The Tianjin coastal zone is an important ecological security barrier for the Beijing-Tianjin-Hebei urban agglomeration. To scientifically assess the evolution of its ecological health, an ecological health evaluation system was constructed for the coastal zone based on the Driving forces-Pressure-State-Impact-Response (DPSIR) model, and environmental monitoring or census data covering 2018~2023, in which 30 indicators were applied. The Analytic Hierarchy Process (AHP) and Entropy Weight Method were used to determine the weight of each indicator, and the health level of the coastal zone was comprehensively evaluated. In addition, the degree of coupling coordination among the sub-systems of DPSIR was ascertained, and the reliability of outcome was determined through a weight sensitivity experiment. Results show that the ecological health level of the coastal zone showed a fluctuating upward trend in general, and the health grade was increased from “relatively unhealthy” to “moderately healthy”. All the sub-systems were in moderately coordinated state, indicating that the health condition of the coastal zone of Tianjin has been improving year by year under the policy of promotion by the government. The region has initially formed a “green growth” model for the marine economy. However, a certain lag existed in ecosystem restoration relative to countermeasures, posing potential ecological disaster risks. The weight sensitivity analysis showed that the evaluation system constructed in this study has high robustness and can objectively reflect the evolution of the ecological health of the coastal zone in Tianjin, providing a scientific basis for refined governance in the coastal zone of Tianjin.

天津海岸带是京津冀城市群的重要生态安全屏障, 为科学评估其生态健康演化过程。基于驱动力-压力-状态-影响-响应(driving forces-pressure-state-impact-response, DPSIR)模型, 结合2018~2023年环境监测及统计数据, 构建了包含30个指标的天津海岸带生态健康评价体系, 采用层次分析法和熵权法确定指标权重, 综合评价了天津海岸带健康水平, 同时分析DPSIR各子系统间的耦合协调度, 并根据权重敏感性实验确定结果的可靠性。结果显示, 天津海岸带的生态健康水平整体呈波动上升趋势, 健康等级由“较不健康”上升为“中等健康”, 各子系统呈中度协调状态, 表明在政策推动下天津海岸带健康状况逐年改善; 该区域初步形成海洋经济“绿色增长”模式, 但生态系统状态恢复对响应措施存在一定滞后性, 且仍面临潜在生态灾害风险; 权重敏感性分析结果显示本研究构建的评价体系具有较高的稳健性, 能够较为客观地反映天津海岸带的生态健康演化过程, 为该区域精细化治理提供科学依据。

天津海岸带是京津冀城市群的重要生态安全屏障, 为科学评估其生态健康演化过程。基于驱动力-压力-状态-影响-响应(driving forces-pressure-state-impact-response, DPSIR)模型, 结合2018~2023年环境监测及统计数据, 构建了包含30个指标的天津海岸带生态健康评价体系, 采用层次分析法和熵权法确定指标权重, 综合评价了天津海岸带健康水平, 同时分析DPSIR各子系统间的耦合协调度, 并根据权重敏感性实验确定结果的可靠性。结果显示, 天津海岸带的生态健康水平整体呈波动上升趋势, 健康等级由“较不健康”上升为“中等健康”, 各子系统呈中度协调状态, 表明在政策推动下天津海岸带健康状况逐年改善; 该区域初步形成海洋经济“绿色增长”模式, 但生态系统状态恢复对响应措施存在一定滞后性, 且仍面临潜在生态灾害风险; 权重敏感性分析结果显示本研究构建的评价体系具有较高的稳健性, 能够较为客观地反映天津海岸带的生态健康演化过程, 为该区域精细化治理提供科学依据。

The Tianjin coastal zone is an important ecological security barrier for the Beijing-Tianjin-Hebei urban agglomeration. To scientifically assess the evolution of its ecological health, an ecological health evaluation system was constructed for the coastal zone based on the Driving forces-Pressure-State-Impact-Response (DPSIR) model, and environmental monitoring or census data covering 2018~2023, in which 30 indicators were applied. The Analytic Hierarchy Process (AHP) and Entropy Weight Method were used to determine the weight of each indicator, and the health level of the coastal zone was comprehensively evaluated. In addition, the degree of coupling coordination among the sub-systems of DPSIR was ascertained, and the reliability of outcome was determined through a weight sensitivity experiment. Results show that the ecological health level of the coastal zone showed a fluctuating upward trend in general, and the health grade was increased from “relatively unhealthy” to “moderately healthy”. All the sub-systems were in moderately coordinated state, indicating that the health condition of the coastal zone of Tianjin has been improving year by year under the policy of promotion by the government. The region has initially formed a “green growth” model for the marine economy. However, a certain lag existed in ecosystem restoration relative to countermeasures, posing potential ecological disaster risks. The weight sensitivity analysis showed that the evaluation system constructed in this study has high robustness and can objectively reflect the evolution of the ecological health of the coastal zone in Tianjin, providing a scientific basis for refined governance in the coastal zone of Tianjin.

