Predicting risks in later diversion stages is essential for the scientific evaluation of initial impoundment schemes for hydropower stations. Considering the gradual development process from dam overtopping to the failure of the diversion system, taking the later diversion systems of the upstream existing and downstream under-construction power stations as the research objects, a later diversion risk model for cascade power stations based on level sets is established, and the risk is expressed in the form of interval numbers. Based on the prospect theory, the initial impoundment scheme of the cascade power stations is evaluated by taking risk loss, relative storage reservoir power generation benefits and storage duration as the indicators. Finally, taking two adjacent under-construction power stations in the upper reaches of the Jinsha River as an example, the results show that when the level sets change from 0 to 1, the equivalent recurrence interval corresponding to the later diversion risk interval of the original impoundment scheme meets the flood design standard with a high safety margin. The staged storage time can be advanced by 40 days, which provides a reference for the safety and economy of advanced impoundment.

预测后期导流风险是水电站初期蓄水方案科学评估的关键。考虑大坝漫顶到导流系统失效渐变发展过程,以上游已建和下游在建电站后期导流系统为对象,构建了基于水平截集的梯级电站后期导流风险模型,将风险以区间数形式表示。以风险损失、相对蓄水发电效益和蓄水历时为指标,依托前景理论对梯级电站初期蓄水方案评估。最后,以金沙江上游相邻两座在建电站为例进行计算,结果表明当水平截集从0变化至1,原蓄水方案的后期导流风险区间对应的当量重现期区间满足洪水设计标准,且安全裕度高。阶段性起蓄时间可提前40天,为提前蓄水的安全性和经济性提供了参考。

预测后期导流风险是水电站初期蓄水方案科学评估的关键。考虑大坝漫顶到导流系统失效渐变发展过程,以上游已建和下游在建电站后期导流系统为对象,构建了基于水平截集的梯级电站后期导流风险模型,将风险以区间数形式表示。以风险损失、相对蓄水发电效益和蓄水历时为指标,依托前景理论对梯级电站初期蓄水方案评估。最后,以金沙江上游相邻两座在建电站为例进行计算,结果表明当水平截集从0变化至1,原蓄水方案的后期导流风险区间对应的当量重现期区间满足洪水设计标准,且安全裕度高。阶段性起蓄时间可提前40天,为提前蓄水的安全性和经济性提供了参考。

Predicting risks in later diversion stages is essential for the scientific evaluation of initial impoundment schemes for hydropower stations. Considering the gradual development process from dam overtopping to the failure of the diversion system, taking the later diversion systems of the upstream existing and downstream under-construction power stations as the research objects, a later diversion risk model for cascade power stations based on level sets is established, and the risk is expressed in the form of interval numbers. Based on the prospect theory, the initial