The low-altitude economy, which conducts economic activities in low-altitude airspace, can offset developmental disparities caused by geographical and topographical constraints at the regional level. It provides an important means to promote development in areas with inconvenient transportation and to achieve common prosperity. The logic by which the low-altitude economy promotes regional common prosperity includes the following aspects: The accessibility to target transport nodes becomes evenly distributed in low-altitude airspace, thereby reducing transportation costs; point-to-point air transport compresses spatial-temporal distances, fostering functionally proximate industrial agglomeration; the entry barriers for low-altitude operations are significantly lower than those of traditional aviation, making low-altitude airspace resources inherently inclusive. From the perspective of common prosperity, current development of China’s low-altitude economy faces several challenges: a mismatch between regional development needs and the pace of growth; a single industrial format, high operational complexity, and low talent supply in areas with inconvenient transportation; difficulties in balancing safety and inclusiveness in the management of airspace resources. To address these issues, strategic planning should adopt a tiered positioning approach with targeted support. In areas with poor transport access, efforts should focus on diversifying business formats, building infrastructure, and fostering talent cultivation. Moreover, the inclusive potential of the low-altitude economy should be realized through a prudent principle and standardized management framework.

低空经济依托低空空域开展经济活动,能够在区域层面弥补地理地貌约束带来的发展差距,为推动交通不便地区发展、实现共同富裕提供了重要抓手。低空经济推动区域共同富裕的逻辑包括3方面:交通目标节点的可达性在低空空域中相对均质化,降低了交通成本;点对点的空域运输压缩了时空距离,能够催生功能邻近的产业集聚;低空业务的可及门槛远低于传统航空,赋予低空空域资源天然普惠属性。从共同富裕的导向来看,目前我国低空经济发展存在区域发展需求与发展节奏错配,交通不便地区低空经济业态单一、建设运营复杂度高、人才供给水平低,空域资源管理在安全与普惠之间难以取得平衡等问题。因此,应在战略规划上实现分层定位与倾斜支持,在交通不便地区推进业态拓展、基础设施建设及人才培育,并以包容审慎的原则、通过标准化统一化的管理架构发挥低空经济的普惠特性。

低空经济依托低空空域开展经济活动,能够在区域层面弥补地理地貌约束带来的发展差距,为推动交通不便地区发展、实现共同富裕提供了重要抓手。低空经济推动区域共同富裕的逻辑包括3方面:交通目标节点的可达性在低空空域中相对均质化,降低了交通成本;点对点的空域运输压缩了时空距离,能够催生功能邻近的产业集聚;低空业务的可及门槛远低于传统航空,赋予低空空域资源天然普惠属性。从共同富裕的导向来看,目前我国低空经济发展存在区域发展需求与发展节奏错配,交通不便地区低空经济业态单一、建设运营复杂度高、人才供给水平低,空域资源管理在安全与普惠之间难以取得平衡等问题。因此,应在战略规划上实现分层定位与倾斜支持,在交通不便地区推进业态拓展、基础设施建设及人才培育,并以包容审慎的原则、通过标准化统一化的管理架构发挥低空经济的普惠特性。

The low-altitude economy, which conducts economic activities in low-altitude airspace, can offset developmental disparities caused by geographical and topographical constraints at the regional level. It provides an important means to promote development in areas with inconvenient transportation and to achieve common prosperity. The logic by which the low-altitude economy promotes regional common prosperity includes the following aspects: The accessibility to target transport nodes becomes evenly distributed in low-altitude airspace, thereby reducing transportation costs; point-to-point air transport compresses spatial-temporal distances, fostering functionally proximate industrial agglomeration; the entry barriers for low-altitude operations are significantly lower than those of traditional aviation, making low-altitude airspace resources inherently inclusive. From the perspective of common prosperity, current development of China’s low-altitude economy faces several challenges: a mismatch between regional development needs and the pace of growth; a single industrial format, high operational complexity, and low talent supply in areas with inconvenient transportation; difficulties in balancing safety and inclusiveness in the management of airspace resources. To address these issues, strategic planning should adopt a tiered positioning approach with targeted support. In areas with poor transport access, efforts should focus on diversifying business formats, building infrastructure, and fostering talent cultivation. Moreover, the inclusive potential of the low-altitude economy should be realized through a prudent principle and standardized management framework.

