In order to provide technical support for risk management, risk analysis and risk assessment of pests carried by citrus seedlings in China were carried out. Through consulting domestic and foreign literature, a total of 259 species of pests that may be transmitted to banana seedlings exported to China were determined, including 53 fungus, 9 bacteria,9 viruses, 11 nematodes, 167 insects, 1 mollusc, 1 weed, 8 mites (including spiders). According to the distribution of pests in China (not distributed or not widely distributed), whether it is officially controlled, and the possibility of carrying with banana seedlings, 18 potential quarantine pests were determined to be further evaluated, including 4 fungus, 7 bacteria, 4 viruses, 2 nematodes and 1 insect. The 18 potential quarantine pests were qualitatively and quantitatively analyzed one by one in terms of entry, colonization, possibility of spread, economic impact and comprehensive evaluation of multiple indicators, and 14 high-risk pests and 4 extremely high-risk pests were identified. The quarantine risk of citrus seedlings imported to China was determined to be extremely high based on the highest risk level among all quarantine pests. Finally, 18 types pests including Bisifusarium dimeru on citrus seedlings imported to China were identified, and corresponding risk management measures were proposed.

对柑橘种苗传带有害生物风险分析,评估其在我国的风险水平,为其风险管理提供技术支持。通过查阅国内外文献资料,确定境外输华柑橘种苗中可能传带的有害生物259种,包括53种真菌,9种细菌,9种病毒,11种线虫,167种昆虫,1种软体动物,1种杂草,8种螨类(包括蜘蛛)。根据在中国的分布情况(未分布或分布未广)、官方管制情况、随输华柑橘种苗传带的可能性,确定需要进一步评估的潜在检疫性有害生物18种,包括真菌4种,细菌7种,病毒4种,线虫2种,昆虫1种。从入境、定殖、扩散可能性、经济影响等方面对以上18种潜在的检疫性有害生物进行定性分析和定量分析,确定高风险有害生物14种,极高风险有害生物4种。根据有害生物中风险水平最高者作为柑橘种苗的检疫风险,判定输华柑橘种苗的检疫风险为极高。最终确定以上双胞双镰孢(Bisifusarium dimerum)等18种有害生物为输华柑橘种苗中需关注的检疫性有害生物,并提出相应的风险管理措施。

对柑橘种苗传带有害生物风险分析,评估其在我国的风险水平,为其风险管理提供技术支持。通过查阅国内外文献资料,确定境外输华柑橘种苗中可能传带的有害生物259种,包括53种真菌,9种细菌,9种病毒,11种线虫,167种昆虫,1种软体动物,1种杂草,8种螨类(包括蜘蛛)。根据在中国的分布情况(未分布或分布未广)、官方管制情况、随输华柑橘种苗传带的可能性,确定需要进一步评估的潜在检疫性有害生物18种,包括真菌4种,细菌7种,病毒4种,线虫2种,昆虫1种。从入境、定殖、扩散可能性、经济影响等方面对以上18种潜在的检疫性有害生物进行定性分析和定量分析,确定高风险有害生物14种,极高风险有害生物4种。根据有害生物中风险水平最高者作为柑橘种苗的检疫风险,判定输华柑橘种苗的检疫风险为极高。最终确定以上双胞双镰孢(Bisifusarium dimerum)等18种有害生物为输华柑橘种苗中需关注的检疫性有害生物,并提出相应的风险管理措施。

In order to provide technical support for risk management, risk analysis and risk assessment of pests carried by citrus seedlings in China were carried out. Through consulting domestic and foreign literature, a total of 259 species of pests that may be transmitted to banana seedlings exported to China were determined, including 53 fungus, 9 bacteria,9 viruses, 11 nematodes, 167 insects, 1 mollusc, 1 weed, 8 mites (including spiders). According to the distribution of pests in China (not distributed or not widely distributed), whether it is officially controlled, and the possibility of carrying with banana seedlings, 18 potential quarantine pests were determined to be further evaluated, including 4 fungus, 7 bacteria, 4 viruses, 2 nematodes and 1 insect. The 18 potential quarantine pests were qualitatively and quantitatively analyzed one by one in terms of entry, colonization, possibility of spread, economic impact and comprehensive evaluation of multiple indicators, and 14 high-risk pests and 4 extremely high-risk pests were identified. The quarantine risk of citrus seedlings imported to China was determined to be extremely high based on the highest risk level among all quarantine pests. Finally, 18 types pests including Bisifusarium dimeru on citrus seedlings imported to China were identified, and corresponding risk management measures were proposed.

