To address the limitations of evaluating the emergency response capability of port ships for oil spills in a single stage and reasonably allocate resources,the cloud gravity center evaluation method was adopted to evaluate the comprehensive emergency response capability of port ships for oil spill. Facing the entire process of emergency preparedness,early warning,response and recovery,and referring to the theory of "man-machine-environment-management" system and international and domestic regulations,a comprehensive emergency response capability evaluation index system was established. To address the issue that the traditional evaluation indicators were not fuzzy and random,a weighted deviation degree was used to determine the transformation relationship between qualitative indicators and quantitative values. AHP was used to optimize evaluation opinions and compensate for accuracy deficiencies caused by insufficient evaluation samples. Finally,taking Shanghai Port as an example,an empirical study was conducted on the comprehensive emergency response capability evaluation of ship oil spills. The results show that the cloud gravity center evaluation method can reasonably evaluate the comprehensive emergency response capability of port ships for oil spills. This method provides a theoretical basis for improving and perfecting emergency response capability,and provides a new approach for the comprehensive emergency response capability evaluation of port ships for oil spills.

为突破单环节评价港口船舶溢油应急能力的局限性,合理配置资源,采用云重心评判法全环节评估港口船舶溢油综合应急能力,面向应急准备、预警、行动、恢复全环节,参照人-机-环境-管理系统理论和国际国内规定,建立综合应急能力评价指标体系;针对传统评价指标因素未涉及模糊性和随机性的问题,用加权偏离度确定定性指标与定量数值间的转化关系;利用层次分析法(AHP)优化评价意见,弥补评价样本欠充分带来的精度缺陷;最后,以上海港为例,对船舶溢油综合应急能力评价作实证研究。结果表明:云重心评判法能合理评价港口船舶溢油综合应急能力,为健全和完备应急能力提供理论依据,为港口船舶溢油综合应急能力评价提供了一种新思路。

为突破单环节评价港口船舶溢油应急能力的局限性,合理配置资源,采用云重心评判法全环节评估港口船舶溢油综合应急能力,面向应急准备、预警、行动、恢复全环节,参照人-机-环境-管理系统理论和国际国内规定,建立综合应急能力评价指标体系;针对传统评价指标因素未涉及模糊性和随机性的问题,用加权偏离度确定定性指标与定量数值间的转化关系;利用层次分析法(AHP)优化评价意见,弥补评价样本欠充分带来的精度缺陷;最后,以上海港为例,对船舶溢油综合应急能力评价作实证研究。结果表明:云重心评判法能合理评价港口船舶溢油综合应急能力,为健全和完备应急能力提供理论依据,为港口船舶溢油综合应急能力评价提供了一种新思路。

To address the limitations of evaluating the emergency response capability of port ships for oil spills in a single stage and reasonably allocate resources,the cloud gravity center evaluation method was adopted to evaluate the comprehensive emergency response capability of port ships for oil spill. Facing the entire process of emergency preparedness,early warning,response and recovery,and referring to the theory of "man-machine-environment-management" system and international and domestic regulations,a comprehensive emergency response capability evaluation index system was established. To address the issue that the traditional evaluation indicators were not fuzzy and random,a weighted deviation degree was used to determine the transformation relationship between qualitative indicators and quantitative values. AHP was used to optimize evaluation opinions and compensate for accuracy deficiencies caused by insufficient evaluation samples. Finally,taking Shanghai Port as an example,an empirical study was conducted on the comprehensive emergency response capability evaluation of ship oil spills. The results show that the cloud gravity center evaluation method can reasonably evaluate the comprehensive emergency response capability of port ships for oil spills. This method provides a theoretical basis for improving and perfecting emergency response capability,and provides a new approach for the comprehensive emergency response capability evaluation of port ships for oil spills.