中国式现代化是全体人民共同富裕的现代化。低空经济在区域空间层面有别于传统交通经济模式,能够依托低空空域弥补地理地貌约束带来的发展差距,具备深刻的共同富裕指向与逻辑,是推动区域共同富裕的重要且有力的抓手。我国自2021年在《国家综合立体交通网规划纲要》中首次提出“低空经济”概念以来,2023年的中央经济工作会议,2024、2026年的全国两会政府工作报告中依次将低空经济定位为“战略性新兴产业”“新增长引擎”“新兴支柱产业”,并在国家“十五五”规划中明确提出“推进低空经济健康有序发展”,预示着低空经济的繁荣前景。在此背景下,深刻揭示低空经济推进区域共同富裕的根本逻辑,紧扣共同富裕发展导向,将有助于确保低空经济发展惠及全体人民,进而实现中国式现代化。
可达性的均质分布是低空经济推动区域共同富裕的逻辑起点。可达性的均质分布是指在低空交通网络的赋能下,不同地理区域在对外连接与要素流动的便利程度上趋于一致。传统交通体系中,经济活动的关键节点(如城市、港口、枢纽)的可达性高度依赖于地理地貌条件[1],山川、河流、海域等自然地貌构成了天然的交通屏障,使不同区域之间的交通成本呈现显著差异。低空经济通过开辟低空空域这一新的交通维度,从根本上重塑了可达性的空间分布格局,从而使各地区在交通成本层面实现相对均质化的状态,不同区域的低空运输的交通成本差异相较传统交通运输而言将进一步趋同,为区域共同富裕提供了基础性支撑。
我国广袤的山区、高原、海岛、边疆等地区长期面临“交通距离远、运输成本高、时效性差”的现实困境。秦巴山区因群山阻隔而被长期锁定在交通末梢,物流“最后一公里”成为制约区域发展的痛点[2]。在贵州高原,传统地面运输面临绕行距离长、时效低的难题,既制约应急物资的快速调配,也影响特色农产品的向外流通[3-4]。在福建漳州玉枕岛,全岛出入依赖渡船,养殖户采用“摩托车+轮渡”的运输方式,成本高且效率低。地理地貌约束使交通不便地区承担了过高的交通成本,进而加剧了区域发展差距。
低空经济的关键特征在于其业务活动主要依托低空空域展开,从而在一定程度上摆脱了对地形地貌的绝对依赖[5]。无人机能够实现“点对点”直达,且不受地面路况与交通拥堵的影响。这一技术特征使交通不便地区有望获得与传统交通枢纽相近的可达性水平。因此,低空经济有助于降低地理位置对交通成本的决定性作用,使各地区的交通成本呈现出趋于接近的态势。可达性的均质分布意味着,交通不便地区因地理位置而面临的要素流动和资源配置劣势将被有效改善,山区、高原、海岛的交通成本有望与平原地区逐步缩小差距。例如,在山区农产品运输方面,据福建省漳州市平和县的当地柚农测算,每斤蜜柚运输费用可从0.12元降至0.08元[6];在贵州省贵阳市息烽县,无人机推动农产品的运输成本节省过半[7]等。
产业集聚是区域经济发展的重要引擎,其核心动力在于邻近性带来的知识溢出、资源共享和快速市场反应[8]。低空经济通过压缩时空距离,正在塑造一种新型的集聚逻辑。如果低空交通能够实现快速、高频、低成本的要素流动,一种“功能上的邻近”便有可能在区域尺度上替代部分“地理上的邻近”,使集聚红利突破地形桎梏而惠及更广阔的区域。
