In order to improve the safety production level of coal mining enterprises and ensure a reasonable proportion of safety investment,the CPT method was introduced to establish a dynamic safety investment decision-making model that combined the criteria importance through intercriteria correlation(CRITIC) method improved by the coefficient of variation method and CPT. From the perspective of safety input and output,an evaluation index system was constructed,and the weights of each index were calculated by the improved CRITIC method. Combined with the CPT,the static decision-making ranking results of various safety investment schemes in coal mining enterprises were calculated,and on this basis,the results were dynamically optimized to obtain the final dynamic decision-making ranking results of safety investment. The study shows that the constructed model is reasonable and reliable with high sensitivity compared with VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. The model considers the influence of the decision maker's subjective risk preference on the actual decision-making results,and the time factor can reflect the dynamic accumulation level during the research period,so the decision-making results are more scientific and reasonable.

为提升煤矿企业的安全生产水平、确保合理的安全投入比例,引用累积前景理论(CPT)方法,建立一种结合变异系数法改进的指标相关性的权重确定法(CRITIC)和CPT的动态安全投入决策模型。从安全投入和产出的角度构建评价指标体系,采用改进的CRITIC计算得到各指标的权重,并结合CPT计算出煤矿企业安全投入各方案的静态决策排序结果,在此基础上,动态性优化该结果,得到最终安全投入动态决策排序结果。结果表明:所构建的模型与多准则妥协解排序法(VIKOR)相比灵敏度更高;该模型考虑决策者的主观风险偏好对实际决策结果的影响,且时间因素能够反映研究期间内的动态累积水平,决策结果更为科学合理。

为提升煤矿企业的安全生产水平、确保合理的安全投入比例,引用累积前景理论(CPT)方法,建立一种结合变异系数法改进的指标相关性的权重确定法(CRITIC)和CPT的动态安全投入决策模型。从安全投入和产出的角度构建评价指标体系,采用改进的CRITIC计算得到各指标的权重,并结合CPT计算出煤矿企业安全投入各方案的静态决策排序结果,在此基础上,动态性优化该结果,得到最终安全投入动态决策排序结果。结果表明:所构建的模型与多准则妥协解排序法(VIKOR)相比灵敏度更高;该模型考虑决策者的主观风险偏好对实际决策结果的影响,且时间因素能够反映研究期间内的动态累积水平,决策结果更为科学合理。

In order to improve the safety production level of coal mining enterprises and ensure a reasonable proportion of safety investment,the CPT method was introduced to establish a dynamic safety investment decision-making model that combined the criteria importance through intercriteria correlation(CRITIC) method improved by the coefficient of variation method and CPT. From the perspective of safety input and output,an evaluation index system was constructed,and the weights of each index were calculated by the improved CRITIC method. Combined with the CPT,the static decision-making ranking results of various safety investment schemes in coal mining enterprises were calculated,and on this basis,the results were dynamically optimized to obtain the final dynamic decision-making ranking results of safety investment. The study shows that the constructed model is reasonable and reliable with high sensitivity compared with VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. The model considers the influence of the decision maker's subjective risk preference on the actual decision-making results,and the time factor can reflect the dynamic accumulation level during the research period,so the decision-making results are more scientific and reasonable.

