In order to solve the unreasonable problem of coal mine safety investment structure and decision scheme,the safety investment evaluation system was established to comprehensively evaluate the decision scheme of a coal mine over the years. Firstly,based on the perspective of safety value,considering the relationship between safety function and safety output,eight evaluation indexes were selected to construct the safety investment evaluation system of coal enterprises. Secondly,entropy weight method and analytic hierarchy process (AHP) were used to determine the index weight comprehensively. Finally,the SPA-TOPSIS method was used to analyze and evaluate the 2012-2022 decision scheme of a coal mine,and the evaluation scheme was optimized and the improvement suggestions for practical problems were proposed. The results show that the coal mine enterprises should pay more attention to the investment in safety education and industrial health indicators. Coal mine enterprises should comprehensively consider the safety function needs and safety output benefits when making safety investment decisions and reasonably adjust the focus of future safety investment decision by referring to the optimal investment allocation.

为解决煤矿安全投入结构和决策方案不合理的问题,首先基于安全价值的视角,考虑安全功能与安全产出关系,选取8个评价指标,构建煤炭企业安全投入评价体系;其次采用熵权法与层次分析法(AHP),综合确定指标权重;最后采用集对分析(SPA)理论改进逼近理想解排序法(TOPSIS),建立决策模型,用以分析评价某煤矿2012—2022年的决策方案,优选评价方案,并针对实际问题提出改善意见。研究表明:该煤矿企业应更注重安全教育和工业卫生指标的投入;煤矿企业在安全投入决策时应综合考虑安全功能需要与安全产出效益,借鉴最佳投入配置,合理调整未来安全投入决策重点。

为解决煤矿安全投入结构和决策方案不合理的问题,首先基于安全价值的视角,考虑安全功能与安全产出关系,选取8个评价指标,构建煤炭企业安全投入评价体系;其次采用熵权法与层次分析法(AHP),综合确定指标权重;最后采用集对分析(SPA)理论改进逼近理想解排序法(TOPSIS),建立决策模型,用以分析评价某煤矿2012—2022年的决策方案,优选评价方案,并针对实际问题提出改善意见。研究表明:该煤矿企业应更注重安全教育和工业卫生指标的投入;煤矿企业在安全投入决策时应综合考虑安全功能需要与安全产出效益,借鉴最佳投入配置,合理调整未来安全投入决策重点。

In order to solve the unreasonable problem of coal mine safety investment structure and decision scheme,the safety investment evaluation system was established to comprehensively evaluate the decision scheme of a coal mine over the years. Firstly,based on the perspective of safety value,considering the relationship between safety function and safety output,eight evaluation indexes were selected to construct the safety investment evaluation system of coal enterprises. Secondly,entropy weight method and analytic hierarchy process (AHP) were used to determine the index weight comprehensively. Finally,the SPA-TOPSIS method was used to analyze and evaluate the 2012-2022 decision scheme of a coal mine,and the evaluation scheme was optimized and the improvement suggestions for practical problems were proposed. The results show that the coal mine enterprises should pay more attention to the investment in safety education and industrial health indicators. Coal mine enterprises should comprehensively consider the safety function needs and safety output benefits when making safety investment decisions and reasonably adjust the focus of future safety investment decision by referring to the optimal investment allocation.