现实中,山区、海岛、高原等地形破碎区域因交通阻隔,往往难以形成广泛的集聚经济,成为区域发展不平衡的重要原因[9]。低空经济以三维空域的航道替代二维地面的实体道路,极大地压缩了不同节点之间的时空距离,进而依托快速、高频、低成本的要素资源流动,在功能上实现“等效邻近”,享受近似于集聚的知识溢出、资源共享和快速市场反应。这种时空压缩效应意味着,不同区域之间通过低空交通可以在时间上达到“邻近”水平,从而在功能层面实现过去必须依赖地理邻近才能达成的紧密协作,让产业集聚可以在更广阔的空间范围内得以实现。在此逻辑下,过去因地形地貌限制而难以形成的产业集聚,在低空经济的赋能下得以实现,让那些过去在地理上处于边缘地带的区域同样获得了参与产业分工和分享集聚红利的机会。例如,在珠三角地区,珠海、中山、江门、阳江四市已联合发布全国首个跨区域低空经济标准体系建设指南,推动空域资源、机场设施、数据信息等要素跨市共享,构建低空经济一体化发展格局,达成跨区域双向赋能的网络化协同集聚。
区域发展中,空间资源的占有与利用方式深刻影响着各地的财富创造能力。传统空间经济理论所论及的空间资源,其核心指向始终是土地。土地作为“财富之母”,以其地理位置、面积大小和用途属性决定了一个区域的初始禀赋和发展潜力[10]。平原地区的繁荣与山区、高原、海岛的相对落后,很大程度上正是由土地资源分布不均所致。低空经济的兴起,正在从根本上改变这一空间经济学的底层逻辑。空域不再仅仅是传统航空活动的专用廊道,而是被确立为一种新型生产要素[11],这一变革对交通不便地区而言具有深远的普惠意义。
过去我国低空空域处于严格管制状态,没有划分空域等级,无法便利使用。空域是国家主权支配的物理空间,主要服务于军事航空和民用运输航空,普通经济社会活动难以将其作为资源要素加以利用。低空经济的崛起转变了这一认知。2023年,《中华人民共和国空域管理条例》明确按照高度将空域分为管制空域(A~E类)和非管制空域(G、W类),为低空空域从“公共空间”向“经济资源”转化提供了制度基础。空域要素正成为区域经济空间重构的新变量,低空经济通过释放三维空间资源潜能,正重塑传统产业的运行逻辑与服务半径,形成“空域即生产空间”的新型经济范式。
土地在二维地表呈区块式分布,优质区位的土地天然稀缺,且山区的破碎地形、高原的严酷地貌、海岛的地理隔离,均构成对财富创造能力的结构性约束。低空空域作为三维空间要素,覆盖于所有区域之上,山区的低空空域与平原同样立体、完整、可开发,使得不同区域的财富创造能力不再仅仅受制于地表资源的局限。低空空域可以支撑物流配送、低空旅游、农林植保、巡检监测、应急救援、地理测绘、数据采集等多种产业形态,使这些曾因地理边缘化而被排斥在经济循环之外的地区,获得参与产业分工和分享经济红利的全新通道[12]。低空空域为交通不便地区提供了一种“新型空间要素”,这种空间要素因其不受地形约束而具备普惠性质,将赋能山地、河流、高原等交通不便区域的财富创造。
交通不便地区、产业集聚薄弱地区及传统空间资源要素匮乏地区更能够实现低空经济的边际收益[13]。当前我国低空经济的区域发展格局,依旧是发达地区领跑赛道,而亟待低空经济赋能的欠发达地区却处于相对边缘的位置。这种“需求−发展”的错配,构成了低空经济推进共同富裕面临的首要困境。
从共同富裕的价值目标出发,低空经济的资源配置理应向更能体现其边际收益且发展薄弱的地区倾斜。交通不便的偏远山区、边疆地区、民族地区受地理地貌约束严重,地面交通成本较高、空域要素未被充分开发利用、产业集聚薄弱,因而更能够显著释放低空经济可达性均质化效应,亟须新型空间资源要素加持,发挥“功能邻近”替代“地理邻近”的变革作用。因此,在共同富裕的应然导向下,低空经济的优先发展区域应当是那些在地理条件、产业基础和要素禀赋上处于结构性劣势的地区。唯有如此,低空经济才能真正发挥缩小区域差距、实现共享发展的功能与意义。
