In order to effectively improve the comprehensive prevention and control ability of coal mine water disaster accidents,the complex network and robustness analysis method were used to explore the key causes of accidents. According to the report of 111 typical coal mine water disaster cases in China in the past 40 years,an unweighted directed network of coal mine water disaster was constructed. The weights of each cause,such as degree,clustering coefficient and betweenness centrality at different scales of the network were calculated,and the key causes were excavated. The damage of intentional attack to the cause network under three different strategies was evaluated,and the optimal solution of systematic prevention and control was sought. The results show that the coal mine water disaster cause network has the characteristics of small world,and the causes are closely related. The attack ranked by degree has the greatest damage to the model. The corresponding key causes include organizing workers to carry out risky operations,failing to implement the management responsibility of water prevention and control technology,failing to carry out water exploration and drainage work as required,illegal organization of production operations,imperfect safety management institutions,inadequate hidden danger investigation,loopholes in coal mine safety supervision and supervision,and failure of higher-level units to perform safety management responsibilities.

为有效提升煤矿水害事故综合防治能力,利用复杂网络与鲁棒性分析方法探寻事故关键致因。根据近40年国内发生的111起典型煤矿水害案例报告,构建煤矿水害无权有向网络,计算网络不同尺度下度数、聚类系数、中介中心性等各致因权重,挖掘关键致因,评估3种不同策略下蓄意攻击对致因网络模型的破坏,寻求系统性防治的最优解。研究结果表明:煤矿水害致因网络具有小世界特性,致因间关联紧密;按度数排列攻击对网络破坏最大,相应关键致因包括组织工人进行冒险作业、未落实防治水技术管理责任、未按照要求开展探放水工作、违法违规组织生产作业、安全管理机构不健全、隐患排查工作不到位、煤矿安全监管监察工作存在漏洞、上级单位未履行安全管理职责。

为有效提升煤矿水害事故综合防治能力,利用复杂网络与鲁棒性分析方法探寻事故关键致因。根据近40年国内发生的111起典型煤矿水害案例报告,构建煤矿水害无权有向网络,计算网络不同尺度下度数、聚类系数、中介中心性等各致因权重,挖掘关键致因,评估3种不同策略下蓄意攻击对致因网络模型的破坏,寻求系统性防治的最优解。研究结果表明:煤矿水害致因网络具有小世界特性,致因间关联紧密;按度数排列攻击对网络破坏最大,相应关键致因包括组织工人进行冒险作业、未落实防治水技术管理责任、未按照要求开展探放水工作、违法违规组织生产作业、安全管理机构不健全、隐患排查工作不到位、煤矿安全监管监察工作存在漏洞、上级单位未履行安全管理职责。

In order to effectively improve the comprehensive prevention and control ability of coal mine water disaster accidents,the complex network and robustness analysis method were used to explore the key causes of accidents. According to the report of 111 typical coal mine water disaster cases in China in the past 40 years,an unweighted directed network of coal mine water disaster was constructed. The weights of each cause,such as degree,clustering coefficient and betweenness centrality at different scales of the network were calculated,and the key causes were excavated. The damage of intentional attack to the cause network under three different strategies was evaluated,and the optimal solution of systematic prevention and control was sought. The results show that the coal mine water disaster cause network has the characteristics of small world,and the causes are closely related. The attack ranked by degree has the greatest damage to the model. The corresponding key causes include organizing workers to carry out risky operations,failing to implement the management responsibility of water prevention and control technology,failing to carry out water exploration and drainage work as required,illegal organization of production operations,imperfect safety management institutions,inadequate hidden danger investigation,loopholes in coal mine safety supervision and supervision,and failure of higher-level units to perform safety management responsibilities.

