During the attack of public health emergencies,the surge in material demand in isolated communities leads to a series of problems,i.e.,serious shortfalls in supply,fairness of distribution and special distributional needs. To address this issue,a multi-period,multi-type,cross-regional emergency material dynamic allocation problem was studied based on a hierarchical distribution network of "material supply point-distribution center-isolated community". Especially,the demand time windows were applied to characterize the realistic requirements of isolated communities for the delivery time,and the special needs of some vulnerable groups,e.g.,aging populations,were considered. Thus,a multi-objective non-linear dynamic program was developed by integrating the three dimensions of considerations:economy,material distribution satisfaction rate and distribution equity. In view of the multi-objective structure,the Epsilon constraint algorithm was used to solve the proposed model,and the material allocation during the attack of public health emergencies in Shanghai was taken as a case study to analyze the Pareto front of the optimal solutions and conduct the sensitivity analysis on some key parameters in the model. The results show that,under the constraint of limited emergency material supply,the material allocation strategy considering the aging populations helps to prioritize the material supply of vulnerable groups. However,it also contributes to an increase in the unfairness rate of the isolated communities as a whole. For the material allocation strategy considering the delivery time windows of isolated communities,the total operation cost of the cross-regional distribution network and the unmet rate of the material demand in the isolated communities are high,but the overall distribution of supplies in the system is relatively fair,and it could better meet the needs of isolated communities in terms of delivery of supplies,which provides a useful reference for the decision makers to balance the individual demand and the overall interests.

