Hard rock uranium mines are an important part of China's natural uranium production capacity. Due to policy adjustments, many hard rock uranium mines are currently in a maintenance state. Production facilities such as ore mining and hydrometallurgy processes are stopped, and only tailings(slag) storage, wastewater treatment and other waste treatment facilities maintain operation. There is a significant difference in radioactive waste emissions from the production period, with an overall reduction in the number and release of source items, and significantly reducing the radiation impact on the surrounding environment and the public. After the shutdown of a typical hard rock uranium mine, the radon concentration and individual dose contribution values decreased by 25.4% to 44.5%. Based on the characteristics of the source terms during the maintenance period, optimization suggestions for environmental protection measures during the maintenance period of hard rock uranium mines are proposed to further reduce the source terms. At the same time, an adjustment plan for effluent and environmental monitoring is provided to ensure timely detection of problems while reducing manpower and increasing maintenance workload, ensuring the radiation safety and controllability of the shutdown mines.

硬岩铀矿山是中国天然铀产能的重要组成部分。由于政策调整,当前硬岩铀矿多处于维持维护状态,矿石开采和水冶工序等生产设施停止运行,仅保留尾矿(渣)库、废水处理等设施维持运转。硬岩铀矿维持维护期放射性废物排放量与生产期放射性废物排放量有较大差异,其源项数量和释放量总体减少,对周围环境和公众的辐射影响明显降低,某典型硬岩铀矿山停产后氡浓度和个人剂量贡献值降幅达25.4%~44.5%。根据维持维护期间的源项特征,提出了硬岩铀矿山在维持维护期间的环保措施优化建议,以实现源项削减目标,并给出了流出物和环境监测调整优化方案,确保在人力减少、维持维护工作量增加的情况下,及时发现问题,保障停产矿山的辐射安全可控。

Hard rock uranium mines are an important part of China's natural uranium production capacity. Due to policy adjustments, many hard rock uranium mines are currently in a maintenance state. Production facilities such as ore mining and hydrometallurgy processes are stopped, and only tailings(slag) storage, wastewater treatment and other waste treatment facilities maintain operation. There is a significant difference in radioactive waste emissions from the production period, with an overall reduction in the number and release of source items, and significantly reducing the radiation