In order to solve the problems of ambiguity and randomness in the process of fire safety resilience assessment of subway stations, and then effectively improve the level of fire safety resilience of subway stations, the fire safety resilience assessment model for subway stations based on WSR- extension cloud theory was constructed. First, based on WSR methodology, the factors affecting the fire safety resilience of subway stations were analyzed around "physical", "matter", and "human". Combined with the characterization of the resilience absorption, resistance, recovery and adaptive ability, the fire safety resilience assessment index system of subway stations was established in five aspects, namely, equipment factors, environmental factors, organization and management, material and technology, and personnel factors. Second, based on the blind number theory to construct the blind number matrix and calculate the comprehensive score of qualitative indexes, the fire safety resilience level of subway stations is derived by using the theory of extension cloud theory. Finally, a station of the Qingdao subway was used as an example to carry out the example analysis. The results show that the subway station fire safety resilience level of Ⅳ, in the higher resilience level, the credibility factor = 0.003 4 <0.01, indicating that the assessment results have a high degree of credibility. The WSR-extension cloud theory assessment model can provide a theoretical basis for the fire safety resilience assessment of subway stations.

为解决地铁车站火灾安全韧性评估过程中模糊性、随机性等问题,以有效提升地铁车站火灾安全韧性水平,构建基于物理-事理-人理(WSR)-可拓云理论的地铁车站火灾安全韧性评估方法。首先,以WSR方法论为基础,围绕“物理”“事理”“人理”分析地铁车站火灾安全韧性影响因素,结合韧性吸收、抵抗、恢复和适应能力,从设备因素、环境因素、组织管理、物质技术和人员因素5个方面构建地铁车站火灾安全韧性评估指标体系;其次,基于盲数理论构建盲数矩阵并计算定性指标综合得分,结合可拓云理论得出地铁车站火灾安全韧性等级;最后,以青岛地铁某站为例开展实例分析。结果表明: 该地铁车站火灾安全韧性等级为Ⅳ级,处于较高韧性水平,可信度因子θ = 0.003 4 < 0.01,表明评估结果具有较高可信度。WSR-可拓云理论评估模型可为地铁车站火灾安全韧性评估提供理论依据。

In order to solve the problems of ambiguity and randomness in the process of fire safety resilience assessment of subway stations, and then effectively improve the level of fire safety resilience of subway stations, the fire safety resilience assessment model for subway stations based on WSR- extension cloud theory was constructed. First, based on WSR methodology, the factors affecting the fire safety resilience of subway stations were analyzed around "physical", "matter", and "human". Combined with the characterization of the resilience absorption, resistance, recovery and adaptive ability, the fire safety resilience assessment index system of subway stations was established in five aspects, namely, equipment factors, environmental factors, organization and management, material and technology, and personnel factors. Second, based on the blind number theory to construct the blind number matrix and calculate the comprehensive score of qualitative indexes, the fire safety resilience level of subway stations is derived by using the theory of extension cloud theory. Finally, a station of the Qingdao subway was used as an example to carry out the example analysis. The results show that the subway station fire safety resilience level of Ⅳ, in the higher resilience level, the credibility factor = 0.003 4 <0.01, indicating that the assessment results have a high degree of credibility. The WSR-extension cloud theory assessment model can provide a theoretical basis for the fire safety resilience assessment of subway stations.