煤矿行业是传统的高危行业,保证其安全生产一直是企业管理者工作的重中之重,而安全投入是煤矿企业安全管理的重要组成部分,更是各项安全工作有序、高效开展的基本保障。据统计,2023年,我国煤矿百万吨死亡人数为0.094人,相比去年上升23.7%[1],煤矿安全生产形势依然不容乐观。安全投入利在长远,投入到位将进一步提升煤矿企业的安全生产水平。因此,有必要改善煤矿企业对安全投入的认识,解决煤矿安全投入决策的实际问题,从而有效保障煤矿企业的安全生产运营。
目前,诸多学者在安全投入领域采用不同的视角和方法展开研究。如姜福川等[2]基于熵权法和逼近理想解排序法构建安全投入方案评价模型,以决策出有限投入下获得最大产出的安全投入方案;梅强等[3]基于计划行为的理论和结构方程模型,研究了影响安全投入行为的决策因素;KRASUSKI等[4]提出一种将概率风险评估与成本效益分析相结合的安全投入风险意识决策方法,以降低安全投入成本;LUCA等[5]从风险的角度分析安全投入结构,强调技术、财务参数和风险评估之间的平衡。然而以上研究未充分考虑到时间因素和决策者心理因素对决策结果的影响。在实际的煤矿安全投入决策中,随着时间的推移,安全投入评价的各项指标权重也随之变化,仅从静态角度进行决策往往很难得出贴合实际的、恰当的结果;同时,在实际决策中,决策者大多存在一定的主观风险偏好,这种非理性心理会对最终的决策结果产生影响。
鉴于此,笔者提出一种结合变异系数法改进的基于指标相关性的权重确定法(Criteria Importance Through Intercriteria Correlation,CRITIC)和累积前景理论(Cumulative Prospect Theory,CPT)的动态安全投入决策模型,该方法可综合考虑安全投入方案的投入和产出因素,并从行为经济学视角,分析决策者在面对收益和损失时的风险倾向,以嵌入时间权重的方式动态性优化静态投入决策模型,决策出最佳方案,以期以最佳方案的投入比例作为参考,为煤矿企业进一步制定安全投入方案和措施提供支持。
从安全经济学的视角来看,评价企业安全投入的标准就是遵循利益最大化原则实现投入产出的高效利用,故煤矿企业的安全投入指标体系应兼顾投入及产出2方面。
目前,国内学者已从不同维度对安全投入展开分类,姜福川等[6]基于安全系统工程的思想,结合集合论的方法将安全投入划分为人、机、环、交4个子集;樊占文等[7]从系统安全视角将安全系统划分为人、机(物)、环境和信息4个子系统;王金凤等[8]根据安全投入要素功能的差异,将安全投入划分为人员素质、机械设备、环境改善、安全管理、应急预防5个方面。结合相关学者对安全投入指标的分类和国家相关的法律法规,将煤矿企业安全投入按功能划分为安全教育、劳动保护、安全技术、安全管理和安全信息这6个指标。
安全产出划分为安全损失和安全产能2部分,安全损失主要体现在煤矿事故发生起数或其造成的经济损失的减少,安全产能体现在提高劳动生产率,从而间接实现产量增值和盈利增值。故为全面体现安全产出,兼顾煤矿企业实际情况和相关数据的可获得性,选取事故损失作为表征安全损失的评价指标,选取原煤产量作为表征安全产能的指标。煤矿安全投入评价指标体系如图1所示。
CRITIC法是一种将指标的相关性和信息量相结合进而分配权重的方法。但指标间的量纲、数量级往往不同,为此引入变异系数进行改进,既能克服因指标量纲不同所引起的误差,又能通过指标间的差异性来反映其重要程度。具体运算步骤如下[9]:
步骤1:构建原始评价矩阵。设有m个投入方案,每个投入方案有n项评价指标,则原始评价矩阵为:

CPT是TVERSKY等[10]提出的前景理论的改进版本,能更准确地描绘决策者的“有限理性”决策行为。由于煤矿企业安全投入产出各因素具有较强的不确定性,决策过程需依赖决策者的认知能力和专业经验水平,而采用CPT进行决策,决策者可根据风险偏好和损失规避2个原则,衡量煤矿企业安全投入各方案收益和损失的优劣。因此,决策者关于安全投入方案的主观风险偏好可在决策结果中体现,从而使决策结果将更加科学准确。具体计算流程如下[11]:
步骤1:数据处理。原始评价矩阵X中的指标有效益型指标和成本型指标2种类型。利用奖优罚劣的[-1,1]线性变换算子,规范化处理X,具体做法是:

步骤2:确定正理想方案s+和负理想方案s-

式中: r j +为效益型规范化指标值; r j -为成本型规范化指标值。
步骤3:计算正、负前景矩阵。借鉴灰色关联思想改进的累积前景价值函数,构建各方案的前景价值矩阵,其公式如下:

式中ρ为分辨系数,通常取0.5。将正、负灰色关联系数代入价值函数,当以负理想方案作为参考点时,可计算出正前景值矩阵:

当以正理想方案作为参考点时,可计算出负前景值矩阵:

式中:β为决策者对损失的敏感度系数;θ为风险规避参数。
步骤5:计算正累积前景权重函数π+(wj)和负累积前景权重函数π-(wj)。

式中γ+γ-为风险态度系数,0<γ+γ-<1。
步骤5:计算综合累积前景值,并对各方案进行优选排序;第i个方案的综合累积前景值为:

为比较时间因素作用下的总体情况,对所得静态决策排序结果进行时间权重加权[12-13]。设ωt表示在各个时点上的时间权重系数,将时间全向量按照某时间顺序排序,对排序后的综合累积前景值vi进行加权计算。求解时间权向量前需给出时间度λ的概念,如下式:

时间度λ反映专家对各个时间节点的关注度,λ趋近于1,表示专家更重视前段时间节点;λ趋近于0,表明专家更关注后段时间节点。
在时间度λ确定后,通过求解非线性规划问题,求取时间权向量的值,如下式:

根据时间权向量ωt计算煤矿企业安全投入的动态综合决策值,如下:

Qi值越大,说明该方案越接近理想方案,为最佳方案。
为验证所建立的决策模型在实践中的有效性,以我国某大型国有煤矿企业为例[14],通过对该企业年鉴数据的剥离和汇总,得到该企业2012—2022年的各项数据,见表1。运用基于结合变异系数法改进的CRITIC法和CPT的动态决策模型对该矿的安全投入方案进行排序优选。
采用改进的CRITIC法求得各指标,即安全教育投入、劳动保护投入、安全技术投入、安全管理投入、安全信息投入、事故损失、原煤产量的权重为ωj=[ω1ω2,…,ω7]=[0.116,0.110,0.166,0.048,0.213,0.136]。
1) 利用式(8)—式(10)规范化处理原始评价矩阵,得到规范决策矩阵R:

2) 根据式(11),以正理想方案s+和负理想方案s-作为参考点,各指标的参考点为:

根据文献[10]的实证研究,决策者对收益和损失的敏感性系数α=β=0.88,风险规避参数θ=2.55,风险态度系数γ+=0.61,γ-=0.69时,试验结果与实践经验相符。
3) 采用式(12)和式(13)分别计算各方案的正、负关联系数矩阵,再由式(14)和式(15)分别计算各方案的正、负前景矩阵:

4) 根据式(16)和式(17)计算正、负累积前景权重函数。

5) 根据式(18)计算出各方案的最优综合累积前景值vi,将vi按照从大到小的顺序排序,便可得到各方案的排序结果,见表2。由表2可知:该煤矿2012—2022年内的安全投入方案中,2019年的方案为最优方案。
为验证所提决策模型的有效性和优越性,用已有的成熟的决策方法——多准则妥协解排序法(VlseKriterijumska Optimizacija I Kompromisno Resenje,VIKOR)[15]进行比较分析,采用灵敏度φ来比较2种决策方法的区分度和优越性[16],其定义为:

式中 V m * V s *分别为决策排序值中的最大值和次大值,可见灵敏度越高,对应决策方法的区分度和决策效果越好。计算结果见表3
表3可以看出,该煤矿2012—2022年在2种方法下的排序基本一致,且最优方案均为2019年的方案。为进一步验证2种评价结果的一致性,采用Kendall法进行一致性检验,结果见表4。由表4可知:Kendall Wa的值为0.936,P值为0.044,表明2种方法的评价结果具有很强的一致性。
与VIKOR方法相比,CPT方法的灵敏度更大,具有更好的区分度和决策效果,因为CPT中各投入方案的综合前景值由价值函数和权重函数计算得出,既融入决策者的主观偏好,又可以使计算结果更具说服力,决策结果更加科学准确。
1) 计算时间权重。在确定时间权向量时,着重考虑近期数据对评价结果的时效性。采用11年的时间段,通过对λ不同取值(0.1,0.2,0.3,0.4)所得评价结果的比较得到,当λ=0.3时,是比较理想的结果。利用LINGO软件求解式(20)得到2012—2022年的时间权重为λ=(0.066 0,0.070 1,0.074 5,0.079 1,0.084 0,0.089 3,0.094 8,0.100 7,0.107 0,0.113 7,0.120 8)。
2) 计算基于CPT方法的动态决策排序结果。根据式(21)得到安全投入各方案的动态综合决策值Qi和结果排序(表2)。
表2的安全投入方案动态决策结果来看,①最佳安全投入方案依旧为2019年的方案,企业在今后的安全投入决策中将2019年方案的各项安全投入比例,即0.106∶0.136∶0.496∶0.135∶0.128作为参考。②时间权重的嵌入改变了部分方案的排名,虽然2种决策方法排序大致一致,但还是略有不同。可以看到,2013—2016年的方案通过时间权重的嵌入,排名顺序基本有提升,说明在考虑时间权重的基础上,时间度λ在充分重视近期数据的同时,并不忽视远期数据对评价结果的贡献。
因此,基于CPT的动态决策模型更为优化且合理,该模型考虑评价指标不同时点的动态变化、反映研究期间内的动态累积水平,使决策结果由静态延伸至动态,考虑安全投入具有时滞性的问题,使决策结果更为科学合理。
1) 从安全投入和产出的角度构建安全投入评价指标体系,包括安全教育、劳动保护、安全技术、安全管理、安全信息、安全损失和安全产能7个一级指标和19个二级指标,该体系综合考虑煤矿安全投入决策的影响因素,可对煤矿企业的实际投入方案进行排序择优。
2) 结合CPT方法,建立一种结合变异系数法改进的CRITIC法和CPT的动态安全投入决策模型,能够在排序优选的过程中客观描述决策者的风险态度和心理感知对决策结果的影响,进而对决策结果进行时间上的整合,避免针对单个时点进行决策而产生的片面性问题。
3) 应用该模型对某煤矿企业历年安全投入方案进行实例分析,以嵌入时间权重的方式动态性优化静态安全投入决策模型,决策出最优方案,即2019年的安全投入方案,各项安全投入比例为0.106∶0.136∶0.496∶0.135∶0.128,结果与实际情况相符,此模型可作为煤矿企业优选安全投入方案的一种新方法。
