To optimize the professional talent training objectives,curriculum structure,and teaching syllabus of hazardous chemicals safety supervision,the state-of-the-art knowledge system and professional capabilities of hazardous chemicals safety supervision personnel were analyzed. Questionnaires and interviews were used to investigate the recruitment needs,on-the-job training,requirements,and school-government cooperative model for hazardous chemicals safety supervision positions. The results showed shortcomings such as insufficient talents trained in hazardous chemicals safety supervision,imperfect professional knowledge system,and mismatched professional capability structure. Hazardous chemicals safety supervision personnel should master professional knowledge such as laws and regulations,safety management skills (e.g.,integrity and process safety management),chemical processes,and chemical reactions. Furthermore,professional capabilities in risk assessment (e.g.,equipment,processes,and instrument systems),chemical reaction analysis,and chemical process simulation analysis should be enhanced.

为优化危化品安全监管专业人才培养目标、课程结构和教学大纲,分析危化品安全监管人员知识体系和专业能力的现状。采用问卷调查和访谈等方法,调查研究危化品安全监管岗位招聘需求、入职培训要求、任职需求及校政合作模式等。结果表明:当前,危化品安全监管专业人才培养数量不足,专业知识体系不完善,专业能力结构不匹配。危化品安全监管人才需着重掌握法律法规、安全管理技能(完整性、过程安全管理等)、化工工艺、化学反应等专业知识,并强化在风险评估(装备、工艺、仪表系统等)、化学反应分析、化工工艺模拟分析等方面的专业能力。

为优化危化品安全监管专业人才培养目标、课程结构和教学大纲,分析危化品安全监管人员知识体系和专业能力的现状。采用问卷调查和访谈等方法,调查研究危化品安全监管岗位招聘需求、入职培训要求、任职需求及校政合作模式等。结果表明:当前,危化品安全监管专业人才培养数量不足,专业知识体系不完善,专业能力结构不匹配。危化品安全监管人才需着重掌握法律法规、安全管理技能(完整性、过程安全管理等)、化工工艺、化学反应等专业知识,并强化在风险评估(装备、工艺、仪表系统等)、化学反应分析、化工工艺模拟分析等方面的专业能力。

To optimize the professional talent training objectives,curriculum structure,and teaching syllabus of hazardous chemicals safety supervision,the state-of-the-art knowledge system and professional capabilities of hazardous chemicals safety supervision personnel were analyzed. Questionnaires and interviews were used to investigate the recruitment needs,on-the-job training,requirements,and school-government cooperative model for hazardous chemicals safety supervision positions. The results showed shortcomings such as insufficient talents trained in hazardous chemicals safety supervision,imperfect professional knowledge system,and mismatched professional capability structure. Hazardous chemicals safety supervision personnel should master professional knowledge such as laws and regulations,safety management skills (e.g.,integrity and process safety management),chemical processes,and chemical reactions. Furthermore,professional capabilities in risk assessment (e.g.,equipment,processes,and instrument systems),chemical reaction analysis,and chemical process simulation analysis should be enhanced.