柑橘(Citrus reticulata Blanco)是世界第一大类水果,也是我国种植面积最广、经济地位最重要的果树[1]。2008年我国柑橘种植面积位居果园种植面积的第1位,此后一直保持在首位[2]。国家统计局数据显示,截至2023年,我国柑橘产量、种植面积分别达到6433.76万t、299.58万hm2,说明柑橘产业已成为我国农业的支柱产业。尽管我国是世界柑橘生产大国,但是柑橘单产与美国等国相比还有差距[2]。我国从20世纪50年代开始引种,到1998年农业农村部实施柑橘品种引种与示范重大项目(“948”项目)以来,引进了葡萄柚、天草、不知火等世界各国的近百个优良品种[1,2-4]。近年来我国柑橘种植和需求增加,引种过程中柑橘种苗传带的有害生物引起的柑橘黄龙病、溃疡病等多种病虫害对柑橘产业危害严重[5-6],严重制约柑橘产业的健康发展。在经济全球化背景下,有害生物随农产品传播对输入国或地区的经济和生态破坏风险日益增加[7]。有害生物风险分析(pest risk analysis, PRA)受到世界各国或组织的重视,均将PRA作为国际植物及其产品贸易中的基本原则之一[7-8]
目前柑橘传带有害生物风险分析主要报道了进口美国柑橘果实传带的丁香疫霉(Phytophthora syringae[9]、主要危害果实的柑橘小实蝇(Bactrocera dorsalis)和柑橘大实蝇(Tetradacus citri)入侵湖北[10-11]、蜜柑大实蝇(B. tsuneonis)入侵四川[12]、危害树干的星天牛(Anoplophora chinensis)入侵广东[13]、引起柑橘轮斑病的病原真菌Pseudofabraea citricarpa[14]。为加快种业发展,需要不断从国外引入大量的种质资源[15],柑橘种苗传带多种有害生物的风险增加,而输华柑橘种苗传带有害生物的风险分析尚处于空白。开展柑橘种苗传带有害生物风险分析对促进我国柑橘产业的健康发展具有重要意义。本研究针对有关国家输华柑橘种苗传带有害生物开展风险分析,为检验检疫部门制定有害生物检疫处理策略提供科学依据。
查询中国国家有害生物检疫信息系统(http://www.pestchina.com)等文献资料,列出柑橘种苗可能携带的有害生物大名单259种。
根据有害生物在中国的分布情况(未分布或分布未广)、是否官方管制、随柑橘种苗传带的可能性进行初步评估,确定需要进一步评估的潜在检疫性有害生物(quarantine pests, QP)18种。
(1)定性风险评估。对需进一步评估的潜在18种检疫性有害生物,参考刘福秀等[16]的方法从其入境、定殖、扩散的可能性及其对经济的影响作出评估。
(2)定量风险评估。参照蒋青等[17]建立的多指标综合评价方法,对确定的潜在检疫性有害生物进行定量风险分析。按以下公式计算风险指标值(R):,其中,P2=0.6P21+0.2P22+0.2P23P3=Max(P31, P32, P33);P5=(P51+P52+P53)/3,其中,一级指标P1,二级指标P21P22P23P31P32P33P41P42P43P44P45P51P52P53均为根据定量风险评估指标的评判标准所得的赋值分。计算出R值后,按照有害生物危险程度标准进行分级[18]:I级(R<1.0时,无风险)、II级(1.0≤R<1.5,低风险)、III级(1.5≤R<2.0,中风险)、IV级(2.0≤R<2.5,高风险)、V级(2.5≤R<3.0,极高风险)。
