To meet the need for weather forecasting, strong convection monitoring and warning services, an hourly 1 km wind gust product across China has been produced using hourly wind gust observations and model forecast data. These data are adopted after the procedure of quality control, space-time matching and fusion analysis. This product is updated at a 5 min lag with the overall RMSEs of 1.9 m/s for independent test and 0.68 m/s for the non-independent test. The results indicate that as the wind speed increases, the number of samples continuously declines, there is a relatively pronounced tendency for the product's error to rise, and the accuracy gradually decreases. However, the quality of this product improves effectively compared to model predictions of high speed of wind gusts. Specifically, the accuracy of wind speed above magnitude 9 has improved by 89.3%, and the relative error has dropped significantly with a reduction ratio of about 27.4%. The development of this product can support disaster mitigation and decision-making related to catastrophic gales and typhoons.

围绕全国天气预报、强对流(大风)监测预警服务等业务需求,对逐时极大风风速观测资料与模式小时阵风风速预报资料进行质量控制、时空匹配等预处理,同时采用多重网格变分分析方法,将极大风风速观测场与模式预报背景场进行融合,生成中国区域1 km逐时极大风实况分析产品(V1.0)。该产品滞后5 min更新,整体的独立检验均方根误差为1.9 m/s,非独立检验均方根误差为0.68 m/s。不同风速极大风产品的评价指标有较大差异,随着风速增大,样本数下降,产品的误差有较明显增大,且准确率逐步降低,但融合产品能够有效提升极大风速的数据质量。其中,9级以上风速的准确率提高了89.3%,相对误差下降了27.4%。该产品的研制可为灾害性大风、台风等防范及决策制定提供数据支撑。

围绕全国天气预报、强对流(大风)监测预警服务等业务需求,对逐时极大风风速观测资料与模式小时阵风风速预报资料进行质量控制、时空匹配等预处理,同时采用多重网格变分分析方法,将极大风风速观测场与模式预报背景场进行融合,生成中国区域1 km逐时极大风实况分析产品(V1.0)。该产品滞后5 min更新,整体的独立检验均方根误差为1.9 m/s,非独立检验均方根误差为0.68 m/s。不同风速极大风产品的评价指标有较大差异,随着风速增大,样本数下降,产品的误差有较明显增大,且准确率逐步降低,但融合产品能够有效提升极大风速的数据质量。其中,9级以上风速的准确率提高了89.3%,相对误差下降了27.4%。该产品的研制可为灾害性大风、台风等防范及决策制定提供数据支撑。

To meet the need for weather forecasting, strong convection monitoring and warning services, an hourly 1 km wind gust product across China has been produced using hourly wind gust observations and model forecast data. These data are adopted after the procedure of quality control, space-time matching and fusion analysis. This product is updated at a 5 min lag with the overall RMSEs of 1.9 m/s for independent test and 0.68 m/s for the non-independent test. The results indicate that as the wind speed increases, the number of samples continuously declines, there is a relatively pronounced tendency for the product's error to rise, and the accuracy gradually decreases. However, the quality of this product improves effectively compared to model predictions of high speed of wind gusts. Specifically, the accuracy of wind speed above magnitude 9 has improved by 89.3%, and the relative error has dropped significantly with a reduction ratio of about 27.4%. The development of this product can support disaster mitigation and decision-making related to catastrophic gales and typhoons.

