An intelligent agent is an intelligent system driven by large models (LMs) as its core, capable of perception, learning, adaptation, decision-making, and execution. As a primary product paradigm, it advances artificial intelligence (AI) from generative AI represented by LMs to agentic AI, and represents a strategic competitive field for the real-world application of AI. Currently, intelligent agents are rapidly emerging worldwide, not only profoundly transforming the development paradigm of the software industry but also providing new drivting forces for the transformation of the real economy. This paper aims to systematically expound the evolution of the concept and connotation of intelligent agents, conduct in-depth analysis of the latest progress in research and development as well as application and innovation of global intelligent agent technology, and objectively review multiple challenges facing the development of global intelligent agents in terms of technology, applications, and the ecosystem. Additionally, systematic countermeasures and suggestions are proposed from the perspectives of promoting technological innovation, deepening integrated applications, improving the standard system, strengthening talent cultivation, improving governance systems, and optimizing the development environment.