地铁是支撑现代化城市发展的核心交通基础设施,地铁车站作为地铁运营的重要换乘点,其安全性关乎到整个地铁系统正常运行[1]。据统计,火灾事故约占地铁运营事故总数的30%,也是威胁地铁运营安全的首要因素,其中,地铁车站是发生火灾事故的主要场所[2]。相比其他建筑,地铁车站具有封闭性强、人流量集中、救援困难、疏散难度大等特点,一旦发生火灾事故,极易造成巨大经济损失和人员伤亡。因此,在当前韧性城市建设背景下,科学、客观评估地铁车站火灾安全韧性,对于提升其韧性水平具有重要的现实意义。
目前,诸多学者针对地铁车站火灾安全韧性评估开展了相关研究。TANG Yuchun等[3]结合技术-组织-社会-经济模型和改进逼近理想解排序法,识别地铁车站火灾安全韧性影响因素,并建立贝叶斯网络评估地铁车站火灾安全韧性能力。黄亚江等[4]利用层次分析法和粒子群优化算法组合赋权,建立基于“人、机、环、管”4个维度的地铁车站火灾安全韧性模糊综合评估模型。随着数学理论的发展,众多学者将物元可拓理论[5]、正态云模型[6]等数学模型引入火灾安全韧性评估工作中,为地铁车站火灾安全韧性评估提供了有益参考。然而,地铁车站火灾安全韧性影响因素众多、韧性评估具有一定的不确定性、模糊性和随机性。现有的评估模型计算复杂,较难体现问题的模糊性和随机性等特点。可拓云理论结合物元可拓兼具定性、定量分析的优点与正态云模型不确定推理的特点,不仅能够将定性语言描述转化为定量的数值表示,而且在解决模糊性问题的基础上同时兼顾随机性,被广泛应用于安全韧性评估[7]等领域。
鉴于此,笔者以物理-事理-人理(Wuli-Shili-Renli,WSR)方法论为基础,结合火灾发展过程中地铁车站韧性变化特征,建立地铁车站火灾安全韧性评估指标体系;引入盲数理论改进定性指标数据处理方法,并结合可拓云理论构建地铁车站火灾安全韧性评估模型;并将该模型应用于青岛地铁某站,验证模型可行性和适用性,以期为评估地铁车站火灾安全韧性提供新思路。
韧性概念自提出以来,经历了从工程韧性到生态韧性,再到演进韧性2次决定性的认知转型,形成了支撑现代韧性理论的支柱[8]。黄浪等[9]将韧性理论引入安全科学领域,将安全韧性定义为系统在一定时空内面对风险的冲击与扰动时,维持、恢复和优化系统安全状态的能力。
结合地铁车站火灾实际背景,可将地铁车站火灾安全韧性定义为地铁车站在面对火灾冲击和扰动时,地铁车站系统随火灾发展依次体现的吸收、抵抗、恢复和适应系统安全状态能力。其中,吸收能力是指火灾发生前系统消除火灾隐患的能力,即降低火灾事故发生概率的能力;抵抗能力是指火灾发生时系统迅速响应以降低火灾冲击的能力,即减少火灾损失的能力;恢复能力是指火灾发生后系统迅速恢复到正常运行状态的能力;适应能力是指通过学习历史事故提高系统适应火灾风险的能力[10]
WSR系统方法论充分考虑“物理”“事理”和“人理”对研究问题的作用,能够系统、完整、分层次地研究复杂问题[11]。其中,“物理”指地铁车站系统中支撑着车站正常运行的各种客观事物,主要体现在地铁车站的消防设备和内部环境方面;“事理”是在“物理”的基础上,通过合理配置各种资源以实现火灾预防、应对、降损的方法,主要体现在地铁车站组织管理和物质技术方面;“人理”强调依靠人来协调解决管理过程中的各项事宜,尽力利用“物”把“事”做好,主要体现在地铁车站中的人员因素。地铁车站火灾安全韧性是一个动态、循环的过程,而WSR方法论具有系统性、动态性、科学性的特点。因此,选择WSR方法论以表征地铁车站火灾安全韧性评估体系逻辑架构。围绕地铁车站火灾演化韧性能力变化过程,进一步建立基于WSR方法论的地铁车站火灾安全韧性分析模型,如图1所示。
基于WSR方法论,从设备因素、环境因素、组织管理、物质技术和人员因素5个方面出发,结合韧性吸收能力、抵抗能力、恢复能力和适应能力的表征形式,梳理归纳影响地铁车站火灾安全韧性的影响因素,获取初始地铁车站火灾安全韧性评估指标。根据文献[12-14],筛选评估指标,随后邀请相关领域专家对指标进行研讨,最终确定26个评估指标,并建立地铁车站火灾安全韧性评估指标体系,如图2所示。
在构建地铁车站火灾安全韧性指标体系的基础上,采用盲数理论计算指标权重,结合可拓云理论建立地铁车站火灾安全韧性评估模型。
为避免专家直接打分主观性,采用盲数理论[15]改进专家打分方式,即专家根据待评对象的实际情况,对评估指标给出一个分数范围。考虑到专家认知水平的差异,引入“专家可信度”概念,即专家根据自身专业、经验对评估内容做出客观准确的程度,可信度主要与专家专业职称、学历学位、工龄和工作成果有关[16]。如专家Z1的可信度为β1,则该专家在专家组的综合可信度 α1为:

式中: βi为第i个专家可信度;t为专家总数。
由于专家打分区间存在交叉,需要结合专家综合可信度,对打分区间进行无交叉划分,并重新计算新打分区间的综合可信度。根据可信度构建盲数矩阵D,具体如下:

根据地铁车站火灾安全韧性等级标准和区间可信度,确定插入点a1, a2, …, an,最终计算第i个专家综合得分bi,具体如下:

可拓云模型是一种将正态云模型与物元可拓理论相结合的多指标评价模型[17],即利用云模型中(Ex, En, He)代替物元可拓模型中事物特征值V。其中,Ex为期望值,En为熵值,He为超熵值,可拓云模型可表示为:

式中:N为待评估的地铁车站;Cn为地铁车站火灾安全韧性评估指标;(Exn, Enn, Hen)为评估指标Cn关于等级的云描述。
1)确定火灾安全韧性等级及指标等级界限。地铁车站火灾安全韧性等级并未有清晰划分准则,基于相关领域韧性等级划分方法,针对地铁车站火灾实际背景,将地铁车站火灾安全韧性划分为5个等级,见表1
依据地铁车站火灾安全韧性等级划分原则,将韧性指标对应划分5个等级。其中,定性指标在[0,100]范围内以整数划分指标等级区间,而定量指标根据标准规范限定值划分等级区间。由于不同指标对韧性影响关系不同,并且正向指标和负向指标对韧性的影响也不同,故指标等级区间也存在差异,见表2
2)确定云参数。根据评估指标火灾安全韧性等级区间,形成用于计算云参数的约束区间[Cmin, Cmax],具体如下:

式中:Cmin为指标等级界限的下限;Cmax为指标等级界限的上限; λ为根据模糊程度而确定的常数,可结合指标的随机性、模糊性和实际情况进行调整,文中 λ取0.5。
3)确定综合评判矩阵。将地铁车站火灾安全韧性各项指标假设为云滴,生成正态分布的随机数 E ' n,设评估指标值为x,则云滴可进一步表征为(x,μ),隶属度 μ计算公式为:

由下式得出各指标值与正态云模型之间的云隶属度,并组成综合评判矩阵Z:

式中μng为第n个指标与第g级正态云模型之间的云隶属度。
4)确定韧性综合评判等级。采用序关系法[18]对指标赋权,以减少主观赋权较强主观性的弊端,随后计算综合评判向量值Q:

式中Wi为第n个指标的权重值。
此外,评判模糊等级特征值r计算方法如下:

式中:qlQ对应的分量值;fl为各评估等级对应的评分值,韧性评估等级Ⅰ ~ Ⅴ级对应的评分值分别为1、2、…、5。
由于式(7)求解 μ时存在随机性,故需多次求解以减少随机因素的影响,综合评判分数的ErxErn分别为:

式中:Erx为多次运算得到的期望值;Ern为多次运算得到的熵;h为运算次数,文中取1 000;rp为第p次计算得到的等级特征值。
由于大量复杂运算后结果很难令人信服,因此考虑可信度,引入θ以表征结果的可信程度:
θ = E r x / E r n
式中θ为评估结果分散程度,其值大小与可信度成反比,当θ < 0.01时,表明评估结果可信。
青岛地铁某站主体轮廓总长491.4 m,总高24.2 m,共设4组出入口。车站内部设置火灾探测报警系统、通风排烟系统、自动喷淋系统及手提灭火器等消防设备。该车站日最高客流量16.26万人次,日均2.3万人次,对火灾安全隐患敏感性较高,发生火灾可能性较大。因此,选取该地铁车站为研究对象,并运用所构建的评估模型分析地铁车站火灾安全韧性情况。
由地铁消防机构、运营领域参与方、地方消防救援支队、地铁设计部门以及高等院校等学者组成专家组确定指标权重,并对定性指标赋值。专家组包括2名地铁消防工程师、1名地铁运营公司应急部门专家、1名地铁车站站长、1名消防安全研究领域高校教师、1名消防救援支队班长、1名地铁规划设计院高级工程师以及1名消防安全研究领域高校教师。其中,消防工程师、应急部门专家、救援支队班长、规划设计院高级工程师和车站站长具有丰富的实践经验和专业职称,高校教师具备专业理论知识,并且长期从事消防安全评估工作。经分析,7位专家的可信度分别为0.90、0.90、0.85、0.80、0.85、0.80、0.85。根据公式(1)计算专家综合可信度分别为0.151、0.151、0.143、0.134、0.143、0.134、0.143。随后,依据序关系法计算指标权重,并据此确定指标体系各指标综合权重。其次,根据地铁车站实际情况,给出各定性和定量指标分数范围,见表3
结合专家可信度,对专家打分结果进行无交叉划分,并构建D。以A11为例,7位专家打分区间分别为82~88、85~95、80~90、85~90、80~95、78~85、85~92,对其进行重新排序,进一步得到无交叉区间为78~80、80~82、82~85、85~88、88~90、90~92、90~95。结合专家可信度,计算重新排列后的得分区间可信度为α1=(80-78)/(85-78)×0.134=0.038。同理,其他得分区间可信度分别为α2=0.086,α3=0.204,α4=0.334,α5=0.172,α6=0.090,α7=0.074。根据重新计算的区间可信度,构建盲数函数 f A 11 (x) 为:

根据得到的盲数函数,结合地铁车站火灾安全韧性等级划分区间,并计算A11落在各等级区间的可能性,可得到盲数矩阵函数 f ' A 11 (x) 为:

根据韧性等级划分标准,确定各等级区间插入点。以指标A11为例,区间插入点分别为:a1 = 30, a2 = 65, a3 = 75, a4 = 85, a5 = 95。根据盲数矩阵计算可知,A11落在各区间的可能性分别为:0、0、0.038、0.796、0.164。通过式(3)可得到指标A11的综合得分为b1 = 86.09,其他指标综合得分见表3
根据地铁车站火灾安全韧性各评估指标等级划分结果,可通过式(5)获得标准云模型各参数值。其次,由式(6)可得各评估指标的云隶属度,进而得到Z。根据Z和权重向量,可求得该车站火灾安全韧性Q。同时,通过式(9)可计算出该车站火灾安全韧性等级特征值。随后对该步骤进行1 000次重复计算,通过式(10)、式(11)可最终获得综合评估特征ErxErnθ,见表4
根据最大关联度原则,该地铁车站火灾安全韧性等级为Ⅳ级,即较高韧性。此外,计算得出θ = 0.003 4 (<0.01),表明评估结果可信度较高。
综上,通过评估得出该地铁车站火灾安全韧性处于较高水平,表明该车站系统吸收、抵抗、恢复和适应火灾能力较高,火灾发生概率较低,火灾冲击下地铁车站系统能够正常运行,火灾扰动后能在较短时间内恢复到正常运行状态,可较好地将韧性优化到更高层次。针对单个指标,A16A31A39A42A43A44A53A54指标韧性等级为Ⅲ级,处于一般韧性水平,需要着重对以上指标采取进一步改进措施。基于以上结果分析,提出以下韧性提升措施,以期提升该地铁车站火灾安全韧性水平。
针对A16,可考虑在站台、站厅、自动扶梯和疏散通道等区域醒目位置,增加电光源型疏散指示标志的数量,并保持疏散通道两侧疏散指示相邻间距小于10 m。疏散指示标志的图形及其文字尺寸应与空间大小及标志的设置间距相匹配。针对A31A39,建议至少每半年组织开展一次在岗人员消防安全培训,建立消防知识和应急能力考核制度,积极开展消防公益宣传活动,通过网络、电视和广播等媒介,向乘客宣传防火措施、消防器材的使用方法和避难逃生方式等消防安全知识。此外,应当健全组织,加强领导,统筹协调协调各方资源认真做好火灾事件的评估、分析和总结工作,落实后续整改措施。针对A42A43A44,应尽可能增设用于通信、灭火、疏散、破拆、防护及救护等应急物资储备数量,并定期巡视确保其完好有效。此外,车站消防安全责任人应当积极筹措必要的专项资金和组织保障,加大车站恢复和优化等专项资金投入,进行资源的合理化配置。针对A53A54,建议乘客积极参与地铁车站开展的消防安全宣传教育活动,认真学习相关防火措施、消防器材的使用方法和避难、逃生等消防安全知识,提升消防安全意识。
1) 应用盲数理论改进定性指标赋值方式,可削弱指标赋值带有主观性的影响;再利用可拓云模型分析评判地铁车站火灾安全韧性等级,能够有效避免韧性评估过程中存在的模糊性、随机性等问题,使评估过程更加客观,评估结果更加合理。
2) 运用文中模型对青岛地铁某站开展火灾安全韧性评估,结果表明:该地铁车站火灾安全韧性等级为Ⅳ级“较高韧性”水平,可信度因子θ= 0.003 4 (< 0.01),表明评估结果具有较高的可信度,验证了模型的可行性。
3) WSR-可拓云理论评估模型在地铁车站火灾安全韧性评估中具有较好的适用性,可以为地铁车站火灾安全韧性评估提供理论依据。