海洋作为地球生态系统的核心载体, 正面临全球变暖、酸化和生物多样性锐减等严峻挑战(张宁, 2023; Intergovernmental Oceanographic Commission of UNESCO, 2024)。海岸带作为海陆交互的过渡区, 因其特殊的地理位置和丰富的生态功能, 在人类社会经济活动的影响下成为生态脆弱性突出的敏感带(Costanza etal, 1997)。针对这一特殊区域, 有学者提出了海岸带生态系统健康的定义: 即在自然或人为干扰下, 生态系统能够保持其结构与功能的稳定, 同时支撑人类经济社会可持续发展的能力(秦昌波, 2006), 这强调了海岸带生态系统稳定性与人类福祉的协同关系。在此背景下, 海岸带生态系统健康评价逐渐成为国内外海洋科学的研究热点(Zhang etal, 2024; 张煜珩等, 2024)。
生态系统健康评价理论自20世纪80年代提出以来, 从土地、河流等生态系统逐渐聚焦到海洋领域, 评价方法也不断丰富完善, 由单一生态指标评价发展为涵盖生态系统结构、功能与服务的多角度评价体系(Schaeffer etal, 1988; Costanza etal, 1992; Rapport, 1995), 涌现出了如压力-状态-响应(pressure-state-response, PSR)模型(彭建交等, 2019)、海洋健康指数(ocean health index, OHI)(陈洁等, 2019)及驱动力-压力-状态-影响-响应(driving forces-pressure-state-impact-response, DPSIR)框架(Zhou etal, 2022)等多种评价方法, 在区域性海洋生态健康评价方面的探索逐渐趋于成熟。其中, DPSIR模型是由欧洲环境署(European Environment Agency, EEA)在PSR框架的基础上构建的, 它包括驱动力、压力、状态、影响和响应这5个涉及社会、经济、环境等多个方面的核心要素, 能够系统解析社会经济与生态系统的相互作用, 在海岸带综合管理中具有突出优势(Costanza, 1999; 魏莱等, 2009; Perry etal, 2010), 该模型已成功应用于粤港澳大湾区、湛江湾等区域(何晔宇等, 2020; 陈梦华等, 2021; Gao etal, 2022), 评价结果为多地制定管理对策提供了有效的科学依据(Shao etal, 2014; Baldwin etal, 2016; Mukuvari etal, 2016)。
在“海洋强国”战略引领下, 我国海洋经济规模与科技创新能力持续提高(自然资源部海洋发展战略研究所课题组, 2024), 但近十年来, 我国近海频繁出现生物资源衰退、富营养化加剧、赤潮与绿潮灾害等问题, 海岸带生态安全形势较为严峻(田洪阵等, 2025)。天津作为我国重要的沿海城市, 其海岸带在我国海洋经济发展与生态保护格局中占据重要地位。然而, 我国学者对天津海岸带区域的研究主要集中在生态修复(张秋丰等, 2019)、空间资源承载力评价(孙欢等, 2024)、空间治理与规划(赵树明等, 2024)等方面, 对天津海岸带生态状况深入探讨得不多, 尤其缺乏最新监测数据下的长时序生态健康评估。因此, 本文以天津海岸带及其近岸海域为评价对象, 基于DPSIR模型框架构建评价指标体系, 对天津海岸带2018~2023年的生态环境健康状况进行综合评价, 深入分析影响天津海岸带生态系统健康的主要因素, 并提出针对性的管理对策和建议, 同时对指标进行权重敏感性分析来验证评价结果的可靠性, 以期为天津海岸带地区的可持续发展和京津冀陆海统筹治理提供理论支持。
