Amid the new round of global technological revolution and industrial transformation, the low-altitude economy has become a strategic emerging industry and a new engine of economic growth that countries are actively pursuing. Low-altitude infrastructure represents a brand-new form of infrastructure that strongly drives the low-altitude economy. Accelerating the clarification of the development model for low-altitude economy infrastructure construction serves as important support for promoting the healthy and orderly development of the low-altitude economy. This paper reviews the development foundation and situation of China’s low-altitude economy infrastructure against the backdrop of rapid advancements in low-altitude technologies, and points out the related challenges and issues. Furthermore, it analyzes the development paths for China’s low-altitude economy infrastructure and proposes suggestions and measures to accelerate its development.

在全球新一轮科技革命与产业变革浪潮中,低空经济成为各国竞相布局的战略性新兴产业与经济增长新引擎。低空基础设施是对低空经济具有强大牵引作用的全新基础设施形态。加快明确低空经济基础设施建设发展模式,是促进低空经济健康有序发展的重要支撑。在低空技术快速发展背景下,文章梳理了我国低空经济基础设施发展基础与形势,指出面临的挑战与问题,进一步分析了我国低空经济基础设施发展路径,提出加快推动我国低空经济基础设施发展的建议措施。

Amid the new round of global technological revolution and industrial transformation, the low-altitude economy has become a strategic emerging industry and a new engine of economic growth that countries are actively pursuing. Low-altitude infrastructure represents a brand-new form of infrastructure that strongly drives the low-altitude economy. Accelerating the clarification of the development model for low-altitude economy infrastructure construction serves as important support for promoting the healthy and orderly development of the low-altitude economy. This paper