In order to effectively prevent construction safety accidents,a safety responsibility network model of the five responsible parties was developed based on complex network topology characteristics to reveal the nonlinear coupling mechanism of their safety responsibilities,supported by accident case studies. First,relevant regulations,standards,and literature were analyzed to extract safety responsibility checklists for each party,and a responsibility matrix was constructed. Subsequently,Neo4j software was utilized to visualize the network diagram illustrating the safety influence relationships among the five parties in construction projects. Finally,topological metrics were applied to explore the interdependencies between the parties across multiple dimensions. The results indicate that the construction client plays a central and dominant role in project safety,with particularly significant influence on the contractor. The contractor's impact is primarily concentrated within its organizational boundaries,and its responsibility implementation is susceptible to external influences from other parties. The survey and design units indirectly affect other parties through the construction client. The supervision unit maintains systemic balance and regulation through monitoring and feedback mechanisms. The identification of critical decision-making nodes and passive response factors provides network topology-based evidence for differentiated management of responsible parties.

为有效预防施工安全事故,基于复杂网络拓扑特征,揭示五方责任主体安全责任的非线性耦合作用机制,基于事故案例,构建五方责任主体的安全责任网络模型。首先,分析相关法规标准及文献,提取出各方责任主体的安全责任清单,构建责任矩阵;然后,利用Neo4j软件绘制五方责任主体对建设工程安全影响网络图;最后,利用拓扑指标从多个维度探讨五方责任主体之间的相互影响关系。结果表明:建设单位在工程安全中起着核心主导作用,对施工单位的影响尤为显著;施工单位的影响主要集中在组织内部,其责任落实容易受其他主体影响;勘察设计单位主要通过建设单位对其他主体产生间接影响;监理单位通过监督和反馈机制在系统中发挥平衡与调节功能。建设单位关键决策节点与施工单位被动响应因素的识别,为实施主体差异化管理提供网络拓扑学依据。

Empirical analysis of construction engineering safety impact network influenced by five-party responsible entities

为有效预防施工安全事故,基于复杂网络拓扑特征,揭示五方责任主体安全责任的非线性耦合作用机制,基于事故案例,构建五方责任主体的安全责任网络模型。首先,分析相关法规标准及文献,提取出各方责任主体的安全责任清单,构建责任矩阵;然后,利用Neo4j软件绘制五方责任主体对建设工程安全影响网络图;最后,利用拓扑指标从多个维度探讨五方责任主体之间的相互影响关系。结果表明:建设单位在工程安全中起着核心主导作用,对施工单位的影响尤为显著;施工单位的影响主要集中在组织内部,其责任落实容易受其他主体影响;勘察设计单位主要通过建设单位对其他主体产生间接影响;监理单位通过监督和反馈机制在系统中发挥平衡与调节功能。建设单位关键决策节点与施工单位被动响应因素的识别,为实施主体差异化管理提供网络拓扑学依据。

In order to effectively prevent construction safety accidents,a safety responsibility network model of the five responsible parties was developed based on complex network topology characteristics to reveal the nonlinear coupling mechanism of their safety responsibilities,supported by accident case studies. First,relevant regulations,standards,and literature were analyzed to extract safety responsibility checklists for each party,and a responsibility matrix was constructed. Subsequently,Neo4j software was utilized to visualize the network diagram illustrating the safety influence relationships among the five parties in construction projects. Finally,topological metrics were applied to explore the interdependencies between the parties across multiple dimensions. The results indicate that the construction client plays a central and dominant role in project safety,with particularly significant influence on the contractor. The contractor's impact is primarily concentrated within its organizational boundaries,and its responsibility implementation is susceptible to external influences from other parties. The survey and design units indirectly affect other parties through the construction client. The supervision unit maintains systemic balance and regulation through monitoring and feedback mechanisms. The identification of critical decision-making nodes and passive response factors provides network topology-based evidence for differentiated management of responsible parties.