天津市位于中国华北平原东北部, 是我国北方重要的港口城市和海洋经济中心(孙欢等, 2022), 同时也是京津冀海陆交汇的生态屏障(图1)。受城市化和工业化进程影响, 天津海岸带单位岸线国内生产总值(gross domestic product, GDP)连续30年均位居全国前列, 区域自然岸线开发强度较大(李稳, 2021; 宋丽美, 2024)。由于其近岸海域地处渤海湾最内侧, 半封闭地形影响下水体交换周期漫长, 自身净化能力有限, 大量陆源污染物排放入海导致近岸海域海水富营养化问题严重, 海岸带的生态环境变得更加脆弱(刘春琳等, 2020; 徐冠球等, 2023), 给当地的经济社会发展和生态环境安全带来了严峻挑战。
本研究中30个指标的统计数据来自历年《中国海洋经济统计年鉴》《中国环境统计年鉴》《中国渔业统计年鉴》《中国港口统计年鉴》及天津市统计年鉴和公报, 部分环境数据来自国家海洋局天津海洋环境监测站历年监测数据。
本研究基于DPSIR模型框架, 综合考虑天津海岸带的社会发展、经济建设及海洋资源环境状况, 遵循科学性、全面性、可操作性等原则并参照国内外已有的相关研究(徐胜等, 2017; 陈梦华等, 2021; 田士政等, 2022), 将天津海岸带生态健康评价指标体系确定为目标层、准则层、指标层3个层次, 选取30个能反映海岸带生态系统健康特征的代表性指标, 建立了天津海岸带生态系统健康评价指标体系(表1)。其中, 目标层反映了天津海岸带生态系统健康状况; 准则层对应DPSIR中的5个要素, 反映对天津海岸带生态状况的影响程度; 指标层则通过具体的量化指标反映准则层中各要素特征。
在综合评价天津海岸带生态系统健康状况的研究中, 针对各评价指标量纲和单位不一致的问题, 首先进行了同趋势化处理, 将指标分为正向指标、负向指标和区间型指标(表1), 然后将负向指标和区间型指标正向化。负向指标采用式(1)进行处理, 这种方法可以有效避免倒数法处理后改变原始数据分布特性的弊端(李美娟等, 2004), 使正向化后指标无量纲化值的极差不变(陈鹏宇, 2021); 区间型指标采用式(2)及式(3)进行正向化处理, 其中叶绿素a含量的最优区间根据美国环保局的叶绿素a含量评价标准确定, 浮游植物密度及浮游动物密度根据《近岸海洋生态健康评价指南》(GB/T 42631—2023)确定最优区间。前人数据标准化过程中存在可能导致结果不可靠不准确的因素, 故本文通过采用向量归一化这种更贴近实际的标准化处理方式[式(4)], 对所有30个指标同趋势后的数据进行无量纲处理, 确保所有数据保持在[0, 1]区间内, 为后续层次分析法确定权重提供基础。

式中, Xij为原始数据; X'ij为正向化处理后的数据, xi是一组区间型指标序列, a,b为指标的最优区间; i表示指标, j表示年份; minximaxxi分别代表第i项指标中最小、最大的值; Yiji指标在j年的归一化值。
本文采取综合权重法来衡量评价指标体系内各指标的重要性差异, 根据层次分析法(analytic hierarchy process, AHP)和熵权法可分别得到指标的主观权重(WiAHP)和客观权重(Wi), 这两种方法结合可以在一定程度上平衡主观判断和客观数据的不足, 更准确地反映各指标的实际重要性(van Niekerk etal, 2013; Li etal, 2022)。将得到的各指标主客观权重值采用乘法合成法进行计算[式(5)]得到第i项指标的综合权重(Wi)(孙倩等, 2018)。利用上述方法得到天津海岸带生态健康各评价指标综合权重值如表2所示。

综合指数法是一种通过计算生态系统健康指数来反映生态健康状况的方法, 计算所得指数越高就代表生态系统的健康状况越佳; 相反, 指数越低则意味着生态系统的健康状况越差。在天津海岸带生态系统健康评价中, 采用各指标层权重Wi与其标准化数据X'ij分别相乘后累加即可得到综合评价指数Ej [式(6)]。

本文参考相关文献(彭梦威等, 2024)并结合天津海岸带实际, 将天津海岸带生态系统健康状况划分为5个等级(表3)。