大风是一种十分常见的灾害性天气,常常对交通、电力、建筑、海上作业等造成严重破坏。由于灾害性大风一般持续时间较短且风力强劲,而最大风速是给定时段内的10 min平均风速的最大值,导致最大风速相比该时段内的极大风速会偏小很多,难以准确反映灾害性大风的实际情况,因此对于大风的破坏性,比较好的考量指标是极大风速。极大风速亦称为阵风,是指某个时段内出现的最大瞬时风速,根据《地面气象自动观测规范》定义,极大风指3 s的平均风速。当前,中国地面逐时资料中风速包括2 min平均风速、10 min平均风速、最大风速、瞬时风速、极大风速。其中,逐时自动观测数据中,极大风速观测站点数量可观,总站数超3.7万个,但分布离散,且部分偏远及复杂地形区域站点分布特别稀疏,无法保证极大风观测在空间上的连续性和完整性。极大风在模式预报中对应的变量为近地面阵风风速(wind speed gust),虽然该变量能够提供完整的空间分布,但该变量不直接输出,一般通过在当前预报时次风速的基础上,根据大气情况利用模式输出的10 m平均风、边界层高度与高层风的经验公式统计得到。因此,输出的极大风数据依赖于模式预报的频次,且通过经验公式统计的极大风在数值上与极大风实际观测往往存在一定偏差。
目前,针对大风的研究主要侧重于应用方面,如区域强风区的分布、强雷暴大风特点、台风极端大风的变化等(Wang,et al,2011Shu,et al,2015訾耀海,2018纪玲玲等,2020孔锋等,2020),特别是大风灾害方面的研究较多,主要集中在大风的时空变化特征。如在全球尺度上,陆地近地表风速下降最明显的区域主要分布在中纬度地区,而南北纬大于70°的地区风速则在增强。在中国区域无论大风日数还是最大风速均呈下降趋势(Cheng,et al,2002孔锋等,2020),西部内陆地区强风主要出现在春、夏两季,气压梯度力是形成西部内陆地区强风的根本动力,且强风分布和地形有很大关系(Ngo,et al,20082009邱博,2013李艳萍等,2021)。针对大风灾害风险方面的研究,主要采用多种影响因子建立评估模型,确定各级风险指标(呼津华等,2009李艳萍等,2021),以及基于大风灾情资料分析大风的灾情分布特征,建立大风灾害损失等级划分标准(张凯,2019纪玲玲等,2020)。针对风速预报结果偏差较大的问题,当前主要研究是采用与站点观测的极大风速进行统计拟合分析,利用拟合系数对风速预报进行订正(钱磊等,2019)。同时,考虑不同定义风速间的关联,部分学者研究了最大风速与极大风速的关系,并通过两者的关系建立模型,模拟极大风在缺测情况下的变化与分布(林中鹏等,2015王黉等,2019吴素良等,2020)。
在极大风数据产品方面,当前的研究除了各区域获取的有限极大风观测资料外,主要由模式预报提供相对完整的极大风产品资料,详见表1。而利用极大风观测和预报资料进行分析的融合实况产品相对匮乏,如美国国家环境预报中心(NCEP)建立了基于中尺度的实时分析系统(RTMA)(DePondeca,et al,2011Morris,et al,2020Purser,et al,2022Jones,et al,2024),该系统利用二维变分模式构建格点统计插值(GSI)系统,同化了常规地面观测和卫星观测资料,生成针对美国相关区域的逐时极大风分析产品,该产品采用不同类型的观测数据获得非独立检验误差为0.8—2.6 m/s,但未提供全球分布的产品(https://www.emc.ncep.noaa.gov/mmb/rtma/prod/RTMA/03/RTMA_CONUS_gust10m.php)。在中国可提供业务使用的高质量大风实况产品相对较少,如国家气象信息中心构建了ART-1km业务系统(师春香等,2019),可实时获取逐时的10 m平均风产品(Han,et al,2022),但需求相对紧迫的极大风产品仍未提供业务使用。
国家气象信息中心气象实况分析团队采用多源数据融合分析技术方案,充分发挥观测站点在精度和模式预报在空间分布上的优势,研制中国区域1 km逐时分辨率的极大风实况分析产品,空间覆盖(EQ—60°N,70°—140°E),为科学分析极大风的时空分布及应对大风灾害过程提供可靠的数据支撑。