突发公共卫生事件后隔离社区的物资调配需求激增,面对总供给不足、分配公平性以及特殊分配需求等问题,采用“物资供应点-分配中心-隔离社区”逐级调配模式,研究多周期、多物资种类、跨区域的应急物资动态调度问题。通过需求时间窗来表征隔离社区对应急物资送达时间的现实要求;以老龄人口为例,着重考虑弱势群体的紧急需求,综合经济性、物资分配满足率和分配公平性3个层面,建立非线性多目标动态规划模型;采用Epsilon约束算法求解模型,以上海市突发公共卫生事件封控期的物资调配为案例研究,给出最优解的Pareto前沿面,并对模型中的关键参数进行灵敏度分析。结果表明:在有限的应急物资供给限制下,考虑老龄人口占比情况的物资分配方案有助于优先保障弱势群体的物资供给,但也导致了隔离社区整体的分配不公平率增加;考虑时间窗需求的物资分配方案中,跨区域调配网络运营总成本以及隔离社区的物资需求未满足率较高,但此时系统整体的物资分配相对公平,且能够满足各隔离社区对物资送达时间窗的需求,为决策者权衡个体需求与整体利益提供有益参考。

突发公共卫生事件后隔离社区的物资调配需求激增,面对总供给不足、分配公平性以及特殊分配需求等问题,采用“物资供应点-分配中心-隔离社区”逐级调配模式,研究多周期、多物资种类、跨区域的应急物资动态调度问题。通过需求时间窗来表征隔离社区对应急物资送达时间的现实要求;以老龄人口为例,着重考虑弱势群体的紧急需求,综合经济性、物资分配满足率和分配公平性3个层面,建立非线性多目标动态规划模型;采用Epsilon约束算法求解模型,以上海市突发公共卫生事件封控期的物资调配为案例研究,给出最优解的Pareto前沿面,并对模型中的关键参数进行灵敏度分析。结果表明:在有限的应急物资供给限制下,考虑老龄人口占比情况的物资分配方案有助于优先保障弱势群体的物资供给,但也导致了隔离社区整体的分配不公平率增加;考虑时间窗需求的物资分配方案中,跨区域调配网络运营总成本以及隔离社区的物资需求未满足率较高,但此时系统整体的物资分配相对公平,且能够满足各隔离社区对物资送达时间窗的需求,为决策者权衡个体需求与整体利益提供有益参考。

During the attack of public health emergencies,the surge in material demand in isolated communities leads to a series of problems,i.e.,serious shortfalls in supply,fairness of distribution and special distributional needs. To address this issue,a multi-period,multi-type,cross-regional emergency material dynamic allocation problem was studied based on a hierarchical distribution network of "material supply point-distribution center-isolated community". Especially,the demand time windows were applied to characterize the realistic requirements of isolated communities for the delivery time,and the special needs of some vulnerable groups,e.g.,aging populations,were considered. Thus,a multi-objective non-linear dynamic program was developed by integrating the three dimensions of considerations:economy,material distribution satisfaction rate and distribution equity. In view of the multi-objective structure,the Epsilon constraint algorithm was used to solve the proposed model,and the material allocation during the attack of public health emergencies in Shanghai was taken as a case study to analyze the Pareto front of the optimal solutions and conduct the sensitivity analysis on some key parameters in the model. The