建筑业是我国重要的支柱产业之一,但阻碍其发展的安全问题却长期存在。目前,我国建筑安全管理主要依赖政府监管,存在管理模式较为被动的问题[1]。各方主体在安全管理上的积极性不足,安全责任主要由施工单位承担[2]。这种情况导致施工单位面临巨大压力,而其他相关方的责任较轻,这与建筑工程中多方协作的实际情况不符,忽视了其他责任主体在安全管理中的关键作用。住建部公布的违规行为数据表明:建设单位、施工单位、设计单位和监理单位分别占违规行为的86.98%、9.12%、1.64%和1.87%[3]。这些数据进一步证明,安全管理应是全过程、多环节、多主体共同参与的,单一责任主体无法有效识别和预防所有风险,导致安全管理存在疏漏,效率低下。为此,学界开展了建筑工程中各责任主体的安全行为研究,主要集中在3个方面:各责任主体的角色与责任、安全管理与监管实践和多主体间的相互影响关系。
第1类研究主要围绕特定的主体在工程安全中所承担的责任。早期研究多强调施工单位在安全管理中的核心作用。近年来,关于建设单位安全责任的研究逐渐增多。根据既往文献的研究结果可将各方主体的安全责任作如下归纳:建设单位对工程的安全管理处于核心地位,其应在参建单位地选择、安全资金投入保障、各参建单位统筹监督上承担责任[4-5];监理单位的职责是监督工程质量和安全作业[6]。设计和勘察单位在前期环节提供设计图纸和勘察数据为后续安全施工奠定基础[47]。虽然已有较多研究关注各主体的责任定位,但从整体层面探讨各方责任主体间的相互作用的研究仍显不足,需进一步深入分析。
第2类研究主要探讨管理实践与制度要求之间的差距。王伟[8]指出,现行安全监理责任设置可能存在权责不对等的问题,建议加强对监理单位的权力赋予,以履行其法定安全管理职责。此外,现有安全管理机构的监管能力未能与行业发展速度匹配,导致监管工作难度加大[9]。各责任主体之间的责任界定不明确,容易引发相互推诿,进而影响政府监管部门的管理效率。研究表明:明确各责任主体的关系并提升管理人员能力水平是提高制度执行力的关键。
第3类研究通过数学模型探讨多主体间的相互影响关系。周建亮等[10]通过构建三方主体行为关系模型发现,建设单位对安全管理的影响最大,既直接作用于施工单位的资质、管理和措施,也通过监理单位产生间接影响。WANG Xueqing等[11]采用加权网络分析方法阐述了事故是多个利益相关者之间的风险因素强交互作用的结果,其中,建设单位是主要风险的源头。成连华等[12]通过博弈模型分析建设单位、施工单位和监理单位之间的安全管理关系,发现建设单位实施的奖惩机制显著影响施工单位和监理单位的行为。尽管这些研究为多主体间的关系提供有益的理论依据,但由于大部分研究基于问卷数据,仍存在一定的主观性偏差。综上,建设工程各方主体的责任定位已经得到较为充分的探讨,但对责任主体间互动关系的研究尚不完善。
鉴于此,笔者拟采用事故案例构建责任主体对建设工程安全影响的网络模型。通过系统梳理五方责任主体的清单及其在事故预防中的角色定位,进一步分析主体间的影响关系。以期揭示事故背后的复杂原因和关系,从而为落实安全责任、预防事故提供理论支持和实践指导。
为分析五方责任主体对工程安全影响因素的耦合机制,将详细阐述基于事故案例构建五方责任主体建设工程事故原因网络的过程。首先,通过文献资料分析各主体在建设工程中的安全责任:其次,将提取出的安全生产责任及其对应的责任主体作为影响安全生产的因素,转化为实体节点,各节点之间的关系以加权有向图的形式表达;然后,提出数据驱动的评价指标,从多个维度探讨五方责任主体建设工程事故原因网络的结构特性和隐含关系;最后,揭示不同主体间安全责任的耦合机制,明确各主体在安全生产中承担的责任及其相互影响。
在网络分析中,实体节点是指网络中的个体或对象[13],将网络中的实体节点定义为5类责任主体及其对应的安全职责。依据《建设工程安全生产管理条例》,5类主体分别为建设单位O、施工单位C、勘察单位S、设计单位A和监理单位M。这些责任主体在工程实施过程中承担的职责,直接影响项目的安全管理效果,而各主体履责不到位是事故发生的主要原因。为全面展示各主体之间的责任影响,结合《建设工程安全生产管理条例》和《建筑法》及文献[714-16],提取出每个主体的具体安全责任,作为构建网络的实体节点,见表1
实体节点间的关系在网络模型中用边表述,为更好地显示不同实体节点间的影响关系,采用有向边来表示。实体节点的关系分为2类,即不同节点实体间的因果关系和具体安全责任和责任主体间的所属关系,分别用Z、L表示。如在某事故案例中,由于监理单位发现严重安全事故隐患未要求报告建设单位(M2),导致建设单位不了解施工现场的安全状况(O6),根据其因果关系可以表述为< M2ZO6 >,根据其所属关系可表述为< M2LM >,<O6LO >的三元组形式。根据事故报告,形成事故中五方责任主体安全责任链,这条链显示各个主体责任问题依次发生并最终导致事故的过程。
在明确实体节点及其之间的关系后,采取加权有向边来表示不同因果的强度关系,并构建加权网络模型。其中,边的权重值体现因果关系的强度。因果关系出现的频率越高,2个实体节点之间的联系就越紧密[17]。通过下式计算因果权重矩阵,定义Tij = α,表示从节点 i 到节点 j 存在 α 条因果边。其中,ij均表示为实体节点,b代表一个特定值来描述边的权重,Xs代表在事故案例中识别出的所有三元组。

