The main causes of tailings dam failure include seepage damage, slope instability, seismic liquefaction, and ultra-high dam height. The high seepage line inside the tailings dam may cause seepage damage, and in severe cases, it may lead to slope instability, damage, and even dam failure. The common methods for reducing the seepage line of dam bodies have problems such as high construction difficulty, high manual maintenance cost, and complex equipment maintenance management. The horizontal drainage method is used to install horizontal filter pipes in the drainage blind ditch close to the horizontal level to reduce the seepage line. This project adopts the method of drilling horizontal holes inside the dam body and installing seepage pipes inside the holes to form a horizontal drainage body. The seepage pipes form a drainage network through the main collection pipe outside the dam body. The water inside the dam seeps into the drainage pipes, then converges to the main water collection pipe, and finally flows out of the dam by gravity. This method has the advantages of low cost, low energy consumption, and easy management, and is a practical and feasible method to reduce the seepage line of tailings pond。

尾矿库溃坝的主要原因有渗流破坏、坝坡失稳、地震液化和超高堆坝等,尾矿坝内浸润线过高可能产生渗流破坏,严重的将造成坝坡失稳、破坏甚至溃坝。降低坝体浸润线的常用方法存在施工难度大、人工维护成本高、设备维护管理复杂等问题,采用水平排渗方式在接近水平的排渗盲沟内装设水平滤管,以达到降低浸润线的目的。本工程采用在坝体内部打设水平孔,并在孔内安装渗水管形成水平排渗体,排渗管通过坝体外的集水总管形成排渗网;坝体内的水渗入排渗管,然后汇至集水总管,最终通过自流排至坝外。该法具有造价低、能耗小、便于管理等优点,是降低尾矿坝浸润线的切实可行的方法。

尾矿库溃坝的主要原因有渗流破坏、坝坡失稳、地震液化和超高堆坝等,尾矿坝内浸润线过高可能产生渗流破坏,严重的将造成坝坡失稳、破坏甚至溃坝。降低坝体浸润线的常用方法存在施工难度大、人工维护成本高、设备维护管理复杂等问题,采用水平排渗方式在接近水平的排渗盲沟内装设水平滤管,以达到降低浸润线的目的。本工程采用在坝体内部打设水平孔,并在孔内安装渗水管形成水平排渗体,排渗管通过坝体外的集水总管形成排渗网;坝体内的水渗入排渗管,然后汇至集水总管,最终通过自流排至坝外。该法具有造价低、能耗小、便于管理等优点,是降低尾矿坝浸润线的切实可行的方法。

The main causes of tailings dam failure include seepage damage, slope instability, seismic liquefaction, and ultra-high dam height. The high seepage line inside the tailings dam may cause seepage damage, and in severe cases, it may lead to slope instability, damage, and even dam failure. The common methods for reducing the seepage line