results show that,under the constraint of limited emergency material supply,the material allocation strategy considering the aging populations helps to prioritize the material supply of vulnerable groups. However,it also contributes to an increase in the unfairness rate of the isolated communities as a whole. For the material allocation strategy considering the delivery time windows of isolated communities,the total operation cost of the cross-regional distribution network and the unmet rate of the material demand in the isolated communities are high,but the overall distribution of supplies in the system is relatively fair,and it could better meet the needs of isolated communities in terms of delivery of supplies,which provides a useful reference for the decision makers to balance the individual demand and the overall interests.

突发公共卫生事件因其传播快速、影响广泛和防控难度大等特点,对社会经济发展和人民生命财产安全构成严重威胁。在事件发生时,分区隔离和封控是有效控制疫情扩散的重要措施之一。然而,封控隔离期间,物资需求激增与供应不足之间的矛盾成为社会关注的焦点。如何从全局管理和系统优化的角度出发,研究在物资供应有限条件下的应急物资调配问题,以实现物资的高效和公平分配,是当前的现实需求。
国内外学者针对应急物资调配问题进行了广泛深入的研究。实现物资供应时间最短和系统运营总成本最少是应急物资分配模型中通常考虑的主要优化目标,如NIKOO等[1]结合地震灾害,提出了一个灾后应急交通网络设计方案,以执行高优先级应急响应行动;CHAI Gan等[2]提出了一种基于行程时间估计的应急资源最优调度方案,以解决交通事故导致的救援路线上车辆排队问题;在传染性疾病爆发背景下,曹源等[3]提出了一种基于客流的列车动态编组模型,以优化城市轨道交通调度,控制人流密度,降低感染风险;李文莉等[4]基于商品订单时间构建了以最小化配送时间和运输成本为目标的模型,达到客户满意度与运营成本的平衡。效率与公平是应急物资调配研究中不可忽视的2个重要目标。大规模灾难发生后,冯春等[5]通过最小化救援周期内车辆出行成本和惩罚成本,建立了兼顾效率与公平的多周期应急物资配送模型,提高了救援效率和物资分配的公平性;宋英华等[6]构建了考虑差异化灾情分级的应急物资调度模型,以最小化调度时间和最大化分配公平性为目标,解决了物资紧缺条件下的公平分配问题;WANG Shulin等[7]在大规模自然灾害背景下,从效率、有效性和公平性3个角度构建了应急物资分配模型,为决策者提供了不同优化目标下的决策参考;HUANG Kai等[8]在人道主义救援中,结合救援效应、延迟成本和资源公平性,构建了多目标优化模型,依据受灾程度和救援优先性有序救援,减轻灾民痛苦。考虑到事件影响区域内各群体对应急物资的需求紧迫程度不同,赵建有等[9]针对突发公共卫生事件,基于医疗物资需求紧迫度,构建了以总配送时间和成本最小化为目标的优化模型,提升了救援效率并控制调度成本;吕伟等[10]针对灾后物资紧缺和受灾点时间窗差异,研究了应急物资配送与路径规划,构建了综合时间窗约束下的优化模型,最大化时间与需求满意度,并兼顾了公平性;LIU Haishi等[11]研究了城市应急物资运输路径问题,考虑需求紧迫性与物资分配优先级,建立的模型提高了车辆满载效率,降低了受灾群体利益损失和配送总成本;HAGHANI等[12]提出了满足时间窗的大规模多种类物资网络流模型,优化运输路线与调度,减少延误损失,提升救援效率;为有效降低危险货物道路运输的风险和成本,柴获等[13]构建了带时间窗的车辆路径优化模型,以实现危险货物配送的调度与路径优化。在突发事件发生后,由于物资短缺、路网基础设施损毁、交通拥堵、救援力量不足等多种因素,灾后物资供应往往需要采用多周期连续救援的调度方案。