从企业分布来看,截至2025年3月,我国31个省份低空经济企业数量呈现极化特征。广东省以13 319家遥遥领先,江苏(6 460家)、山东(6 251家)、四川(5 311家)、陕西(4 126家)等省份紧随其后,而西藏(162家)、青海(322家)、贵州(372家)、宁夏(361家)等省份不足400家,头部省份与尾部省份的数量差距高达数十倍乃至近百倍[14]。低空经济企业高度集中于东部沿海及少数中西部省会城市,而地形复杂、交通不便、产业基础薄弱的交通不便地区几乎处于企业布局的盲区。从发展评估指数来看,《中国低空经济发展指数报告(2026)》显示,广东、江苏、浙江、四川和北京稳居第一梯队,重庆、天津和新疆虽实现了梯队跃升,但大部分的中西部省份仍处于第三、第四梯队[15]。即便是在已经开展低空经济试点的中西部地区,发展水平也与东部地区存在代际差距。东部地区已进入产业链协同和生态构建的成熟阶段,而中西部多数地区尚处于基础设施建设和单一场景验证的起步阶段。
低空经济推动产业集聚的逻辑,建立在快速、高频、低成本的要素流动基础上,进而实现“功能邻近”对“地理邻近”的替代。当前在亟待发展低空经济的交通不便地区,普遍面临产业业态单一、运行复杂度高、人才供给不足的三重制约,严重削弱了低空经济驱动产业集聚的效能。
在业态方面,低空经济推动产业集聚,依赖多元应用场景的交叉赋能和产业链上下游的协同共振。物流配送降低流通成本、文旅观光导入消费流量、农林植保服务在地产业、巡检监测支撑基础设施运维,多业态的叠加才能形成可持续的集聚生态。然而,当前交通不便地区低空经济的应用场景多高度集中于农产品运输等单一领域。这种业态的单一化不仅限制了产业链的纵向延伸,更使低空基础设施投资难以获得规模化的需求回馈。应用场景局限于物流配送等少数领域,会直接导致低空业务的低频率运行,进而让低空基础设施的利用率长期处于低位,投资回报周期被拉长,企业和地方政府持续投入的意愿衰减,产业集聚的自我强化机制难以启动。
在运行复杂度方面,高海拔、多峡谷、地形起伏剧烈的复杂地理地貌一方面使低空经济的需求更为迫切,另一方面又使低空经济的运行面临远超平原地区的技术复杂度和安全风险[16]。在深山峡谷中卫星信号易频繁丢失、通信中断。在高原地区,由于海拔高,区域空气稀薄,气压低,强对流、雷暴、大风等极端天气频发,无人机功率易受影响,操控性能下降,飞行能见度不稳定,大幅增加了飞行安全风险。山川割裂、水陆交通不便的地区,产业和基础设施薄弱,低空经济的应用场景丰富但运行条件苛刻。这意味着,在交通不便地区实现“功能邻近”的技术门槛和成本门槛高于东部平原地区,低空经济从理论上的可达性提升到实践中的常态化运行,中间横亘着不容忽视的复杂性壁垒。
在人才供给方面,我国低空经济领域的人才缺口已达到结构性紧张的程度[17],这种人才稀缺在交通不便地区表现得更为严峻。一方面,东部发达地区凭借更高的薪资水平和更完善的城市配套,形成了对低空经济人才强大的“虹吸效应”,而交通不便地区尚处于基础设施建设和单一场景验证的起步阶段,引才难度极大;另一方面,低空经济人才供给体系本身尚不完善,培养体系的建设远远滞后于产业需求。低空经济既需要高端人才为行业定标准、把方向,也需要无人机飞手等技能型人才,但交通不便地区在两类人才上均处于供给洼地。单一业态无法提供多元化的职业发展空间,地理偏远和公共服务配套不足降低了人才长期扎根的意愿,低人才供给反过来又制约了业态拓展和技术升级的能力。