reviews the development foundation and situation of China’s low-altitude economy infrastructure against the backdrop of rapid advancements in low-altitude technologies, and points out the related challenges and issues. Furthermore, it analyzes the development paths for China’s low-altitude economy infrastructure and proposes suggestions and measures to accelerate its development.

低空经济基础设施是低空经济发展的物理载体与数字基石,其完善程度直接决定低空生产作业、低空公共服务、低空运输、低空消费等多元应用场景的商业化落地进程与安全运行边界[1]。低空经济基础设施是一套复合型复杂系统,其已突破传统机场设施的单一范畴,是由物理设施层、数字信息层、空域管理层和应用服务层深度融合构成的立体化综合网络[2]。该系统的构建,本质上是将无序的低空空域转化为可规划、可计量、可运营的“空中道路”网络,其复杂程度远高于地面交通基础设施。当前,我国低空经济面临突出的结构性矛盾:航空器研发制造与市场应用需求发展迅猛,而支撑其规模化、安全化运行的基础设施体系却严重滞后。具体表现为:起降场地“无址可落”、监视网络“有盲难管”、数据接口“有系难联”、商业运营“无利可盈”。文章旨在通过对最新政策、技术、实践的多维度审视,立足低空经济发展阶段,构建“技术−制度−资本−治理”4个维度的综合分析框架,提出系统有序的发展范式,以期为破解当前困境、科学指引未来低空经济基础设施建设提供参考。
在国家政策等多重因素叠加推动下,我国低空经济基础设施建设在多个维度取得了实质性进展,呈现出从“点上开花”向“面上布局”、从“独立建设”向“协同发展”演进的特征。
我国低空经济初步形成了中央战略部署、部委政策协同、地方创新实践的多层次政策体系。
“十五五”规划明确将低空经济纳入国家战略性新兴产业范畴,低空经济正式上升为国家重大发展战略,产业战略地位实现根本性跃升。相关部门联合或单独发布10多项推动低空经济高质量发展的政策,聚焦产业地位与发展方向,将其作为发展新质生产力的重要抓手;筑牢“安全”与“协同”两大基石,恪守安全第一准则[3]
各地因地制宜,探索形成各具特色的发展模式。广东于2025年10月印发的《广东省支持低空经济高质量发展若干措施》明确提出“将低空基础设施纳入国土空间规划‘一张图’ ”;安徽聚焦“全域低空”改革试点,探索全省低空空域灵活使用机制;湖南、四川、江西依托深厚航空产业基础与产业沉淀,重点打造集研发、制造、试飞测试、示范应用于一体的低空经济产业集聚高地。同时,各地要求在交通枢纽、城市更新等项目中“同步规划、同步设计、同步建设”低空基础设施。
低空飞行服务平台是低空运行的“中枢神经系统”,承担低空空域资源配置、飞行管理和服务保障功能。截至2025年底,我国已累计建成并联网运行46个低空飞行服务站,初步构建起覆盖23个省(区、市)的低空飞行服务网络,基本实现对低空飞行器“看得见、管得住”的运行治理能力[4]。部分低空经济发展先进区域,率先启动跨省(市)平台数据接口标准统一与信息互认的试点工作,推动实现飞行计划跨区无缝审批;江苏等省(市)平台与公安、应急、交通等部门系统实现了数据对接,探索了在城市安防、交通巡逻等领域的融合应用[5]
以5G-A(5G-Advanced)/6G、北斗三号、卫星互联网等为代表的新一代信息技术正与传统航空通信、导航、监视(Communication, Navigation, and Surveillance, CNS)技术深度融合,催生低空“数字底座”新范式。