impact on the surrounding environment and the public. After the shutdown of a typical hard rock uranium mine, the radon concentration and individual dose contribution values decreased by 25.4% to 44.5%. Based on the characteristics of the source terms during the maintenance period, optimization suggestions for environmental protection measures during the maintenance period of hard rock uranium mines are proposed to further reduce the source terms. At the same time, an adjustment plan for effluent and environmental monitoring is provided to ensure timely detection of problems while reducing manpower and increasing maintenance workload, ensuring the radiation safety and controllability of the shutdown mines.

天然铀是重要战略资源,是国防安全的重要基石。中国铀矿采冶工作始于20世纪50年代,早期以南方硬岩铀矿山的常规开采方式为主,通过地表逐层开采或开挖巷道,将矿石运送到地面后经过破碎、浸出、回收等工序,最终获得天然铀产品[1]。进入20世纪80年代,大规模推广地表堆浸技术,使铀矿采冶技术得到提高和推进[2]
铀矿采冶过程产生的放射性废水、废气和固体废物给周围环境带来一定的安全隐患。经过多年开发利用,硬岩矿山已探明和易开采资源占比减少,且硬岩矿山多处于生态较敏感区,安全环保压力大。大部分硬岩矿山于2016年后陆续停产,进入维持维护状态[3]。由于开采和水冶活动停止,放射性废气、废水、废物的产生与排放也发生了很大的变化。因此,研究硬岩铀矿山维持维护期废气、废水、废物排放特点,优化环境管理措施,具有重要意义。
硬岩铀矿的生产工艺一般包括开采和水冶工艺过程。根据矿区地形条件、矿床赋存特点、岩性等不同,开采方式主要分为露天开采、地下开采,涉及采掘、通风、提升运输、供排水、供配电等生产系统[4]。水冶是将开采的铀矿石加工成铀化学浓缩物的工艺过程,包括常规水冶、地表堆浸、原地爆破浸出等过程,主要有原矿仓、粉矿仓、破碎厂、磨矿厂、浸出设施、废水处理设施和尾矿(渣)库设施等。硬岩铀矿废气、废水、废物主要来源包括氡气、铀尘、气溶胶等放射性废气、放射性废水和固体废物。
生产期放射性废气主要包括回风井排出的氡及含铀粉尘,矿石破碎产生的氡及含铀粉尘,以及尾渣库、尾矿库、废石场表面析出的氡等。其中,井下主要采取喷雾洒水湿式作业、通风排氡、密闭废弃巷道[5-7]和采空区等措施控制氡及含铀粉尘的产生,确保回风井排出地表的废气中222Rn浓度和铀尘浓度达标;破碎、磨矿和水冶厂房采用除尘通风系统对产生的222Rn、铀尘和气溶胶进行处理;尾矿(渣)库、堆浸场、废石场、矿仓及露天采场滩面废气,多以自然通风方式排放。
生产期放射性废水主要为各矿井产生的矿井水、水冶厂工艺废水,以及尾矿库流出水和尾渣库渗水等。其中,矿井废水主要采用离子交换吸附工艺进行处理,处理合格的矿井废水就近排入矿井周边地表水体;工艺废水和尾矿(渣)库渗水多合并处理,采用氯化钡除镭+石灰中和除铀方式,处理达标后槽式排放至附近水体[8]
矿石开采及水冶产生的放射性固体废物主要包括各矿井采出的废石、水冶尾矿(渣)、废水处理渣等。开采过程产生的部分废石作为井下回填材料利用,其他废石运至地表专用废石场堆放;水冶厂产生的尾矿(渣)经石灰中和后与废水处理渣一并送尾矿(渣)库堆置。
铀矿冶生产期产生的废石、废渣、采矿废墟、废液等具有放射性,对环境会造成影响[9-10]。矿山停产后,铀采冶生产活动全面停止[11],源项和废气、废水、废物产生量均有明显变化,部分废气、废水和固体废物不再排放,各源项总体释放量降低。硬岩铀矿生产期和维持维护期放射性源项对照情况见表1
表1可看出,硬岩铀矿山进入维持维护阶段,放射性源项主要包括矿井、矿仓和堆浸池等暂未卸堆的物料和尾矿(渣)滩面等自然释放的氡气,以及矿井废水、尾矿库流出水和尾渣库渗水。其中,由于井下机械通风设施运行停止,矿井废气仅由风井等设施自然释放,释放量远小于生产期;露天采场、废石场、矿仓、堆浸池、尾矿(渣)库等滩面,在裸露面积不变的情况下,氡气释放量基本无变化;井下不再进行机械抽排水,矿井废水排放量减少;尾矿库流出水和尾渣库渗水多为积水和自然降雨淋滤下的排水,排放量也基本不变。根据2012—2020年间全国14座铀矿冶设施的调查结果[12],得出当前国内分别处于生产期和维持维护期的硬岩铀矿山主要流出物排放情况(表2)。
