In order to reduce the incidence of firefighter training injury,a firefighter training injury risk assessment index system containing 19 indexes was proposed from three aspects: individual factors,environmental factors and organizational management factors. The BON-OWA operator was used to correct the error of analytic hierarchy process(AHP) to obtain the subjective weight,and the criteria importance through intercriteria correlation(CRITIC) method was used to determine the objective weight. The game theory combinatorial weighting method was used to integrate the subjective weight and the objective weight to determine the combined weight. The risk assessment model of firefighter training injury was established based on the cloud model theory. The scientificity of the model was verified by the firefighter training in a fire rescue brigade in Henan province. The results show that the combat equipment performance condition index has the greatest impact on the risk level of firefighter training injury; The risk assessment model can determine the risk level of firefighter training injury by data processing. In the case,risk levels of firefighter training injury under five different scenarios are all general risk,which is consistent with the risk level obtained by the fuzzy comprehensive evaluation method.

为降低消防员训练损伤发生率,从个人因素、环境因素和组织管理因素3个方面,提出包含19个指标的消防员训练损伤风险评估指标体系;采用Bonferroni有序加权平均算子(BON-OWA算子)修正层次分析法(AHP)的误差,获得各指标的主观权重;引用基于指标相关性的权重确定法(CRITIC)确定各指标的客观权重;基于博弈论组合赋权法确定各指标的组合权重;引入云模型理论,建立消防员训练损伤风险评估模型,并以河南省某消防救援大队消防员的训练为例,验证该模型的科学性。结果表明:训练装备的战技性能状况指标对消防员的训练损伤风险等级影响最大;该风险评估模型通过数据处理,可以确定消防员训练损伤风险等级;案例中,消防员在5种不同情景下的训练损伤风险等级均为一般风险,这与模糊综合评价法所得结果一致。

为降低消防员训练损伤发生率,从个人因素、环境因素和组织管理因素3个方面,提出包含19个指标的消防员训练损伤风险评估指标体系;采用Bonferroni有序加权平均算子(BON-OWA算子)修正层次分析法(AHP)的误差,获得各指标的主观权重;引用基于指标相关性的权重确定法(CRITIC)确定各指标的客观权重;基于博弈论组合赋权法确定各指标的组合权重;引入云模型理论,建立消防员训练损伤风险评估模型,并以河南省某消防救援大队消防员的训练为例,验证该模型的科学性。结果表明:训练装备的战技性能状况指标对消防员的训练损伤风险等级影响最大;该风险评估模型通过数据处理,可以确定消防员训练损伤风险等级;案例中,消防员在5种不同情景下的训练损伤风险等级均为一般风险,这与模糊综合评价法所得结果一致。

In order to reduce the incidence of firefighter training injury,a firefighter training injury risk assessment index system containing 19 indexes was proposed from three aspects: individual factors,environmental factors and organizational management factors. The BON-OWA operator was used to correct the error of analytic hierarchy process(AHP) to obtain the subjective weight,and the criteria importance through intercriteria correlation(CRITIC) method was used to determine the objective weight. The game theory combinatorial weighting method was used to integrate the subjective weight and the objective weight to determine the combined weight. The risk assessment model of firefighter training injury was established based on the cloud model theory. The scientificity of the model was verified by the firefighter training in a fire rescue brigade in Henan province. The results show that the combat equipment performance condition index has the greatest impact on the risk level of firefighter training injury; The risk assessment model can determine the risk level of firefighter training injury by data processing. In the case,risk levels of firefighter training injury under five different scenarios are all general risk,which is consistent with the risk level obtained by the fuzzy comprehensive evaluation method.