5G-A商用持续加速,“通信感知一体化”为低空监视提供了革命性的解决方案。通过在基站侧集成感知功能,实现对低空飞行器的探测、测距、测速甚至成像[6]。上海、成都等城市的试点表明,该方案有效弥补了传统雷达在低空盲区多、成本高的短板[7]。北斗三号全球卫星导航系统依托地面基准站与星基增强服务,可有效支撑电动垂直起降飞行器(eVTOL)精密进近、自动着陆、机群密集编队等高端场景应用需求,为低空飞行提供高精度定位保障[8]。学术界和产业界正在谋划构建“天基广域覆盖、空基灵活中继、地基精准增强”的立体化智能网络[9],探索网络资源智能调度、端边云协同计算等关键技术的可行性[10]
物理基础设施的布局理念正在发生深刻变化,从追求大型、集中、专用的通用机场,转向构建多层次、多类型、分布式、融合化的网络节点。低空经济物理基础设施主要类型与特征见表1
据中国航空器拥有者及驾驶员协会(Aircraft Owners and Pilots Association of China, AOPA)统计,截至2024年底,全国在册通用机场数量已达475个,较2023年同比增长5.8%。起降场地覆盖载人飞行、物流运输、社区配送、城市治理等领域,低空飞行起降保障能力显著增强。
我国低空经济基础设施发展呈现显著的区域不均衡性,形成了以粤港澳大湾区、长三角、成渝地区为“第一梯队”,京津冀、长江中游城市群为“第二梯队”,其他地区为“第三梯队”的梯度格局,呈现非均衡格局下的多元模式。
粤港澳大湾区基础设施规划最具前瞻性和系统性,不仅关注起降点网络,更强调与智慧城市大脑、数字政府平台的深度耦合,旨在打造全球低空经济创新与应用高地。长三角地区的重点是打通跨省(市)的低空物流与商务出行通道,探索商业化可持续的运营模式。成渝地区的发展重点为山地物流、应急救援、农林植保等场景所需的基础设施,特别是针对复杂地形的通信导航增强网络。
低空经济基础设施面临相互掣肘的系统性挑战,制约其从“点状设施”向“网络化、智能化、商业化体系”跃升。
一是专项规划体系缺位。国家层面尚未出台全国统一的“低空经济基础设施专项发展规划”,地方发展缺乏顶层设计引领与全局统筹协调。区域间重复建设与跨区域设施“断头路”问题突出。实践中,多数相邻省份尚未统筹规划一体衔接的空域或空域通道[11]。二是与现行法定规划体系融合不够。低空基础设施与上位规划衔接不足,物理设施落地难,起降场地“无址可落”普遍存在。三是技术标准滞后导致规划依据不足。低空基础设施的规划设计缺乏国家或行业标准,方案选择、建设管理实践中无据可依,审批部门在项目审查时尺度不一[12]、建设管理无标准可用。
一是关键核心技术与元器件依赖进口。高性能的毫米波雷达/激光雷达传感器、高集成度的通感算一体化芯片等仍不同程度地依赖进口或处于实验室研发阶段[13],既存在供应链安全风险,也推高了新型基础设施建设与运营成本。二是异构网络融合与数据互通的“系统工程”难题。低空智联网是多种网络融合,技术体系、协议标准、安全架构各异,涉及复杂的协议转换、网络资源动态调度和联合安全认证[14]。成熟的融合解决方案尚未形成。感知体系覆盖不全,监视网络“有盲难管”,数据互通和业务协同困难,数据接口“有系难联”。三是城市复杂环境下的感知与定位性能瓶颈。在城市峡谷、密集楼群等复杂电磁与地理环境中,多源异构感知数据的实时融合算法,以及“北斗+5G+惯性导航”的紧组合定位技术 [15],虽在理论上可行,但在高动态、强干扰的实际运行环境中,感知体系覆盖不全不稳,其稳定性和成熟度仍需大量实测验证[16],监视网络“有盲难管”时有发生。
一是投资需求庞大与投资主体尚不明确。各级地方政府顾虑大规模投入易引发隐形债务风险,社会资本则受商业模式模糊、盈利路径不明、投资回报周期偏长等因素制约,整体参与意愿不足,普遍持观望态度。二是单一且脆弱的初期盈利模式。在产业发展初期,飞行总量少、航班密度低,仅靠现有盈利模式远不足以覆盖设施折旧、运维成本和贷款利息。“基础设施+”的多元化盈利模式仍在探索中[17]