低空空域区别于高空空域的重要特征在于其进入门槛的“平民化”。高空空域对应的是民用运输航空和军事航空,其运行主体是航空公司和军方,涉及的技术壁垒、资金壁垒和安全壁垒极高,天然具有垄断性。而低空空域,面向的是无人机物流、农林植保、巡检测绘、低空旅游等大众化应用场景,运行主体可以是中小微企业、合作社乃至个体户。然而,低空空域管理在“过松”与“过严”之间尚未得到有效平衡,标准化和规范化的管理滞后正成为制约空域资源普惠性释放的核心制度瓶颈。
一方面,管理宽松失序将带来安全风险与秩序混乱。决定空域资源是否普惠的关键变量包括适飞空域的划分、申请飞行的资格群体标准、飞行器的适航认证标准等。低空经济的普惠特性意味着大量的普通用户涌入空域,如果缺乏规范化的行为约束和标准化的技术门槛,安全事故风险将被进一步推高。从“黑飞”乱象到恶意干扰,低空经济的规模化发展始终伴随着安全挑战。此外,技术标准的不统一,当前无人机厂商各自为政,通信协议、识别编码、避障逻辑互不兼容等,同样是造成低空经济安全风险的重要原因。不同品牌和型号的飞行器在同一空域中运行时缺乏统一的“交通规则”和“身份标识”,一旦飞行密度上升,空中碰撞风险和管理难度将急剧增加。在标准缺失的情况下,低空空域的难以管控往往会招致监管部门的“一刀切”式飞行审批收紧,普惠性反而因秩序混乱而萎缩。面对高密度、大规模、高频次的低空飞行活动,如何进行精细化、智慧化管理,是低空经济普惠化发展的重要命题,也是实现大规模商用的前提条件。
另一方面,管理壁垒过高会对普惠性造成侵蚀。标准化、规范化的本意是保障安全和秩序,但如果标准设定脱离了低空空域的普惠本质,过度向高空空域的管理范式靠拢,便会从制度上消解低空经济的普惠性。各地区空域划设标准不统一、空域资源家底不清晰、适航认证和行业准入壁垒,也在客观上抬高了低空空域的使用门槛。普惠性的核心在于让不同规模、不同地域、不同背景的主体都能公平地进入空域资源的使用者行列。然而,在安全管理压力和地方责任兜底的制度逻辑下,审批部门天然倾向于从严、从紧,这种“责任规避型”的管理惯性如果不能被制度化的分级分类管理所替代,低空空域就可能在“安全”的名义下重新走向封闭和垄断,与“普惠资源”的初衷背道而驰。
面对低空经济在市场逻辑驱动下形成的“强者先行、弱者滞后”的区域错配格局,单纯依靠市场力量不仅无法自动纠偏,反而可能强化既有的区域差距,亟待顶层战略规划的主动供给,使低空经济从拉大差距的潜在风险,回归其缩小差距的政策初衷。
(1)建立倾斜性财政金融支持机制,纠正市场失灵。中央层面建立面向交通不便地区的低空经济发展专项基金,明确资金分配与交通成本水平的正向挂钩机制,确保交通不便程度越高、人均财政收入越低、基础设施缺口越大的地区,获得的专项支持力度越大。在财政端,可将低空基础设施建设纳入中央预算内投资的支持范围,对不同区域实行差异化的中央配套比例。在金融端,可由政策性银行设立低空经济专项贷款额度,对交通不便地区开展低空物流、低空旅游、农林植保等业务的企业提供利率优惠和期限灵活的融资支持。在税负端,可将低空经济运营类企业纳入交通不便地区的产业指导目录,通过税收洼地效应引导市场主体向交通不便的区域流动。