随着社会经济的高速发展,我国海运进口石油需求量与日俱增,油轮数量和运输规模不断增长,使得港口溢油事故时有发生,导致严重的海洋生态污染损害以及渔业资源破坏 [1]。故亟需研究全环节的港口船舶溢油综合应急能力评价方法。
近年来,国内外学者对港口船舶溢油事故应急能力的研究主要集中在:①应急准备能力。包括应急预案体系的可行性评估[2-3]、规章制度的建立[4]以及物资人员储备点选址[5]等。②应急预警能力。包括应急救援队伍演练和预警信息采集[6]等。③应急行动能力。包括应急控制决策[7]、资源优化配置以及应急资源调度[8]等。④应急恢复能力。包括溢油回收利用、事故危害等级评价[9]、后期防范对策研究[10]等。上述研究均未涉及评价指标因素的模糊性和随机性问题,且都侧重于港口船舶溢油事故中某个环节的应急能力研究,未及全面考量和系统评价,难以准确评价港口船舶溢油的综合应急能力。
港口船舶溢油综合应急能力评价,因评价指标的模糊性和随机性、决策者主观性太强等因素而呈复杂性。目前常用的模糊熵权评价法[11]、模糊灰色评价法[12]均通过函数矩阵法将不确定权重转化为确定权重分析,而云模型[13-15]结合概率论和模糊理论的概念,在定性、定量的转换过程中能充分考虑到结果的不确定性和模糊性。在港口船舶溢油综合应急能力评价中,运用隶属于云模型的云重心评判法建立评价指标的权重云模型,可弥补传统评价方法未考虑指标因素模糊性和随机性的不足。
人-机-环境-管理系统(Man-Machine-Environment-Management System,MMEMS)理论源于钱学森指导建立的一门综合性科学技术——人-机-环境系统工程[16],认为管理要素协调人-机-环境系统要素间关系,使之和谐而避免事故,且每一要素都与其他要素相互依赖,相互作用,组成整体系统MMEMS[17-18]。MMEMS理论已被广泛应用于海事安全和其他领域。
鉴于此,笔者拟基于MMEMS理论和云重心评判法,解决评估过程中的不确定性,将港口船舶溢油各环节的应急能力评估改进为包含应急准备、应急预警、应急行动、应急恢复全环节的综合性应急能力评价,建立整体应急评价指标体系,并通过实际算例验证所提方法的可行性和有效性,以期科学评价港口船舶溢油的综合应急反应能力,为健全应急能力和补齐短板提供理论依据。
在港口船舶溢油事故应急评价过程中,评价指标的选取需具备客观性和层次性。参照MMEMS理论、国际海事组织和国内防治船舶溢油污染的相关规定,分析得到具有代表性且能够真实反映船舶溢油应急能力的影响因素,建立采用云重心评判法的港口船舶溢油综合应急能力评价研究框架,如图1所示。
结合上海港实际,参照MMEMS理论,采用文献筛选法,选取针对上海港船舶溢油综合应急能力影响较大的评价指标,建立初步指标集。经专家问卷调查进一步筛选出具有科学性、相对独立性和能够真实反映港口船舶溢油综合应急能力的评价指标,最终确定应急准备能力等4个一级指标和17个二级指标,进而构建港口船舶溢油综合应急能力的评价指标体系,见表1
云模型可用于表示定性概念与定量数值间的不确定转换关系[19]。假设有一个可以用精准数值表示的定量论域YWY论域上的定性概念,如果存在 x Yx是定性概念W上的一次随机实现,称为xW的隶属度为 φ ( x ),显然 φ ( x ) [ 0,1 ]。对于 φ ( x )在定量论域Y上的分布则称为云,每一个 ( x φ ( x ) )称为一个云滴,从而得到云模型概念。
云模型由3个数字特征构成,即期望Ex、熵En和超熵He。其中,期望Ex反映云滴x在论域空间Y内的中心值;熵En表征云滴的离散程度;超熵He表征为熵的不确定性度量,是衡量能否形成定性概念的指标。隶属云及其数字特征如图2所示,这些特征反映了定性认识对应的定量程度。
云重心评判方法是在云模型基础上建立的,针对具有模糊随机性的评价指标,通过计算得到评价指标及n维综合系统的云重心T向量,表示为:

式中:a为云模型的期望,即云滴重心所处位置;b为权重,即云滴重心高度,取值为0.371。
云重心评判法将评价体系中的各指标通过云模型来表示,利用云重心的变化反映整个云滴的变化。云重心法的关键在于求解单个云滴当前状态下的云重心与理想状态下的偏离度,通过加权求和获取整体系统的偏离度,然后转换为归属度并输入云发生器,从而激活相应的云对象并获得评语。具体步骤如下:
1) 评价指标计算。在已建立的评价指标体系中,各个指标可能会是确定性的数值,也会是规范的语言值。如果在一个云滴模型中,存在n个确定性数值的指标,则对应的期望和熵为:

式中:Ex为期望,即云重心位置;En为熵,即代表云滴的离散程度和可被接受的取值范围;n为评估指标的个数。
2) 求解综合系统云模型。具有n个性能指标的综合系统状态可通过n维综合系统云来表示。依据式(1)可知: T会随着云滴当前状态的改变而发生相应变化,因此,可以通过观察当前状态的云重心获到到系统当前状态情况。因此,如果综合系统云的重心T是一个 n维向量,即 T = ( T 1 T 2 T n ),则式(1)可变换为 T i = a i × b i。其中,i=1,2,…,n
3) 确定指标的权重。在评价过程中,合理分配指标权重能够使得评估结果更加科学。运用层次分析法(Analytic Hierarchy Process,AHP)计算指标权重过程分为3个步骤进行。
①确定评判矩阵。本文采用9标度问卷[3]。专家依据经验对评价指标体系中每个指标进行两两比较,给出相对重要性比值,确定评判矩阵A。矩阵中,元素aij为指标i与指标j之间重要性的比较结果,取值含义见表2
②指标权重计算。求解评判矩阵A中每行元素的均值 w ¯ i

根据式(10)计算CI和RI的比值,得到一致性比率(Consistency,CR),由此检验评判矩阵的一致性是否符合要求。

一般而言,当CR<0.1时,评判矩阵一致性符合计算要求,即专家的评判矩阵具有一致性。此时各因素权重即为特征向量 W i * = ( W 1 W 2 W n ) T 二级指标的求法同上,不再赘述。
4) 加权偏离度求解。港口船舶溢油综合应急能力的理想状态下各指标值是确定的。设定在理想条件下,综合云(n维系统)的重心位置向量是 a = ( E x 1 0 E x 2 0 E x n 0 ),云重心高度向量为 b = ( b 1 b 2 b n ),其中, b i = W i,则依据式(1)及其变形形式有: T 0 = a × b T = ( T 1 0 T 2 0 T n 0 ),同理,某个状态下系统综合云的重心向量可以表示为 T = ( T 1 T 2 T n)。归一化当前状态下的系统综合云重心向量得到 T G = ( T 1 G T 2 G T n G ),计算公式为:

式中 T G为综合云重心向量归一化结果。
在某一状态下,设定n维系统综合云的重心向量为 T = ( T 1 T 2 T n ),为体现不同状态下系统综合云重心之间的差异,引入加权偏离度μ以衡量某一状态与理想状态的差异。将各个评价指标归一化计算处理,得到加权偏离度 ( 0 μ 1 ) 越小,表示差异越不明显;反之则表示差异越显著。即:

5) 定性评测云模型的评语集。由加权偏离度得到评价结果的归属度为:

根据相关文献[3]做法,将港口船舶溢油综合应急能力划分为7个等级,即: V = ( V 1 V 2 V 3 V 4 V 5 V 6 V 7 )=(极差,很差,差,一般,好,很好,极好)。将港口船舶溢油综合应急能力视为很好,即越与理想状态接近,能力越好,反之亦然。将7个评语表现在语言标尺上,并且每个评语值都可用云模型来实现,得到评语集的期望值向量为 ( 0 1 6 2 6 3 6 4 6 5 6 1 ),归属度与评语集的对应关系构成定性评测的云发生器,如图3所示。
为验证文中提出的采用云重心评判法的港口船舶溢油综合应急能力评价方法,以上海港为例分析。其中,评估指标包括2级,分析应急准备能力、应急预警能力、应急行动能力、应急恢复能力4大环节。建立的指标体系,见表1
由于文中构建的指标体系均属于定性指标,难以得到具体数值,故采用AHP法由专家打分确定。选取多位资深专家分别对17项定性指标打分,为了保证评估结果的科学性和准确性,抽取5种状态用于标度各指标参数状态,从而获得一级指标的参数状态值。以应急准备能力的各指标参数状态为例,见表4
利用云理论模型,把语言值用期望、熵和超熵3个数字特征予以表征。以指标参数状态为基准,可得到决策矩阵B,然后依据式(2)和式(3),计算出期望和熵,见表5

1) 一级指标权重获取。根据专家1针对4个一级指标的分析判断,构建评判矩阵。

3) 指标体系的权重获取。计算出一级和二级指标的权重后,便可获取指标体系中所有指标的目标权重,见表7
通过云模型相关理论,由式(1)得到U1的五维加权系统综合云的重心向量为 T = ( 0.032   4,0.051   5,0.024   3,0.029   4,0.076   8 );理想状态下,加权系统综合云的重心向量为 T 0 = ( 0.060   7,0.077   3,0.042   9,0.055   1,0.128   0 )。利用式(11)对系统综合云重心向量进行归一化计算处理,得到 T G = ( - 0.466   2 - 0.333   8 - 0.433   6 - 0.466   4 - 0.400   0 ) 依据式(12)计算出μ=-0.15。将μ代入式(13)计算出归属度 e = 0.850。该值激活云发生器中的“极好”和“很好”2个云对象。其位置处于“很好”云对象和“极好”云对象之间,从而产生一个新的云对象,如图4所示。依据评估结果可知上海港口船舶溢油应急准备能力的定性评测结果介于“很好”和“极好”之间,倾向“很好”,定量评测结果为其期望值。
同时,可求出港口船舶溢油综合应急能力中其他一级指标的定性评测结果。应急预警能力的评语介于“好”和“很好”之间,倾向于“好”,应急行动能力的评语很接近“很好”,应急恢复能力的评语是“好”。由各一级指标的评测结果进而求得总指标,即上海港现有的船舶溢油综合应急能力评价介于“好”和“很好”之间,偏向于“好”。上海港船舶溢油综合应急能力的评测结果如图5所示。
为验证其可行性和可靠性,进一步采用模糊综合评判法对上海港船舶溢油综合应急能力进行验证。计算结果显示,与云重心评判法所得结果比较,针对“应急预警能力”的评价值呈现一定偏差,模糊综合评判法结果显示为“很好”。其他结果均与云重心评判法所得结果较一致。该对比结果验证了采用云重心评判法对港口船舶溢油综合应急能力评估结果的可靠性。
1) 采用云重心评判法对港口船舶溢油综合应急能力开展评价,形成了覆盖船舶溢油应急准备、预警、行动及恢复等全环节的港口船舶溢油综合应急能力评价体系,体系涵盖4个一级指标和17个二级指标,弥补了目前单环节港口溢油应急评价的不足。
2) 采用云重心评判法的港口船舶溢油综合应急能力评价方法,利用AHP法合理量化评价指标的权重值,通过云发生器实现对港口船舶溢油综合应急能力的评价,由此提出更具科学性的港口船舶溢油应对措施,完善港口综合应急能力。
3) 采用云重心评判法评价上海港船舶溢油综合应急能力,通过加权偏离度解决定性指标量化处理弥补指标因素模糊性和随机性的问题,结合AHP法有效综合专家意见和客观数据,获得应急准备能力U1、应急预警能力U2、应急行动能力U3、应急恢复能力U4等评价结果,通过对比模糊综合评判法验证了云重心评判法结果的合理性。