由于站点观测可能存在缺测或错误情形,因此有必要在使用前对极大风资料进行质量控制,剔除异常值。
极大风观测资料质量控制算法参考气象行业标准《气象观测资料质量控制 地面》(QX/T118—2020)(中国气象局,2020),具体流程如图1所示。首先对观测时间与位置执行元数据信息检查,然后对观测数据执行缺测与特征值、界限值、内部一致性等检查,并标注质量控制码输出质量控制后的极大风观测数据。以2021年5月的观测数据为例,共计744个时次,通过界限值检查标注的错误观测共计5717条,每个时次3—17条;通过内部一致性检查剔除记录共518924条,每个时次400—1200条,具体结果如图2所示。
为了研制中国区域1 km逐时分辨率的极大风实况分析产品,必须选择合适的极大风预报资料作为背景场,通过调研对比分析CMA-MESO(3 km)、CMA-TYM(9 km)、全球大气实况分析产品(13 km)、ERA5(25 km)、GFS(25 km)等预报分析产品,发现部分预报系统提供的产品时效和空间分布不能满足实况业务需求,如ERA5资料由于未业务接入,通过网上获取滞后4 d,CMA-MESO资料未覆盖智能网格预报需要的EQ—60°N范围。因此,在对预报产品的时效、空间范围及产品质量等进行细致分析的基础上,本方案拟采用表1中符合条件的极大风预报数据作为融合分析的背景场数据,通过对比分析,选择最优的预报资料进行融合分析。同时,为了有效推进极大风实况产品的研制,对涉及的主要研究任务与具体的实时方案进行了明确与细化。
根据表1中可选的预报资料,选择符合逐时预报且空间分辨率较高的全球大气实况分析产品、CMA-TYM、CMA-GFS的极大风预报结果作为融合分析的备选背景场数据,通过极大风观测数据的评估分析,选择最优的预报资料作为背景场。采用2021年3月共744个时次的极大风观测资料对CMA-TYM、全球大气实况分析产品及CMA-GFS的预报资料进行评估分析,其中极大风观测资料选用第3.1节质量控制后的中国国家级气象观测站和区域气象观测站数据,每个时次获得的有效观测数据约3.5万条。采用的评估指标包括平均偏差(BIAS)、误差标准差(SD)、相关系数(COR)和均方根误差(RMSE),计算公式如下

式中,Oi为站点观测值,Gi为实况分析产品插值到检验站点得到的数值,O¯G¯分别为两者的平均值,N为参与检验的总样本数(站次)。
图3对各预报结果的评估可以发现,CMA-TYM预报存在较大偏差,且均方根误差最大,全球大气实况分析产品和CMA-GFS的各项指标表现更优,且两者接近。由表3中3种预报产品2021年3月统计指标可以看出,全球大气实况分析产品相关系数最大、均方根误差最小,该预报产品的指标最优。因此,文中选择全球大气实况分析产品预报资料作为中国区域1 km逐时极大风产品的主要背景场数据,同时考虑在实际业务中CMA-TYM更能够有效捕捉台风过程的大风特征,该模式预报资料选为海上极大风的主要背景场数据。
极大风观测数据和背景场数据的融合采用多重网格三维变分(STMAS)方法(Xie,et al,2011),该方法将传统三维变分同化分解为一系列不同网格上的三维变分同化,在粗网格上提取观测资料中的长波信息,在细网格上提取短波信息,从而消除不同尺度间的混淆,改善分析结果。STMAS目标函数中除了观测项、背景项,还有扩散项γ(δX(n))TS(δX(n)),其中γ为扩散系数,S采用拉格朗日滤波系数,相当于惩罚函数的二次偏导,融合时会平滑地接近观测值,避免出现奇异值,使分析结果更加真实。在每一重网格上的目标函数采用如下形式

式中,yo为观测场,H(n)为第n重网格到观测点的双线性插值算子,Xb为背景场。多重网格STMAS从最粗网格开始分析,当n=1时,y(1)为观测和背景场到观测位置映射的偏差,X(n1)J(n1)极小化的解或近似解。求解J(n1)后,X(n1)被插值到第n重更细的网格上,y(n)通过上式来计算,X(n)通过J(n)极小化来求解。
通过改变网格粗细,从长波到短波对观测资料进行依次分析,从而达到提取各种尺度观测信息的目的。这相当于通过改变网格的粗细来调整观测信息的影响范围,从而起到了调整背景场误差协方差矩阵。最终分析结果Xa为各重网格分析增量的叠加,即
Xa=Xb+n=1KδXn
综上,通过对现场观测的质量控制、分辨率匹配等,根据误差权重分配,利用STMAS方法实现观测场和背景场数据的有效融合,生成极大风实况分析产品,主要技术路线与系统建设流程见图4
采用国家级气象观测站(2480个)的极大风观测数据对2021年5月1日00时(世界时,下同)至5月31日23时共744个时次的实况分析产品进行验证。同时,为了分析不同风速下产品的数据质量,根据国家标准《风力等级》(GB/T 28591—2012,中华人民共和国国家质量监督检验检疫总局等,2012)规定的大风等级进行分类。并按低风速(0—5级:[0,10.8)m/s)、中风速(6—9级:[10.8,20.8)m/s)、高风速(大于9级:≥20.8 m/s)以及所有风速情况进行对比分析,结果如图5所示。可以看出,各时次极大风速的独立检验样本共2460个,大部分的观测风速在低风速范围,中风速的个数为100—400,高风速样本很少,平均每时次4个,部分时次为0,而且各类风速样本数在不同时次有较大变化。
为了验证极大风产品的数据质量,采用国家级气象观测站的资料进行独立检验和非独立检验。由于极大风实况分析产品已包含了国家级气象观测站的实时观测,独立检验则将国家级气象观测站进行人为剔除,生成不包含该类观测数据的极大风融合分析产品,再对该数据进行网格化形成1 km逐时产品进行评估分析,非独立检验则不剔除该类资料直接进行评估分析。检验方法除了式(1)的平均偏差和式(4)的均方根误差以外,增加相对误差(ER)、准确率(AC)、偏强率(FS)、偏弱率(FW)等指标,同时重点分析BIAS和RMSE的时空变化。具体验证指标如下