为揭示DPSIR系统内部要素间的动态关系, 本文采用耦合协调度模型分析驱动力(D)、压力(P)、状态(S)、影响(I)、响应(R) 5个子系统间的协调度, 并参考相关文献, 将DPSIR各子系统的耦合协调类型分为5个级别(安莉娜等, 2023; 郭艳丽等, 2024), 0<G≤0.2时, 表示高度失调; 0.2<G≤0.4时, 表示中度失调; 0.4<G≤0.6时, 表示勉强协调; 0.6<G≤0.8时, 表示中度协调; 0.8<G≤1时, 表示高级协调。具体计算公式为

式中, C为耦合度(取值在0~1之间), C值越大, 表示子系统间相互作用越强, 耦合程度越好; Ui为DPSIR 5个子系统中第i个子系统的综合发展指数; n为子系统的个数; T为5个子系统综合协调指数, αi为DPSIR子系统中第i个子系统的综合权重; G为耦合协调度(取值在0~1之间)。
为验证评价结果的稳健性, 本文对综合权重进行敏感性分析, 对每个指标的综合权重施加±10%的扰动, 然后根据2018~2023年数据计算扰动后的生态健康综合评价指数(Ej)及变化量(ΔY), 最后采用绝对敏感度系数(Si)来量化指标的敏感性:

式中, ΔY为综合评价指数变化量, ΔWi为权重扰动幅度。系数Si值越大, 表明该指标对综合评价结果的影响越显著。
天津海岸带2018~2023年的生态健康评价结果(图2)显示, 天津海岸带的生态健康水平在此期间整体上呈现出波动上升的趋势, 波动范围在0.375 7~0.420 7, 在2018~2022年天津海岸带处于较不健康状态, 2023年起上升至中等健康状态, 这一趋势表明近年来天津海岸带的海洋生态环境状况有所改善并且正在向积极的方向发展。
从权重计算结果来看(表2), 准则层中状态(0.325 8)权重最大, 压力(0.242 3)和驱动(0.192 7)权重次之, 凸显了海岸带生态系统当前的实际状况对整体健康的关键作用, 而驱动力和压力则是导致生态健康变化的根源因素和直接诱因。从单项指标的权重来看, 状态层中大型底栖生物多样性指数(0.106 5)和一、二类海水水质面积比例权重(0.063 9)相对较大, 这两个指标分别从生物群落结构功能完整性和水环境质量方面反映了海岸带生态系统本身的健康状况, 表明生态系统功能对海洋生态系统状态发展具有重要的导向作用, 是衡量其生态健康的重要依据。压力层中工业废水排放量(0.068 7)和海洋捕捞产量(0.099 8)权重较大, 这表明在人类活动中, 工业污染和渔业资源的开发对天津海岸带生态健康具有显著影响。
图3可知, 天津海岸带生态系统健康评价结果中各准则层的变化趋势呈现不同的特征。
驱动(D)指数分析: 图3b显示, 2018~2023年天津海岸带生态系统健康驱动力指数整体呈现先下降后上升的趋势。2018~2020年, 国内生产总值(D1)与国内旅游人数(D5)连续降低, 驱动力指数有所下降, 这与当时天津海岸带地区的经济活动增速放缓有关。2018年以后随着国家加大天津围填海管控力度, 相应政府调控政策的出台使得高强驱动力因素得到一定控制。同时, 人口自然增长率(D4)对驱动层呈正向贡献趋势, 反映海岸带地区人类活动对生态系统的压力也相对减轻。2020年在新冠疫情的影响下驱动力指数下降到低谷, 疫情期间全球范围内的经济活动普遍受限, 企业停工停产和人员流动减少等因素使天津海岸带地区的经济活动减少, 抑制了经济活动对生态系统健康影响的驱动力。然而, 从2021年起驱动力指数开始回升, 这是由于在2021年之后全球疫情逐步得到控制, 经济复苏的大环境下天津海岸带地区的经济活动开始回暖, 各方面又加大了对海洋产业的投入, 使海洋经济活动逐渐恢复活力, 驱动力逐渐得到增强。