该网络模型中涉及的所属关系属于责任主体和具体责任之间一对多的关系,这种关系简单且固定,因此,采用无权图表示。利用下式计算所属关系矩阵。

式中Bij 为从节点i 到节点j是否存在所属关系,存在所属关系记为1,反之为0。
为提高计算速度并简化计算过程,同时更好地理解和分析网络中各实体之间的因果关系,在构建最短路径矩阵时不考虑因果关系的权重。下式Vij 表示从节点 i 到节点 j 是否存在因果关系。

考虑不同节点之间虽然不存在直接影响关系,但通过中间节点产生间接的因果关系。通过下式计算最短路径矩阵,进一步计算节点i到节点j的可达矩阵。

式中:Dij为从节点i到节点j的最短路径;pq 为2个知识实体;N为最短路径上的所有实体;Eij为从节点 i 到节点 j 是否存在因果可达关系。当Dij >0时,存在可达关系记为1,反之为0。
通常在构建网络模型后计算复杂网络的统计指标,如节点的度、节点的强度、最短路径、平均路径长度、介数等来反映节点的重要程度、节点间影响关系的强弱、识别关键链路等信息[18-19]。HUO Xiaosen等[20]指出,虽然这些指标一定程度上反映复杂网络的影响,但这些指标难以揭示多维复杂网络的内部特征,并提出揭示2个危险之间的因果关系的拓扑指标,即主动因果影响系数 K h K和被动因果影响系数 P h p K h K表示安全责任h的违反引发其他安全责任违反的难度,其定义如下式。 P h p表示安全责任h的违反被安全责任违反引发的难度,可通过下式计算。

通过2个拓扑指标反映不同安全责任违反对其他安全责任违法影响关系。然而,仅分析主、被动影响关系会导致对因素的重要性认知片面化,忽视因素之间存在的相互影响,无法全面理解系统的动态行为。此外,单一的主、被动影响分析无法明确判断某个因素是主要的原因因素还是结果因素。在 K h K P h p基础上提出综合影响系数U和净影响系数J这2个指标。U通过将主动和被动影响相加,综合影响提供一个因素在整个系统中总体重要性的衡量,其定义如下式。它考虑因素的双重角色,既是影响者又是被影响者,避免单纯依赖主动或被动影响导致的片面性。J通过计算主动影响和被动影响的差值。净影响明确表示因素是原因因素(正值)还是结果因素(负值)。

在分析不同责任因素之间的影响关系的基础上,从五方责任主体的维度上探讨不同主体之间的影响关系。通过计算不同责任主体间的直接可达性和间接可达性来表达不同责任主体间的影响强度。从局部网络特征分析的角度来看,责任主体之间的直接可达性代表2种不同类型危害之间的直接连接强度,可通过下式计算得出,其中, Y P Q D表示责任主体P和责任主体Q之间直接关系的强度。同样责任主体之间的间接可达性指的是2种不同责任主体之间的间接连接,通过下式计算得出,其中, Y P Q I D表示责任主体P和责任主体Q之间间接关系的强度。

