In order to effectively identify construction risks and prevent safety accidents,this study investigated the safety evaluation method for metro station construction in confined space under 500 kV high-voltage lines. First,a safety evaluation index system for metro station construction under high-voltage lines was established by integrating AHP and 3MET(Management,Man,Machine,Environment,Technology) method. Then,the weights of indicators were calculated using the IOWA operator,and the cloud model was applied to determine evaluation standard clouds and cloud characteristic values,thereby deriving the comprehensive safety evaluation grade. Finally,the proposed method was validated through a case of the University Town Central Road Station on Chongqing Metro Line 15,with corresponding mitigation measures proposed for high-risk indicators. The results demonstrate that the evaluation model accurately identifies high-risk sources in metro station construction under high-voltage lines,with the safety evaluation grade classified as lower risk,consistent with on-site conditions. Key considerations for safety measures include the electromagnetic field effects of high-voltage lines,risk monitoring and protection,mechanical equipment selection and its safety functions. The application of multi-dimensional layered protective structures could effectively mitigate construction risks under high-voltage environments.

为有效识别施工风险,预防施工安全事故,研究500 kV高压线下受限空间内地铁车站施工安全评价方法。首先,结合层次分析法(AHP)和管理-人员-机器-环境-技术(3MET)法,构建高压线下地铁车站施工安全评价指标体系;然后,采用诱导有序加权平均(IOWA)算子赋权计算各级指标权重,结合云模型确定评价标准云和各级指标云特征值,进而确定综合安全评价等级;最后,以重庆地铁15号线大学城中路站为例,验证该评价方法并提出高风险指标防控措施。结果表明:评价模型能够准确识别高压线下地铁车站施工安全高风险源,安全评价等级为较低风险,与实际情况吻合。在采取安全防控措施时应重点考虑高压线电磁场影响、风险监测防护、机械设备选型及其安全功能,其中,搭建多维多层防护结构能够有效降低高压线下地铁车站施工风险。

为有效识别施工风险,预防施工安全事故,研究500 kV高压线下受限空间内地铁车站施工安全评价方法。首先,结合层次分析法(AHP)和管理-人员-机器-环境-技术(3MET)法,构建高压线下地铁车站施工安全评价指标体系;然后,采用诱导有序加权平均(IOWA)算子赋权计算各级指标权重,结合云模型确定评价标准云和各级指标云特征值,进而确定综合安全评价等级;最后,以重庆地铁15号线大学城中路站为例,验证该评价方法并提出高风险指标防控措施。结果表明:评价模型能够准确识别高压线下地铁车站施工安全高风险源,安全评价等级为较低风险,与实际情况吻合。在采取安全防控措施时应重点考虑高压线电磁场影响、风险监测防护、机械设备选型及其安全功能,其中,搭建多维多层防护结构能够有效降低高压线下地铁车站施工风险。

In order to effectively identify construction risks and prevent safety accidents,this study investigated the safety evaluation method for metro station construction in confined space under 500 kV high-voltage lines. First,a safety evaluation index system for metro station construction under high-voltage lines was established by integrating AHP and 3MET(Management,Man,Machine,Environment,Technology) method. Then,the weights of indicators were calculated using the IOWA operator,and the cloud model was applied to determine evaluation standard clouds and cloud characteristic values,thereby deriving the comprehensive safety evaluation grade. Finally,the proposed method was validated through a case of the University Town Central Road Station on Chongqing Metro Line 15,with corresponding mitigation measures proposed for high-risk indicators. The results demonstrate that the evaluation model accurately identifies high-risk sources in metro station construction under high-voltage lines,with the safety evaluation grade classified as lower risk,consistent with on-site conditions. Key considerations for safety measures include the electromagnetic field effects of high-voltage lines,risk monitoring and protection,mechanical equipment selection and its safety functions. The application of multi-dimensional layered protective structures could effectively mitigate construction risks under high-voltage environments.