压力(P)指数分析: 图3c显示2018~2023年天津海岸带生态系统健康压力指数整体呈现上升趋势, 这表明在此期间海岸带生态健康受驱动力的胁迫作用较小, 天津海岸带面临的生态压力逐年减轻。从指标层来看, 工业废水排放量(0.068 7)和海洋捕捞产量(0.099 8)这两个指标所占权重大(表2), 是影响天津市海岸带生态健康压力指数变化最主要的两个指标。从压力指标归一化数值可以看到, 工业废水排放量(P1)、二氧化硫排放量(P2)对压力层贡献呈正向增长趋势, 说明2018~2023年天津市政府通过加强工业污染治理和环保监管力度推动工业转型升级, 使得这些指标的污染排放量逐年下降, 此外, 天津市还加强了对渔业活动的优化调整, 海洋捕捞产量(P6)这一指标也呈现出正向贡献的趋势, 这些都逐步降低了天津海岸带海洋生态环境的压力。从综合评价指数上看, 驱动层与压力层从2019年开始都呈现持续走高的正向贡献趋势(图3a), 这说明驱动经济增长与缓解环境压力的矛盾逐渐弱化, 产业结构优化对生态健康改善有明显的支撑作用。同时, 研究数据显示在研究期内天津市压力层中工业废水排放量(P1)减少了52.5%, 而驱动层中海洋生产总值(D2)实现了10%的增长, 表明该区域已经初步形成海洋经济的“绿色增长”模式。
状态(S)指数分析: 图3d显示2018~2023年天津海岸带生态系统健康状态指数整体呈现波动上升的变化趋势。2018~2019年状态指数上升主要得益于一、二类海水水质面积比例(S1)的增加, 与同期压力层中工业废水排放量(P1)、二氧化硫排放量(P2)等陆源污染压力降低相呼应(图3c), 表明该时段内海水环境质量有所改善。2019~2021年多指标逐渐恶化, 一、二类海水水质面积比例(S1)及大型底栖生物多样性指数(S7)下降, 期间叶绿素a含量(S2)、浮游植物密度(S5)和浮游动物密度(S6)因高出最优区间而呈现显著的负向贡献趋势, 指示海水的富营养化下生态环境质量不佳, 状态指数逐年下降。2021~2023年一、二类海水水质面积比例(S1)逐渐上升, 大型底栖生物多样性指数(S7)在2023年也出现显著回升, 表明天津市采取的渤海攻坚战、增殖放流和生态修复等积极措施的治理成效开始逐渐显现, 湿地面积(S8)扩大, 海岸带健康状况开始有较大幅度改善, 状态指数逐年增加, 整体趋势向好。同时浮游动物密度(S6)等多个指标对状态层的正向贡献在2023年均呈现明显上升趋势, 反映出天津海岸带生态系统正在逐渐恢复, 能够更好地抵御外界干扰和压力。
影响(I)指数分析: 图3e显示2018~2023年天津海岸带生态系统健康影响指数整体呈现先稳后降的趋势。2018~2022年在状态层的逐步改善下, 影响指数整体呈现较稳定的波动状态, 反映出其自我调节能力和稳定性得到一定程度的增强。2023年由于赤潮最大发生面积(I1)和风暴潮风险指数(I3)的显著增加, 加剧了对人类健康和社会经济发展的负面影响, 使影响层的贡献出现了大幅度下降。这说明在天津海岸带的生态健康整体趋势向好的背景下, 我们仍然需警惕极端气候事件与突发性生态灾害对天津海岸带生态系统造成的潜在影响。
响应(R)指数分析: 图3f显示2018~2023年天津海岸带生态系统健康响应指数变化与其他准则层相比较为平缓, 呈现出先下降后上升的趋势。该时段中污水处理率(R2)这一指标一直处于上升趋势, 2019~2021年响应指数的贡献下降主要由于工业污染源治理投资(R3)和海洋科研R&D经费支出(R4)的大幅减少。2021年受状态层及影响层贡献下降的影响(图3a), 天津市进一步加大海洋环境保护投入和治理力度, 响应层污水处理率(R2)持续提升, 且工业污染源治理投资(R3)和海洋科研R&D经费支出(R4)恢复性增长, 响应指数回升并表现出较稳定的上升趋势, 但状态层的综合评价指数显著提升发生在2022年后, 这反映了生态系统状态恢复对治理投入有一定的滞后性。从整体来看, 随着状态层和影响层的变化, 响应层会继续呈现相对稳定的持续反馈, 这种正向的反馈循环会推动天津海岸带的生态健康状况不断向好的方向发展。