一是法律法规的滞后性与空白区。新修订的《中华人民共和国民用航空法》《无人驾驶航空器飞行管理暂行条例》的配套实施细则仍在制定中。对于超视距城市物流等前沿应用,其适航标准、运行规则、事故责任认定等均存在法律空白[18]。低空基础设施的建设标准、安全保护等缺乏专门的法律法规[19]。二是跨部门、跨区域的协同监管机制运行不畅。低空活动管理涉及民航、空管、公安、交通等多部门,职责不清现象突出,缺乏强有力的跨部门决策和执行机制。三是网络安全、数据安全与物理安全交织的复合风险。高度数字化的低空基础设施,若遭受攻击将可能带来灾难性后果[20]。低空数据在采集、传输、存储与应用全流程中,面临隐私泄露和数据滥用的安全风险。物理设施的防风、防雷等传统安全防护设计,亟须结合低空运行环境特点进行强化。四是社会公众的接纳度与公平性质疑。基础设施的选址和运营可能引发社区民众担忧,包括噪声污染、隐私侵犯等。同时,若低空出行服务定价过高可能成为少数人的特权,如何赢得“公众认可”是基础设施顺利落地和长期运营的关键。
低空经济基础设施发展的核心是围绕空域管控、起降设施、通信导航监视、数字管控平台、安全保障五大核心领域,构建技术适配、协同兼容、迭代演进的专业化技术体系,形成相互衔接、协同发力的技术闭环,确保基础设施技术水平与低空经济发展需求同频同步。
低空空域通常以垂直分层、水平分区、功能专项、静态为主划设,存在碎片化、静态粗放、供需错配、精细化不足等问题,难以适配低空经济规模化、常态化、融合化运行需求。依托空域数字化、智能化技术,通过“精准划设、智能管控、高效调度”实现空域资源的科学利用。
(1)空域划设。采用地理信息系统(Geographic Information System, GIS)、遥感测绘、三维建模等技术,精准划定不同高度层、不同用途的空域边界,构建数字化空域网格,实现空域边界的可视化、可追溯[21];同步结合低空飞行需求预测技术,通过大数据分析、机器学习算法,动态优化空域划设方案,提升空域资源利用率。
(2)空域管控。低空空域管控主要聚焦空天地一体化态势感知,整合雷达、光电、广播式自动相关监视(Automatic Dependent Surveillance–Broadcast, ADS-B)等多源监测数据,采用数据融合算法[22],强化低空飞行器轨迹的精准识别、实时追踪与冲突预警,实现对低空航空器运行的实时管控。
(3)高效调度。通过搭建智能化空域调度平台,引入人工智能调度算法[23],实现飞行计划的自动化审批、航线的动态规划与多机协同调度,打破空域管控的时空限制,提升空域运行效率。此外,依托加密通信、身份识别等技术,构建空域准入验证系统,实现不同机型的分类管控,防范低空飞行安全风险。
低空起降设施是支撑低空飞行起降作业、提供综合保障服务的核心载体,目前仍存在体系功能不完善、配套保障体系不健全、跨区域建设协同难度大等短板。面向未来,应根据场景需求,按照应用主导、分类布局、融合发展的原则,差异化构建低空起降设施网络[24]
(1)枢纽型起降场。根据主要客货流方向和跨区域运输需求,布局枢纽型起降设施。枢纽型起降场一般布局在城市中心区外围,主要依托通用机场、民用运输机场通航功能区、重要枢纽港口场站,可视条件配置支持大中小型直升机、eVTOL飞行器、非载人无人机的垂直起降设施。该类起降场占地面积较大,一般为公共型设施。
(2)支点型起降场。根据低空物流、城市治理等应用场景开发需求,布局支点型起降设施,并与枢纽型起降设施布局规划充分衔接。支点型起降场一般布局在城市中心区,主要支持小型直升机、eVTOL飞行器、非载人无人机的垂直起降,周边区域作业需求较为集中,可依托枢纽集中配置多个垂直起降设施。支点型起降场应以公共型设施为主体。
(3)节点型起降场。主要满足局部区域的特定需求,如社区客运节点、产业园区货运节点、应急救援节点、港口场站节点、末端配送等。节点型起降场主要布局在城市内外土地资源有限、特殊复杂地形区域,应因地制宜开展散点式、非固定式布局。
(4)完善配套设施设备建设。根据实际运行需要,配套建设停机库、航材保障平台等运行保障设施,建设低空航空器能源补给设施,以及消防、气象、安全保卫等配套设施。
低空CNS基础设施发展重点为聚焦“全域覆盖、精准可靠、协同兼容”,构建空天地一体化技术体系,破解低空飞行通信中断、导航偏差、监视盲区等技术难题。