impoundment scheme of the cascade power stations is evaluated by taking risk loss, relative storage reservoir power generation benefits and storage duration as the indicators. Finally, taking two adjacent under-construction power stations in the upper reaches of the Jinsha River as an example, the results show that when the level sets change from 0 to 1, the equivalent recurrence interval corresponding to the later diversion risk interval of the original impoundment scheme meets the flood design standard with a high safety margin. The staged storage time can be advanced by 40 days, which provides a reference for the safety and economy of advanced impoundment.

后期导流风险预测是大坝初期蓄水评估中的重要环节。通过上游已建电站对下游在建电站的后期导流风险进行调控,可协调上下游发电、施工度汛等矛盾。准确预测梯级电站后期导流风险,科学评估初期蓄水时方案,对梯级电站从施工期安全过渡到运行期、及时发挥社会经济效益具有重要意义。任金明等[1-2]针对单一电站导流风险率,从导流划分依据、不确定性因素、风险建模等方面进行研究;胡志根等[3]基于随机模拟法计算了初期导流条件下的梯级电站导流风险,并分析了高坝后期导流风险及其对初期蓄水时机的影响[4-5]。由于施工导流系统失效是一个渐变发展过程,兼顾随机性和模糊性。ROSS T J[6]运用模糊数学理论分析了施工风险的不确定性和模糊性;李本强等[7]定义导流失效事件为模糊事件,引入模糊失效特征函数描述施工洪水过程;张超等[8]给出了基于信息熵的堰前水位分布,构建了导流系统模糊风险数学模型;与初期导流相比,后期导流的施工环境更复杂;与单一电站相比,梯级电站导流风险具有累积效应,失效后果更严重。因此,本文针对以绝对分界点判别后期导流系统失效的局限,构建了基于水平截集的梯级电站后期导流风险预测方法;考虑上游已建电站对下游在建电站初期蓄水临时调度约束,以风险损失、相对发电效益和蓄水历时为指标对初期蓄水方案进行评估;案例验证了方法的可行性和合理性,为梯级电站后期导流标准设计和初期蓄水方案决策提供了参考。
在导流过程中,通常以坝前水位是否超过挡水建筑物顶部高程作为导流系统失效的判定标准。后期导流与初期蓄水密切相关,其风险也应考虑蓄水控制性约束。单一电站后期导流风险定义为:
式中,Pn为电站第n个蓄水时段后期导流风险;p为电站后期导流风险率;Zn为第n个蓄水时段坝前水位高程;Gn为第n个蓄水时段大坝挡水高程;QnVnHn分别为第n个蓄水时段生态流量、蓄水位上升速率、下闸封堵水头;qminqmax分别为最小、最大生态流量;Vm为蓄水位最大上升速率;hminhmax分别为封堵期最小、最大水头。
定义梯级导流系统为同时施工或任一电站施工的相邻两电站串联组成的系统。当两座电站均处于围堰挡水阶段时,称系统处于梯级电站初期导流阶段;当两座电站同时或任一电站处于后期导流阶段,即坝体挡水阶段导流泄水建筑物下闸蓄水时,则称系统处于梯级电站后期导流阶段。梯级电站后期导流系统可定义为:
式中,P为梯级电站后期导流风险率;PA)为上游电站(或导流系统)失效概率;PB)为下游电站(或导流系统)失效概率;PAB)为上游电站(或导流系统)失效的同时,下游电站(或导流系统)失效概率。
考虑两个电站导流系统失效具有不确定,梯级后期导流系统失效状态经过推导后可得[9]
式中,Ph为上游电站A满足挡水条件时下游电站后期导流风险率。
综上分析,由概率论推导得到梯级电站后期导流系统风险计算式为:
大坝从漫顶发生到导流系统失效是一个渐变发展过程,因此导流风险具有模糊性。在传统风险分析中,随机性反映事件发生的概率不确定性,而模糊性描述事件定义的渐变特性。本文在随机分析基础上,构建了基于水平截集的风险分析法,通过嵌入低一维函数到高一维的水平集函数中,将风险事件的隶属函数分解为区间,实现模糊集合向经典集合的转化。通过设定阈值,截取隶属度大于等于阈值的元素,将模糊集合分解为区间形式,量化失效过程的模糊界限,结合随机模拟计算风险区间,实现随机性与模糊性的综合表征。
A为论域X上的模糊集,α∈[0,1]。则A的水平截集为集合Aα,如下式:
式中,μAx)为隶属函数;α为置信水平或阈值。
为表征导流风险率渐变特性,采用升半正态分布描述风险变化过程。升半正态分布函数可描述在某个阈值前概率接近零、超过阈值后概率迅速增加的非线性变化特性。后期导流系统失事状态的隶属函数μr)为:
式中,r为坝前最高水位超高随机变量;k为隶属函数性态参数;G为洪水超高界限值。
考虑上游洪水来流、导流建筑物泄流能力和两电站区间洪水的随机性和分布规律,设定其分布函数并考虑系统失效准则的模糊性,则漫顶致导流系统风险的计算模型为:
式中,r为最高洪水位超高随机变量;Z为坝前水位;δ为模糊变量,表示从大坝发生漫顶到失事的逐渐变化过程,可取为零点附近的一个有界模糊数,以表示模糊极限状态;fr)为r的概率分布。
引入水平截集α,将模糊变量δ转化为区间数形式(rα,即:
式中,α为反映极限状态模糊性程度,当α=1,δ=0时,失效准则的模糊区间为一点,即没有考虑失效准则的模糊性;ε为引入的模糊数;θ为极限状态的最大允许裕度。
由此,可计算得到风险率区间(Pα为:
式中,分别为(rα的上下限。
对随机变量进行模拟采样获得风险率区间(Pα。对施工洪水、泄流能力的分布函数随机变量随机抽样,模拟坝前水位并统计超过挡水高程次数;根据式(6)计算每个超高水位对应的隶属度,给定水平截集α。统计隶属度超过α的样本数,得到上游漫坝风险;若上游洪水超高超过阈值,则梯级电站导流系统失效,若未超过,上游电站洪水下泄过程,叠加区间洪水作为下游电站入库洪水;同理计算下游电站导流风险,根据式(4)得出梯级电站后期导流风险。
除分析已建电站对下游电站后期导流风险的影响程度,梯级电站发电效益也是评估初期蓄水方案科学性的重要指标。考虑水量平衡约束、下泄流量约束、蓄水位约束、出力约束等调度规则,模拟蓄水调度,可计算蓄水方案的发电效益:
式中,E为调度期内总发电量;N为梯级电站总数目;T为调度时段总数;Ki为第i个电站的出力系数;QiHi分别为第i个电站在第t个时段的发电流量和平均水头;Δt为调度时段长度;Nit)为第i个电站在第t个时段的平均出力。
在后期导流风险率及初期蓄水发电效益分析的基础上,将分析所涉及的内容、数据或结果,进一步转化为风险损失、相对发电效益、蓄水历时三种评估指标,基于前景理论改进TOPSIS法,对初期蓄水方案的安全性和经济性进行评估[5]
(1)风险损失。导流系统失效的风险损失可表示为导流建筑物损毁及修复费用与风险率的乘积,并折算至投资概算基准年。采用模糊集的质心概念将风险率区间值转化为单值。
(2)相对发电效益。不同蓄水方案与原计划蓄水方案的发电效益之差。
(3)蓄水历时。蓄水历时影响工程施工安全。蓄水速度过快会带来坝体结构受损、坝基和库岸稳定性受影响、导流建筑物风险增加及生态环境破坏等问题。
A电站为金沙江上游已建电站,最大坝高270 m,洪水设计标准为1 000年一遇。下游B电站距A电站约182.5 km,最大坝高289 m,其度汛标准采用200年一遇,初期蓄水最小生态流量为1 160 m3/s。B电站后期导流和初期蓄水规划见表12。选择2021年汛期(6~9月)即A电站运行—B电站后期导流阶段,预测梯级电站后期导流风险并评估初期蓄水方案。
A电站设计洪水流量Qp=35 800 m3/s,B电站为Qp=33 400 m3/s;泄水建筑物糙率均服从三角分布。上、中、下限取值a=0.98,b=1,c= 1.02;依据升半正态隶属函数特点,结合大坝状态取k=5,G=0.4;模糊区间的裕值δ为0.1;A、B电站起调水位分别为975、775 m;B电站封堵闸门最小、最大水头分别为9、117 m;底孔下闸闸门最大挡水水头为182 m,蓄水上升速率不超过3 m/d,蓄水标准为75%保证率。
随机抽样100 000次,得到不同水平截集下梯级电站后期导流风险概率见图1。由图1可知,当水平截集α从0变化至1时,风险为[0.003%,0.02%],对应当量重现期为[5 000,33 333]年,但当α=1时,风险无模糊性;当α=0时,风险区间变动范围大,工程参考价值有限。取α=0.8时,风险为[0.09%,0.13%],对应当量重现期为[763,1 111]年,超过A电站防洪标准和B电站度汛标准,且有较大安全裕度,可为初期蓄水评估提供高置信度的风险约束条件,确保方案在安全范围内兼顾发电效益。
(1)蓄水方案拟定。依据后期导流计算时段,选取蓄水阶段3评估,以原计划起蓄时间8月1日为基准方案,并考虑将原起蓄时间提前至6月15日和7月5日,评估方案可行性。A电站不同控制水位的B电站初期蓄水方案见表3
(2)蓄水方案发电效益。当水平截集α=0.8时,不同方案的梯级后期导流风险率和发电量结果见图2,方案1在不同水平截集下的风险率和发电量见图3。由图2可知,当α=0.8时,所有提前蓄水方案下的风险率区间均在安全标准以内;方案5发电量最小为90×108 kW·h,方案3发电量最大为108×108 kW·h。由图3可知,梯级电站的风险率为[0.8×10-5,0.1×10-4],当量重现期为[9 615,12 500]年,均大于A、B电站设计度汛标准。
(3)蓄水方案评估。当α=0.8时,以原起蓄时间8月1日为基准方案,计算6种方案的相对蓄水发电效益,其中出厂电价为0.438元/(kW·h),则B电站初期蓄水方案评估指标值见表4
统一量纲得到规范化矩阵,基于前景理论改进TOPSIS法可得方案1>方案2>方案4>方案5>方案3>方案6。即当A电站水位控制在965 m时,B电站第三阶段的初期蓄水时间从8月1日提前到6月15日是相对经济且安全的。
通过分析梯级电站后期导流风险的模糊性,构建基于水平截集的后期导流风险模型并结合随机模拟方法,将风险以区间数形式量化,为后期导流风险率预测提供了更准确的描述方式。在此基础上,结合蓄水发电效益和蓄水历时因素,基于前景理论对初期蓄水方案进行综合评估。案例分析表明,该评估方法能够有效平衡风险与效益,为梯级电站的初期蓄水方案决策提供依据。与传统方法相比,该方法在考虑风险模糊性和不确定性的同时,兼顾了工程的安全性和经济性,具有较好的适用性和推广价值。