CAO Cejun等[14]基于灾后供给决策复杂性,采用多周期救援,构建了双层整数规划模型,最小化未满足需求率、风险与成本,最大化幸存者满意度,降低需求缺口与运营成本;单子丹等[15]在医疗物资紧缺背景下,考虑供应源分散、跨区域调配时效差异和应急成本,构建了多周期多级服务网络模型,为突发事件中的医疗物资调度提供了决策支持;MOSALLANEZHAD等[16]以个人防护装备物资为研究对象,细分装备物资种类,建立了一个多目标非线性整数规划模型,旨在降低物资配送的总成本和物资需求未被满足的比率。通过上述文献综述发现:①在突发公共卫生事件背景下,大多数国内外学者将经济成本、救援效率作为应急物资最优分配策略研究的优化目标,部分学者从受灾者角度出发,将受灾者作为一个整体考虑其利益损失,以体现救援的人道主义;但在现实救援中,受灾群体的个人承受能力、需求紧迫性等存在差异,需要给予老人、幼童等弱势群体更多的优先性。在应急物资有限的现实条件下,实现对不同受灾群体具有针对性的物资分配,是重点研究问题之一,也是人道主义救援的必然要求。②现阶段,突发公共卫生事件下应急物资调配决策大多是关注物资数量满足情况,忽视了在总量有限条件下物资的分配公平性问题;此外,为便于建模,已有大多数研究采用硬时间窗约束来体现物资运送时间要求,但这并不能满足受灾群体个人对物资送达时间的差异性需求。因此,结合软、硬时间窗约束,依据各社区对应急物资期望送达时间的要求,研究长期封控条件下的应急物资高效调度及公平分配等问题具有重要现实意义。
鉴于此,笔者拟结合应急物资跨区域调配的现实情况,构建物资供应点、分配中心、隔离社区的3级运输网络。引入物资送达时间窗惩罚成本函数表征受灾群体对不同类型物资的紧急需求;以老龄人口为例,重点关注弱势群体在物资分配决策中的特殊性和优先性;从全局管理和系统优化的角度,考虑控制系统经济成本,同时兼顾物资分配公平性及受灾群体物资需求满足率,以期研究多周期、跨区域的应急物资动态调配问题。
为解决隔离社区居民物资短缺难题,执行多周期、跨区域的物资调度是必要的应急响应措施。建立由物资供应点、分配中心、隔离社区3类节点组成的应急物资调度网络,如图1所示。从物资供应点到区域内分配中心实施应急物资一级调运,可方便突发公共事件影响区域向周边地区募集应急物资。考虑到弱势群体对物资需求的优先性,分配中心将根据各隔离社区的物资需求紧迫程度,合理分配物资,完成应急物资的二级分配运输。结合上述分析,可将物资调配过程分为多个周期,根据不同时期物资供需的动态变化,通过“物资供应点-分配中心-隔离社区”逐级运输的周期循环,制定一种多周期、跨区域的物资动态调配方案,确保长期封控下应急物资的高效、公平分配。为使得建模过程合理化,作出以下基本假设:①每个时段各隔离社区的物资需求是已知的,虽然需求量在实际情况下可能会有所波动,但依据物资需求量与隔离社区人口数量之间的对应关系,确定的物资需求有助于简化多目标动态规划模型结构,专注物资分配过程建模。②各节点间运输时间是已知的,由于封控期间交通管控严格,运输时间波动较小,根据确定的运输时间,有利于精确计算物资的到达时间,优化配送时间窗。③物资供应点、分配中心和隔离社区之间的道路网基础设施功能完备,能够承载长期的物资运输,确保物流网络的稳定运行。④以一天(24h)为一个决策周期,物资起运时间定为每日0点,确保调配决策与实际物资调配活动相符,便于计划和执行。
为应对突发事件下不同隔离社区对应急物资需求紧迫程度的变化,引入应急物资送达时间窗函数,确保能够在各隔离社区倾向的时间窗内及时送达应急物资,以满足不同群体的紧急需求。各隔离社区期望应急物资送达的最早时间和最晚时间组成的区间被定义为各隔离社区的时间窗。时间窗分为硬时间窗、软时间窗和混合时间窗,混合时间窗惩罚成本函数如图2所示。相关参数说明及当物资送达时间处于不同的时间窗范围内时的情况分析如下:①硬时间窗约束 [ M t N t ] M t N t分别为每个供应周期开始和结束的时间,当前周期内的应急物资需要在此时间段内送达。②软时间窗约束[Mtαklt):αklt为隔离社区倾向的物资早送达时间节点,当物资提早到达时,需要根据提早到达的时间长短接受“早到达”惩罚。③软时间窗约束 β k l t N t β k l t为隔离社区倾向的物资晚送达时间节点,当物资到达时间处于该区间时,需要根据晚到达的时长接受“晚到达”惩罚。④ 0 M t ( N t - ):当前周期内的应急物资在这2个时间窗内送达时,均违反了软硬时间窗约束,即在当前周期没有完成物资供应。
在突发公共卫生事件下的隔离时期,考虑到人们对于物资缺乏的恐慌心理,当应急物资提早送达时,并不产生惩罚;只有在物资送达时间晚于隔离社区的时间窗需求时,才会产生额外的惩罚成本。各隔离社区的非线性惩罚成本函数见下式:

在应急物资分配过程中,不仅要考虑系统的经济性,更要在应急资源总量有限的情况下,确保分配的高效性和公平性,尤其是老龄人口(弱势群体)比例较高的社区,既要给予其一定的优先性,也要尽可能保障各社区差异性的需求,如物资送达时间等。基于此,提出物资配送周期内应急物资调配总成本最小化、各社区物资未满足率最小化、以及实际供给率与区域平均供给率差异最小化3个优化目标,以优化应急物资调度决策,提升物资需求满足率,并保证资源分配的公平性和优先性。多目标动态规划模型构建如下。

目标函数2:各社区物资未满足率最小化,见下式,虽然目标函数 f 1 f 2都涉及到对物资需求满足情况的表达,但 f 1主要是从系统成本最小化的角度去降低物资需求未被满足的影响,目的主要是通过优化物资分配情况来降低系统总成本;而 f 2则专注于从隔离社区自身利益出发,减少各社区物资未满足的情况,目的在于提升服务水平。尽管二者相关,但各自独立且互补,优化的角度不同。多目标优化能够有效平衡经济性与需求满足率之间的冲突,为决策者提供全面的优化方案,确保应急物资调度更高效、公平。

优化目标中,目标函数1中, f 1为物资配送周期内应急物资调配的总成本最小化,从系统运营者的角度出发,实现系统总体运营成本的最小化;而目标函数2中 f 2和目标函数3中 f 3则都是从隔离社区的利益考虑,以求尽可能降低隔离社区的利益损失并确保分配的公平性。因此,引入权重系数 ω 1 ω 2,将 f 2 f 3合并为一个目标函数 f 4,从而将原有的多目标结构转化为双目标规划模型,最终得到的模型如下:

双目标规划模型的结构决定了在求解过程中很难找到一个单一的最优解使得2个目标函数达到最优。鉴于 ε-约束算法能够获得双目标规划模型精确解的特点,采用 ε-约束算法对模型进行求解,以此得到模型的Pareto前沿面。则优化目标式(23)和式(24),即系统运营成本最小化、以及物资供应的未满足率及不公平率最小化,可表示为

ε-约束方法求解步骤如下:

步骤5:通过从集合 F '中移除被占优的点,得到最终的Pareto前沿F
以2022年3月上海市突发公共卫生事件封控期间的应急物资调配问题作为案例分析背景。上海市货运物流保通保畅工作涉及浙江省平湖市、江苏省昆山市及上海西郊国际批发市场等重要节点,选取其中12个节点作为物资供应点;考虑了3类供应物资:蔬菜水果类、肉类和应急药品类。根据上海本地的物资中转情况,选取6处物资分配中心。此外,上海突发公共卫生事件封控管理小区主要集中在嘉定区、静安区、浦东新区、闵行区、金山区、黄浦区、崇明区,因此,选取包含爱庐世纪新苑、绿茵苑等在内的82处受突发公共卫生事件影响的封控小区,编号为C1—C82,由此形成100节点的路网。在此基础上,进一步选取部分节点构建其他3个不同规模的小型路网用于计算试验,24、50和77节点,各试验路网的节点信息见表1,路网节点分布如图4所示。试验案例考虑3个连续的供给周期,各供应周期t以24h为计。路网中任意节点之间的运输时间根据高德地图时间估算,2段式运输中单位运输成本 c i j k l分别服从[1.3,1.7]之间的随机分布。各供应点对3类物资在不同供应周期的供应量分别服从[6 450,7 250]、[7 200,8 800]、和[5.9,7.5]kg内的随机分布;各隔离社区对3类物资在不同供应周期的需求量分别服从[172.2,8 722]、[210,10 446.4]和[0.18,10.47]kg内的随机分布;根据上海市卫生健康委官网公开信息,获取到2022年上海各地区人口数及老龄化人口比例;各隔离社区老龄人口权重 w k分别根据其各自占比情况取值1.3、1.6和1.9;各隔离社区倾向的物资晚到达时间窗分别在24、48和72 h范围内随机取值。其他模型参数取值采取实际数据和计算相结合的方式,具体数值为 ζ l=0.05h/kg、 η k 3 t=9元、 χ k l t=60%、 ω - k l t=3、 π i j k l=1/144、 η k 1 t=5元、 η k 2 t=7元。
采用Python编程,结合4个规模的试验路网进行数值试验,计算结果见表2。发现Epsilon约束算法在处理较小规模的路网问题时,如24点、50点和77点路网,表现出较好的求解效率,能够快速找到Pareto前沿上的最优解;但是当试验路网规模进一步扩大时,如100节点路网,运算时间大幅度增加,模型求解效率会大幅度下降,需要进一步开发更高效的算法来求解问题。
