To gain a deep understanding and evaluate the command capability and current status of counties in response to flood disasters,this paper identified 12 major influencing factors through literature analysis. Social network analysis was conducted using Ucinet software,and Netdraw software was utilized for visualization to depict the social network relationship diagram among these influencing factors. By calculating the in-degree and out-degree,as well as centrality of the influencing factors,indicator classification was performed. Drawing on the maturity model of command and control capability,an assessment model based on social networks for the maturity of county-level flood disaster emergency command capability was developed. Puyang county was selected as the empirical research object. Through questionnaires and interviews,a total of 342 data entries from 24 townships in Puyang County were collected to evaluate the county's flood disaster emergency command capability. The results indicate that it is feasible to classify indicators hierarchically through social network analysis. The established indicator system is scientifically and accurately reflected in the comprehensive operational level of county-level flood disaster emergency command. The assessment model can effectively evaluate the maturity levels of emergency command capability.

为深入了解并评估县域应对洪涝灾害时的指挥能力和现状,通过文献分析法,确定12个主要影响因素;利用Ucinet软件进行社会网络分析,利用Netdraw软件进行可视化处理,绘制出影响因素之间的社会网络关系图;通过计算影响因素的出入度、中心度,做指标分级处理,并借鉴指挥控制能力成熟度模型,构建出基于社会网络的县域洪灾应急指挥能力成熟度评估模型;选择濮阳县作为实证研究对象,通过问卷调查法和访谈法,收集来自濮阳县24个乡镇共342条数据,评估濮阳县洪灾应急指挥能力。结果表明:用社会网络进行指标分级具有可行性,该指标体系能科学准确反映县域洪灾应急指挥综合水平,该评估模型可有效评价县域洪灾应急指挥能力成熟度等级。

为深入了解并评估县域应对洪涝灾害时的指挥能力和现状,通过文献分析法,确定12个主要影响因素;利用Ucinet软件进行社会网络分析,利用Netdraw软件进行可视化处理,绘制出影响因素之间的社会网络关系图;通过计算影响因素的出入度、中心度,做指标分级处理,并借鉴指挥控制能力成熟度模型,构建出基于社会网络的县域洪灾应急指挥能力成熟度评估模型;选择濮阳县作为实证研究对象,通过问卷调查法和访谈法,收集来自濮阳县24个乡镇共342条数据,评估濮阳县洪灾应急指挥能力。结果表明:用社会网络进行指标分级具有可行性,该指标体系能科学准确反映县域洪灾应急指挥综合水平,该评估模型可有效评价县域洪灾应急指挥能力成熟度等级。

To gain a deep understanding and evaluate the command capability and current status of counties in response to flood disasters,this paper identified 12 major influencing factors through literature analysis. Social network analysis was conducted using Ucinet software,and Netdraw software was utilized for visualization to depict the social network relationship diagram among these influencing factors. By calculating the in-degree and out-degree,as well as centrality of the influencing factors,indicator classification was performed. Drawing on the maturity model of command and control capability,an assessment model based on social networks for the maturity of county-level flood disaster emergency command capability was developed. Puyang county was selected as the empirical research object. Through questionnaires and interviews,a total of 342 data entries from 24 townships in Puyang County were collected to evaluate the county's flood disaster emergency command capability. The results indicate that it is feasible to classify indicators hierarchically through social network analysis. The established indicator system is scientifically and accurately reflected in the comprehensive operational level of county-level flood disaster emergency command. The assessment model can effectively evaluate the maturity levels of emergency command capability.