(1)通信技术。以5G-A/通感一体技术为核心[25],结合卫星通信、专用数传链路,构建公网与专网互补的通信网络;采用边缘计算、网络切片技术,降低通信时延,提升通信可靠性,实现低空飞行器与地面管控平台、飞行器之间的实时数据传输;同步推进通信协议标准化,实现不同机型、不同设备之间的通信兼容。
(2)导航技术。以北斗高精度定位技术为核心,集成差分北斗、伪卫星导航、视觉导航等辅助技术,构建多源融合导航系统[26];采用惯性导航与卫星导航组合技术,提升复杂环境下的导航精度和抗干扰能力,逐步实现基于性能的导航(Performance Based Navigation, PBN)精密进近、自主起降及自动避障等高级导航功能,满足不同场景、不同机型的导航需求。
(3)监视技术。着力构建空天地一体化监视网络,空中依托机载ADS-B设备实现飞行轨迹实时上报,地面采用相控阵雷达、光电转台、声学监测等设备实现全域覆盖,云端采用大数据融合、人工智能识别算法,实现低空飞行器的精准识别、轨迹追踪与异常预警,确保低空飞行“可探测、可识别、可追踪、可管控”。
低空数字运行管理平台重点是以“智能化管控、全流程协同、数据化驱动”为核心 [24],依托数字孪生、人工智能、大数据等技术,构建一体化、智能化的运行管理体系,破解当前顶层架构割裂、数据孤岛严重、技术底座薄弱等难题,支撑低空飞行活动 “一网通飞、全域服务”。
(1)平台底层。采用云计算、分布式存储等方式,实现海量飞行数据、空域数据、设施数据的安全存储与高效调用;引入数字孪生技术,构建低空空域、起降设施、飞行器的数字镜像,实现低空运行场景的可视化模拟、实时监控与态势推演。
(2)核心管控。采用人工智能算法,实现飞行计划的自动化审批、航线的动态优化、多机协同调度与流量管理,提升运行管理效率;集成风险分级预警,通过大数据分析飞行数据、环境数据,精准识别飞行风险,实现风险的提前预警和快速处置。同时,采用数据接口标准化技术,打通与公安、应急、交通、民航等部门的数据壁垒,实现数据共享与协同联动,构建“一网统管、全域协同”的数字管控格局,支撑低空运行全流程智能化管控。
安全应急与维修维保依托智能化、数字化技术,实现“精准诊断、高效运维、快速处置”,全面提升基础设施和飞行器安全保障水平。
(1)气象监测。通过微型气象传感器、风场监测设备,实时采集能见度、风速、降水等气象数据,结合气象预测算法,实现气象灾害的提前预警[27]
(2)应急处置。构建空地联动救援调度系统,实现应急资源的快速调配和救援路径的优化规划,配套事故调查、数据取证等技术,提升应急处置能力。同时,研发防黑飞、入侵检测等技术,部署电子围栏、智能监控设备,构建全方位的安全防护体系,防范各类低空飞行安全风险。
(3)维修维保。依托在飞行器、起降设施、能源设备搭载的各类传感器,对设备运行状态开展实时监测;引入人工智能诊断算法,通过分析监测数据,精准识别设备故障隐患,实现故障提前预警与精准定位。针对不同层级起降场差异化维保需求,配套研发专业化维保技术体系,枢纽型起降场采用整机检测、部件维修等高精度技术,支点或节点型起降场采用简易诊断、快速维修技术,全面提升维保效率;同步构建数字化维保管理系统,实现维保流程、备件管理、人员调度的全流程智能化管控,有效降低维保成本。
低空经济基础设施的发展是以技术创新为核心驱动力,各领域技术相互协同、迭代升级,形成空域数字化管控、起降智能化适配、CNS一体化覆盖、数字平台协同化、运维安全精准化的技术体系。通过持续推进核心技术研发、技术集成应用与标准化建设,突破低空基础设施建设的技术瓶颈,实现基础设施技术水平的全面提升。
编制并加快实施“国家低空经济基础设施发展中长期规划”,明确全国骨干航路网络布局、核心枢纽节点选址原则、关键数字基础设施标准框架,提出推进时间表、路线图。优先布局建设一批公益属性强、建设成本可控、辐射带动作用显著的国家级起降设施,强化区域基础设施互联互通,探索建立跨区域设施衔接与空域资源协同共享机制。出台低空经济基础设施规划建设指南,指导各地开展低空民用航空发展规划、新型基础设施建设和陆空协同研究等试点工作。建立与国土空间规划的强制性衔接机制,明确低空航路划设、起降净空保护区、禁止飞行区等三维空间管控边界[28],并将重大基础设施项目的用地需求纳入城乡建设用地规划,从源头上保障项目“落地”空间。
