Currently, China leads the world in power battery technology, industrial scale, and supporting ecosystem. This paper investigates the carbon footprint accounting methods for power batteries, comprehensively studies the current development status and challenges of China's power battery carbon footprint, and deeply analyzes the experiences and insights gained from the EU's carbon footprint management. It is proposed to accelerate the improvement of the top-level design for carbon footprint management, establish a comprehensive carbon footprint accounting framework, facilitate international mutual recognition of accounting systems, explore the market-oriented operation of power battery carbon footprints, and promote mutual recognition of international standards and regulations.

Amid the accelerating electrification of the global automotive industry, power batteries, as the core components of new energy vehicles (NEVs), have become a strategic focal point in the global competition to achieve green and low-carbon automotive development. Currently, China leads the world in power battery technology, industrial scale, and supporting ecosystem. This paper investigates the carbon footprint accounting methods for power batteries, comprehensively studies the current development status and challenges of China's power battery carbon footprint, and deeply analyzes the experiences and insights gained from the EU's carbon footprint management. It is proposed to accelerate the improvement of the top-level design for carbon footprint management, establish a comprehensive carbon footprint accounting framework, facilitate international mutual recognition of accounting systems, explore the market-oriented operation of power battery carbon footprints, and promote mutual recognition of international standards and regulations.