随着我国煤矿开采逐渐向深部延伸,煤矿开采过程中可能受到地表水、顶板水、底板水、老空水、构造水等诸多水源威胁[1],加之我国较多矿区水文地质条件整体比较复杂[2],频发的煤矿水害事故成为阻碍煤矿安全生产的重要因素,并成为造成煤矿群死群伤的“第二杀手”[3]
对已发生事故案例作致因分析是完善事故防治技术的重要手段[4],煤矿安全是一个社会技术系统问题,煤矿水害常由复杂水文地质环境、人为过失、错误开采方法及企业管理条件等多重因素相互耦合引发,具有典型的复杂性和系统性[5],目前,较成熟的水害防控技术体系,往往着眼于对水害事故类型进行划分[6],结合鱼刺图[7]、事故树[8]、煤矿人为因素分析和分类系统[9](Human Factor Analysis and Classification System for Coal Mines,HFACS-CM)等多种分析方法,针对不同类型水害采取不同防治技术。不足之处是缺乏水害综合防治的系统性策略[10],且鱼刺图、事故树等依赖逻辑推理的分析方法,难以应对复杂成因联合介入的情况。
复杂网络这一基于图论的系统性研究方法被广泛应用于能源和安全领域[11-12],如构建电力-天然气耦合系统韧性增强优化模型[13]、探索建筑行业事故的行为风险链[14]、分析铁路事故的致因[15]、研究房屋建筑施工过程中关键致因的识别问题[16]。复杂网络不仅能在杂乱无章的联系中准确捕捉关键线索,还可以实现模糊系统的精准量化和预测。有关煤矿火灾及瓦斯事故的研究验证了复杂网络在煤矿事故分析中的有效性[17-18],但将复杂网络用于煤矿水害方面还鲜有报道。
因此,笔者拟基于复杂网络理论,归纳梳理煤矿水害事故案例,并从具体案例报告中提炼事故致因,依据成因间强关联关系绘制水害致因网络,同时,系统解析该网络,探寻事故关键成因,以期为构建煤矿水害系统化综合防控体系奠定基础,更全面、高效地降低煤矿水害事故风险。
复杂网络可以实现复杂系统的可视化[19-20],在复杂网络中,剥离庞大系统内的单一元素定义成节点,节点间相互关系用连边表示。
1) 网络直径。网络中任意2个节点之间距离的最大值称为网络直径,记为D