依据1.2.2的结果,将中风险及以上等级的有害生物列为我国需要关注的检疫性有害生物。
依据风险分析结果,提出相应的风险管理措施。
查阅中国国家有害生物检疫信息系统等文献资料,确定有关国家输华柑橘种苗中可能传带的有害生物共有259种,包括53种真菌,9种细菌,9种病毒,11种线虫,167种昆虫,1种软体动物,1种杂草,8种螨类(包括蜘蛛)。
针对2.1大名单中的有害生物,根据在中国的分布情况(未分布或分布未广)、是否属于官方管制名单、随柑橘种苗传带的可能性进行评估,确定需要进一步评估的潜在检疫性有害生物18种,包括真菌4种,细菌7种,病毒4种,线虫2种,昆虫1种(表1)。
根据18种潜在检疫性有害生物的相关文献[19-37],对其定性与定量分析。
根据表1中列出的18种潜在检疫性有害生物,对其入境、定殖、扩散的可能性和经济影响4个方面进行分析,结果表明18种有害生物均为高风险等级,分别为:真菌4种,包括双胞双镰孢(B. dimerum)、白粉菌属(E. quercicola)、柠檬干枯病菌(P. tracheiphilus)和安哥拉假尾孢(P. angolensis);细菌7种,包括亚洲韧皮层杆菌(C. Liberibacter asiaticus)、非洲韧皮层杆菌(C. Liberibacter africanus)、地毯草黄单胞菌柑桔致病变种(柑橘溃疡病菌)(X. axonopodis pv. citri)、木质部难养菌(葡萄皮尔氏病菌)(X. fastidiosa)、丁香假单胞菌丁香致病变种(P. syringae pv. syringae)、柠檬螺原体(S. citri)和来檬金黄叶植原体(Candidatus Phytoplasma aurantifolia);病毒4种,包括柑桔鳞皮病毒(Ophiovirus citri)、柑桔黄花叶病毒(Badnavirus tessellocitri)、柑桔粗糙病毒(Citrus leprosis virus)和柑桔脉突-木瘤病毒(Citrus vein enation-woody gad virus);线虫2种,包括原始毛刺线虫(T. primitivus)、光滑拟毛刺线虫(P. teres);昆虫1种,为苹淡褐卷蛾(E. postvittana Walker)(表2)。
根据有害生物风险分析公式和风险指标赋值标准,计算出18种潜在的检疫性有害生物的风险指标值(R)。依据有害生物危险程度标准[18],判定高风险有害生物14种(2.0≤R<2.5),包括双胞双镰孢、白粉菌属、柠檬干枯病菌、亚洲韧皮层杆菌、非洲韧皮层杆菌、地毯草黄单胞菌柑桔致病变种(柑橘溃疡病菌)、木质部难养菌(葡萄皮尔氏病菌)、柑桔鳞皮病毒、柑桔黄花叶病毒、柑桔脉突-木瘤病毒、桔粗糙病毒、光滑拟毛刺线虫、来檬金黄叶植原体、苹淡褐卷蛾;极高风险有害生物4种(2.5≤R<3.0),包括安哥拉假尾孢(柑桔斑点病菌)、丁香假单胞菌丁香致病变种、柠檬螺原体和原始毛刺线虫(表3)。
综合定性和定量风险分析结果,判定我国需要关注的柑橘种苗上高风险有害生物14种,极高风险有害生物4种,以风险水平最高者作为柑橘种苗的检疫风险,判定输华柑橘种苗的检疫风险为极高。
基于风险分析的结论提出相应的风险管理措施,可有效控制将输华柑橘风险。