从《房屋市政工程施工安全较大及以上事故分析(2020—2022年)》[21]中收集94起较大及以上事故作为分析的案例数据,其中,涵盖事故类别为10人以上的重大事故。所选取的每一份事故报告中,均注明事故中五方责任主体的具体信息以及在事故原因中所承担的安全责任。
通过式(1)分析94起事故安全责任致因链路,式(2)计算责任因素和责任主体间的关系,得到五方责任主体对建设工程安全影响的接临矩阵,采用Neo4j软件将矩阵可视化,得到五方责任主体对建设工程安全影响网络。通过拓扑指标进一步挖掘五方责任主体的角色定位、影响关系。
责任因素之间的因果联系包括主动因果联系和被动因果联系,分别由式(6)和式(7)计算得出,结果如图1所示。分析结果显示,施工单位类的安全责任因素集中出现在主动因果影响系数小于0.5,被动因果影响系数大于0.5的区域内,表示施工单位的安全责任落实不到位较少影响到其他安全责任的不到位,而容易受到其他因素的影响。尤其是C11C12因素的主动影响系数均为0,表示可能在项目中不直接引入新风险,但仍对外部风险有一定的反应。建设单位在主动风险方面表现较高,尤其是O7主动因果影响系数显著高于其他因素,O2O3的被动风险系数为0,表明它们对其他因素的反应或敏感性较低,但会给其他因素带来影响。监理单位显示一定的双重角色。研究结果显示,M2的主动风险系数较高,但被动风险系数较低,这说明监理单位的某些因素在事故安全责任链中扮演着积极的作用,产生显著影响。另外,M1M3的主-被动风险系数相对平衡,这表明监理单位在系统中具有协调与制衡的功能。勘察单位和设计单位的主、被动风险系数相对较低,这表明它们在整个事故中的直接影响较为有限,更多处于一种支撑的角色。
通过式(8)和式(9)计算各因素综合影响系数和净影响系数,结果如图2图3所示。分析结果显示,建设单位的影响因素多数处于较高的数值,表明建设单位的部分责任具有较强的综合影响,尤其是O7的综合影响系数和净影响系数都较高,这意味着该因素在系统中具有显著的主导作用,O2O3因素虽然综合影响系数处于较低水平,但从净影响系数上来看,2因素的数值排名前二,表明2因素在事故责任链上具有直接影响力,还不易受其他因素影响,应重点关注。
施工单位多个因素的综合影响系数较高,如C1C2C14,这些因素在整个项目中有较高的影响力。然而,其净影响系数为负值,如C1的净影响系数为-0.16,C14为-0.31,表明施工单位在执行这些职责时受到显著的外部影响。综合来看,虽然其责任落实对系统具有重要影响,但由于其更多处于被动执行的地位,导致施工单位安全管理的被动性。
勘察和设计单位的综合影响值普遍处于居中的位置,净影响系数均为正值但普遍较低。数据表面显示,设计单位和勘察单位的职责对系统的直接影响相对较小,主要是通过间接作用对事故责任链产生影响。其中,A3因素展现的高净影响系数说明在采用设计新结构、新材料、新工艺时,设计单位的预防措施对事故预防有较强推动作用。
监理单位同建设单位一样呈现出较高的综合影响系数以及正净影响系数,表明监理单位同样在事故安全责任链中重要且主动的作用。但相较建设单位,监理单位的数值相对更低,说明监理单位在事故预防中主要起监督和协调作用,在系统中扮演着平衡和控制的角色。
通过式(10)和式(11)分析不同主体间的影响关系,如图4所示。分析结果显示,建设单位对各责任主体都存在直接的影响关系,其中,建设单位对施工单位的影响最为显著,包含23条直接影响路径,105条间接影响路径:施工单位的高负净值和高综合影响值其次,建设单位内部的相互影响关系也十分显著,这表明建设单位在内部管理上存在多重角色的相互影响,如安全责任划分和管理措施的相互依存性。
施工单位和其他主体单位之间普遍存在间接影响关系而非直接影响关系,这表明施工单位主要通过反馈或其他途径对各方主体施加影响。此外,施工单位内部的影响路径非常多,存在80条直接影响路径,182条间接影响路径,说明施工过程中各类管理任务相互交织,这些任务之间的紧密关联性反映施工单位需要在内部多个方面协调一致,以确保整个施工现场的责任落实和安全生产。