我国是世界上主要化工生产大国之一,化工是我国国民经济重要的基础产业和支柱产业。由于化工生产具有物料危险性大、生产流程长、工艺过程和工艺条件复杂、事故应急处置难等特点,化工行业安全生产问题一直备受社会关注。随着经济快速发展,化工、危化品安全生产呈现趋稳向好态势,但安全生产深层次问题逐步显现,传统监管方式和监管专业能力遇到了挑战。近期,危化品安全事故暴露出化工和危化品安全专业监管人才匮乏的突出问题[1-2]
近年来,我国高度重视化工安全人才培养工作,应急管理部(前国家安全监管总局)联合教育部调研化工安全人才情况并下发加强人才培养的指导意见,据统计,我国化工和危化品安全监管复合型人才缺口为3万人左右,而我国高校每年培养的化工安全专业毕业生不足3 000人[3-4],导致专业的危化品安全监管人才数量严重不足。目前,全国共14所院校开设化工安全工程专业,各高校学者对化工安全复合型人才培养模式开展了相关的研究,李石等[5]分析了当前化工安全人才培养存在的问题与不足;刘义等[6-7]提出构建多学科协同和多平台协同的育人机制,形成了“具备的知识与能力、课程体系、师资力量、教学方式、教学资源建设”在内的培养方案和2个国际化培养模式;孟亦飞等[8-9]针对化工安全方向复合型工程(专业)硕士,构建了适用行业发展的“三结合、少学时、多门类”课程体系;范小花等[10]构建了重基础、懂行业、重实践的复合性人才教育模式,提出在课程体系的设置上,必须根据化工行业生产的实际情况制定具有化工行业特色的专业培养计划。上述研究成果仅聚焦于下游化工安全人才培养模式,缺乏面向行业和政府等岗位需求的化工安全复合型人才知识体系和能力结构研究,更无针对危化品安全监管人员所需知识和能力的调查研究。
鉴于此,笔者通过调研化工安全工程(危化品安全监管方向)人才培养的就业去向、岗位需求、岗位工作任务及入职培训方式、时间、内容等,及相应岗位所需的知识和能力,构建化工安全工程专业危化品安全监管方向学生的知识体系和能力结构,设置人才培养目标和课程结构,并针对具体实施环节提出方向性建议,以期为高校化工安全工程专业危化品安全监管方向学生知识体系和能力结构的培养提供指导方向和实践路径。
选自山西、江西和湖南3个省的省市县/区/化工园区三级危化品安全监管政府部门的监管人员,共发出调查问卷376份,收回调查问卷373份,回收率为99.20%,其中,有效答卷330份,无效答卷46份,有效回收率为87.77%,从所选省份的经济发展水平、危化品安全监管现状等情况看,调查对象可反映我国危化品安全监管人员这一群体的基本情况与特征。
1) 问卷调查法。为保证调查问卷的可靠性和有效性,在部分监管人员中进行预备性调查,优化完善返回的问卷,并确定16个问卷调查问题。内容效度比(Content Validity Ratio,CVR)作为问卷内容效度评定的常用指标,问卷邀请14名专家评判确定效度水平为:

式中:Ne为专家中认为项目具有相关性的人数;N为参加评定的专家总人数。
2) 访谈法。访问面谈14名省市县/区或化工园区三级危化品安全监管政府部门的主要责任人,了解其对当前危化品安全监管所需掌握的专业知识、具备的技术能力、关键安全监管技能和长远发展的综合素质等问题的认识和意见。
3) 数理统计法。对调查所得数据分布进行相关性和其他常规性分析统计。
参与问卷调查的危化品安全监管部门性质和规模具体如图1所示。
图1可以看出,危化品安全监管部门近3年总体配备2~8人,其中,省级危化部门一般配置5~7名危化品安全监管人员,80%以上地级市危化部门配置6名以下,其中,接近50%仅配置3名危化品安全监管人员,配置2、4及6名占10%,90%以上县级危化品安全监管部门配备5人以下人员,50%化工园区配备7~8人。综上,省市县三级危化品安全监管人员配备较少,急需增加危化品安全监管人员招聘数量。
调研山西、江西和湖南的省市县/区/化工园区三级危化品安全监管政府部门岗位招聘需求,结果如图2所示。