习近平总书记强调:“实现碳达峰碳中和,是贯彻新发展理念、构建新发展格局、推动高质量发展的内在要求,是党中央统筹国内国际两个大局作出的重大战略决策。”作为汽车产业绿色低碳转型的关键路径[1],电动汽车及其核心部件动力电池的全生命周期碳足迹管理,对推动汽车产业链低碳发展起到重要引领和示范作用。动力电池碳足迹管理通过量化动力电池产品全生命周期的温室气体排放,不仅有助于企业识别减排关键点,降低电池生产环节的能源消耗量和碳排放量,还能推动上下游产业链协同减排,构建全产业链绿色低碳发展生态[2-3]。当前,全球主要国家和地区纷纷将汽车产业作为推进碳减排的重要抓手[4]。欧盟率先建立电池碳足迹数字护照制度,要求2027年起所有进入欧洲市场的动力电池必须披露生命周期碳足迹,并设定了逐年收紧的碳排放量阈值[5]。因此,加快我国动力电池碳足迹管理体系建设具有重要的战略意义,为推动动力电池产业生产方式绿色转型提供有力支撑[6],同时为全球气候治理贡献中国智慧和中国方案[7]
动力电池碳足迹核算主要采用生命周期评价法(Life Cycle Assessment,LCA)、过程分析法、投入产出法和混合法4种方法。LCA是目前国际主流方法,覆盖“从摇篮到坟墓”全链条,包含原材料开采与加工获取、电池生产、电池运输和分销、电池使用及回收与报废处理阶段[8]。其优势在于全面性,但数据采集复杂,需依赖背景数据库。过程分析法聚焦生产环节的直接与间接排放,依据温室气体核算体系的范围划分,适用于企业级碳盘查,但对供应链上游数据覆盖不足。投入产出法基于宏观经济数据,通过行业平均排放系数估算碳足迹,如利用钢铁、化工等行业的单位产值碳排放数据推算电池材料排放量。该方法数据获取便捷,但精度较低,难以反映具体工艺差异,多用于宏观层面分析[9]。混合法整合LCA与投入产出法优势,在关键环节(如正极材料生产)采用过程分析获取精确数据,在次要环节(如辅助材料供应)使用投入产出法估算[10]
动力电池碳足迹生命周期评估是一个系统化、标准化的过程,通过科学量化电池从原材料获取到报废回收各阶段的温室气体排放量[11],如图1所示。原材料开采与加工阶段聚焦关键材料的识别与追溯。收集锂、钴、镍、锰、石墨等原材料的开采数据,包括矿区能源消耗、开采效率、废弃物处理等信息,同时收集正极材料、负极材料、电解液、隔膜等关键材料的生产工艺参数和能源投入数据,计算单位质量材料的碳排放量,得出原材料阶段的碳足迹贡献。电池生产阶段重点关注电芯制造和系统集成。通过实地调研电池工厂,收集极片制备、电芯组装、化成分容、模组组装、电池包集成等工序的能耗数据和直接排放数据,结合工厂能源结构、设备效率和工厂辅助系统的能源消耗,计算单位容量电池的生产碳足迹。电池运输与分销阶段关注电池从生产地到使用地的物流路径。收集运输方式、距离、载重等数据,应用物流碳足迹计算方法,量化不同运输环节的碳排放量。对于国际贸易的电池产品,需考虑多式联运的排放特征,并将运输过程中的包装材料消耗纳入评估范围。电池使用阶段收集电池在实际应用中的充放电数据、容量衰减曲线和使用寿命信息,结合区域电网排放因子,电池效率随循环次数的变化,以及快充、慢充等不同使用模式对碳足迹的影响,从而准确评估电池全寿命的使用阶段碳排放量。电池回收和报废处理阶段关注电池退役后的资源流向。收集拆解、梯次利用、材料回收的工艺参数和能源消耗数据,计算不同处理路径的碳排放和碳减排贡献。对于回收材料替代原生材料的情况,科学量化回收带来的碳减排效益。
动力电池碳足迹核算的核心在于通过数学模型量化生命周期各阶段的碳排放,计算如式(1)所示[12]

式中:EFi为第i种材料的碳排放因子; Q i为第i种材料用量;Ej为生产环节j的电力消耗; Q r e c i为第i种再生材料用量; E F r e c i为第i种再生材料的碳排放因子;Cgrid为动态电网因子; α为再生材料抵扣系数。