勘察、设计单位对各方主体的影响路径相对有限,多集中于间接影响路径,表明2主体的主要作用在于前期勘察结果和设计文件对施工方案编制的影响。
监理单位和施工单位之间存在21条直接影响路径,45条间接影响路径,说明两者之间存在显著的直接影响,体现监理单位对施工过程的监管和控制,此外,监理单位的责任落实还通过与其他主体的联动性得以体现,如通过建设单位或设计单位的决策进一步加强施工管理。
建设单位是建设工程中的主导者,对其他主体(特别是施工单位)的直接和间接影响非常显著。在项目决策、资源分配、工期管理以及对其他主体的监督上承担重要的责任,其影响力主要是通过主动影响来实现的。
施工单位是建设工程中的执行者,施工单位的高负净值和高综合影响值表明:虽然施工单位影响其他主体行为的能力较弱,但其执行的措施对事故的预防效果显著。此外,高直接和间接影响路径表明其在项目实施中是管理和执行的核心。
勘察单位和设计单位是建设工程中的支撑者,两者中等的综合影响值和较低的净值,以及主要通过间接路径影响其他主体的特性,决定其对项目的安全性具有间接推动作用。
监理单位是建设工程中的监督者,多个方面的正净值和较高的综合影响值反映其在建设工程中扮演着协调和控制的角色。通过直接路径对施工单位产生较为显著的影响,同时,通过间接路径影响其他主体。监理单位的这种监督作用对平衡建设单位的决策和施工单位的执行至关重要。
建设单位在系统中表现出显著的主动风险作用,这意味着在事故预防中,需要特别关注建设单位的决策行为。此外,建设单位对施工单位有着显著的直接和间接影响,其决策和资源分配直接决定施工单位的执行情况,这决定建设单位的管理不当将会对施工单位的各项工作产生不利影响,导致建设工程的安全风险上升。因此,建设单位在建设工程事故预防中应重点提升决策和与各方主体协调的能力。具体来说,在面对较大及以上安全风险的决策时,可组织专家评审会,广泛吸纳意见后进行项目决策。同时,建设单位应合理分配工期和资源,避免压缩工期和资源不足造成建设工程的安全风险。此外,应完善相关方管理制度,制定明确的监管流程,确保建设单位的指令在各参建单位得到有效执行。
施工单位内部的各项管理任务之间具有高度的耦合性,其事故预防的重点应落在安全管理体系和沟通机制建设上,包括制定和落实安全技术措施。通过定期的隐患排查和培训,提高工人的安全意识和应对能力。提高管理的主动性,建立高效的沟通机制,确保各个环节之间的协调,减少外部决策变化带来的被动风险。
勘察与设计单位的工作内容主要集中在项目初期,勘察数据不准确或设计不合理会通过施工过程放大风险,导致施工安全隐患。2单位的事故预防重点在于确保勘察数据的准确性、设计方案的合理性,及时与其他主体沟通更新数据。
监理单位通过监督施工单位的执行情况并对建设单位反馈,起到系统的平衡作用。其事故预防的重点在于保持监督工作的独立性,避免受到其他主体的干扰以及建立高效的反馈机制。通过建立标准化的检查和反馈流程,定期对项目检查并形成监理报告报送至建设单位和施工单位,以提高监督工作的透明度和效果。
1) 突破传统单一主体视角,基于复杂网络拓扑分析揭示五方责任主体安全责任的非线性交互机制。研究表明:建设工程安全的系统性风险源于建设单位决策主导性、施工单位执行被动性、勘察设计单位支撑滞后性以及监理单位监督反馈迟滞性的复合作用。
2) 构建的多维度拓扑指标体系突破了传统博弈论和问卷分析的局限性。建设单位的安全决策存在“多米诺效应”,而施工单位执行呈现出“路径依赖”特性,二者的非线性耦合形成了典型的小世界网络结构。
3) 建设单位对各责任主体都存在直接的影响关系,其中,对施工单位的影响最为显著并在内部管理上存在多重角色影响关系;施工单位与其他主体单位之间主要存在间接影响关系,其内部管理呈现较高耦合度;勘察和设计单位主要依赖影响建设单位对其他主体造成间接影响。监理单位与施工单位之间存在显著的直接影响关系,并在一定程度上直接影响建设单位。
4) 提出各主体责任落实的关键环节,建设单位应重点加强决策和协调能力;施工单位应重点加强安全管理体系和沟通机制建设;勘察设计单位应重点提升数据准确性和设计合理性;监理单位应重点加强其监理的独立性。