地铁已成为许多城市中主要的交通运输工具。由于城市管廊的建设进展有限,在一些旧城区仍普遍存在架空高压线,作为城市发展大动脉的高压输电线迁改困难,因此,部分地铁线路不可避免地与高压线交叉。受限于高压线的架空高度以及施工时最小安全距离,地铁车站的施工净空受到极大限制,极易导致建设事故,常规安全管理方法已难以满足安全施工的要求。因此,研究并建立500 kV高压线下受限空间内地铁车站施工的安全评价方法,准确识别高风险源并提出相应的防控措施,对提高施工安全管理水平并减少事故发生具有重要意义。
地铁车站施工安全评价是判断地铁事故风险高低的重要方法,张栋等[1]从人、机械、环境、管理、工程5个方面建立层次结构模型,结合层次分析法(Analytic Hierarchy Process,AHP)与熵权法计算安全指标权重,有效评价地铁车站深基坑施工安全;张振中[2]认为传统AHP评价指标复杂,难以构造判断矩阵,故提出“0~2”三标度法简化评价矩阵,并结合熵权法计算权重,使最终评判更准确,为长春地铁5号线的风险探测与防控提供重要参考;陈楠[3]采用诱导有序加权平均(Induced Ordered Weighted Averaging,IOWA)算子赋权,灰色聚类分析安全评价方法,通过耦合车站深基坑风险层与车站深基坑作业层构建安全指标体系,提高指标体系的完整性,并引入评分区间,有效消除极端评价的不利影响。然而,现有地铁车站施工安全评价模型中并没有考虑高压线对施工安全的影响。
高压输电线周围存在强大电磁场,人体易因接触带有感应电压的导体遭到电击,且施工现场大型机械较多,施工环节复杂,风险控制措施至关重要。姚睿等[4]针对110 kV高压线下地下连续墙施工,研究吊装设备选用、钢筋笼制作与加固及吊装过程控制措施;李晓亮[5]通过计算安全距离,设置限高架和警示标志,并改变施工工艺,提出220 kV高压线下地铁车站灌注桩和主体结构施工关键技术;晋云雷[6]发现,加固高压线塔,设置悬索架空防护系统和激光防外力破坏监控系统,能够及时发现并阻止危险事件,有效控制施工风险;包世波等[7]分析500 kV高压线下地铁车站施工中的灌注桩成孔风险、起重吊装风险和工期风险,通过架设高压线防护网,优化吊装设备,采用超低净空钻孔灌注桩施工技术取得较好的风险控制。
近年来,在高压线下建设地铁车站的工程越来越多,使用普通地铁车站施工安全评价方法显然无法准确评估高压线下地铁车站施工安全等级。鉴于此,笔者引入云模型,并结合地铁车站施工实际情况,综合考虑500 kV高压线对地铁安全建设的影响,基于AHP、管理-人员-机器-环境-技术(Management,Man,Machine,Environment、Technology,3MET)法和IOWA算子赋权建立安全风险评价云模型,识别影响高压线下地铁车站施工安全的主要因素,综合评价车站施工安全等级,并提出相应的风险防控建议,以期为类似高压线下地铁车站安全施工安全风险评估提供新的方法和参考依据。
500 kV高压线下受限空间内地铁车站施工安全综合评价流程如图1所示。
构建层级模型时要综合考虑主客观因素,确保模型的合理性与科学性。影响高压线下地铁车站施工安全的因素较多,参照文献[8],提出一种确定各级指标的方法,结合专家意见与工程实际,提出管理因素F1、人员因素F2、机器因素F3、环境因素F4、技术因素F5这5个一级指标,并命名为3MET法。通过现场实地考察,构建500 kV高压线下受限空间内地铁车站施工安全评价指标体系,如图2所示。
各项指标多为定性指标,有不同的单位或量纲,需转化为统一的无量纲指标进行综合评价与比较分析。采用线性变换方法,将500 kV高压线下地铁车站施工安全等级在区间[0,1]内均分为5个等级:[0,0.2]为高风险、(0.2,0.4]为较高风险、(0.4,0.6]为中风险、(0.6,0.8]为较低风险、(0.8,1]为低风险。
由于500 kV高压线下受限空间内地铁车站施工安全风险评价指标的复杂性、模糊性和关联性,评价过程多依赖于专家知识经验。然而专家的个人能力和偏好往往存在差异性、局限性以及极端情况。因此,采用柔性评价方法,采用区间数值取代“刚性”点值的方法来评估风险评价指标,以此削弱极端值的影响。首先,对指标初始得分区间数据进行排序,得到新的区间数据;然后,使用正态分布密度函数加权计算新数据的指标权重,在计算过程中引入区间端点权重调整系数 θ;最后,削弱极端值的影响。
令500 kV高压线下受限空间内地铁车站施工安全风险评价指标有n个,指标集合A={ai}={a1a2,…,an,},ai的模糊贡献度评价值 u - i = ( u - i 1 u - i 2 u - i j u - i m ) m为专家个数, u - i j = [ u i j L u i j R ] u i j L u i j R分别为专家对指标的最低评分和最高评分。对指标ai的初始数据 u - i进行升序排序[9],得到新决策数据 v - i = ( v - i 1 v - i 2 v - i j v - i m ) 利用正态密度分布函数计算新决策数据的权向量Pi,如下式:

式中 ω L i ω R i分别为指标区间的左端点和右端点的绝对权重。
权重调整,引入系数θ计算指标区间绝对权重ωi,见下式:
ω i = θ ω L i + ( 1 - θ ) ω R i
式中θ为指标区间左端点权重占组合权重的占比,取θ为0.5,认为评价区间左右端点权重相等。
计算指标的相对权重 ω i *,见下式:
ω i * = ω i i = 1 n ω i
对存在双边约束的区间,采用黄金分割法生成安全评价标准云[10],以约束条件中值为期望值,期望和熵的计算如下式,对只有单边约束的区间,以左右端点为期望值,熵为双边约束区间的1/2。

式中:Ex为云滴在论域空间分布的期望,反映评价区间的重心,是具有定性概念的点值;En为熵,反映云模型的离散型和模糊程度;He为超熵,衡量熵的离散型,表示云模型的厚度,标准云通常取一个比En低一个数量级的常数c,可根据概念的具体物理意义调整。
处理二级评价指标ai的模糊贡献度评价值 u - i = u - i 1 u - i 2 u - i j u - i m得到 x - i = ( x - i 1 x - i 2 x - i j x - i m ) 评价区间左右端点权重相等,因此, x - i j = 1 2 ( u i j R - u i j L ),计算二级评价指标的云模型数字特征Cij( E x i j E n i j H e i j),如下式:

式中S为方差。
根据二级指标的数字特征和权重,计算一级指标云模型的数字特征Ci( E x i E n i H e i)和综合评价云模型的数字特征C(ExEnHe),见下式:

参照文献[11-12]中关于相似度的定义和计算过程,根据综合评价云特征值与各风险等级标准评价云特征值,生成2个以均值为期望,以超熵的平方为方差的正态随机数,再使用隶属度函数计算2个正态随机数的相似度,根据最大隶属度原则确定500 kV高压线下受限空间内地铁车站施工的安全评价风险等级。
以重庆轨道交通15号线大学城中路地铁站建设项目为例,地铁车站1号、2号风亭组、3号出入口施工现场位于500 kV高压线正下方,高压线最低点距离地面18.7 m,线下作业长度达177 m。根据《110 kV~750 kV架空线路设计规范》[13]要求,500 kV高压线与建筑物之间的最小净空不小于8.5 m,该项目出于安全施工考虑,地面施工控制在7.5 m范围内。地铁车站工程概况如图3所示。
邀请5位相关领域的专家,包括设计、施工、监理等行业的负责人,以及高校教师和学者受邀对各安全评价指标进行评分。由于篇幅限制,仅以一级指标环境因素F4下的4个二级指标为例演示权重的计算过程,具体指标得分见表1
以二级指标F44为例,按照升序顺序对高压线指标得分排列,得到新的数据 v - 44=([0.2,0.4],[0.3,0.4],[0.3,0.4],[0.3,0.4],[0.3,0.5])。
使用式(1)和式(2)计算得到权向量P44=(0.193,0.213,0.346,0.222,0.108)。
使用式(3)计算得到指标区间左端点的绝对权重 ω 44 L=0.566,右端点的绝对权重 ω 44 R=0.708。
使用式(4)计算得到指标F44的绝对权重ω44=0.637,取θ=0.5,区间左右端点占比相同。同理计算可得F41F42F43的绝对权重ω41=0.425,ω42=0.537,ω43=0.261。
利用式(5)得到一级指标F4的相对权重 ω 4 *=(0.228,0.289,0.141,0.342)。其余一级指标的相对权重分别为: ω 1 *=(0.24,0.423,0.124,0.213), ω 2 *=(0.262,0.452,0.286), ω 3 *=(0.409,0.419,0.172), ω 5 *=(0.424,0.549,0.189),风险评价指标权重如图4所示。
图4中可以看出,计算结果中权重较大的指标分别为F12F22F31F32F44F51F52,计算结果与现场施工实际情况吻合,验证了安全评价指标体系的合理性和IOWA算子赋权的准确性。
根据式(6)计算特征值,超熵He取0.005,5个评价区间的特征值分别为:高风险C1(0,0.017,0.005),较高风险C2(0.3,0.033,0.005),中风险C3(0.5,0.033,0.005),较低风险C4(0.7,0.033,0.005),低风险C5(1.0,0.017,0.005),通过Matlab正向云发生器得到500 kV高压线下受限空间内地铁车站施工安全评价标准云,如图5所示。
按式(7)计算5位专家对17个二级指标的评分,得到二级指标云特征值,计算结果见表1
将二级指标的特征值结合权重按式(8)计算得到一级指标云特征值,计算结果见表2
同理,计算得到综合评价云特征值C(0.748,0.073 9,0.038 0),生成综合评价云模型并与评价标准云模型进行对比,如图6所示。
为确保评价结果的准确性,计算综合评价云特征值与评价区间云特征值的相似度γ。根据Matlab编程实现综合评价云与评价标准云的相似度计算,γ=(γ1γ2,…,γ5)=(0.012,0.105,0.318,0.732,0.334),根据最大隶属度原则,500 kV高压线下受限空间内地铁车站施工安全处于较低风险等级,该地铁车站施工安全等级处于可接受范围,但对车站安全施工影响较大的风险指标仍需着重关注,并采取专项措施,避免安全事故发生。
根据该车站以及文献研究中的高压线下施工工艺和经验,针对图4中权重较大的高风险指标提出以下几条防护措施,为类似工况下的工程提供参考。
1) 安全培训需因地制宜。工人较高的安全意识能识别施工现场潜在危险,是避免安全事故的重要因素。安全培训教育是提高工人安全意识,降低风险的重要手段。但安全培训教育不能一成不变,需要因地制宜,施工单位需根据实际工程的风险评价结果,及时调整和更新安全培训内容,如在高压线下施工时,培训工人学习绝缘工具和触电急救知识与技能是安全培训的重中之重。
2) 预留额外安全距离。最小安全距离是施工安全生命线,即使采用防护结构,也难免出现施工机械侵入现象[6]。因此,不能把施工最小安全距离视作安全施工的及格线,而是底线。应根据高压线电压等级,按照规范并综合考虑实际工况、高压线运行状态和气候环境等因素,预留额外的安全距离,避免机械偶然侵入造成工人触电或影响高压线正常运行。
3) 完善防护结构。防护结构是高压线下安全施工的重要保障,现有案例中,防护结构一般由防护网和视频监控组成[4-6],随着高压线电压增大以及施工周围环境越来越复杂,需进一步完善防护结构。建议防护结构分为4层:第1层为绝缘层,隔离电磁场;第2层为钢索层,隔离出安全施工区域;第3层为监测层,采用越界侦测系统在现场和移动端实时监测预警;第4层为警示层,在钢索层四周布置警示彩旗、警示灯、LED灯带、高压危险标志等,全天候提醒人员注意高压线危险。
4) 优化设备选型。工程设备的优化选型,需优先考虑高压线下施工最小安全距离,采用低矮型钻孔和吊装设备,综合安全、效率、成本、环境适应性等因素进行综合评估和选型决策。
5) 增加设备安全功能。仅在机械设备顶端安装防护罩是不够的,预防设备入侵防护结构以及触发报警后的应急功能同样重要。建议在机械臂顶端加装距离检测装置,当与防护网距离过近时发出警报,并加装急停按钮,在紧急情况下快速停止设备。
6) 加强风险监测。除防护结构的视频监测系统外,也需安装设备监测高压线周围电磁辐射水平和高压线温度,保障工人健康施工,及时发现温度异常现象,避免线路过热引发火灾事故。
1) 在AHP结合3MET法构建评价指标体系的基础上,引入云模型与IOWA算子,建立500 kV高压线下受限空间内地铁车站施工安全评价模型和评价指标体系。得出的安全评价结果与工程实际安全等级相吻合,准确识别出高风险影响因素。验证了该模型在地铁车站施工安全评价中的有效性和实用性。
2) 高压线下施工时应重点关注高压线电磁场影响,优化机械设备选型,完善安全功能缺陷,针对性地加强安全培训和风险监测,完善防护结构,以保障施工安全。提出的4层防护结构可从空间隔离、智能监测、应急响应多维度降低高压线下施工风险,具有较好的可操作性与推广价值。
3) 模型未考虑施工周期内风险指标的动态变化,且当前模型验证仅基于单一工程案例,未来需结合多地域、多电压等级的实际工程数据进一步优化参数敏感性。