一是国家对碳足迹管理体系提出了明确要求,如图2所示。从国家碳达峰碳中和“1+N”顶层政策体系《关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》到生态环境部、国家发展和改革委员会等15部门联合印发《关于建立碳足迹管理体系的实施方案》,都强调要加快建立碳足迹管理体系,形成绿色低碳供应链和生产生活方式,推动新质生产力发展,助力实现“碳达峰、碳中和”目标。二是实施路径进一步细化,发布包括动力电池等重点产品碳足迹实施方案和指导意见。2022年8月,国家发展和改革委员会等部门发布《关于加快建立统一规范的碳排放统计核算体系实施方案》,提出“建立健全重点产品碳排放核算方法”。2023年1月,工业和信息化部等6部门发布《关于推动能源电子产业发展的指导意见》,明确提出“开展电池碳足迹核算标准与方法研究,探索建立电池产品碳排放管理体系”,将动力电池碳足迹核算体系作为重点建设任务。2024年9月,市场监管总局、生态环境部、国家发展和改革委员会、工业和信息化部联合发布了《市场监管总局等部门关于开展产品碳足迹标识认证试点工作的通知》,明确将优先聚焦市场需求迫切、外贸压力严峻、减排贡献突出、数据收集完整、产业链供应链带动明显的锂电池等产品开展相关工作。
动力电池碳标签及碳标识建设是动力电池碳足迹管理体系的关键环节,也是连接标准制定、数据核算与应用场景开发的重要桥梁[13-14]。一方面,动力电池碳标签碳核算标准正在逐步规范化。我国自2009年起就开始推动碳标签试点工作,并陆续发布了T/DZJN 001—2018《中国电器电子产品碳足迹评价通则》、DB31/T 1071—2017《产品碳足迹核算通则》等团体标准,在电器电子产品上使用碳标签,包括动力电池在内的重点行业核算方法标准已成为优先领域。2013年,国家发展和改革委员会、国家认证认可监督管理委员会出台《低碳产品认证管理暂行办法》,初步构建了我国低碳产品认证体系,明确了认证模式和认证实施程序、监督管理要求和相关法律责任。2019年,T/DZJN 004—2019《碳标签标识》团体标准正式发布,提出了碳标签样式,显示碳排放数值和评价等级。另一方面,动力电池碳标签逐步成为市场准入和贸易的重要考量因素。欧盟等主要新能源汽车市场已将电池碳足迹要求纳入准入标准,提高了全球动力电池产业链对碳标签的重视。国内外整车企业对动力电池的碳足迹管理要求不断提高,碳标签已在部分动力电池产品中开始试点应用,动力电池碳足迹追踪与标识的透明度显著提高。2024年11月,全球电池联盟发布了第2批电池护照试点,宁德时代、欣旺达、亿纬锂能等6家中国头部电池企业参与试点,推动我国动力电池碳标签的国际认可,提升了我国电池产品的国际竞争力[15]
一是动力电池企业研发碳足迹计算工具,推动供应链的碳足迹管理,探索动力电池生产过程碳足迹管理路径,保障动力电池生产过程的低碳化。部分企业通过区块链、物联网等技术,追踪动力电池生命周期碳排放数据,实现动力电池碳足迹数据追踪、核算和透明化。如宁德时代自主设计并开发了“时代碳链”系统,覆盖了动力电池生命周期全过程产业链供应链数据,根据LCA方法对产品进行碳足迹计算。二是动力电池企业联合第三方认证公司开展产品碳足迹核算与认证,提升产品碳足迹的透明度和规范性。通过技术创新和管理体系的优化,实现产品生命周期的碳足迹管理。如亿纬锂能发布了《产品碳足迹盘查管理规定》等,对9家公司温室气体排放和26款产品的碳足迹开展盘查,委托第三方机构开展数据核查。三是动力电池企业构建供应链ESG管理机制。ESG要求企业对环境相关信息进行全面、准确地披露,其中,碳足迹作为重要量化工具可帮助企业制定减排策略。公开信息显示,A股动力电池行业的46家上市公司中,32家完成了2023年ESG报告的披露,披露率为69.57%。如宁德时代近两年ESG报告显示,宁德时代温室气体排放总量持续降低,2023年温室气体排放总量约为210万吨二氧化碳当量,较2022年降低约35%。
我国动力电池碳足迹管理体系建设起步较晚。虽然已出台一系列政策,但是动力电池碳足迹政策仍待进一步完善。一方面,我国动力电池碳足迹核算方面缺乏统一权威的电力排放因子,不同地区、不同时段的电力结构差异较大,导致碳足迹核算结果存在显著偏差。在可再生能源占比不断提升的背景下,现有固定电力因子难以准确反映电网的实际碳排放强度和企业使用绿电的减排贡献,严重影响了碳足迹核算的准确性和可比性。另一方面,我国碳交易市场中的自愿核证减排量对动力电池产业链企业碳足迹奖惩机制未建立。由于缺乏明确的法规约束和激励措施,动力电池碳足迹标识和推广应用机制缺失,企业主动采取行动来减少其产品的碳足迹的积极性不高,相关市场主体的低碳投资活力没有得到充分激发。