随着气候变化带来的全球性影响越来越显著,自然灾害对人类社会所造成的损失越来越严重[1]。2021年发生的河南郑州“7·20”特大暴雨灾害更是引起社会的广泛关注。据国务院调查组发布的“7·20”事故调查报告,问题的根源之一在于应急指挥能力不足。我国格外重视基层应急指挥体系的建设,各级政府陆续出台一系列政策规划,相关学者也在县域事故应急处置和县域洪灾预防与评估方面展开了大量研究[2]。但县域洪灾往往因为地域广阔、救援难度大、信息不畅等特点,其应急指挥工作更加复杂和紧迫。因此,评估县域洪灾应急指挥能力成熟度,具有重要的现实意义。
洪灾应急指挥是指在洪灾发生时,相关部门根据收集的信息,确定灾害响应等级,根据应急预案、案例经验、专家意见等制定处置措施,并通过反馈信息不断调整应对的动态过程。国外对洪涝灾害应急指挥的研究起步较早,主要集中于洪灾的风险分析与制图,选择示范试验区或流域进行风险性评估,这一非工程性措施的减灾效果得到了受灾国家的普遍认可[3]。其中,美国形成了较为完善的应急指挥组织管理体系,制定的评估指标和评估模型被广泛认可和使用[4-6]。国内在县域洪灾应急指挥能力评估方面,提出包括预警能力、应急响应能力、组织协调能力等在内的多维度评估指标,构建了基于模糊综合评价、层次分析等方法的评估模型,来量化评估县域洪灾应急指挥能力[7]。但国内外在应急指挥能力成熟度评估方面的研究还存在评估体系和方法不完善的问题,尚待进一步提高和发展。
鉴于此,笔者拟采用社会网络研究方法,将县域洪灾应急指挥能力的影响因素作为评价指标,参考指挥控制能力成熟度模型[8]将指标定量化,从而建立县域洪灾应急指挥能力成熟度评估模型,并进行实证分析。以期丰富应急指挥理论,也为县域应急指挥具体业务拓展有所裨益。
通过中国知网、维普、万方等网站,检索县域洪灾、洪灾应急指挥、应急指挥能力影响因素、应急指挥能力评价、应急指挥能力指标等关键词,共检索出75篇相关文献。深度阅读文献,参照危机管理通用模式[9]和应急指挥理论的方法原则,记录文中出现的直接影响县域洪灾应急指挥能力的因素,共12个指标,记为M1M12。汇总12个指标及其在检索出的75篇文献中出现的频次,见表1
M1M12中最低频次为17次,达到总文献数量1/5以上,符合选用标准。因此,M1M12均被选作评价县域洪灾应急指挥能力大小的指标。
将上述12个影响因素作为社会网络中的各个节点。采用问卷调查的方式,邀请15位与文中领域相关的专家判断这些影响因素之间的关系。若认为所在行的因素对每列的因素有直接影响的人数在8人以上,则认为有直接的影响,定义为1;反之则定义为0,最终形成邻接矩阵,见表2
利用Netdraw软件可视化操作邻接矩阵,得到影响因素社会网络模型,如图1所示。各影响因素作为社会网络的各个节点(用圆形表示),各节点之间的关系用有向线段表示(用箭头表示节点之间存在直接影响关系)。
网络的整体密度指的是社会网络中所有节点之间的紧密程度,一般来说,网络中各个节点连接数量越多,各节点之间的关系越紧密,整体网络密度就越大[10]。利用Ucinet 6软件计算M1M12的社会网络整体密度,得出各节点间实际拥有的连线数为52,网络整体密度为0.393 9。网络密度大于0.250 0(一般以0.250 0作为衡量密度大小的标准),说明选取的12个影响因素之间的关联性较强。
度数中心度是衡量一个网络节点直接相连的其他节点数量指标[10]。节点度数中心度越高,意味着在网络中有更高的连接性和影响力。利用Ucinet 6软件计算各节点度数中心度,结果见表3