of dam bodies have problems such as high construction difficulty, high manual maintenance cost, and complex equipment maintenance management. The horizontal drainage method is used to install horizontal filter pipes in the drainage blind ditch close to the horizontal level to reduce the seepage line. This project adopts the method of drilling horizontal holes inside the dam body and installing seepage pipes inside the holes to form a horizontal drainage body. The seepage pipes form a drainage network through the main collection pipe outside the dam body. The water inside the dam seeps into the drainage pipes, then converges to the main water collection pipe, and finally flows out of the dam by gravity. This method has the advantages of low cost, low energy consumption, and easy management, and is a practical and feasible method to reduce the seepage line of tailings pond。

尾矿库用于堆放选矿后的废弃矿渣[1],高坝尾矿库由于水头高、渗径短,随着后期坝体加高,造成坝内积水,坝体内浸润线抬升明显,进而影响运行安全[2]。尾矿库溃坝事故是矿山生产中的重大危险源之一[3]。据统计,中国尾矿库共有6 731座,2001—2020年间发生尾矿库事故103起,其中溃坝在尾矿库事故中的占比达60%[4]。尾矿坝溃坝的主要原因包括渗流破坏、坝坡失稳、地震液化、超高堆坝等[5],而尾矿坝内浸润线过高会导致坝体内渗水从坝面渗出,进而产生渗流破坏,严重的将造成坝坡失稳、破坏甚至溃坝[6],给下游人民生命财产安全及周边环境造成危害。
在尾矿库关键点位布设监测终端和各类传感器,可实现对尾矿库表面形变趋势、坝体沉降趋势、库区水位变化趋势等的预测预警,以提前判别坝体的稳定性[7-8]。在尾矿堆积坝坡比相同的情况下,堆积坝稳定系数随浸润线埋深的增加而提高[9]。目前,很多尾矿库参照水坝进行设计,部分尾矿库的初期坝透水性差,尾矿库浸润线较高。有效控制坝体内浸润线的埋深和分布,防止发生渗透破坏,是尾矿库安全运行的重要课题。
国内降低坝体浸润线的方法包括深挖盲沟排渗、虹吸井排渗、轻型井点排渗、沉井排渗、辐射井排渗及垂直水平联合排渗等[10-12]。深挖盲沟受地形条件限制,工程实施难度较大。虹吸井经常发生断流,需人工频繁处理;而且在施工过程中易歪斜,当虹吸井沉入浸润线下后,尾砂、水会涌入井中。轻型井点、沉井、辐射井均须用水泵抽水,泵的抽水能力通常大于井的渗水能力,一般采用间断抽水方式;这使得浸润线波动较大,设备维护管理复杂。水平排渗具有自流排渗、有效击穿矿泥隔水层的优点,适用于尾矿放矿杂乱、尾矿堆积体中矿泥夹层较多、相对隔水层明显的尾矿库[13]。某铀尾矿库的尾矿成分、性质与水平排渗的适用条件基本一致,为此,选用水平排渗技术降低该坝体浸润线。
某尾矿库坝体按要求设置了浸润线观测孔,尾矿库维护单位按照尾矿库维护方案,定期对尾矿库坝体浸润线进行观测。2022年,尾矿库维护单位在观测日常浸润线时,发现有2个坝段5个观测孔的浸润线埋深异常(表1),埋深较低,已接近或不满足浸润线埋深(2 m)要求。该尾矿坝建设较早,原有部分排渗体已失效,这是导致浸润线埋深异常的原因。
根据《金属非金属矿山重大事故隐患判定标准》(矿安〔2022〕88号),以及《尾矿库安全规程》(GB 39496—2020),坝体浸润线埋深小于控制浸润线埋深限值时,属于尾矿库重大事故隐患。因此,急需对2个坝段的浸润线埋深较低问题进行整改,使之满足相关要求。
在尾矿库坝脚处埋设有排渗体,主要是由级配碎石等相关透水料组成,外部包裹一层土工布。为了恢复排渗体排水功能,原方案对坝脚排渗体进行开挖,将部分堵塞的排渗体进行更换后再回填。
