Through the analysis of w (FeO) change in top slag of silicon steel, it is concluded that the converter tapping of silicon steel is not completely deoxidized, which leads to the transmission of oxygen from steel to slag, and it is the main reason for poor effect in top slag modification of steel ladle in converter process. Through two-step top slag modification, the one is top slag modification of steel ladle in converter process, the other one is top slag modification of steel ladle in RH process, and taking the technical measure of alloying of manganese before RH decarburization, the w (FeO) in RH top slag of steel ladle for ultra-low carbon steel can be reduced to less than 5%, and the w (MnO) shall be controlled at about 4%, and the w [O] _T in tundish molten steel shall be controlled below 20 × 10^-6, through which the cleanliness of ultra-low carbon steel will be remarkably improved.

通过对硅钢顶渣中w（FeO）变化的分析，得出硅钢转炉出钢不完全脱氧，导致钢中的氧向渣中传递，是转炉工序钢包顶渣改质效果不佳的主要原因。通过采用转炉工序钢包顶渣改质、RH工序钢包顶渣改质两步顶渣改质工艺，并在RH脱碳前采取锰合金化等技术措施，可将超低碳钢RH出站钢包顶渣中的w（FeO）降低至5%以下，w（MnO）控制在4%左右，中间包钢水w［O］_T控制在20 × 10^-6以下，显著地提高了超低碳钢的洁净度。
