Since the start of an earth observation satellite remote sensing project four decades ago, the construction of satellite remote sensing systems in China has achieved tremendous development, forming three satellite remote sensing systems to enable the observation of land, ocean and meteorology. The construction of China High-resolution Earth Observation System (CHEOS) enables the development of many high-resolution satellite remote sensing technologies to international top levels and the cultivation of numerous research talents in this field. Key technologies such as the quality control of high-resolution remote sensing imaging, agile imaging in a maneuver mode and high-precision positioning provide important support for the economic construction, national defense and scientific research in China. This paper summarized the development, application and experience concerning the high-resolution Earth observation satellite remote sensing in China and compared its development status between China and other countries. Further, the paper proposed the development trend of high-resolution remote sensing systems in China to meet future development needs in the aspects of economy, environment, territorial resources and national security. Specifically, there is the necessity of speeding up the networking of Geosynchronous Orbit (GEO), Medium Earth Orbit (MEO) and Low Earth Orbit (LEO) high-resolution remote sensing satellites to improve application efficiency, making efforts to develop new remote sensing technologies including high-precision integrated optics and high-resolution Synthetic Aperture Radar (SAR) and building intelligent remote sensing application systems based on the collaboration of Internet, satellite remote sensing, big data, and digital Earth.

中国对地观测卫星遥感技术体系经过40多年跨越式的发展,形成了陆地、海洋、气象三大卫星遥感系统。在国家高分辨率对地观测系统重大专项的推动下,突破了高分辨率卫星遥感成像质量控制、敏捷机动成像、高精度定位等关键技术,培养了一批优秀的研制队伍,高分辨率对地观测卫星遥感技术达到世界先进水平,为中国经济建设、国防、科研等提供了重要支撑。文章对中国高分辨率对地观测卫星遥感技术的发展、应用和经验进行总结,对比分析国内外的发展现状,指出为适应未来的经济、环境、资源及国家安全体系等发展需求,中国高分辨率遥感卫星应加快建设低、中、高地球轨道结合的高分辨对地观测遥感卫星网络,以提高应用效能;着力发展高精度一体化光学、高分辨率SAR新型卫星遥感技术;构建“互联网、卫星遥感、大数据、数字地球”遥感智能应用新体系。