煤矿企业由于生产环境的特殊性,其安全问题一直备受关注。据国家统计局统计公报显示,2023年全国各类安全事故总死亡人数为21 242人,同比下降4.7%,但煤矿百万吨死亡率为0.094人,同比上升23.7%,全国煤矿安全事故反弹趋势明显。安全投入作为安全5要素之一,是安全生产的基础保障,其与事故控制存在显著的耦合协调关系[1],如何提升安全投入效率是目前煤矿企业亟待解决的问题。因此,寻求合理的投入结构和科学的决策方案对煤炭安全生产十分关键。
国内学者对安全投入的研究取得了丰富的成果,例如:史恭龙等[2]运用多元回归模型分析采掘业经济效益的影响因素,认为安全投入与企业经济效益呈正相关关系。姜福川等[3]从投入与产出的角度建立了安全投入评价体系,通过计算选出最佳的安全投入方案;赵宝福等[4]结合灰色理论、多准则群决策理论和直觉正态模糊数,提出了煤矿安全投入结构评价方法。任海芝等[5]运用灰色关联法分析煤矿安全投入结构优化问题,研究认为,合理的安全投入结构可以有效预防和缓解安全生产事故。柯丽华等[6]采用非对称正弦白化权函数和灰色关联法,构建了矿山安全投入决策模型,为合理分配各安全投入要素提供了决策方法。常春光等[7]建立了基于麻雀搜索算法的安全投入优化模型,以达到降低安全事故损失、节约投入资金的效果,为装配式建筑施工安全投入决策提供科学依据。但在安全投入结构研究中很少考虑投入指标与安全产出效益的联系,或是在安全产出方面选取指标不全面,导致安全投入效率低,不能实现资金的最大价值。在如今生产水平大幅提高的背景下,如何规划安全投入配置,保证资金流向的准确,是煤炭企业的实际需求。
因此,笔者拟基于安全价值的视角,将安全产出纳入价值分析中,以此建立煤炭企业安全投入评价体系,并利用熵权与层次分析法(Analytic Hierarchy Process,AHP)主客观组合赋权,结合集对分析(Set Pair Analysis,SPA)与逼近理想解排序法(Technique for Order Preference by Similarity to an Ideal Solution,TOPSIS)耦合的决策排序法,构建安全投入决策模型,选取煤矿企业2012—2022年安全数据进一步计算分析,以获取煤矿企业最佳安全投入比例,给出调整建议,为煤矿企业安全投入决策提供科学依据。
安全价值体现安全投入与安全功能的耦合关系[8],安全功能是价值工程用于安全分析的对象,安全投入是基于安全功能的资金流向,是实现企业最佳经济效益的前提[9]。在实际生产中,企业发展对安全功能的要求越来越高,而安全投入在经济、文化等影响下很难与安全功能相呼应,而根据安全价值工程理论,安全价值是安全功能与安全投入的比较,这意味着提高安全价值应着眼于改善两者的联系,避免片面注重安全投入规模或盲目追求安全功能。安全产出是指企业开展安全生产活动和措施后所取得的效果或收益,是企业整体安全水平的体现。从安全经济学的角度,安全产出效益可从2方面来评价:一是安全生产方面,即在生产过程中,通过保障安全功能要素正常运行,实现企业产值的总体增加;二是安全损失方面,是指企业生产过程带来的损失,最终体现在生产成本上,包括经济损失和人员伤亡。生产指标体现生产绩效,损失指标关注安全绩效,两者结合考虑利于全面评价资金投入的安全水平和效率。
安全价值体现煤矿企业生产的安全水平,合理的安全投入会实现安全功能的最大效率,有效预防事故提高安全生产水平,进而实现最大的安全效益,这也是目前煤矿企业生产的实际需求。从经济学的角度,效益是价值的实现,但安全效益具有一定的潜在性、间接性,往往在研究中被忽略,鉴于此,笔者认为安全产出也是衡量安全价值的重要因素,在进行决策时亦要考虑安全产出的效益指标。因此,安全投入方案应基于安全功能与安全产出的实际生产情况才能符合煤矿企业实际需要。
大多数煤矿企业的安全投入主要根据生产需求,而未建立专门的安全会计部门,但随着安全生产意识的提高,安全投入评价体系的研究日渐丰富,如JIANG Fuchan等[10]运用集合论,将安全投入分为人、机、环、交(人机环交互)4个子集。樊占文等[11]认为,安全系统应分为人、机、环、信息4个子系统,此外,结合事故致因“2-4”模型,从个人和组织2方面建立安全投入指标体系[12],包括一次性投入、习惯性投入、运行性投入和指导性投入。
结合上述分析和煤矿实际生产情况,从安全产出的安全价值视角,将安全投入方案评价体系(图1)分成安全功能和安全产出2大部分[912]
TOPSIS法在多属性决策研究中被广泛应用,但在实际操作中存在逆序现象[13],针对此问题,拟根据SPA的思想,采用联系向量距离代替欧氏距离[14]建立决策模型,从同异反多角度计算与正理想解的贴近度,以消除逆序现象,并结合主客观组合赋权的方法得到科学的排序结果。
AHP法充分利用专家经验,通过将决策问题分层,考虑指标间的互相影响进行主观赋权,其运算一般分为如下4个步骤[15]:①建立评价体系层次;②对同层次采用9标度法构建判断矩阵;③分层计算矩阵权重;④进行一致性检验。
熵权法是根据信息熵的理论,用熵值表示指标的离散程度从而体现指标权重的客观赋值方法,一般包括3个步骤:①建立初始决策矩阵;②计算规范化矩阵;③计算指标的熵值和熵权。由于熵权法在部分情况的计算过程中存在客观缺陷,为保证熵值的数学意义,参考张近乐等[16]的研究,对其修正如下:
以下式计算第i个方案第j个投入指标yij的熵值和权重:

式中:Hj为各指标熵值;Gij为计算过程中的中间变量;ωj为各指标权重值;nm分别为方案数和指标数;0≤ωj≤1, j = 1 mωj=1。
AHP法侧重专家的主观经验判断,具有合理的实践认识;熵权法侧重数值的信息熵,具有科学的客观意义。两者互相结合,兼顾主观经验与客观事实,使组合赋权的权重指标更为科学合理。根据差异系数法的理论,对主客观权重进行比例赋权:

式中:αβ分别为主客观权重比例偏好系数;ω1ω2分别为主客观权重向量;Qn为指标主观权重的升序排列值。
由于安全功能和安全产出中既有成本指标又有效益指标,为综合评价根据SPA的理论[17]使其都转化为属性值越大越优型,若有n个方案且每个方案有m个指标,规范化规则如下:

式中:pnm为各指标规范化值;xnm为各指标原始值;maxxnm为同一指标原始值集合中的最大值;minxnm为同一指标原始值集合中的最小值。
选取加权规范化矩阵中各指标的最大值集合为正理想解Y+,最小值集合为负理想解Y-
根据SPA理论,评价方案与正负理想解可构成集对(YnY+)、(YnY-),若对集对(YnY+)中N个特性数展开同异反分析,S为2个集合共同的特性数,P为对立的特性数,F为模糊的特性数,记a=S/Nb=P/Nc=F/N,则集对联系度可表示为:

式中abc分别表示集对的同一度、差异度和对立度,且a+b+c=1。
将组合赋权的指标权重与正理想解带入式(8)中,则可得到集对(YnY+)的联系度 μ n +:

由此得到集对(YnY+)的联系度向量为 μ n +=( a n + b n + c n +),根据SPA的理论,若正理想解为评价方案即与绝对理想方案相同,其联系度向量应为(1,0,0),因此,可计算评价方案与正理想解的联系度向量距离 d n +:

由此得到集对(YnY-)的联系度向量为 μ n -=( a n - b n - c n -),与负理想解的加权联系度向量距离 d n -:

以集对的联系度向量距离代替传统TOPSIS的欧氏距离求解评价方案与正理想解的贴近度Dn。根据上述分析,贴近度越大表示与正理想解的同一度越大、对立度越小,越能实现最大安全价值,求得评价方案与正理想解的贴近度Dn:

选取辽宁TF煤矿集团下属煤矿2012—2022年的安全生产数据为初始研究数据,数据来源于企业年鉴资料以及实地调研情况,汇总整理后得到各项安全评价指标数据,见表1
根据AHP法分层计算权重,首先以图1的准则层,邀请5位煤企从业者与5位安全技术专业高校教师评价分别打分,经整理分别得到判断矩阵,计算得到准则层主观权重为(0.111,0.086,0.290,0.050,0.101,0.362),一致性比例为0.070 3<0.1,符合检验。同理可求得指标层主观权重向量,如安全产值指标因素权重ω5=(0.101),安全损失指标层权重ω6=(0.201,0.040,0.121)。考虑数据可操作性,采用准则层的安全教育、安全技术、安全管理、工业卫生与指标层的煤炭年产量、事故经济损失、百万吨事故率、百万吨死亡率为主观权重向量指标,即得到主观权重为ω1=(0.111,0.086,0.290,0.050,0.101,0.201,0.040,0.121)。
根据熵权法正负向指标标准化规则[2]运算得到熵权标准化矩阵,根据式(1)—式(3)计算得到指标客观权重ω2=(0.102,0.091,0.143,0.117,0.133,0.139,0.091,0.184),根据式(5)、式(6)计算得出组合权重偏好系数α=0.263,β=0.737,根据式(4)计算得出最终组合赋权结果ω=(0.104,0.090,0.182,0.099,0.124,0.155,0.078,0.167)
根据式(7)计算得到集对规范化矩阵,得出各个指标集对加权规范值见表2
由此得出正理想解和负理想解:
Y+=(0.104,0.090,0.182,0.099,0.195,0.155,0.078,0.167)
Y-=(0.070,0.038,0.153,0.069,0.124,0.086,0.037,0.005)
以2022年为例,Y1Y+Y-分别构成集对(Y1Y+),(Y1Y-),在集对(Y1Y+)中共有8个因素对,根据式(8)、式(9)可以得到因素对(Y1,1Y+)的联系表达式 μ 1,1 +=0.904+0.096k+0l,求得其他因素对联系度表达式后,结合组合赋权结果,根据式(9)求得集对(Y1Y+)的综合加权联系度表达式 μ 1 +=0.859+0.140k+0l。由此得到集对(Y1Y+)的联系度向量为[0.859,0.140,0],根据式(10)求得加权联系度向量距离 d 22 +=0.198,同理根据式(11)、式(12)求得与负理想解的加权联系度向量距离 d 22 -=0.535,根据式(13)得出基于加权联系度距离替代欧氏距离的与正理想解贴近度D22=0.729,其余方案计算结果见表3
表3可以看出,2种决策模型计算结果大致相同。改进模型相较于传统方法,前5名整体顺序未发生较大变化;后6名中2018年和2020年的次序整体上调,2015年和2012年的次序整体下降,其余方案顺序基本不变;变化情况表明:该决策模型运用到煤矿安全投入决策分析具有一定合理性。次序变化的原因是由于传统TOPSIS法忽略了方案与理想解的正负距离之间的相关性,从而容易产生逆序问题[13],即评价方案的排序会因为原始数据结构的改变而改变,当评价方案数量继续增加时,逆序问题更加突出。而采用联系度向量距离代替欧氏距离的决策模型,系统考虑各指标的确定性与不确定性,从同、异和反多角度考虑了方案与理想解的正负距离之间的相关性,可以使排序更加客观科学。
表3排序结果分析可知:减损效益指标百万吨事故率、百万吨死亡率较低的方案排名靠前,这更加符合目前以人为本的安全生产大方针。结合实际生产政策和表4,在这些方案安全投入结构中可以分析得出,事故伤亡率较低的方案如2019年、2022年安全技术投入比例相对较低,而对于人员、环境的保障性投入比例相对较高,这与该煤矿实际生产自动化建设水平较高有关,而安全投入也应以实际生产情况为出发点,因此该情况下企业在适当加大保障人和环境因素的投入的基础上维持安全技术设备等的资金需求便可以更好地保证生产的持续运行,避免盲目投入的浪费。从安全价值的角度来看,安全价值体现在安全功能与安全投入的耦合关系上,更准确的安全投入资金流向使得其方案更合理,排名更靠前,因此也更具有参考意义。
对于该煤矿目前而言,跟据当下实际需求以2019年、2022年的安全投入配置为参考将更多的投入资金向培训规范操作、提高安全意识和维护安全环境倾斜是安全投入决策的方向。
1) 煤矿企业提升安全投入效率应注重安全产出指标的反馈效果,安全投入决策时,应根据产出反馈,借鉴历年最优方案,在人机环管方面进行动态调整。
2) 合理的安全投入结构是事故预防的基础保障,实例分析表明:该企业目前的生产状况下,应加大人员和环境指标的投入力度。
3) 现有从价值视角探讨安全功能和安全产出的研究较少,下一步可依据价值工程的理论和方法,深入探讨两者与事故预防、经济效益的耦合关系。