一方面,动力电池碳足迹国家标准和行业标准仍在制定过程中,现行标准多为团体标准,测算方法不统一,限制了核算标准的推广应用。由于缺乏统一权威的核算方法,存在核算边界不统一、颗粒度较粗、数据清单定义不明确、与实际应用差距较大等问题。动力电池产品碳足迹核算边界覆盖等方面还存在一定的提升空间,尚未完全达到欧盟电池法规等合规性要求。另一方面,我国动力电池碳足迹核算相关标准国际互认方面存在困难,不利于我国产品出口欧盟。根据国际第三方机构测算的同类动力电池产品的碳足迹值,我国比欧盟普遍高出30%~40%,其他关键材料,如钢、铝等也不同程度偏高,我国出口型企业依赖现有的核算体系将不足以应对“碳壁垒”[16]
当前,我国在动力电池碳足迹数据库建设主要由学校和机构主导,因尚未形成统一的数据库。一方面,碳足迹部分环节核算数据不足。由于在碳足迹核算中涉及企业核心生产工艺、原材料使用清单、电解液配方、能源消耗等商业敏感信息,企业提供数据的意愿较低,同时,回收等环节的基础数据不足,导致动力电池回收段和再利用段的碳足迹计算结果不完整,从而影响整个动力电池碳足迹的计算结果。另一方面,通用的数据格式标准和生命周期评估工具不足,导致不同数据库之间数据交换存在困难。汽车行业和上游行业的大宗材料企业等分别建立了细分行业的数据库,但由于缺乏统一的数据格式、标准和核算边界,同一材料、工艺的评估结果在不同数据库中存在偏差,动力电池数据库之间难以实现有效的数据交换,影响数据一致性和结果准确性。
一是建立生命周期碳足迹评估框架。欧盟推行动力电池生命周期的碳足迹追溯机制,确保供应链碳排放透明化,为动力电池碳足迹的规范化提供了实际支持。2021年,欧盟发布《电池和废电池法规》,要求动力电池企业采用生命周期评价方法,通过数字化手段从原材料开采、制造到销售的各环节收集碳排放数据,实现碳足迹的精确追踪。通过《可持续电池监管框架》规定了电池生产的生命周期评价方法,要求企业使用统一的碳核算方法,从上游供应商到终端销售环节跟踪碳排放数据,确保供应链碳足迹的可追溯性与透明度。二是实施碳足迹报告与标签制度。欧盟《新电池法》要求动力电池产品披露碳足迹数据,自2024年起,所有在欧盟销售的动力电池需提交详细的碳足迹声明,包括从原材料开采到生产的全过程碳排放信息,以确保碳足迹的透明度。到2026年,欧盟将实施碳足迹上限标准,若产品碳排放量超过上限将无法进入市场,确保动力电池符合低碳要求。此外,自2027年起,电池产品必须在标签中清晰标示碳足迹数据,使消费者能知晓并选择低碳产品。《碳足迹报告与标签法案》框架下,欧盟要求动力电池生产商定期向市场和消费者公开碳排放数据,并通过统一的碳足迹标签对电池产品进行标识,提高市场的透明度,进一步推动低碳技术和产品的普及。
一是制定统一的产品环境足迹指南。欧盟研究总署和欧盟环境总署联合制定了基于产品生命周期评价的《产品环境足迹法案》(Product Environmental Footprint,PEF)指南,作为统一的绿色产品评价标准、审核与标识体系,同时包含碳足迹核算与碳标签认证体系,为电池碳足迹管理提供了标准化的框架,推动企业采纳绿色生产和低碳技术。欧盟《产品环境足迹法案》中明确规定,动力电池生产商需依据PEF计算方法,对电池生命周期的碳足迹进行评估,要求从原材料提取、制造、运输、使用到回收阶段的每一个环节都必须进行环境影响评估,并且企业需要公开碳排放数据,以确保环境信息的透明化与可比性。二是推行绿色设计与回收利用标准。2006年,欧盟发布《动力电池回收指令》,并于2020年进行了修订,要求生产商在电池设计之初就必须考虑减少环境影响,并鼓励采用可持续材料与能源低碳生产技术,强化电池的环境管理要求,包括加强碳足迹的管理和回收利用的义务[17]。针对电池报废后的处理,欧盟要求生产商实现电池的回收,并按照“生产者责任制”原则,承担起电池回收和再利用的责任,有效减少电池废弃物对环境的负面影响,降低新电池生产时的资源消耗与碳排放。