M1M2M12的点出度较高,说明它们对其他因素的影响较多。M2M6M7M10的点入度较高,说明其他因素对它们的影响较多。度数中心度的平均值约为8.667,高于平均值的有M1M2M5M7M8M10、和M12,它们是从度数中心度的角度筛选出影响县域洪灾应急指挥能力的主要因素。
中介中心度的大小是指该节点出现在其他节点最短路径上的次数[10]。某一节点的中介中心度越大,表明该节点对其他节点的控制力越强,即影响越大。中介中心度分为绝对中介中心度和相对中介中心度,后者是前者的标准化结果。
利用Ucinet 6软件计算各影响因素的中介中心度,计算结果见表3。相对中介中心度的平均值为6.288,高于平均值的有M1M2M5M10M12,它们是从中介中心度的角度筛选出影响县域洪灾应急指挥能力的主要因素。
凝聚子群是指在社会网络中,由一群成员之间相互连接紧密而形成的内部紧凑的小团体[11]。用Ucinet 6软件凝集子群分析12个因素,得到3-派系子群{M1M2,…,M12}。因此,可验证12个影响因素之间具有较强的相关性。
通过可视化分析、网络整体密度计算、凝聚子群分析,得出12个指标具有较强的相关性,从而证明采用社会网络的方法,按照影响程度大小对12个评价指标做指标分级具有一定的可行性。从度数中心度和中介中心度2个角度判定各节点的影响大小和重要程度,从而进行指标分级[12]
从度数中心度角度筛选出主要影响因素M1M2M5M7M8M10M12,从中介中心度角度选取出主要影响因素M1M2M5M10M12。取其交集,最终确定县域洪灾应急指挥能力A类影响因素M1M2M5M10M12,B类影响因素M7M8,C类影响因素M3M4M6M9M11
张义等[8]提出指挥控制能力成熟度模型,将指挥控制能力分为5个等级。第1级为已执行指挥控制的基础实施;第2级为意识到管理指挥控制的作用,及时发现指挥控制过程中出现的问题并予以解决;第3级为拥有一套经检验后具有合理性和可操作性的执行标准;第4级为对指挥控制实施过程建立量化指标,评估和改进指挥控制过程;第5级为能够预防和改善不足,拥有创新思维,能够实现指挥控制的自我进化和完善。
将县域洪灾应急指挥能力的各类影响因素作为各类评价指标,按照张义等[8]划分的指挥控制能力5个等级标准,对各项评价指标打分。未达到第1级标准打0分,达到第1级标准打1分,达到第2级标准打2分,以此类推,“*”表示不参与此项打分。同一类的各项评价指标完成打分后,以平均值作为该类评价指标最终得分。
合格分的取值根据:A类和C类评价指标各有5个二级指标,假设5个指标中有3项得3分,2项得2分为最低合格水平,则合格分为(3×3+2×2)÷5=2.6分。
根据各类评价指标的得分情况,进行县域洪灾应急指挥能力成熟度等级划分。各类评价指标的得分情况与成熟度等级的对应关系见表4
应急指挥能力成熟度评估过程为:①成立专业的县域洪灾应急指挥能力成熟度测评小组;②设置问卷,确定调查人群,保证足够数量的回收数据;③分析总结调查获得的信息,通过访谈法对实际情况有更清晰、更全面的把握;④依据打分标准,公正客观地为各项指标打分(或在②通过问卷的形式,让调查对象进行打分);⑤基于既定的成熟度等级分类准则,明确该县域的成熟度等级。
提高应急指挥能力成熟度等级的步骤为:①分析自身情况,诊断存在的问题,量身定制提升目标;②制定提升计划、规划提升路线、拟定提升策略,将各项任务进行分配;③解决问题,举办周期活动,形成优良传统和习惯;④总结提升内容,记录改进情况,发现改进过后仍然存在的新问题。此外,反复循环以上步骤,实现成熟度等级的再推进。