消防员是事故应急救援处置的主要力量,为提高消防员综合素质,消防员需定期进行高强度训练,但是不科学的、高强度的训练容易导致消防员训练损伤,职业训练损伤成为影响消防员职业健康水平的主要因素[1]。因此,探究消防员训练损伤的风险,对消防员职业健康具有重要意义。
国内外学者针对消防员训练损伤,开展了诸多研究。董凯等[2]结合问卷调查法和因子分析法,得到影响消防员职业损伤的主因子;MARSH等[3]采用调查问卷探究了消防员发生非致命伤害的现状,结果表明:扭伤和拉伤在消防活动中占主导地位;TRIVISONNO等[4]采用表面肌电图研究了不同年龄的消防员训练后的恢复情况,发现年轻消防员比年长消防员表现出更高的恢复速度;JIMIKAYE等[5]提出基于智能手机的生态瞬间评估方法,探究消防员工作期间的急性压力和疲劳,发现消防员在训练时的压力和疲劳水平最高;薛晓东等[6]结合层次分析法(Analytic Hierarchy Process,AHP)和数据包络分析法,建立了一种消防员训练安全风险评估模型,提供了一种评估消防员的训练安全风险的方法。大多研究集中在消防员训练损伤的调查统计和训练中的体征监测层面,结合安全系统工程理论评估消防员训练损伤风险的研究较少。少数学者结合系统安全理论评估消防员训练损伤风险,但消防员训练损伤风险评估是一个多因素复杂系统,影响消防员训练损伤的因素存在模糊性和随机性,算法单一的模型难以得出客观结果。云模型考虑到复杂系统的随机性和模糊性问题,广泛应用于地铁运营安全[7-8]等安全科学领域。
鉴于此,笔者拟从个人、环境、组织管理3方面出发,构建科学系统的风险评估指标体系,采用Bonferroni有序加权平均(Bonferroni-Ordered Weighted Averaging,BON-OWA)算子[9]修正AHP法以及基于指标相关性的权重确定方法(Criteria Importance Through Intercriteria Correlation,CRITIC),同时引入博弈论组合赋权和云模型理论,评估消防员的训练损伤风险,以减少消防员训练损伤的发生。
文中研究内容为消防员训练损伤风险评估,研究数据主要来源于河南省消防救援大队的调查问卷数据,以及来自河南省16个不同地区消防救援支队的专家打分数据和访谈记录数据。
结合安全系统工程理论,初步辨识和分析影响消防员训练损伤风险的因素。参考文献[2-3610-11]及消防队战训科建议,构建消防员训练损伤风险评估指标体系,考虑3个一级指标:个人因素、环境因素和组织管理因素。在此基础上,又扩展19个二级指标,如图1所示。
云模型是一种将定性概念与定量描述进行自然转换的模型,可以解决评估的随机性和模糊性[7]。首先,采用BON-OWA算子修正AHP法的误差,得到指标的主观权重;然后,采用CRITIC法计算指标的客观权重,接着,基于博弈论组合赋权法计算指标的组合权重,并引入云模型理论,建立消防员训练损伤风险评估模型(图2)。通过调查问卷和调研测量等方式获取目标数据,代入模型,处理目标数据,确定消防员训练损伤风险等级。
AHP法得出的权重数据主观性强,忽略了权重极值的影响。YAGER[9]结合Bonferroni算子,提出BON-OWA算子,并将其应用于多属性决策。BON-OWA算子相较于传统的OWA算子,考虑指标间的相互影响,能更有效地削弱权重极值的影响。文中采用BON-OWA-AHP法确定主观权重,步骤如下:

步骤3:计算指标的相对权重 W 1 B :

优化完成第1个指标的主观权重,剩余指标重复上述步骤。经过BON-OWA算子优化后的指标主观权重向量为 W 1 = ( W 1 B W 2 B W n B )
用CRITIC法综合指标间的关联性和冲突性来确定指标权重,可提高权重的准确性。每个情景评估指标的数值组成初始矩阵X,正向化、归一化处理初始矩阵X,得到判断矩阵D。计算判断矩阵D中的各指标的信息量,进而计算权重。

博弈论组合赋权法目的是寻找兼顾多者的最优解,避免主观和客观赋权的缺陷[13]。步骤如下:
步骤1:采用矩阵微分性质转变为最优化一阶导数条件的线性方程组,见下式:

云模型的数字特征用期望 E x、熵 E n、超熵 H e表示,每个特征值通过定量的形式反映影响因素的特征[7]。云模型综合评估步骤如下:
步骤1:建立评估标准云。参考《消防训练安全要则》[14]、文献[810-11],结合消防队战训科的建议,采用5级标定法划分评语论域,将消防员训练损伤风险等级划分为5个等级:高度风险、较高风险、中度风险、一般风险、稍有风险,对应的评语值范围设定为 [ 0,100 ]。根据分数越大、风险越小的原则量化评语分值区间,分别为高度风险[0,25],较高风险(25,50],中度风险(50,75],一般风险(75,90],稍有风险(90,100]。
依据不同风险等级的区间 [ M m i n M m a x ],按下式计算各个风险等级对应的标准云模型的特征值 C c ( E x c E n c H e c )

步骤3:根据下式结合组合权重 W j *和各二级指标的云模型特征值 C j ( E x j E n j H e j ),可得综合云模型特征值 C ( E x E n H e )。根据计算出的综合云模型特征值,使用Matlab软件生成综合云图,观察综合云图与标准云图的重合度,判断消防员训练损伤的风险等级。

选取河南省某消防救援大队5种不同的训练情景为例进行分析,以验证评估模型的合理性。5种训练情景下19个指标的目标数据见表1
邀请来自河南省16个不同地区的地市级消防救援支队一线指战员40位,通过填写指标重要度调查问卷,对19个指标的重要度进行打分,并且由打分构造的判断矩阵确保通过一致性检验。
采用AHP法获得初始权重,结合BON-OWA算子修正各评估指标的初始权重,AHP法与BON-OWA-AHP法的主观权重对比结果如图3所示。由图3可以看出,由BON-OWA算子修正后的主观权重更为集中。
根据表1中数据,结合CRITIC法确定19个指标的客观权重。目标数据中,定性指标采用专家打分形式,心理状态通过SCL90症状自评量表[15]的分数体现,其余指标通过实地调研获取。
基于博弈论组合赋权方法,确定指标的组合权重。由BON-OWA-AHP法确定的主观权重、CRITIC法确定的客观权重、以及组合权重如图4所示。由图4可以看出,训练装备战技性能状况C11、动作标准度C8、训练场地质量C10、护具配备情况C12所占权重分别为0.0934、0.0862、0.0834、0.0789,在19个评估指标中,所占权重较大,对消防员训练损伤风险等级的影响较大,可以多注意加强这4个方面的管理。
根据式(9)计算各等级区间相应标准云模型的特征值见表2。根据标准云模型的特征值,利用Matlab生成标准云图,如图5所示。
另外,由消防队一线指战员对5个训练情景下的指标风险状况分别打分,采取百分制,分数越低代表风险越高。按照式(10)计算指标的云模型特征值 C j ( E x j E n j H e j ) ;情景1的二级指标的云模型特征值计算结果见表3
根据式(11),计算情景1下的消防员训练损伤风险评估的综合云特征值为C(87.9,2.50,0.89)。使用Matlab生成综合云图,如图6所示。
图6可知:情景1下消防员训练损伤的风险等级为一般风险。同时,采用模糊综合评判模型评估情景1下的消防员训练损伤风险等级,所得综合评价向量为(0,0,0.0415,0.6770,0.2815),根据最大隶属度原则,消防员训练损伤风险等级也为一般风险,所得结果与云模型综合评估结果一致,证明该方法应用于消防员训练损伤风险评估,具备一定的科学性和有效性。
同理,计算出情景2-5的综合云特征值为(84.3,3.17,1.48)、(87.5,4.44,1.32)、(84.6,5.06,1.20)、(86.5,4.74,1.59)。利用Matlab软件生成云图,可判断出情景2-5对应的消防员训练损伤风险等级也均为一般风险,且都与采用模糊综合评判模型评估的结果一致。
1) 以BON-OWA算子和AHP法相结合来计算指标的主观权重,考虑指标间的相互关系,有助于提高主观权重的准确性。
2) 训练装备战技性能状况、动作标准度、训练场地质量护具配备情况所占权重分别为0.093 4、0.086 2、0.083 4、0.078 9,在19个评估指标中,所占权重较大。在这4方面加强管理,可以降低训练损伤发生的风险。
3) 引用博弈论组合赋权法及云模型理论,构建消防员训练损伤风险评估模型,应用结果表明:5种训练情景下消防员的训练损伤风险等级均为一般风险,所得结果与模糊综合评估结果一致,证明该模型具备一定的科学性。