一是欧盟采纳商业数据库,支持动力电池碳足迹的评估和核算。欧盟广泛采用了如Ecoinvent、SimaPro、Gabi等生命周期评估数据库[18]。Gabi数据库提供行业和企业应用的详细生命周期数据,支持碳足迹、能源足迹等多种评估,覆盖面广,涵盖全球不同地区的数据。Gabi数据库使用成本较高,适用于工业和制造业,通常更多应用于企业内部特定数据的LCA分析和产品碳足迹管理。Ecoinvent数据库具有较高的数据标准化程度和透明度,更新频率高,作为背景数据来源可以确保LCA工具的数据完整性,广泛应用于科研和政策分析,满足欧盟的合规要求[19]。SimaPro支持ISO 14040和14044等多个生命周期评估标准,涵盖产品的环境足迹、资源消耗和废弃物管理等方面,在欧盟碳足迹计算中较常用,适合复杂的生命周期评估项目。通过采用商业数据库,欧盟为动力电池产业提供精准的碳足迹核算依据,推动绿色低碳技术的应用。二是欧盟要求背景数据库符合生命循环数据网络信息技术规范。欧盟的生命循环数据网络(Life Cycle Data Network,LCDN)由欧盟联合研究中心(JRC)联合欧洲各行业协会提供,是欧盟政府资助的公共数据库系统。LCDN数据库来源于欧盟企业的真实数据,涵盖了300多种大宗能源、原材料和运输的生命周期清单数据集,为欧盟内生产、使用与废弃的动力电池产品和组织的环境足迹及国际生命周期参考数据系统提供数据、指南和工具。但LCDN更新较慢,部分电网数据较陈旧。
一是研究制定动力电池产业链碳减排中长期发展规划,明确各阶段减排路径及目标,借鉴欧盟现有动力电池相关法律法规和监管思路,完善我国政策法规体系,制定适合我国国情的全产业链监管体系,明确企业主体责任,加快建立动力电池产业链的信息披露、碳足迹核算、电池护照等机制。二是加强产业链上下协同,建立产业链碳足迹信息互联互通机制,搭建数据公开管理平台,推动动力电池上下游协作研究动力电池供应链碳风险控制体系。三是鼓励企业和科研机构联合开展生产制造环节降碳以及材料再生利用等技术开发,引导行业绿色可持续发展。
一是建立统一的动力电池碳足迹核算标准和方法论。从生产、研发、回收、绿电认证、测试等角度结合我国动力电池产业发展的实际情况,加快制定我国动力电池碳足迹标准,明确核算对象、范围和边界。二是建立动力电池全生命周期碳足迹行业数据库和碳足迹追溯平台,利用我国动力电池产业链完善、应用场景数据丰富的优势,围绕原材料开采、制造和回收利用,加强行业数据摸底工作,支撑碳足迹核算体系的建立和完善,加快覆盖动力电池厂新建供应链、生产、使用、回收等环节的全生命周期碳足迹核算体系建设。
一是定期更新发布碳排放因子等相关参数数据,同时持续向国际通报,选择以出口为导向的动力电池头部企业、重点地区,开展动力电池碳足迹管理综合试点,探索可行路径,更好融入全球绿色供应链产业链。二是积极参与国际标准化组织工作,加强与ISO、IEC等机构的深度合作,推动中国标准与国际标准接轨,深入开展标准比对分析和等效性评估,建立多边标准互认机制,推动动力电池碳足迹核算标准和检测认证结果实现国际互认。
一方面,打通再生资源与碳足迹管理统筹融合路径,构建符合低碳经济发展的动力电池高效循环市场体系,鼓励利益相关方共同探索动力电池“碳定价”机制。依法加快推进全国碳排放权交易市场建设,探索动力电池碳交易进入我国碳市场衔接机制和汽车整车产品“双积分”到“碳积分”过渡机制。另一方面,完善动力电池碳管理金融支撑。完善低碳动力电池产品进出口支持政策,创新开发与动力电池碳足迹挂钩的绿色投融资机制,鼓励金融企业支撑我国动力电池全生命周期碳足迹研究成果转化、国际互认等工作,形成一批可复制的出口互认与金融融合业务流程。
在全球汽车产业加速电动化转型背景下,动力电池成为实现汽车产业绿色低碳的关键。我国通过顶层设计持续完善碳足迹管理政策框架,并针对动力电池等重点产品发布了专项指导意见和实施方案。但当前仍存在动力电池碳足迹核算标准不统一、数据库缺失、国际互认不足等问题。参考和借鉴欧盟动力电池碳足迹管理经验,我国亟须加快构建动力电池碳足迹核算体系,开展动力电池全生命周期碳足迹标准研究,推动碳足迹核算体系国际标准法规互认,助力我国汽车产业低碳转型升级。
