The sewage transformation project is a water-saving transformation project for subsidiary of a northern iron and steel enterprise, which is a practical project that could improve efficiency and seek development for iron and steel enterprises as well as it is with the significant economic, social and environmental benefits of water saving. In the paper, the economic benefits of water saving are evaluated with benefit-cost analysis on the basis of calculating the amount of saving water and water discharge; the environmental benefits are evaluated combining the quantitative method and qualitative method; the social benefits are assessed with the qualitative analysis. Finally, the conventional methods suitable for iron and steel enterprises to evaluate water saving projects are summarized.