式中,k代表风力分级检验等级,NRkk等级下风力等级检验正确站数,NSkk等级下风力等级检验偏强站数,NWkk等级下风力等级检验偏弱站数,NFkk等级下风力等级检验总站数。
图6为背景场、非独立检验和独立检验下极大风产品与观测的散点分布,从中可以发现,在非独立检验下,极大风观测与融合结果散点分布趋于一致,相关系数为0.98,在独立检验情形下,融合产品与观测的匹配度相对较低,相关系数为0.85,但明显优于原始背景场的0.65。该结果表明融合观测后的极大风实况分析产品质量有了明显提高,与实际观测有较高的一致性。
图7为极大风背景场与产品在非独立检验和独立检验下的BIAS与RMSE空间分布情况,融合产品误差明显较背景场误差小,且区域分布差异较小,尤其是融合观测后的非独立检验结果,其偏差在全国范围内都较小,且分布在0附近,均方根误差也基本小于1 m/s;独立检验下的极大风产品,虽然整体偏差和误差都要明显大于非独立检验结果,但其误差在数值上明显小于背景场,说明融合观测后的极大风整体质量有明显提升。
图8为2021年5月极大风逐日和逐时统计结果,从中可以发现融合后的极大风产品在独立检验和非独立检验情形下,平均偏差和均方根误差都明显减小,且变化幅度较小,产品质量更稳定,而背景场误差明显较大,且波动较大,这主要是因为背景场采用的模式预报资料并不是逐时更新,如全球大气实况分析产品是逐6 h更新,由于预报时次离更新时次越远则误差累积越大,导致了背景场误差呈现较明显的周期变化。
表4为非独立检验和独立检验下2021年5月744个时次不同风速极大风产品与背景场的误差统计对比。从中可以看出,融合结果的误差明显优于极大风背景场,且独立检验的误差明显大于非独立检验。其中,产品均方根误差在非独立检验下为0.68 m/s,独立检验为1.9 m/s,明显小于背景场的3.1 m/s,同时产品的准确率、偏强率、偏弱率等指标较背景场有明显提升。此外,在较低风速下,误差较小、准确率较高,但随着风速增大,样本数量急剧减少,产品的误差明显变大,准确率逐渐下降,而极大风的融合产品能够有效提升极大风速数据质量,其中9级以上风速的准确率提高了89.3%(从13.1%提高到24.8%),相对误差下降了27.4%(由−35.8%下降到−26.0%),体现了极大风融合产品在不同风速下的产品优势与较高的可靠性。
目前,中国区域1 km逐时极大风实况分析产品已实现业务准入,业务系统部署在派-曙光服务器,该系统在获取观测资料和模式预报资料后,通过完成对观测资料的质量控制、多模式资料集成分析、多源资料融合分析等处理,实现极大风观测资料与背景场的有效融合,生成极大风实况分析产品,同时该系统增加历史回算与关键流程实时评估分析功能,可实现对产品实时流程的监控与长序列产品的研制。
本研究通过对极大风预报数据的评估分析发现,极大风预报均方根误差小于3.1 m/s,但6—9级和9级以上极大风预报均方根误差分别为4.9和10.3 m/s。而通过多源融合分析获得的极大风实况分析产品质量明显提升,其独立检验均方根误差为1.9 m/s,非独立检验为0.68 m/s。该产品在不同风速极大风产品的评价指标有较大差异,随着风速增大,样本数不断下降,产品的误差有较明显增大趋势,且准确率逐步降低,但融合产品能够有效提升极大风速的数据质量。其中,9级以上风速的准确率提高了89.3%,相对误差下降了27.4%。