以24节点路网为例分析优化方案,最优解的Pareto前沿面如图5所示。图5中,a点为仅以经济成本为考量时的优化方案,系统总成本最小,为9 658 032.27元(晚送达惩罚成本为9 174 421.93元),此时,表征隔离社区利益损失的效用值最大,为3 780.59(不公平率为1 582.28,未满足率为2198.31)。表明系统会尽可能将物资准时送达,避免产生额外的惩罚成本,但会忽视对隔离社区在物资需求满足以及公平性方面的利益损失考量。f点为仅考虑隔离社区的利益、不计经济成本时的优化方案,系统总成本达到最大值15 475 773.92元(晚送达惩罚成本为14 992 163.6元),利益损失效用值仅为2 246.01(未满足率为2 246.01,不公平率为0)。此时,系统会尽可能地保证物资分配未满足率最低,同时实现更好的分配公平性。通过比较2种极端情形发现,最优的物资分配方案应当从系统总成本和保障隔离社区利益2方面出发,在现实情况下,根据决策需求做出权衡。因此,进一步以Pareto前沿面上对2个决策目标作出均衡的b点方案为例剖析,该方案下系统总成本为10 821 583.6元(晚送达惩罚成本为10 337 973.27元),虽然较a点方案的系统总成本略有增加(增幅12.05%),但利益损失效用值仅为2 295.38(未满足率为2 125.11,不公平率为170.26,整体增幅2.20%),较好地兼顾了各隔离社区的利益损失,是相对更为“均衡”的方案。
分别采用老龄化权重和物资送达时间窗来表征隔离社区在应急情况下的特殊需求,进一步深入分析这些关键参数值的变化对最优分配方案的影响。
考虑对比2种情形下的物资分配方案:①在基准情形中,不考虑各社区老龄人口的占比差异,即老龄化权重wk=1;②在对比情形中,根据各社区老龄人口的占比情况,设置 w k的值分别为 w 1=1.3、 w 2=1.6和 w 3=1.9,即充分考虑各社区老龄人口的占比差异。2种情形下各目标函数值见表3,以前2类物资为例,各社区物资未满足量如图6图7所示。通过对比2种情形下的最优分配方案可知:当物资分配方案着重兼顾弱势群体的需求时,分配方案会尽可能地向老龄人口占比较多的社区倾斜,给予更多的物资分配量。如 w k=1.6和1.9的社区(C9,C10,C11),物资未满足量明显下降。以C9社区为例,其第1类物资在3个周期的物资未满足量分别下降了59.14%、77.46%、14.58%,第2类物资在第2、3周期的物资未满足量分别下降63.04%、88.89%。与此相对应地,是在有限的物资总量限制下,老龄人口占比较少的社区,如 w k=1.3的社区(如C3,C7,C16),物资未满足量会有所上升,以C7社区为例,第1类物资3个周期的物资未满足量分别上升5.36%、2.75%、0.61%。这种现象是在调整了各社区分配权重情况下的必然结果,尽管2种分配方案并未造成系统总的成本出现太显著的变化(基准情形系统总成本为1.082×107元;对比情形系统总成本为1.085×107元),但是当查看最优分配方案所产生的不公平率时,发现考虑各社区老龄人口的占比差异,会造成分配不公平率的大幅度增加(对比情形相比于基准情形不公平率增加49%),这也是在制定决策时各方利益均衡的结果。
为考察所提方案的优越性,即在物资分配方案中兼顾各隔离社区的时间窗需求,进一步展开对比分析:①基准情形为不考虑物资送达的时间限制,只要在当天送达即可;②对比情形为考虑每个社区具体的送达时间窗要求(基准情形),时间窗分布在当日24h内随机分布。通过优化运算,将基准情形获得的最优物资分配量和到达时间返回映射到各社区具体的时间窗内,以确定在基础情形下,物资按需送达的量值比例。2种情形下各目标函数见表4,以前2类物资为例,各社区物资送达情况占比如图8图9所示。通过对比2种情形下的最优结果可知:当考虑各社区的时间窗需求时,系统总成本增加最为显著,整体增加了2 137.64%,这主要是来自于系统无法准时送达时产生的惩罚成本,此时未满足率增加了71.61%。这一结果是与现实相符的,即在制定分配方案时,增加分配方案的限制和难度,势必会导致需求的总体满足率降低,也会增加系统的运营成本。但当剖析各需求点特定的送达时间满足情况时,发现尽管受制于有限的物资总量限制,使得物资满足率在不同的社区点间各有起伏,但各社区的物资送达时间窗满足率都大幅度提高了。如C1社区第1类物资第1周期在考虑时间窗的情形下,67%的物资可以准时送达,相比于不考虑时间窗的情形增长了62%,物资未满足率下降7%;C7社区第1类物资第1周期65%的物资可以准时送达,同比增长46%,物资未满足率下降5%;C12社区第1类物资第1周期48%的物资可准时送达,同比增长29%,物资未满足率上升33%。这一结果呈现出典型的个体需求与系统整体调控策略之间的平衡,可为决策者制定带有倾向性的物资分配方案提供参考。
1) 当物资分配方案兼顾弱势群体需求时,老龄人口占比较多的社区能够在物资供应总量有限的情况下得到更多的物资分配量,体现了人道主义救援对弱势群体的保护和优先考虑;尽管此时系统运营总成本变化不明显,但隔离社区整体的物资分配不公平率会大幅增加。
2) 当考虑各隔离社区不同的时间窗需求时,系统需要以较高的经济成本来支撑应急物资跨区域运输网络的运行;尽管此时有限的应急物资供应总量和时间窗需求进一步限制了隔离社区整体的物资分配量,即整体物资需求满足率偏低,但值得注意的是,此时系统能够保持有序、公平地分配应急物资,使隔离社区能够在各自倾向的物资送达时间窗内获得一定数量的生活物资,满足居民的特定需求。这也进一步说明,决策者需权衡个体需求和整体利益,以制定更全面、更贴合实际需求的物资分配最优方案。