河南省濮阳县四季分明,雨热同期,降水变化率大,且分布不均,因而旱、涝灾害频繁,现已建立相对完善的应急指挥体系,但当前的防洪除涝能力仍不能适应经济社会发展对水利的要求。选择濮阳县作为县域洪灾应急的研究对象,是基于其地理与气候特征的普遍性、应急指挥体系的典型性以及防洪除涝能力的代表性综合考虑的结果。以濮阳县作为研究对象,揭示出县域在防洪除涝方面存在的共性问题,提炼出适用于其他县域的洪灾应急指挥策略。
按照评估模型指标,针对濮阳县实际情况,制作调查问卷。问卷第1—7题为调查对象的基本信息,第8题为模型选用的评价指标打分,第9—16题为参照应急指挥理论评估应急指挥能力的补充分析。考虑到乡镇政府一方面清楚了解本县域洪灾应急指挥的现状,另一方面对洪灾应急指挥的知识有一定的掌握和了解。因此,将乡镇政府作为主要的调查对象,在濮阳县24个乡镇均匀发放问卷,计划发放问卷240份,实际收集问卷342份,其中,乡镇工作人员及村级干部占总调查人数的74.85%。
针对各项评价指标的打分,问卷设置“针对该项不发表评价”这一选项,选择该项即被视为无效数据。各项评价指标中M1的无效数据最多,为21条,有效数据占比最低,约为93.86%。忽略无效数据,根据调查问卷收集的有效数据,得出濮阳县洪灾应急指挥能力各项评价指标的得分为:M1(2.66分)、M2(2.41分)、M3(3.05分)、M4(2.98分)、M5(2.33分)、M6(2.55分)、M7(2.86分)、M8(3.09分)、M9(2.1分)、M10(2.67分)、M11(2.12分)、M12(2.64分)。
濮阳县A类评价指标平均分为2.542,B类评价指标平均分为2.975,C类评价指标平均分为2.560,其洪灾应急指挥能力成熟度位于第3级。
濮阳县洪灾应急指挥现状分析:
1) 各项评价指标代表的方面均已得到基础实施,且合理管理实施过程,能够发现存在的问题并进行解决,但尚未对指挥控制的执行制定完善的操作标准,缺乏量化管理和创新,距离指挥控制过程的自我进化和完善存在一定的差距。
2) 应急演练水平、应急监测与预警功能、信息传递与反馈情况、专家参与度及智能化水平4个方面是其应急指挥过程中的相对短板。
3) 濮阳县应加强洪灾相关宣传培训,增强跨地区协作,补充人力、物资、技术和财政资源,继续提高领导能力、沟通协调能力、资源调度能力、技术应用能力,重点关注前期预警与监测、中期的应急响应处置和数字化救援[13]等环节。
模型的实用性体现在以下方面:
1) 通过应急指挥理论的指导和大量文献分析,综合应急指挥的业务流程选出评价指标,能客观评估县域洪灾应急指挥能力水平。
2) 成熟度分级标准参考指挥控制能力成熟度模型,并通过大量的数据分析确定。
3) 实证数据均匀分布于濮阳县各乡镇,74.85%来自乡镇政府和村级干部,有较强专业性。
4) 实证结果与实际情况具有较强一致性。
5)濮阳县作为实证对象具有较强的代表性,模型可在各县域普遍推广。
此外,各县域可利用模型判断自身洪灾应急指挥能力成熟度,以12个评价指标为重点,加强各方面能力建设与提升,响应新质生产力趋势[14]。各地区应因地制宜,应急指挥能力的评估和提升过程还应关注自身地理环境、气候条件等影响。
1) 应急指挥能力成熟度评估模型通过社会网络将县域洪灾应急指挥能力成熟度划分为8个等级,得出濮阳县位于第3级。实证得出本模型具有可推广性,县域按照评估过程判定本地能力成熟度等级,发现并改正问题,提升应急指挥能力。
2) 该模型有助于减少洪灾对社会的影响,推进应急管理体系建设,丰富应急指挥理论,为社会网络方法和成熟度研究在应急领域应用奠定基础。
3) 未来需要聚焦于定量的研究方法,提升能力成熟度评价指标选择的客观性。随着社会进步,升级县域洪灾应急指挥能力成熟度的划分标准,积极探索能力成熟度在应急管理其他领域的研究。
