In the context of the low-altitude economy, this paper systematically explored the theoretical basis and industrial chain composition of the integration of general aviation and rural tourism. The study revealed that the current situation of rural tourism resources and aviation infrastructure in Henan Province was facing challenges such as airspace approval bottlenecks, insufficient human resources and operational capabilities, product homogeneity, and inadequate safety guarantees. To address these issues, this paper proposed four strategies to promote the deep integration and sustainable development of the low-altitude economy and rural tourism in Henan Province.

以河南省为例，系统探讨了通用航空与乡村旅游融合的理论基础和产业链构成。研究发现，河南省乡村旅游资源和通航基础的现状面临空域审批瓶颈、人才与运营能力不足、产品同质化和安全保障不足等挑战。对此，本文提出了优化空域管理与审批机制、加快复合型人才培养与运营能力建设、打造差异化深度体验产品以及健全安全保障与风险管控体系的4项应对策略，以推动河南省低空经济与乡村旅游的深度融合与可持续发展。
