In order to effectively reduce the casualties and property losses caused by cabin turbulence,a decision analysis method based on a dynamic Bayesian network is proposed for cabin turbulence emergency response. Firstly,according to the relevant laws and regulations at domestic and international,combined with the emergency duties of key personnel on the ground and in the air,the turbulence emergency disposal process is analysed from pre-flight,in-flight and post-flight,and 24 key events are selected to construct a structured BT model. Secondly,the mapping conditions and transformation rules are established to form a DBN model. Then,the objective direct node a priori probability and the supplementary node fuzzy probability obtained by the triangular fuzzy probabilities of supplementary nodes obtained by the fuzzy number expert judgement method to obtain the a priori probabilities of all nodes. Finally,the time slice intervals of 1 and 2 min are selected to focus on the simulation inference of moderate and heavy turbulence,and to study the characteristics of the influence of each dynamic element on the failure of cabin turbulence event disposal. The results show that: the emergency response nodes are significantly affected by the degree of turbulence and time changes,and the optimal time for emergency response is within 5 min. Among them,the probability of failure for the failure of the crew fixation measures in place increases with the increase of the degree of turbulence,human factors such as the failure of the crew to fasten the seat belts and the over-servicing by the cabin crew are the key reasons for the failure of the response.

为有效降低客舱颠簸事件造成的人员伤亡与财产损失,提出基于动态贝叶斯网络(DBN)的客舱颠簸应急处置决策分析方法。首先,依据国内外相关法律法规,结合地面、空中的关键人员应急职责,从航前、航中、航后分析颠簸应急处置流程,选择24个关键事件构建结构化的蝴蝶结(BT)模型;其次,建立映射条件和转换规则,形成DBN模型;然后,统计客观的直接节点先验概率以及三角模糊数专家评判法得到的补充节点模糊概率,得出所有节点的先验概率;最后,选择时间片间隔1和2 min重点对中度、重度颠簸进行仿真推理,研究各动态要素对客舱颠簸事件处置失效的影响特征。结果表明:各应急处置节点受颠簸程度和时间变化影响显著,应急处置最佳时间在5 min之内,其中,乘员固定措施不到位的失效概率随颠簸程度加重而加大;乘员没有系好安全带及客舱乘务人员的过度服务等人为因素是导致处置失效的关键原因。

为有效降低客舱颠簸事件造成的人员伤亡与财产损失,提出基于动态贝叶斯网络(DBN)的客舱颠簸应急处置决策分析方法。首先,依据国内外相关法律法规,结合地面、空中的关键人员应急职责,从航前、航中、航后分析颠簸应急处置流程,选择24个关键事件构建结构化的蝴蝶结(BT)模型;其次,建立映射条件和转换规则,形成DBN模型;然后,统计客观的直接节点先验概率以及三角模糊数专家评判法得到的补充节点模糊概率,得出所有节点的先验概率;最后,选择时间片间隔1和2 min重点对中度、重度颠簸进行仿真推理,研究各动态要素对客舱颠簸事件处置失效的影响特征。结果表明:各应急处置节点受颠簸程度和时间变化影响显著,应急处置最佳时间在5 min之内,其中,乘员固定措施不到位的失效概率随颠簸程度加重而加大;乘员没有系好安全带及客舱乘务人员的过度服务等人为因素是导致处置失效的关键原因。

In order to effectively reduce the casualties and property losses caused by cabin turbulence,a decision analysis method based on a dynamic Bayesian network is proposed for cabin turbulence emergency response. Firstly,according to the relevant laws and regulations at domestic and international,combined with the emergency duties of key personnel on the ground and in the air,the turbulence emergency disposal process is analysed from pre-flight,in-flight and post-flight,and 24 key events are selected to construct a structured BT model. Secondly,the mapping conditions and transformation rules are established to form a DBN model. Then,the objective direct node a priori probability and the supplementary node fuzzy probability obtained by the triangular fuzzy probabilities of supplementary nodes obtained by the fuzzy number expert judgement method to obtain the a priori probabilities of all nodes. Finally,the time slice intervals of 1 and 2 min are selected to focus on the simulation inference of moderate and heavy turbulence,and to study the characteristics of the influence of each dynamic element on the failure of cabin turbulence event disposal. The results show that: the emergency response nodes are significantly affected by the degree of turbulence and time changes,and the optimal time for emergency response is within 5 min. Among them,the probability of failure for the failure of the crew fixation measures in place increases with the increase of the degree of turbulence,human factors such as the failure of the crew to fasten the seat belts and the over-servicing by the cabin crew are the key reasons for the failure of the response.