图2可以看出,①参与本次调研的70%以上的危化品安全监管部门未来3年需要引进0~3名人员,主要通过公务员招考和地方事业单位招考的方式招聘,其次为人才引进和第三方企业劳务派遣3种方式,少量通过退役军人安置、专家聘用或国企聘用等方式。②引进的人员学历以本科为主,其次为硕士研究生和专科,少量需求博士和高中(退役安置),且更希望从省内高校进行招聘,省外高校和应急管理大学招聘需求相当。③招聘危化品安全监管相关工作的应届毕业生关注的指标偏向于专业知识和技能,其次为资格证书和企业实践经验,对在校成绩关注度相对较低。
从省市县三级危化品安全监管部门来看,省级危化品安全监管部门主要通过公务员招考,少量通过事业单位招考引进本科以上学历的1~3名安全监管人才;地市级危化品安全监管部门主要通过公务员招考、事业单位招考和人才引进等3种方式引进1~3名安全监管人才,少量通过企业劳务派遣引进,学历基本要求为本科,少量为专科/硕士/博士;县级危化品安全监管部门主要通过公务员招考、事业单位招考和人才引进等3种方式引进1~3名安全监管人才,少量通过企业劳务派遣引进,学历大部分要求为本科,少量为专科/硕士/博士;化工园区危化品安全监管部门主要通过事业单位招考、人才引进和第三方劳务派遣等3种方式引进1~3名安全监管人才,少量通过公务员招考引进,学历大部分要求为本科,硕士次之,少量为专科和博士。综上所述,危化品安全监管人员专业素养不足,急需且偏向引进专业对口、专业知识和能力突出的多名省内高校本科毕业的化工相关专业人才。
调研山西、江西和湖南的省市县/区/化工园区三级危化品安全监管政府部门岗位培训时间、内容和方式,结果如图3所示。
图3可以看出,①参与本次调研的危化品安全监管部门有90%以上需要新入职人员接受12个月以下的入职培训才能独立上岗,其中,3~6个月占比最大,少量需要1年以上。②危化品安全监管部门招聘的应届毕业生入职培训以岗位认知、职业认知和岗位技能培训为主,其次为单位文化培训。③入职培训主要以“传帮带”(师徒制/老带新)、集中培训和线上培训为主,其次为外派培训。
从省市县三级危化品安全监管部门来看,接近80%的地市级危化品安全监管部门需要6个月以下的“传帮带”(师徒制/老带新)、集中培训和线上培训等3种方式进行岗位认知、职业认知和岗位技能的入职培训才能独立上岗;90%以上的县级危化品安全监管部门需要6个月以下的“传帮带”(师徒制/老带新)、集中培训和线上培训等3种方式进行岗位认知、职业认知、岗位技能和少量单位文化的入职培训才能独立上岗;90%以上的化工园区危化品安全监管部门需要12个月以下的集中培训、“传帮带”(师徒制/老带新)、外派培训(委托第三方)和线上培训等4种方式进行岗位认知、职业认知、岗位技能和单位文化的入职培训才能独立上岗。综上所述,危化品安全监管新入职人员需要12个月左右以“传帮带”(师徒制/老带新)、集中培训和线上培训为主的岗位技能培训,丰富专业知识,提高专业技能,以胜任相关安全监管岗位需求。

图4可以看出,化工安全工程(危化品安全监管)本科毕业生大部分可在危化品安全监督管理、应急执法部门、安全生产应急救援等3个部门任职,50%左右可在安全生产综合协调、应急指挥中心、救援协调和预案管理、风险监测和综合减灾等4个部门任职,少量可在火灾防治部门任职;80%以上危化品安全监管部门负责人认为,胜任以上相关工作岗位的危化品安全监管方向毕业生应具备法律法规、安全管理技能(完整性、过程安全管理等)、化工工艺、化学反应等4个方面的专业知识,其次为压力容器与管道、仪表与自动控制、电气等3个方面的专业知识;80%左右的危化品安全监管部门负责人认为危化品安全监管方向的本科毕业生还应具备风险评估(装备、工艺、仪表系统等)、化学反应分析、化工工艺模拟分析等3个方面的能力,其次还应具备仪表、自动控制系统校核与测试分析、电气自控系统设计、压力容器与管道强度校核与模拟分析等3个方面的能力;在具备以上工作岗位所需的专业知识和技能的基础上,毕业生若要在安全监管岗位上长远发展,还应具备自主学习、执行能力、认真负责、沟通能力、脚踏实地、细致入微、职业认知和发展规划、主动思考等多方面的综合素质;就目前行业统计数据而言,应着重培养学生的风险评估知识和技能、化工工艺、现代安全管理理论等方面的安全管理技能,其次为化工装备和仪表自动化。综上所述,危化品安全监管人员需具备法律法规、安全管理、化工工艺及化学反应等专业知识,以及风险评估、化学反应分析、化工工艺模拟等专业能力。
