厂需要消耗大量的硝酸(24 379 t/a)和硫酸(3 000 t/a)等具有强腐蚀性的强酸溶液,以及甲醇(12 688 t/a)和苯(14 757 t/a)等具有易燃和高毒特性的液体。化工厂爆炸火灾很容易引发多米诺效应,造成次生灾害,天嘉宜化工厂的贮存系统也是物证勘验需要提前了解的重要参考信息。
1) 为现场勘验人员提供防护建议。危险化学品相关的工厂一般都存在大量有毒有害的化学品。当爆炸火灾事件发生后,现场危险化学品从有序状态变为无序状态,所以事件现场存在着大量的潜在危险源和较高的不确定性,这对第一时间进入现场的救援人员和现场勘验人员的生命健康存在着较大威胁。如天津港“8·12”危险化学品仓库爆炸现场散落大量氰化钠和多种易燃易爆危险化学品,不确定危险因素众多。所以,在进行现场勘验前,有必要对现场企业物质流以及贮存情况有一个初步的了解,做好现场勘测防护准备工作。
在2.1节中,分析天嘉宜化工厂的物质流信息和仓储情况,天嘉宜化工厂具有大量多种危险化学品,爆炸事件发生后存在着诸多安全隐患,如爆炸后破损的储罐中危险化学品会流出,如图4所示,浓硫酸和浓盐酸具有强腐蚀性,甲醇和苯易燃且高毒。从物质流分析可知:生产过程中产生硝基苯系物中间体,硝基苯系物一般均具有爆炸物属性。结合现场可能存在的危险源,总结现勘防护建议见表2。由表2可知:现场涉及大量易爆固体、强腐蚀性液体、易挥发易燃且有毒的液体,还会伴随有爆炸或受热后分解产生的有毒气体,现场危险源众多且复杂,综合全面的防护非常重要,靴子和手套必须具备防渗透功能且不宜过短,主体防护服要防静电,头部防护需佩戴防毒面罩,如需进入建筑物内部或附近勘验需佩戴安全帽。
为更加直观地呈现事件现场的危险分布情况,根据天嘉宜化工厂储存系统和生产车间布置情况,绘制事件现场的危险物质风险分布,如图5所示。固废仓库是炸坑所在,也是起始爆炸位置,所以是重点取证位置,也是防范次生危害的重点区域,其附近天然气站需重点防范燃气的泄漏问题。硝化车间和氢化车间为制取硝基苯和粗品苯二胺的场地(图3),涉及到苯、浓酸、硝基苯、苯二胺、氢气等多种原材料和中间体,过程复杂、设备繁多。精馏车间由粗品苯二胺生产最终产品,精馏车间物料主要为苯二胺。制氢车间由甲醇制取氢气,甲醇和氢气均易燃。储罐区主要有2个位置,甲醇和苯炸后均可能残留,浓硫酸和浓硝酸泄漏后形成积液,需要密切防范其腐蚀性。
2) 为物证检验鉴定提供信息参考与方向。调查组调取事件现场2019年3月21日有关视频,确认响水爆炸事故的起火位置为天嘉宜公司旧固废库中部偏北堆放黄料部位,黄料如图6所示,黄料源于硝化车间废料如图7所示,确定黄料的主要成分是物证调查的重点。
黄料产生于图3的“冷却结晶分离”单元操作,根据图3物质流动分析可知:黄料来源于粗混二硝基苯的精制环节,从物质流角度讲,基本确定黄料属于硝基苯类物质范围:硝基苯酚类和二硝基苯。硝基苯酚类是硝化反应的主要副产物,二硝基苯是硝化反应产品,且硝基苯酚类和二硝基苯微溶于水或溶于热水中,水相中会有硝基苯酚类和二硝基苯经冷却形成晶体,硝基苯酚类和二硝基苯晶体颜色多为淡黄色和黄色,所以事件现场黄料主要成分很有可能是硝基苯酚类和二硝基苯类物质。
上述物质流分析的推论与鉴定结果也是相互吻合的,北京市理化分析测试中心对废水池附近取得的样品进行了检测,废料主要成分是三硝基二酚、间二硝基苯、三硝基一酚等。
物质流分析还可根据事前的物料量和生产情况,以及事后现场的损害情况,初步推断危险化学品在原有设备中、现场积液、土壤、大气中可能的存在状态,从而对物证的提取与人员防护提供进一步的现场情报信息。在响水爆炸事故中,天嘉宜化工厂的旧固废库存有大量的黄料,爆炸后现场及周边土壤中均有可能存在黄料的残留物,这是物证提取的重点区域。同时,经过分析天嘉宜化工厂物质流可知:黄料可能产生于图3中的水相冷却结晶环节,也就是硝化车间的废水冷却工艺车间,那么硝化车间的废水池及析出产物也是重点取证对象。
1) MFA可为危险化学品事件现场勘验提供防护建议和识别物证提取重点区域。危险化学品事件现场危险源众多,物质流分析可理清现场的储存系统以及物料流动情况,并可据此结合厂区平面图绘制现场危险物质分布风险示意图,初步推断危险化学品在原有设备中、现场积液、土壤、大气中可能的存在状态,为危险化学品事件现场勘验和应急救援人员提供防护信息和物证提取重点区域。
2) MFA可为危险化学品事件现场勘验提供技术情报信息,为物证鉴定提供信息参考。化学工艺流程复杂,中间品和副产品等种类较多,物质流分析也可为物证检验鉴定提供方向和范围,在响水爆炸事故调查中,未知物黄料成分的确定至关重要,通过MFA可基本确定黄料成分组成的范围。在重特大危险化学品事件发生后,对于勘验调查人员来讲,往往是时间紧、任务重,MFA可提供具有重要价值的信息参考。
3) MFA在危险化学品事件勘验中的应用研究应主要聚焦在危险化学品生产企业物质流信息分类分析。危险化学品事件由于其严重的社会影响,早已成为公共安全的老大难问题,但化学工业本身有其自身特征,目前相关研究[12-15]已开展了包含大量危险化学品事件信息的数据库、仿真软件与情景分析等研究工作,为下一步进行生产同类产品企业的物质流分析提供了坚实的基础,生产某一类产品的企业的物质流分析结果可为以后发生的类似危险化学品事件调查和物证勘验提供信息参考。与此同时,开展基于人工智能的危化品事件数据系统建设,新发生事件可通过系统直接进行物质流信息相似度匹配和智能研判。