3) 聚类系数。聚类系数能够衡量网络整体的聚集倾向,聚类系数越大,节点间连接越紧密,有向网络中节点i的聚类系数记为Ci

4) 度数分布。网络中节点i的度(连边数)Di为节点i与周边节点的关联程度。

5) 中介中心性。节点i的中介中心性Bi以经过节点i的最短路径数目来刻画该节点在网络中重要程度的指标。

收集1978—2023年111条煤矿水害事故报告[21],筛选描述清晰、有代表性的案例,并按照《矿山生产安全事故报告和调查处理办法》[22]作事故分级,发现较大及以上的事故占比为40%。
从人为过失、管理不当、设备因素等5个角度,将煤矿水害事故常见原因提炼为53个致灾成因。将整体组成因子集记为Si={A1A2,…,E2},统计案例中各致灾成因占总案例数的比例,见表1。由表1可知:排序前4的致因为B1B2A6B11
复杂网络同时具有规则性和随机性,其中最重要的是各节点的相关性[23],将53个致灾因子设置为节点,致因间的影响作用视为有向连边,构建无权有向复杂网络,如图1所示。该网络有53个节点和220条边,节点大小与颜色深浅反映其度数,连线粗细体现其频次,越接近网络中心的节点与其他节点联系越广。其中,度数排序前3的节点为B7B3A6
据式(1)计算煤矿水害致因网络直径为9,即网络中连接任意2节点至多只需要经过9条边,网络直径越小,说明煤矿水害事故致灾路径较短,网络中各节点间的连通性越好,各火灾致灾因子间的距离越小[24]
据式(2)计算平均路径长度为2.847,表明网络中某点可以通过平均2.847步向其他节点施加影响,网络中节点关联性强,节点的波动极易在网络中扩散,表明防治单一致因效果有限。
核算各致因聚类系数并按大小排列,排序前16的致因如图2所示。16个致因的聚类系数落于0.25~1,其中,B20D2B23B5B25 D4的聚类系数较大,表明与其相连的致因聚集倾向较高,关联性强,若以上6个致因发生波动时,邻接致因也将处于波动影响范围,应给予关注。
据式(3)计算平均聚类系数为0.234。煤矿水害致因网络具有较小的平均路径长度和较大的聚类系数,表明具有小世界网络特性[25],即煤矿水害致因间关联性强,随着致因数量增加,网络平均路径长度增长,系统整体走向愈发难以预测。
节点度数表明其在网络中的地位,度数越高,与其相连的节点数越多,在有向网络中,度分为连入度与连出度。据式(4)计算各致因连入度与连出度,结果如图3所示。图3中,B7B9D3均为连入度较高同时连出度较低的致因,表明其更易受其他因素影响,安全检查过程中率先排查此类成因能够有效规避风险。另外,B3B11B18为连出度较高,连入度较低的致因,一旦出现问题,易在网络中引发广泛波动,是日常生产中需要注意的关键成因。B7B3A6B8度数超过20,其他节点的波动通过以上节点容易造成更大范围的扩散,因此,上述致因均为煤矿水害致因网络中的高风险因素,需加强管控。
据式(5)计算煤矿水害致因网络平均中介中心性为0.018,其中,B7B2A6B8中介中心性较高,表明其在网络中承担重要桥梁作用。找出高中介中心性致因及其关联因素,如图4所示。当前端成因不易察觉时,通过集中剪除中介成因来中断危险因素传递,可实现事故预防。
全局效率是衡量网络信息传递效率的重要指标,在水害致因网络中,高全局效率意味着局部风险极易沿最短路径在网络中转移并扩散开。为量化各致因在网络中的权重,针对构建的致因网络,将节点按度数、聚类系数、中介中心性3种不同策略由大到小依次删除来执行蓄意攻击,有针对性地控制致因,以此模拟现实。结合攻击后网络全局效率、平均度数、平均聚类系数等多个指标的变化,综合评估控制关键致因所取得的收益,制定高效控制和预防煤矿水害事故的安全措施。3种策略所得参数的变化如图5所示。由图5可知:3种不同策略的攻击均能削弱致因网络传递风险的能力,其中,按度数策略攻击对致因网络破坏最明显。
度数排列识别出高风险致因分别为B7B3A6B8B18B2B12B11,均为人为因素和管理因素。结合REASON [26]提出的“瑞士奶酪模型”及文中数据可知:网络中人为因素和管理因素往往处在网络中心区域,度数较高,是关键桥梁。
以山西长治襄矿西故县煤业有限公司“10·25”较大水害事故 [27]为例,识别对应致因网络,如图6a所示;随后,依次去除B7B3A6B8B18节点,如图6b所示。可以看出,网络中各致因离散,不能构成完整致因链条引发事故。
因此,加强水害事故预防,严格管控B7B3A6B8B18B2B12B11致因,有助于更高效地阻隔致因相互勾连,限制风险在网络中的传递,保障煤矿安全生产。
针对煤矿水害事故致因网络识别出的高风险致因提出规避措施,见表2
1) 煤矿水害网络具备小世界特性,事故路径较短,网络直径小,节点的波动极易在网络中扩散,整体防治过程中针对单一致因的防治措施作用有限。
2) 按度数策略执行蓄意攻击对网络破坏最大,相应关键致因包括组织工人进行冒险作业、未落实防治水技术管理责任、未按照要求开展探放水工作、违法违规组织生产作业、安全管理机构不健全、隐患排查工作不到位、煤矿安全监管监察工作存在漏洞、上级单位未履行安全管理职责。在水害综合防治过程中,致因危险程度应依据致因的度数具体衡量。
3) 建立煤矿水害致因网络有助于风险定性评估,后续可以扩大事故案例集,丰富网络架构,引入边耦合网络,结合风险评价对致因在网络中所处位置及其危险度进行定量分析。