从DPSIR模型的耦合协调度结果来看(表4), 2018~2023年天津海岸带各子系统耦合协调度始终处于0.6~0.8且差距不大, 整体维持在中度协调水平, 说明驱动(D)、压力(P)、状态(S)、影响(I)、响应(R) 5个子系统间的协同作用较好, 天津海岸带的生态治理政策在平衡社会经济发展与生态保护方面取得了一定成效。同时, 对比评价结果可以发现耦合协调度的动态变化与生态健康综合评价指数呈现显著关联性, 2021年耦合协调度较前一年略有下降, 同时生态健康综合评价指数跌至研究期内最低值, 这一现象表明子系统间协调性降低会直接影响生态系统的健康状态。总体而言, 天津海岸带各子系统间的协同作用较好且耦合协调度逐渐增强, 未来可着重提升各子系统之间的协调性, 推动各子系统向高度协调阶段迈进。
敏感性分析结果显示(图4), 天津海岸带生态健康综合评价体系对权重变化的敏感性整体较低, 所有指标在权重进行±10%的扰动下敏感度系数(Si)均处于0.4以内, 均为低敏感指标, 且未出现单一指标主导评价结果的极端敏感性现象, 反映本文采用综合赋权法确定的权重具有较高的稳健性。同时, 影响层中的赤潮最大发生面积(I1)、风暴潮风险指数(I3)、滨海新区外来人口数量(I5)以及状态层中的叶绿素a含量(S2)、浮游植物密度(S5)和浮游动物密度(S6)在特定年份表现出相对较高的敏感性, 其权重变化显著影响生态健康指数, 表明突发性生态灾害(如赤潮、风暴潮)的时空分布差异会导致评价结果的动态波动。
研究结果显示, 天津海岸带的生态系统状态恢复对响应措施存在一定的滞后性, 因此政府在制定天津海岸带发展政策时需立足长远视角, 长期开展生态系统监测调查与评估工作, 保持住天津海岸带生态健康稳定向好的趋势。
针对评价结果中状态层权重突出的特征, 需加强生物多样性保护, 继续扩大牡蛎礁、海草床等典型生态系统修复规模, 保持海洋生态系统的稳定。同时溯源上层驱动力及压力环节, 加强政策调控, 优化海洋产业布局, 推动天津海岸带经济发展向绿色低碳转型; 加强压力层中工业废水排放等指标的系统性治理, 可以在入海口构建多级拦截系统, 削减陆源氮磷输入, 并建立京津冀陆源污染联防联控机制, 针对近岸海域的跨区域污染输入制定协同减排方案。
为防范海岸带面临的赤潮等潜在生态风险, 建议完善“空-天-地-海”立体监测网络, 结合机器学习模型对赤潮暴发概率进行预测, 提高海洋灾害预警和应急响应能力, 同时沿汉沽、大港等高风险岸线推进滨海生态缓冲带建设, 通过种植碱蓬等具有耐盐特性的植物来固滩减浪, 降低风暴潮灾害损失。
此外, 政府可以结合“海洋日”、“防灾减灾日”等特定活动对保护管理、执法人员以及周边社区居民进行宣传教育, 强化公众参与, 形成全社会共同保护海岸带生态环境的局面。基于以上措施, 可以增强各系统间协同效应, 形成“D-P-S-I-R-D”的动态治理循环, 助力天津海岸带生态健康水平不断提升。
(1) 2018~2023年天津海岸带健康状态整体呈现改善趋势, 健康等级由“较不健康”上升为“中等健康”, 说明在多项政策的干预下海岸带健康状况恢复效果较好。
(2) 耦合协调度模型下DPSIR各子系统处于中度协调状态, 且耦合协调度动态变化与生态健康综合评价指数呈现关联性。各准则层中, 状态层权重中最大, 是天津海岸带健康水平改善的核心。大型底栖生物多样性指数(S7), 海洋捕捞产量(P6), 工业废水排放量(P1), 一、二类海水水质面积比例(S1), 海洋生产总值(D2)权重较大, 是影响天津海岸带生态健康的主要因素。
(3) 天津海岸带区域驱动经济增长与缓解环境压力的矛盾逐渐弱化, 已经初步形成海洋经济的“绿色增长”模式, 但生态系统状态恢复对响应措施存在一定的滞后性。
(4) 2022 年后影响层综合评价指数表现为下降的态势, 警示我们海岸带生态健康仍然面临着潜在风险, 赤潮、风暴潮等海洋污染和海洋灾害的影响依然存在, 且有日益严峻的趋势。
(5) 权重敏感性分析结果显示天津海岸带生态健康综合评价体系对权重变化的敏感性整体较低, 本研究构建的评价体系具有较高的稳健性, 能够较为客观地反映天津海岸带的生态健康状况, 为该区域精细化治理提供科学依据。