颠簸是指航空器在飞行过程中受到扰动气流冲击,造成仪表不准、操作困难的气象灾害。颠簸事件作为客舱的一种典型突发事件,具有实时预警受限、发生时间急迫、应急处置困难的特点[1],往往会造成飞机的结构受损、人员伤亡等,严重威胁到航空安全。在航空安全网(Aviation Safety Network,ASN)统计[2]的2017—2022年全球飞行事件中,颠簸致因事件占比约为56%。颠簸一旦发生,需要机组快速现场决策和应急处置,全体乘员有序配合。因而,如何有效减少不同程度颠簸事件的影响,避免其突发性、持续性引起的事件升级,降低人员伤亡,提升机组成员应急快速响应和应急处置决策能力,明确客舱应急处置关键环节,是国内外民航客舱安全运行的关注重点。
目前,国内外研究主要集中在事件前颠簸预测预警技术及事件后突发事件应急处置方法2方面。一方面,颠簸预测作为事前减少航路天气影响的保障技术,关注飞行前从气象角度分析客舱颠簸成因,开展航前预测。如HU Boyan[3]通过研究晴空湍流区域和季节变化,探讨了飞机湍流的变化规律;美国联邦航空局(Federal Aviation Administration,FAA)在FAA-H-8083-25C[4]中要求通过飞行中的天气报告,预测有潜在危险的非对流天气,特别是严重的极端湍流、晴空湍流。颠簸预警是通过气象预警技术和设备设施,由气象部门提供飞行计划预警,利用支持向量机[5]、G-sensor传感器[6]、滤波误差[7]等方法提高颠簸预警的准确度。另一方面,事件发生后的应急处置研究,集中在飞行中发生客舱颠簸、火灾等突发事件后的人员疏散、应急决策和事件致因领域。杜红兵[8]研究了燃油泄漏突发事件下客舱火灾的3种乘员疏散方案;张青松[9]利用案例推理法分析了客舱突发事件应急决策模型;CANKAYA[10]利用贝叶斯网络(Bayesian Network,BN)分析了航空事件的根本原因;MUECKLICH[11]通过分析航空地面操作事件,得出人为因素导致事件失效的关键节点;MA Yaping[12]构建了客舱人群疏散模型,改进人群疏散应急管理策略。然而,现有研究存在以下问题:一是将客舱突发事件视为静态事件,关注单次事件发生后的事故案例推理和应对策略,忽略了事件等级和持续应对的过程影响;二是现有颠簸预警技术虽可识别大多数的对流性颠簸,但对晴空颠簸却很难实现准确预警,且缺少针对颠簸事件本身的研究,尤其是针对无法准确预警的突发性颠簸。该类事件的后果等级和应急决策往往随持续时间、颠簸等级和处置全过程而动态变化,导致机组应急响应时间急迫,处置过程复杂。
鉴于此,笔者拟以客舱颠簸应急处置为研究对象,系统考虑颠簸事件的应急处置过程,采用蝴蝶结(Bow-Tie,BT)模型进行事件致因分析,构建动态评估应对决策模型,利用动态BN(Dynamic BN,DBN)分析关键应急处置节点的时间性和重要性,以期提升应急处置的效率,优化处置策略,减少机上人员伤亡与财产损失。
颠簸可能发生在航空器飞行的任意阶段,分析2017—2022年的118起颠簸事件报告[2]可知:导致颠簸发生的致因因素与飞越地区、季节等客观环境有关,与航空公司、飞行高度和机型等没有必然联系;颠簸事件引发的严重后果,如人员伤亡和结构损坏,大多是由机组应对不当、乘员反应迟缓、保护不足造成的。国际航空运输协会要求飞行人员、客舱乘务人员及航空公司运行控制中心(Air Operator Certificate,AOC)人员开展应对空中颠簸的课程训练,并要求乘客加强自我保护,以减少人员伤害。结合中国民用航空局《关于制定空中颠簸管理程序防止人员伤害的要求》[13],从颠簸应急处置的航前、航中和航后的事件发展阶段,得到颠簸应急处置流程,如图1所示。
其中,飞行人员承担颠簸应急处置决策职责,依据《一般运行和飞行规则》[14],航前需熟悉航路气象情况,航中颠簸发生时应迅速作出正确应急处置决策。AOC人员承担航空器应急支援和运行控制等职责,依据《航空承运人运行中心政策与标准》[15],航前需协调飞行计划,向飞行人员提供可能影响飞行安全的所有信息,包括飞行期间的天气预报,航中需要接收和反馈颠簸事件信息,并做好应急救援应对。
客舱乘务人员作为处置颠簸应急事件的直接人员,依据《客舱乘务员的资格和训练》[16],航前指导乘客遵守客舱安全规则,航中发生颠簸时做好现场响应、维护客舱秩序,颠簸结束后开展应急救助。乘客作为客舱乘员,在飞行全程应遵守客舱安全要求,航前了解客舱安全须知,航中颠簸发生时听从指挥,固定自己并做好保护。
为全面分析颠簸事件的致因因素,强调事件发生的多因素性[17],更好地识别潜在风险,采取应急处置措施,选择结构化的BT模型,从天气条件、机械设备、安全监管和人为因素等4方面,分析飞行中客舱颠簸应急处置的事件致因过程。
基于图1所构建的颠簸应急处置流程,首先,选取人机环管4方面辨识总体危险因素,将客舱颠簸导致人员伤亡作为顶事件,从上至下分析确定导致顶事件发生的中间事件和基本事件。根据颠簸事件统计数据和国内外航司应急处置的惯例做法,选择24个关键处置事件构建事故树,见表1。其次,将颠簸发生作为初始事件,依据颠簸程度影响、处置失效屏障和事件后果轻重将处置决策分为7层,得到颠簸应急处置BT模型,如图2所示。
BT模型虽能清晰表示客舱颠簸所有关键事件关系,但无法量化事件的重要程度及之间的相互影响。故选择DBN将BT模型进行转换。
为清晰表示事件之间的依赖性及相关程度[18],量化分析应急决策路径,构建BT模型到DBN模型的映射表达式:

式中:E为顶事件; E d为BT模型中所有关键处置事件的集合;d为模型中的事件编号, d ( 1,2 d ) ; E z为底事件, z为底事件的编号, z ( 1,2 z ) ; E m为中间事件, m为中间事件编号, m ( 1,2 m )。DBN则由初始网络 X 0和动态网络 X t组成, t为时间片; Δ t为时间片间隔, t ( 0,1 Δ t t )。当 t = 0 X 0为BN中所有节点构成的初始集合; X z 0为根节点; X m 0为中间节点; X 0为叶节点。当 t = Δ t时, X t t时间片的节点集合; X z t为其根节点; X m t为其中间节点; X t为其叶节点。
在DBN中,每个时间片 t都对应着一个静态BN,并且后续随着时间变化,节点参数可根据前一时刻的观测数据更新,得到BT模型映射DBN转换,如图3所示。
BT模型到DBN模型的转移规则为:客舱颠簸的DBN的转移网络是由多个时间片的BN模型组成,并满足马尔可夫假设的平稳性,故客舱颠簸应急处置决策只受上一个时间片的影响,即节点在时间 t的概率只受 t - 1时刻的影响,与 t - 1之前的时间片段无关[19-20]。因而,由BT模型转换为网络模型中的节点的条件概率与初始网络中完全相同,转移概率在整个DBN模型中保持不变。DBN中任意2个相邻时间片段的转移概率,表达如下:

根据初始网络 X 0的先验概率 P A和转移网络的转移概率 P ( X t | X t - 1 ),计算出DBN中任意节点的联合概率如下:

式中: X t f为时间片 t下的任意节点; f为时间片 t下第 f节点, f ( 1,2 f ); P X 0为初始网络的转移概率; P X t为转移网络的转移概率。
根据图3客舱颠簸应急处置的DBN模型,在构建层级结构的基础上,考虑各节点因素的关联关系,利用GeNIe软件构建客舱颠簸应急处置网络,代入先验概率进行数据分析[21-22]。首先进行正向推理,预测客舱颠簸应急处置时间的动态变化,帮助决策者采取早期干预措施;其次进行反向推理,得到当t时刻每个关键节点的后验概率,分析导致颠簸事件发生的关键原因[23],得到客舱颠簸应急处置DBN,如图4所示。
其中,DBN中的箭头由原因因素指向结果因素,即父节点 E z指向子节点 E m,其中,没有 E z的节点为根节点,各根节点上的有向圆弧用“1”表示,时间片间隔 Δ t为1个单位,节点状态根据节点名称采用适当的定性语言描述,如是、否。
由于颠簸事件的客观统计数据无法覆盖所有节点,故节点先验概率 P A由可统计到的直接节点先验概率 P ( C b )和评价得到的补充节点模糊概率 P g共同组成。 P ( C b )计算如下:

式中: C b为统计概况下第 b个节点发生的次数, b = 1,2 n; P ( C b )表示第 b个节点发生的概率;Ch为所有节点发生的次数总和, h = 1,2 n
补充节点模糊概率 P g采用的三角模糊数由专家评价法得出[24],计算如下[25]:首先邀请航司客舱管理的8位资深专家,根据从业年限、飞行时间、行业资格等行业相关性,赋值经验程度权重。然后根据颠簸处置流程建立中度颠簸和重度颠簸的问卷,对每个问题从不发生到一直发生,依据发生概率分5个语言变量供专家打分。最后通过问卷计算每个节点的模糊总数 G j:

式中: G = ( k l u )为三角模糊数,其对应的隶属度函数为 μ ( G ); k u分别为三角模糊数的上限值和下限值; l为模糊数隶属度为1时的取值。
根据统计计算得到的三角模糊数,利用平均法去模糊化补充节点模糊概率 P g:

为方便后续模拟仿真,统计概率 P ( C b )赋予权重0.7,而三角模糊数得到的先验概率 P g赋予权重0.3。根据先验概率[26],利用条件概率 P ( E m | E z )计算DBN图中的非根节点:

E m作为 E z的子事件, P ( E m | E z )表示仅当 E m发生时 E z发生的概率,先验概率结果汇总见表2
受限于预测预警技术,突发性的单次颠簸一般持续几秒到几十秒不等,颠簸应急处置时长会受到等级判断、响应时间、决策应对和保护措施等多重影响。国际民用航空公约《附件3 国际空中航行气象服务》将颠簸划分为轻度、中度、重度3个等级,事件统计结果表明:轻度颠簸危害较小,而中、重度颠簸则会带来结构损坏和人员伤亡的严重事件后果。考虑到颠簸事件发展的动态性和持续性,依据式(1)—式(8)选取中、重度颠簸,对不同时间片下的应急处置节点进行DBN仿真分析:首先将中度、重度颠簸的先验概率 P A导入已构建的DBN网络中,通过调整时间片间隔 Δ t,得到各个节点输出的后验概率以及相关性变化;继而根据机上颠簸应急处置的客观响应时间,选择时间片的单位时间为1min;而后观察时间片从1~10min的变化程度。通过数据仿真模拟,时间片每2min的变化幅度较为显著,故选择从t=1min开始每2个时间片进行节点结果分析。当t≥8min,其变化程度与t=7min时几乎重合,不再显著。因而,得到中度和重度颠簸在t=1、t=3、t=5、t=7min时间片变化下的各节点的概率分布结果,分别如图5图6所示。
图5图6可知:颠簸事件在不同时间维度、不同颠簸程度下的概率呈现出:
1) 应急处置具有时间敏感性,存在最佳处置时间。在中度颠簸下,节点失效概率随处置时间增加而增加。同样,重度颠簸下的处置节点失效概率变化与中度颠簸呈现相同趋势。如在t=1min时,各节点应急处置的重度颠簸比中度颠簸的失效概率高,但随着时间增加,在t=7min时,两者失效概率几乎相等。中度和重度颠簸在t=5和t=7min时处置失效概率几乎相同,趋于平稳,表明最佳应急处置时间是在t=5min之前。
2) 应急处置策略受颠簸程度影响,具有差异性。在t=1min时,横向对比中度与重度颠簸的节点,乘务员没有做好自身防护A123、乘务人员与旅客没有系好安全带A125A133、没有固定餐车A1241和天气环境恶劣A31的概率变化显著,变化幅度超过0.2。表明颠簸程度加重后,人员固定措施不到位是导致应急处置失效的主要原因。
3) 人为因素导致的各节点的应急处置失效概率最高。在所有致因因素中, A 1 23 A 124 1 A 124 2A133A212是导致客舱颠簸事件处置失效的关键节点,其在不同时间片,不同程度颠簸的失效概率都处于较高水平。表明乘员没有系好安全带及客舱乘务人员的过度服务是导致处置失效的关键原因。
1) 仿真结果表明:缩短颠簸应急处置时间可有效减少人员伤亡,5min内是最佳的应急处置时间;固定措施不到位和人为因素会导致应急处置失效。故机组成员需要强化颠簸事件演练,提升应急快速响应效率;同时,需政策支持以规范客舱服务程序;强化乘客的颠簸安全教育,引导遵守客舱秩序,进而减少颠簸事件带来的人员伤亡与财产损失。
2) 在模型构建时,系统考虑了颠簸该类突发事件的无预警性、程度影响、时间变化等特性,通过构建动态评估模型,科学分析事件的关键节点和应急策略,以减少人员伤亡等事件后果,可为类似的封闭空间、救援困难和动态处置的突发事件提供方法参考。
3) 仿真结论虽可结合专家打分补充数据来源,但受颠簸事件统计数据限制,下一步可开展动舱颠簸试验,对不同程度、不同时间片间隔下的颠簸事件开展试验复核,以修正节点概率,验证关键处置事件,为机组成员提供更为科学规范的防颠簸训练程序,减少事件伤害。
