Fengcheng paigeite deposit is a large scale multi-metal deposit containing boron, iron and uranium, which is developed by open-pit mining, following by beneficiation (gravity separation, magnetic separation, and flotation) and hydrometallurgical treatment to obtain iron concentrate, sodium borate, and diuranate as products. In this process, several kinds of solid waste are produced such as mining waste rock, beneficiation tailing, and leached uranium tailing. Through detailed investigation of the radioactive characteristics of product and solid waste in the full process, it is indicated that iron concentrate and sodium borate meet their radioactivity quality standard. Mining waste rocks, beneficiation tailing, gravel and coarse sand produced by crushing of ore, and boron mud can be treated and disposed as ordinary solid waste other than radioactive waste. Gravel and coarse sand can be used as building materials. Boron mud is used to produce sub-nanomater silica stone without any limitation related to radioactivity, in case of the boron mud addition not exceeding 50%. Leached uranium tailing should be disposed as extremely low level radioactive waste.

辽宁凤城硼铁矿是大型硼、铁、铀共生的多金属矿床,采用露天开采—选矿—冶金工艺得到铁精矿、五水硼砂和重铀酸盐产品,生产过程中产生采矿废石、选矿尾矿、水冶尾渣等多种不同性质的固体废物。对全流程工艺过程、产品和固体废物的放射性特征进行了调查,并对固体废物资源化利用进行了计算分析。结果表明,铁精矿、硼砂产品的放射性达标,铀产品为天然放射性物质;采矿废石、选矿尾矿、碎石、粗砂和硼泥可作为普通固体废物处理处置,其中碎石和粗砂可作为建筑砂石料使用;硼泥掺量不超过50%的亚纳米硅晶石,满足《建筑材料放射性核素限量》(GB 65660—2010)规定的不同建筑材料放射性核素限量要求,其使用不受限制;水冶尾渣属于极低放废物,应建立独立的尾矿库进行处置。

Fengcheng paigeite deposit is a large scale multi-metal deposit containing boron, iron and uranium, which is developed by open-pit mining, following by beneficiation (gravity separation, magnetic separation, and flotation) and hydrometallurgical treatment to obtain iron concentrate, sodium borate, and diuranate as products. In this process, several kinds of solid waste are produced such as mining waste rock, beneficiation tailing, and leached uranium tailing. Through detailed investigation of the radioactive characteristics of product and solid waste in the full process, it is indicated that iron concentrate and sodium borate meet their radioactivity quality standard. Mining waste rocks, beneficiation tailing, gravel and coarse sand produced by crushing of ore, and boron mud can be treated and disposed as ordinary solid waste other than radioactive waste. Gravel and coarse sand can be used as building materials. Boron mud is used to produce sub-nanomater silica stone without any limitation related to radioactivity, in case of the boron mud addition not exceeding 50%. Leached uranium tailing should be disposed as extremely low level radioactive waste.