该坝由基础坝和尾矿堆积坝组成。基础坝原为第一尾矿库南端用来拦水的均质土坝,坝高17 m,坝顶标高83.00 m,坝脚处设有暗管式排水体;基础坝以上采用尾矿堆坝,尾矿堆积坝坝顶标高96.4 m。基础坝于1963年投入使用,至1970年均作为拦水坝使用。1980年对该坝体进行加固整治设计,在拦水坝坝顶内侧设置排渗暗沟,在坝外坡加盖砂卵石盖重层,表层用干砌块石护砌。2005年对该坝进行坝体退役治理施工,对尾矿坝坡标高91.5 m以下部分,将原干砌块石护坡全部改为浆砌块石护坡,改砌厚度0.3 m,并设排水孔;对尾矿坝坡标高91.5 m以上部分,按照1∶3坡度削坡,削挖平均厚度为1.1 m,削挖下来的尾矿填入库内滩面低洼处,之后覆盖0.5 m厚黏土,最后用0.4 m厚的干砌块石护坡。
根据钻探情况,第二坝段地层由尾矿堆积土,坝体黏土、第四系残积层(黏土)及第三纪紫红色砂岩组成,其中尾矿堆积土从上至下依次为尾中砂、尾细砂、尾粉砂、尾黏土。
该坝体原为土埂堤,1969年填土加高成坝;1971年在原土坝基础上进行加固,采用黏土分层夯实,加宽加高坝体,坝顶标高为83.0 m,坝坡坡度1∶1.5;此后开始在坝顶放矿,用尾矿堆筑坝体;1978年对南陂坝进行加固设计,堆积坝内移,坝坡削坡整治。
根据钻探情况,第一坝段地层由尾矿堆积土、坝体黏土、第四纪残积层组成,其中尾矿堆积土从上至下依次为尾中砂、尾粉砂、尾细砂、尾黏土。
为降低尾矿库第二坝段、第一坝段的坝体浸润线,根据尾矿坝地层条件,在坝体内部敷设水平排渗管,进行排渗加固,即在第二坝段黏土初期坝顶部和第一坝段坝脚处各设置1层水平排渗管。排渗管选用DN75 PE管,PE管抗压强度不小于1.2 MPa。排渗管水平间距为8 m,向下游方向倾斜设置,坡比为3%。排渗管由导水管与滤水管两部分组成,滤水管滤水孔采用梅花型布置,开孔直径为10 mm,滤水管外包400 g/m2土工布,排渗管埋设深度为30 m,见图1~图2
依据水平排渗管设置方案,测量并确定钻孔的起始位置,并按钻孔定位测量放线,将开孔孔位用红漆标注在工作面上。
施工平台搭设完成后,设备就位;将钻机前端对准开挖工作面的孔位,在钻机的钻进端逐段安装钻杆,并在钻杆前端安装螺旋钻头,导向孔施工至设计深度;空转钻杆及螺旋钻头进行排渣,排渣结束后退出钻杆,将螺旋钻头替换为可变径钻头,并在钻杆外逐段设套管,使变径钻头的钻径扩张至150 mm;沿导向孔钻进至定位深度,在钻进的同时逐段向前推进套管,直至设计深度,保证相邻两段套管对应紧固连接;然后空转钻杆进行排渣,排渣后使变径钻头的钻径缩小至小于套管的孔径,退出钻杆及变径钻头;进行成孔验收。
在钻杆前端安装封孔器,沿套管钻进,直至封孔器到达最前一段套管开口端;利用封孔器封堵最前一段套管开口端,向套管通入高压水管,使高压水管的出水口到达封孔器位置;通过高压水管向套管内通入高压水,冲洗套管内遗留的尾砂土,然后退出钻杆及封孔器。
在套管内按承接要求逐段插入排渗管(由导水管和滤水管组成),直至排渗管管长达到指定深度。安装前堵塞第一段排渗管开口端,拔出套管,同时按要求在排渗管外露部位接DN75 PE导水管至下部排水总管处。滤水管、滤水孔采用梅花型布置,开孔直径为10 mm,开孔率10%,在滤水管部分外包单层200 g/m2土工布,并捆扎固定;相邻两段排渗管通过管箍连接,管箍外依次缠绕土工布和尼龙网,并利用多段铁丝捆扎,确保连接强度。
在拔出套管前,先利用顶杆顶紧排渗管;拔出全部套管后,用小块土工布封堵排渗管外侧孔口,逐层捣实,直至排渗管管外不流水。在施工结束后,管口外侧采用黏土进行封堵,并对坝体进行恢复。
排渗管坡向坝外坡方向,坡比为3%,以形成自流排渗效果,排渗管内渗水导入坝脚及马道排水沟内,最终进入坝体渗水收集池后泵送至尾矿库内。施工完毕后应回填工作坑、恢复坝面覆盖及护坡。
本项目经过1个月的施工,依据尾矿库相关规范要求在坝坡底部、中部以及顶部每间隔8 m埋设排渗管,垂直坝坡面向尾矿库内部钻孔,钻入深度平均30 m,共计埋设41根管,其中第二坝段29根、第一坝段12根,见图3图4表2。通过坝表面敷设的管道,把排渗管中的水引流到坝脚的排水沟内。
整改后,该尾矿库2023年浸润线观测结果见表3。可以看出,通过对尾矿库在坝体内部设置水平排渗管进行排渗加固,提高了第二坝段、第一坝段5个观测孔的浸润线埋深,有效降低了尾矿库浸润线,提高了尾矿库坝体稳定性。在后续观测中,发现埋深降低了1~3 m。通过补打排渗管能有效降低尾矿库坝体浸润线,且该技术较为经济[14]
尾矿库坝体浸润线抬升明显,影响尾矿库的运行安全。通过在坝体内设置水平排渗管方式进行排渗加固,使得浸润线埋深均大于国家规定的最小埋深(2 m)要求。该项目的实施,有效提高了坝体浸润线埋深,增强了尾矿坝的稳定性。该方法具有造价低、能耗小、便于管理等优点,是尾矿坝降低浸润线的切实可行的方法,可为类似尾矿库坝体浸润线整改提供借鉴。
排渗管在使用过程中会出现淤堵现象,将使排渗管的排渗能力下降,引起尾矿坝浸润线升高。因此,在日常运行时应加强管理并定期对尾矿坝浸润线进行监控,保证尾矿库的运行安全。