调查研究深入危化品安全监管一线,与江西、湖南和山西省市县三级应急管理系统危化部门和化工园区安全生产监管局等14名负责人进行面对面交流。具体访谈意见及措施如下:
1) 危化品安全监管发展现状与趋势。目前危化品安全监管部门监管力量不足,现有监管人员平均学历相对较低,人员学历结构不完整,年龄分布不均衡,专业匹配度较低,专业知识不足等问题较为突出,个别监管人员虽具备化工、化学相关专业背景,但面对化工过程风险缺乏核心的专业监管知识和能力,包括化工安全仪表、设备完整性等专业知识和风险辨识与隐患排查、事件发展预判及应急处置等专业能力,导致面对企业实现“自动化清零”等重点监管环节,难以及时制定专业化的监管工作方案和实施细则,导致现实中“监管难”的问题。危化品安全监管未来必须要走专业化监管之路,对监管人员提出更高的专业知识和能力要求,故高校培养知识完备、能力全面的危化品安全监管人才迫在眉睫。
2) 危化品安全监管人才专业知识体系和能力结构需求。根据危化品安全监管部门人员访谈结果,面对化工过程风险核心管控手段知识缺乏和能力不足等问题,总结出危化品安全监管人才应具备的知识体系、专业能力结构及相应的支撑课程,具体如图5所示。
图5可以看出,①在危化品安全监管专业知识体系和能力结构中,法律法规、安全管理技能、化工工艺、化学反应等知识和风险评估(装备、工艺、仪表系统等)、化学反应分析、化工工艺模拟分析等能力更为重要,应开设更多支撑课程,包括化工安全法规与规程、危险化学品安全监管等法律法规类课程,化工过程安全、安全系统工程、化工事故仿真技术等安全技术及管理类课程,4大化学(试验)等化学类课程,化工原理(试验)、化工热力学、化工工艺学、化学反应工程、化工过程模拟等化工类课程,反应危害与风险评估、风险辨识与隐患排查、精细化工反应安全风险评估等风险辨识评估类课程。②压力容器与管道、仪表与自动控制、电气等知识和仪表、自动控制系统校核与测试分析、电气自控系统设计、压力容器与管道强度校核与模拟分析等能力相对次要,在专业学分上限要求下可相应减少支撑课程,可开设化工设备机械基础、化工设备安全、腐蚀与防护等设备类课程,化工仪表和自动控制(技能训练)、化工过程控制、化工仪表及自动化、安全检测与监测等仪表自控类课程。
1) 危化品安全监管人才滞后于当前科学化、定量化的监管需求,结合目前“工业互联网+危化安全生产”的发展需要,当前危化监管人员应围绕危化品定量化风险的监、判、防、控提升自身的理论知识和专业能力,向超前风险感知、风险临界状态研判、风险主动监控策略优化等方面成体系的转变。
2) 为2026年底前全覆盖提升危化品安全监管人员能力,高校等平台可开展以提升“化工动/静态风险辨识与隐患排查能力、事件风险预判及应急处置能力、风险识别与研判智能装备的使用、风险识别与智能研判系统设计”等专业能力为主要内容6~12个月短期的微学历培训。
3) 具有化工类背景的院校在安全工程或化学工程与工艺专业可开设化工安全或危化品安全监管等本科专业方向,在专业培养课程满足国家标准的基础上,根据危化品安全监管所需及专业人才培养客观特征,增设安全法律法规、危化品安全技术、管理、监管等专业方向课程,提高学生安全风险评估、化学反应分析、化工工艺模拟分析等专业能力。
4) 高校可开设化工安全工程专业,培养“知工艺、懂安全、精技术、会管理”的化工安全复合型人才,构建包括但不限于基础化学、化工工艺、化工流体力学、工程材料、化工设备、电工电子、化工仪表、自动化原理等理论课程,培养化工流状态模拟(化工工艺模拟与化工流体模拟)、装备损伤过程模拟、化工风险控制能力设计等核心基础能力,培养与提升沟通组织协调、执行力、做事认真、脚踏实地等综合素质,解决制约化工行业健康安全发展中化工安全复合型人才短缺的关键因素。