硼作为战略性矿产资源,广泛应用于化工、医药、国防军工等领域。中国硼资源主要分布在辽东—吉南地区,其中辽宁凤城硼铁矿是中国已探明的大型硼、铁、铀共生矿床,硼资源量占中国固体硼资源总量的58%[1-2]。该矿床硼镁铁矿与磁铁矿紧密共生,并含有少量放射性元素铀,矿床成因类型是以硼镁铁矿/磁铁矿-硼镁石为主的沉积再造矿床[3]
凤城硼铁矿采用露天开采、多段选矿、湿法冶金工艺得到铁精矿、硼砂和重铀酸盐产品[4-5]。生产过程中产生采矿废石、选矿尾矿、水冶尾渣等固体废物[6-8]。由于矿石中含有放射性元素铀,铁精矿、硼砂产品放射性含量可能超标。对全流程中产生的固体废物的资源化利用及其处理处置方法,取决于其放射性活度水平。因此,对这些固体废物进行取样和试验研究,以及放射性调查监测、分析和评价,明确各类固体废物的产量和放射性水平,旨在为固体废物综合利用、安全处置提供指导。
辽宁凤城硼铁矿,包括采矿、选矿、冶金工序,主要工艺流程见图1,获得铁精矿、硼砂和重铀酸盐3种产品,产生采矿废石、选矿尾矿、水冶尾渣等6种不同性质的固体废物。
该矿床采用露天采矿工艺,围岩主要为蛇纹岩类、粒岩类、透闪石岩类、云母岩类,岩性致密坚固,节理裂隙不发育[9]。采用水平分层缓帮开采法采矿,平均剥采比2.70,矿石损失率5.0%,废石混入率5.0%。露天开采,得到原矿石,并产生采矿废石。
采出的原矿石块度为-1 000 mm,由汽车运输卸入溜井,经颚式破碎机破碎至-300 mm,经带式输送机运往选矿厂。选矿工艺流程包括:1)破碎、筛分系统,采用三段一闭路破碎、干选;2)磨选系统,采用两段闭路磨矿、两段磁选;3)磁选尾矿系统,进行铀重选(一段粗选、一段精选);4)浮硼系统,采用一段粗选、一段精选、一段扫选。原矿石经磁选—重选—浮选得到铁精矿、硼精矿和铀精矿,其中铁精矿作为产品直接销售,硼精矿和铀精矿进入冶金工序。选矿过程中,产生粗粒径的碎石、细粒径的砂,以及选矿尾矿等3种固体废物。
以硼精矿为原料,采用碳碱法生产硼砂产品。其主要工艺过程:硼精矿粉经煅烧,加碳酸钠溶液,通入二氧化碳气体在0.6~1.0 MPa压力和120~150℃温度下进行碳解;碳解液分离除渣后,结晶得到十水硼砂;十水硼砂再经过重结晶、分离、干燥工序,得到五水硼砂产品。碳碱法产生的主要固体废物为硼泥。硼泥外观浅棕色,具有一定黏性,含水约30%,pH为8~10。
以铀精矿为原料,采用常压酸法搅拌浸出,浸出液经离子交换—沉淀得到重铀酸盐产品;搅拌浸出后物料经固液分离,产出的固体废物为水冶尾渣。该水冶尾渣,放射性活度浓度较高,需要按放射性固废处理处置。
采矿获得的原矿石,矿物组成较复杂,有用矿物主要为磁铁矿,硼镁铁矿、硼镁石和晶质铀矿次之。脉石矿物主要为蛇纹石,金云母、白云母、滑石、透闪石、橄榄石、长石、石英、绿泥石和硅镁石等次之。
原矿石的多元素化学成分分析结果见表1,矿石中铁的物相分析结果见表2,硼的物相分析结果见表3
原矿石的扫描电镜背散射电子像(图2)表明,晶质铀矿是主要含铀矿物,呈浸染状或斑点状,分布于硼镁石磁铁矿、含磁铁矿蛇纹岩矿石或含磁铁矿硅镁石岩中。此外,晶质铀矿还被硼镁石磁铁矿穿插交代,其边缘呈不规则状,偶见不完整立方体和八面体晶形;黑色,有沥青光泽和棕黑色条痕,不透明;具弱磁性和强放射性,铀矿颗粒大小悬殊,大者2 mm,小者0.01 mm。晶质铀矿主要是与磁铁矿、硼镁石连生,且呈不规则状接触。
固体物料中主要有害组分是铀及其放射性衰变子体(238U衰变系)。在238U衰变系中,存在238U、234U、230Th、226Ra、210Pb等5个长寿命核素[10-11]。按《可免于辐射防护监管的物料中放射性核素活度浓度》(GB 27742—2011)规定,其中任何一个核素的活度浓度≤1.0 Bq/g即为豁免废物。
从采—选—冶全流程分析,该硼铁矿产出铁精矿、硼砂、铀3种产品,以及采矿废石、选矿尾矿、硼泥、水冶尾渣等固体废物,这些物质的主要物理化学特征见表4
采用HD-2000智能γ辐射仪,现场测量露天采场、排土场、选矿尾矿库、水冶尾矿库、硼泥等现有大宗固体废物存放场所。γ值高于本底水平3倍以上的,认为是放射性异常点。异常点连续20 m以上的,认为是放射性异常带。对放射性异常点和放射性异常带,取样进行化学分析,确定固体废物的放射性水平和类别。2019年辐射环境丹东凤城站监测的空气吸收剂量率时均值为104.5~160.8 nGy/h,年均值为113.7 nGy/h[12]。以空气吸收剂量率年均值作为本底水平,铀水冶尾矿库、选矿尾矿库的空气吸收剂量率存在放射性异常(表5);其余场所的放射性水平略有升高,但未达到异常值。
采集方法:以取样地点中心为圆心,在圆周上采用梅花形布点,每个取样点均采集垂直深度为10 cm范围内的表层物料,将6个采样点的物料现场混合后取5 kg样品装入2层塑料袋内密封,再置于布袋中保存[13-14]
采用FYFS-2002K型全自动低本底多道γ能谱仪,依据土壤中放射性核素的γ能谱分析方法(GB/T 11743—2013),对样品进行检测。当检验样品中天然放射性衰变链基本达到平衡后,在与标准样品测量条件相同的情况下,采用能谱仪对其进行镭-226、钍-232、钾-40比活度测量。
经取样检测,铁精矿、硼砂的放射性核素活度浓度见表6。可以看出,铁精矿、硼砂放射性核素活度浓度低于豁免水平,铁精矿、硼砂产品质量标准对放射性含量没有特别规定,故认为铁精矿、硼砂的放射性达标。
从水冶尾矿库和选矿尾矿库采集铀水冶尾矿和选矿尾矿样品,检测其中的放射性核素活度浓度,结果见表7。可以看出,除水冶尾渣属于极低放固体废物外,其他固体废物的放射性核素活度浓度均低于限值,可以作为普通固体废物处理处置[15]
水冶尾渣中的238U、234U、230Th、226Ra、210Pb等5个长寿命核素的活度浓度均高于1.0 Bq/g,应按照《伴生放射性物料贮存及固体废物填埋辐射环境保护技术规范(试行)》(HJ 1114—2020)处置。
凤城硼铁矿破碎和重选工序,分别产出建材碎石和建筑砂。建材碎石主要含硼镁石、蛇纹石、石英、长石等矿物,粒度为5.0~10.0 mm,较均匀。建筑砂主要矿物是硼镁石、蛇纹石、石英、长石,粒度为0.5~5.0 mm,含水率为3.0%。两者的放射性均达到豁免水平,可以作为建筑砂石料使用。
硼精矿经碳碱法生产硼砂产生的硼泥呈浅棕色,可塑性指数为2.5~3.0,主要组成为MgO、SiO2。为充分利用其中的碱、硼、镁、硅等组分,拟将硼泥作为原料,制备亚纳米硅晶石,实现硼泥整体化高价值利用。作为一种建材,亚纳米硅晶石应满足《建筑材料放射性核素限量》(GB 65660—2010)[16]规定的不同建筑材料放射性核素的限量要求。在亚纳米硅晶石其他原料不含放射性核素的前提下,对不同硼泥掺量的内照射指数(IRa)和外照射指数(Ir)进行计算,结果见表8