(2)创新跨区域协同机制,构建“飞地”合作与反哺模式。可在总结现有“飞地经济”经验的基础上,由东部低空经济龙头企业在中西部设立制造基地、飞行服务基地和验证测试基地。随着低空经济的繁荣发展,我国低空经济领域对验证测试基地的建设需求将愈加旺盛。交通不便地区的空域资源相对丰富、低空飞行限制较少,可提供广阔的验证测试与试飞空域、多样的地理场景和充裕的劳动力,协同发展潜力巨大。发达地区提供技术、资金和市场渠道,交通不便地区提供上述资源要素,税收和产值在两地之间按约定比例分成,进而探索“低空经济飞地产业园”模式。此外,反哺机制是“低空经济飞地产业园”模式的重要一环,发达地区在获得低空经济发展红利后,应将一定比例的产业收益、税收增量以转移支付或联合投资的方式回流至交通不便地区,用于支持当地人才培养、基础设施维护和应用场景拓展。
低空经济赋能产业集聚的逻辑在于依托高频、低成本、快速的要素流动。将这一逻辑落实,可依托多业态创造需求、强基建降低成本、育人才支撑发展的正向联动,使低空经济驱动产业集聚的功能在交通不便地区真正落地。
(1)以场景挖掘与业态组合打破单一格局。其一,深耕在地产业的低空化改造。以县域为单位,开展低空经济场景普查,将分散在农林植保、生态监测、地质灾害巡检、特色产品外运等传统产业中的需求系统整合,建立“低空+特色产业”的适配清单。其二,构建多业态叠加的复合运营模式。物流配送需求集中在特定时段,旅游观光受季节波动影响明显。将物流、旅游、巡检、测绘、应急救援等多种业态在同一空域网格中交叉配置,可提高低空基础设施的利用强度,摊薄单位飞行成本。其三,以政府购买服务培育初始市场。政府应将低空公共服务纳入购买清单,如山区巡检、灾害监测、血样配送、教材投递等,以稳定的公共采购为低空运营商提供基础订单,撬动商业场景的逐步生长。
(2)以适应性基础设施建设降低运行复杂度。交通不便地区地理地貌的高复杂度,决定了低空基础设施建设不能简单复制东部平原地区的方案,须开展“高原适应性”“山区适应性”“海岛适应性”的专项规划与建设。在物理基础设施层面,应当优先在交通枢纽、物流节点、特色乡镇布局模块化、低成本的小型起降场,而非追求大型通用机场的全面覆盖。在数字基础设施层面,交通不便地区面临的核心瓶颈在于峡谷、密林、高海拔区域等通信覆盖盲区。以“补盲优先、分层覆盖”为原则,优先在航线关键节点部署小型化通信中继设备,利用低轨卫星通信补充地面网络的不足,保障飞行器在复杂地形中的持续连通。
(3)以定向化、在地化的人才培育机制破解供给瓶颈。交通不便地区在人才竞争中不具备薪资和配套的优势,可走“定向培养、本地扎根”的差异化路径。在技能型人才培养层面,在职业教育领域布局区域性低空经济技能培训中心,重点面向县域职业学校和返乡青年群体,以“短周期、模块化、订单式”的培训模式快速填补飞手、地勤、维修等基础岗位缺口。培训内容不能止于通用飞行技能,而应嵌入在地化的场景训练,如在高原地区增设高原气象识别与应急课程,在山区增设峡谷飞行与信号丢失处置训练。在复合型人才引进层面,完全可以通过远程技术支持、飞行数据云端诊断、定期派驻指导等方式实现智力资源的柔性流动,做到“不求所有、但求所用”式的人才共享。同时,在低空经济产业园区规划中嵌入人才公寓、子女教育、技能晋升通道等配套政策,使县域低空经济不仅成为职业起点,更成为可长期发展的职业平台。