某硬岩铀矿山于2016年12月停产,生产阶段放射性源项包括回风井、尾渣库、堆浸池、矿仓和废石场;停产后回风井等设施仍有氡气释放,源项为回风井、尾渣库、堆浸池、矿仓和废石场。监测数据显示,堆浸池、尾渣库、矿仓和废石场在生产期和维持维护期源项强度不变,以回风井为中心,各阶段气态源项参数见表3~表4
各气态源项氡的释放导致周围环境的浓度增加,氡吸入导致公众照射剂量增加。采用AERMOD模式评价氡气在大气中的扩散,在该模块中设置气象参数、地形参数、源项参数和受体参数等,运行得到各计算点的空气中核素浓度。氡吸入所致公众个人剂量计算公式为[13]

式中:CRn222Rn活度浓度,Bq/m3;T—受照时间,h,全年取8 760 h;DFRn222Rn及其子体剂量转换因子,取2.44×10-6mSv/(Bq·h·m-3)。
以评价中心回风井周围2 km内的居民点为计算点,该矿生产期和维持维护期所致计算点空气中氡浓度和公众个人剂量见表5,各源项对最大个人剂量贡献情况见表6。可以看出,停产后该矿山气态源项所致氡浓度和公众个人剂量降低幅度达25.4%~44.5%,辐射环境影响明显降低,各源项贡献比例也有改变。
根据《铀矿冶辐射防护与辐射环境保护规定》(GB 23727—2020)[14],铀矿冶企业关停前应制定相关的环境保护工作方案,保证运行维护放射性污染防治设施所需的人员和资金,确保铀矿冶设施处于受控状态;在铀矿冶企业关停期间,应加强铀尾矿(渣)库和废石场的管理,防止铀尾矿、废石和堆浸渣的流失。
关停后的硬岩铀矿山生产设施停止运行,维持运转的主要包括放射性废水处理系统、尾矿(渣)库、废石场等处理设施,虽源项减少、辐射环境影响有所降低;但部分环保措施仍有优化空间,包括:1)及时清空转运和集中堆存矿石仓、堆浸池、破碎/水冶车间等生产设施的遗留物料,减少无组织排放;2)采取临时覆盖或表面硬化措施,减少堆浸池、尾渣库等滩面裸露,避免氡气析出和向空气中自然释放;3)封堵井下已采空巷道,减少矿井水外溢;及时封堵排风井口,减少氡气排放;4)做好对尾矿(渣)库、废石场等的日常监护,确保设施安全和辐射安全;各类设施及时摸排隐患,减少应急风险;5)及时整治与修复设施周边已污染的工业场地、土壤(农田)、水体等,避免污染范围进步一步扩大。
采取上述措施后,可进一步实现源项削减,部分措施在维持维护矿山已有良好实践。
在铀矿冶企业维持维护期,应继续开展流出物和环境监测;但由于矿山开采和水冶活动停止,应对流出物和环境监测进行优化。
鉴于水冶生产停止,因此对于废水仅监测矿井排水、尾矿库流出水和尾矿库渗水。矿井水不涉及铀矿浸出活动,应重点监测U天然226Ra浓度,考虑到丰水期与枯水期地下水的水量变化,每季度监测1次;210Pb、210Po作为关注性指标,可每年监测1次,掌握基本情况。尾矿库流出水和尾矿库渗水应进行U天然226Ra、210Pb、210Po、${\mathrm{SO}}_{4}^{2-}$和重金属的监测,U天然应坚持每槽一测;由于没有新的尾矿(渣)进入库区,226Ra作为尾矿(渣)中重要放射性核素,考虑丰水期与枯水期的变化,每季度监测1次;而210Pb、210Po、${\mathrm{SO}}_{4}^{2-}$和重金属可根据旱季与雨季,半年监测1次。
废气主要来自物料和固体废物暂存场所氡的释放。鉴于物料和固体废物不再周转或新增,因此其排放特性也不再发生变化,因此每年在冬季等最不利气象条件下,进行1次氡浓度和氡析出率的监测。由于地下开采停止,排风井氡的监测可每年进行2次,其中1次选择冬季等不利气象下监测。对于γ辐射剂量率,每年监测1次即可。
地表受纳水体受外部环境影响较大,因此对地表水体每年监测2次,其中1次应选择在冬季或旱季等不利条件下进行;监测因子应考虑U天然226Ra、210Pb、210Po等长寿命放射性核素和重金属。地下水、土壤或底泥、生物等受外部条件影响小,变化缓慢,因此监测周期可放宽到每年1次,地下水的监测因子可与地表水保持一致,而土壤或底泥、生物应重点监测U天然226Ra。大气环境主要监测居民点的氡及其子体,每年选择在冬季等不利条件下监测1次。对于居民点与周围土壤的γ辐射剂量率,每年监测1次即可。
由于矿山维持维护工作量较大,为进一步减少辐射影响,降低环境安全隐患,可参照铀矿冶退役设施长期监护方法[15-16],加快建立此类设施的环境监管制度体系,提高环境管理意识,强化环境管理手段,确保停产矿山的辐射安全可控。
1)硬岩铀矿山维持维护状态下,废气、废水、废物排放量明显减少,辐射环境影响有一定程度的降低,各矿山辐射环境质量总体向好。以某典型硬岩铀矿山为例,其气态源项氡释放量降低,所致公众个人计量降幅达25.4%~44.5%。
2)虽然维持维护期的硬岩铀矿山辐射环境影响减少,但回风井、工业场地、尾矿(渣)库等设施仍多露天释放,放射性源项仍会持续向环境释放,未降低至辐射影响最小化水平。
3)为进一步减少辐射影响,可参照铀矿冶退役设施长期监护方法,加快建立此类设施的环境监管制度体系,提高环境管理意识,强化环境管理手段,确保停产矿山的辐射安全可控。