式中:IRa—内照射指数;CRa—建筑材料中天然放射性核素镭-226的放射性比活度,Bq/kg;200—仅考虑内照射情况下,GB 65660—2010规定的建筑材料中放射性核素镭-226的放射性比活度限值。

式中:Ir—外照射指数;CRaCThCK分别为建筑材料中天然放射性核素镭-226、钍-232、钾-40的放射性比活度,Bq/kg;370、260、4 200分别为仅考虑外照射情况下,GB 65660—2010规定的建筑材料中放射性核素镭-226、钍-232、钾-40在其各自单独存在时的限值。
表8可看出,当硼泥掺量低于50%时,亚纳米硅晶石的内照射指数(IRa)≤1.0,外照射指数(Ir)≤1.3,按照《建筑材料放射性核素限量》(GB 65660—2010)规定,可以作为A类装饰装修材料,该装饰装修材料产销与使用范围不受限制;当硼泥掺量低于60%时,亚纳米硅晶石的IRa≤1.3,Ir≤1.9,可以作为B类装饰装修材料,不可用于I类民用建筑的内饰面,但可用于Ⅱ类民用建筑物、工业建筑内饰面及其他一切建筑的外饰面;当硼泥掺量为100%时,Ir≤2.8,可作为C类装饰装修材料,只可用于建筑物的外饰面及室外其他用途。
辽宁凤城硼铁矿生产的铁精矿、硼砂产品,其放射性核素活度浓度低于豁免水平,产品放射性水平达标。
采矿废石、选矿尾矿、碎石、粗砂和硼泥的放射性核素活度浓度均低于限值,可作为普通固体废物处置。水冶尾渣,属于极低放废物,应按照《伴生放射性物料贮存及固体废物填埋辐射环境保护技术规范(试行)》(HJ 1114—2020)处置。碎石和粗砂主要矿物是硼镁石、蛇纹石、石英、长石,放射性均达到豁免水平,可作为建筑砂石料使用。硼泥可作为原料,制备亚纳米硅晶石;在其他原料不含放射性核素的前提下,硼泥掺量不超过50%的亚纳米硅晶石,其使用不受限制。