实现低空空域资源的普惠化,关键在于管理规则的设计。规则过松,安全失序;规则过严,壁垒高耸。标准化与规范化管理的核心命题,是在安全底线与包容准入之间寻求精准平衡。既要让无人机“飞起来”,又要让空域中的每一架飞行器“管得住”。
(1)构建分级分类的空域管理架构,扩大适飞空间供给。普惠的首要前提是“有地方可飞”。当前多地“无图可飞”的困境,根源在于空域划设不清、适飞空域供给不足。以“应划尽划、分层释放”为原则,加快推进低空空域的分类划设工作。在空间维度上,需根据人口密度、建筑物分布、敏感设施布局等因素,将低空空域进一步精细化地科学划分。在主体和设备维度上,建立基于风险的差异化管理标准。例如,对于起飞重量低于一定阈值、在自由飞行区内运行的微型无人机,实行豁免审批;对于从事商业运营的中型无人机,实行飞行资质备案与定期审核;对于载人电动垂直起降飞行器(eVTOL)等高风险运行主体,实行严格的适航认证与运营许可管理。通过分级分类,将大量低风险的普惠性飞行活动从烦琐的审批程序中解放出来,而将监管资源集中于高风险环节,实现安全与效率的有机统一。
(2)建立统一开放的技术标准体系,降低碎片化运行壁垒。当前无人机行业存在通信协议互不兼容、识别编码各自为政、避障逻辑缺乏统一标准等问题,不仅抬高了中小企业的准入成本,更严重制约了低空空域的规模化利用。应强制推行机载身份识别与通信协议的互操作标准。每一架进入低空空域的飞行器,都应具备统一编码的电子身份标识,实现“一机一码、全程可溯”,使监管部门能够实时识别空域中的每一个飞行单元。同时,应推动不同厂商设备之间的通信协议互联互通,打通“数据孤岛”,为跨品牌、跨区域、跨场景的协同运行奠定技术基础。此外,建立差异化的适航认证标准体系,根据飞行器的风险等级建立梯度化的认证路径。
(3)创新监管模式,在秩序与活力间实现动态平衡。在准入端,建立低空空域使用的负面清单制度,明确禁止行为和安全红线,给予市场主体充分的探索空间。在运营端,设立低空经济监管沙盒,允许企业在划定的试验空域内,在有效监控和风险预案的前提下,先行先试新型业态和新技术方案,监管部门在试验过程中同步积累监管经验、迭代管理规则。在服务端,将航路规划、飞行计划审批、安全预警、应急救援等审批和管理功能整合进统一的低空飞行数字服务平台,实现“一窗受理、一网通办”,大幅压缩审批时间和合规成本。在此基础上,建立常态化的规则评估与修订机制,根据技术成熟度和管理规范度,实现低空空域管理制度的动态更新。
低空经济作为我国的“战略性新兴产业”“新增长引擎”“新兴支柱产业”,在未来必将迎来繁荣发展。深刻把握低空经济在可达性、时空距离、资源要素方面的独特之处,将低空经济发展与缩小区域差距、赋能交通不便地区紧密结合起来,对于实现区域层面的共同富裕具有重要意义。在战略导向上,坚持需求牵引与普惠优先,避免“发达地区先行、交通不便地区滞后”的极化效应;在产业发展上,着力破解业态单一、运行复杂、人才短缺三重制约,推动多业态融合、适应性基建与在地化育才协同发力;在制度供给上,加快空域资源的标准化、规范化与分级分类管理,在安全底线与包容准入之间实现动态平衡。通过战略导向、产业发展及制度供给的三重推动,低空经济将有望成为“全体人民的共富路”,进而助推实现全体人民共同富裕的现代化。