建议设立国家级低空科技重大专项。围绕低成本、高可靠低空专用多源融合感知单元[29],支持航空安全的5G-A/6G空口协议与芯片[30],低空智联网操作系统与数字孪生基础软件[31],航空级高比能快充电池系统[32]等开展技术攻关,力争在3~5年取得一批标志性成果,实现产业技术自主可控和规模化应用突破。
建设覆盖典型环境的公共测试验证平台。通过模拟真实的城市峡谷、电磁干扰、复杂气象等条件[33],为基础设施新技术、新产品、新方案提供第三方权威测试、评估和适航认证服务,加速技术成熟与产业化应用。优先推动珠三角(城市海洋环境)、长三角(城市平原河网环境)、川渝(山地环境)3个国家级低空测试验证基地建设,形成完备的测试科目、流程和标准体系,为全国的低空技术产品和基础设施方案提供认证服务。
推动跨行业标准组织的协同工作。聚焦“低空智联网系统架构与接口要求”[34]、“城市空中交通(UAM)起降场设计与运行规范”[35]等标准需求,加快制定一批急用先行的跨行业融合标准。
创新“不动产投资信托基金+专项债+产业基金”的投融资组合。积极推行基础设施领域不动产投资信托基金,盘活存量资产,吸引社会资本[36],鼓励设立国家和地方层面的低空经济产业投资基金,加速构建低空经济商业发展闭环。
培育“基础设施即服务”与“平台+生态”商业模式。引导基础设施运营商由单纯的“设施运营”角色向综合服务提供商转型。拓展飞行计划报批、实时气象情报、数据中台、算法支持等增值服务[37]。推动头部平台型企业(如物流巨头、出行平台)主导或参与关键场景建设,形成“平台+生态”的共赢模式[38]
设计与地面交通深度协同的“联程联运”产品。与铁路、航空、地铁、公交等运营主体合作,开发“空铁联票”“空巴联运”等一体化出行产品,实现低空出行与地面换乘的无缝衔接。
打造深度融合的物流多式联运生态体系。强化低空物流与公路、铁路、水运等运输方式深度融合,打造“低空衔接+多式联运”的立体物流体系。开发智能联运调度系统,打通不同运输方式的数据接口,优化货物转运流程与时效。
有序拓展应用场景。按照“先载货,后载人”“先隔离,后融合”“先远郊,后城区”的原则,加快拓展“急、高、难、险”应用场景,满足时效性强、高附加值货物,以及交通不便、险要地形地区的运输需求,逐步形成规模化商业化发展态势。
建议加快低空领域专门立法进程。开展《 无人驾驶航空器飞行管理暂行条例》《低空飞行活动管理条例》立法前期研究,并在此基础上,加快推动相关条例上升为国家法律。明确基础设施在规划、建设、运营、保护、监管各环节的法定责任和权责边界。优先推动以“低空飞行活动管理”为核心的法律法规体系建设,强化低空经济运行“有法可依、有章可循”。
部署主动防御与弹性恢复的网络安全体系。采用“零信任”安全架构[39]、入侵检测与防御系统[40]、区块链技术用于飞行数据存证,并建立覆盖全国的低空网络安全态势感知和应急响应中心[41]。定期开展“红蓝对抗”演练,提升系统在遭受攻击时的生存和快速恢复能力[42]
推行包容性规划与社会风险沟通机制,彰显其社会价值。建立健全跨部门协同监管机制,形成“全国一盘棋”的监管合力。
低空基础设施体系是重构国家空间资源利用格局、赋能低空经济高质量发展的关键支撑,更是培育新质生产力、健全现代化基础设施体系的重要组成部分。当前,我国低空经济正迈入体系化推进、规模化发展的全新阶段,低空数字管理服务平台等新型基础设施布局建设提速推进,但设施供给缺口突出、行业标准体系尚不统一、核心关键技术亟待突破、跨区域协同治理机制尚不健全等问题,仍制约着低空经济整体运行效能释放。面向未来,要强化顶层规划引领、统一标准支撑,坚持安全为要、试点先行,加强关键核心技术攻关,推动空域、起降、通信导航、运行管控、安全保障等设施协同集成、融合共建,加快形成适度超前、天地互联、智能高效、安全可靠的现代化低空基础设施体系,为拓展经济发展新空间、构建国家战略竞争新优势提供有力保障。