要求输出国或者地区的柑橘种苗健康、干净、无伤口(虫伤或机械伤)、无病斑或夹带杂物,选用广谱性杀菌剂和杀虫(螨)剂进行种苗消毒,降低真菌、细菌和病毒传带风险;对于检测难度较大的有害生物,要求输出方出具未发生限定检疫对象的证明材料,引种后采用室内隔离种植和诱发发病检验;联合科研机构研发柑橘种苗传带的有害生物多目标检测技术以及绿色高效的靶向除害技术。
(1)入境前检疫审批:严格审批禁止输华的检疫性有害生物名单、输出国的除害措施、我国的检疫处理技术;输出国出具的进口柑橘种苗上未发生我国要求的限定检疫性有害生物的证明。
(2)入境后检疫处理:无出口国实施检疫的证书或不符合我国实施检疫要求的,采用退回、销毁措施,并要求输出国停止柑橘种苗出口我国;如检疫发现种苗携带非检疫性有害生物,应采用除害措施并确认除害后入境;进境种苗须按每批和每品种15%抽样,实施隔离检疫合格后,准许运往引种区域种植;对于难以检疫或诊断的有害生物,将按有关检疫法律法规处理,采用隔离检疫或种植。
优先选择从非疫区引种,但多数输出国不具备本文提出的柑橘种苗上禁止输华的检疫性有害生物的要求;仅选择从非疫区进口柑橘种苗不利于柑橘产业健康发展。如选择从疫区进口柑橘种苗,必须严格执行成本可控、操作性强、可持续的风险管理措施降低有害生物入境的风险。
加强柑橘种苗传带有害生物危害严重性的宣传,引种和生产过程发现有害生物及时上报检疫部门,联合疫区国家或地区建立综合防控网络。
有害生物入侵在经济全球化进程中不可避免,PRA作为植物检疫的支撑技术之一,实时开展PRA有利于制定更加科学的植物疫情防控策略[38-39]
本研究采用定性和定量方法分析了柑橘种苗传带的有害生物,结果表明,高风险有害生物14种,极高风险有害生物4种。根据中国国家有害生物检疫信息系统等数据库显示,4种极高风险的有害生物在国内尚未发现,除为害柑橘外,还为害多种寄主植物,其中安哥拉假尾孢(P. angolensis)分布于也门、安哥拉等20多个国家;丁香假单胞菌丁香致病变种(P. syringae pv. syringae)分布于美国、突尼斯、韩国和塞尔维亚;柠檬螺原体(S. citri)分布于西班牙;原始毛刺线虫(T. primitivus)已在加拿大发现[35]。上述有害生物为害隐蔽性强,为害生长介质、植株等多个部位,难易精准识别,容易随种苗传带入境,我国应高度关注。
引进柑橘种质资源对优良品种选育对我国柑橘产业发展具有重要意义[1],本研究中的18种有害生物入侵我国风险极高,应严格实施检疫措施。风险分析需要有效丰富的数据[38-39],常用方法为定性或定量方法相结合用于1~2种有害生物分析,刘元明[10]和王盛桥等[11]从定殖、扩散和经济影响方面分析了柑橘小实蝇入侵湖北的风险;赵永田[12]分析发现蜜柑大实蝇的风险值为2.20,属于高度风险等级;黄咏槐等[13]分析发现星天牛的风险值为1.77,属于中度危险等级;徐永红等[14]分析发现柑橘轮斑病菌(Pseudofabraea citricarpa)的风险值为2.08,处于高度风险等级;何善勇等[40]预测分析了苹淡褐卷蛾在我国的适生区;国内学者还分析了输华植物蓝莓[41]、葡萄[42]、卡特兰[43]、仙人掌[44]、红掌[45]和苏铁[46]种苗传带的检疫性有害生物和限定性非检疫有害生物。
当前柑橘种苗传带的有害生物种类较多,PRA评估体系涉及到有害生物植物病理学、昆虫学、微生物学、线虫学以及生物信息学等多学科的理论和技术,PRA评估体系将随着上述学科的不断发展而更加客观和科学,为国家生物安全提供有力的技术支撑。
