The global ocean is currently facing a severe challenge of “cryptic ecosystem degradation”, characterized by subtle but progressive declines in ecosystem integrity. Conventional water quality monitoring often indicates regulatory “compliance”, while underlying processes such as food web disruption, loss of keystone species, and functional degradation of ecosystems continue largely undetected. This management paradox arises from traditional assessment paradigms that emphasize physicochemical conditions while overlooking biological structure and ecosystem functionality. This study proposes a target-driven framework for marine ecosystem health assessment, aiming to facilitate a paradigm shift in environmental management from “comprehensive census” approaches to “precision-based diagnostic” strategies. Departing from fixed indicator frameworks, the proposed system introduces a “three-level funnel” generation logic: (i) identification of core ecological issues based on specific management objectives, (ii) selection of key biological components and associated indicators, and (iii) design of an optimal spatiotemporal observation strategy. Guided by the principles of usability, effectiveness and adequacy, the framework is supported by an integrated “space-air-sea-intelligence” technological network and enables the transformation of observational data into actionable decision-making knowledge through an intelligent diagnostic engine. Case studies demonstrate that the framework can dynamically generate customized assessment schemes tailored to diverse management objectives, including “overall health assessment, ” “aquaculture carrying capacity evaluation”, and “disaster early warning”. Among these, the classical triad-based Index of Biotic Integrity (Z/F/B-IBI), encompassing “zooplankton-fish-benthos” represents the optimal scheme generated by the framework for achieving “regional-scale ecosystem health assessment”. Overall, the proposed system aims to maximize management efficiency while minimizing observational costs, thereby providing a dynamically adaptable, “precision medicine-like” solution for ecosystem-based marine management.

当前全球海洋面临“生态系统隐性衰退”的严峻挑战, 常规水质监测频现“达标”, 而食物网断裂、关键种消亡与生态功能塌陷却在悄然发生。这一管理悖论源于传统“重理化环境、轻生物结构”的评估范式。该研究提出一套海洋生态系统健康的目标驱动式评估体系, 旨在推动管理从“全面普查”向“精准诊断”的范式变革。该体系摒弃固定指标框架, 首创 “三级漏斗式”生成逻辑: 从具体管理目标解析出核心生态问题, 进而筛选关键指示生物与观测指标, 最终设计最优时空观测策略。体系遵循 “有用、有效、够用”原则, 由 “空-天-海-智”一体化技术网络赋能, 并通过智能诊断引擎实现从数据到决策知识的转化。案例分析表明, 本体系可动态生成针对“总体健康评估”、“养殖容量管理”及“灾害预警”等不同目标的定制化方案。其中, 经典的“浮游动物-鱼类-底栖生物”三位一体完整性指数(Z/F/B-IBI)框架, 即是本体系为解决“区域总体健康评估”目标所生成的最优方案。该体系致力于以最小观测成本实现最大管理效能, 为基于生态系统的海洋管理提供可动态适配的“精准医疗”式解决方案。

当前全球海洋面临“生态系统隐性衰退”的严峻挑战, 常规水质监测频现“达标”, 而食物网断裂、关键种消亡与生态功能塌陷却在悄然发生。这一管理悖论源于传统“重理化环境、轻生物结构”的评估范式。该研究提出一套海洋生态系统健康的目标驱动式评估体系, 旨在推动管理从“全面普查”向“精准诊断”的范式变革。该体系摒弃固定指标框架, 首创 “三级漏斗式”生成逻辑: 从具体管理目标解析出核心生态问题, 进而筛选关键指示生物与观测指标, 最终设计最优时空观测策略。体系遵循 “有用、有效、够用”原则, 由 “空-天-海-智”一体化技术网络赋能, 并通过智能诊断引擎实现从数据到决策知识的转化。案例分析表明, 本体系可动态生成针对“总体健康评估”、“养殖容量管理”及“灾害预警”等不同目标的定制化方案。其中, 经典的“浮游动物-鱼类-底栖生物”三位一体完整性指数(Z/F/B-IBI)框架, 即是本体系为解决“区域总体健康评估”目标所生成的最优方案。该体系致力于以最小观测成本实现最大管理效能, 为基于生态系统的海洋管理提供可动态适配的“精准医疗”式解决方案。

The global ocean is currently facing a severe challenge of “cryptic ecosystem degradation”, characterized by subtle but progressive declines in ecosystem integrity. Conventional water quality monitoring often indicates regulatory “compliance”, while underlying processes such as food web disruption, loss of keystone species, and functional degradation of ecosystems continue largely undetected. This management paradox arises from traditional assessment paradigms that emphasize physicochemical conditions while overlooking biological structure and ecosystem functionality. This study proposes a target-driven framework for marine ecosystem health assessment, aiming to facilitate a paradigm shift in environmental management from “comprehensive census” approaches to “precision-based diagnostic” strategies. Departing from fixed indicator frameworks, the proposed system introduces a “three-level funnel” generation logic: (i) identification of core ecological issues based on specific management objectives, (ii) selection of key biological components and associated indicators, and (iii) design of an optimal spatiotemporal observation strategy. Guided by the principles of usability, effectiveness and adequacy, the framework is supported by an integrated “space-air-sea-intelligence” technological network and enables the transformation of observational data into actionable decision-making knowledge through an intelligent diagnostic engine. Case studies demonstrate that the framework can dynamically generate customized assessment schemes tailored to diverse management objectives, including “overall health assessment, ” “aquaculture carrying capacity evaluation”, and “disaster early warning”. Among these, the classical triad-based Index of Biotic Integrity (Z/F/B-IBI), encompassing “zooplankton-fish-benthos” represents the optimal scheme generated by the framework for achieving “regional-scale ecosystem health assessment”. Overall, the proposed system aims to maximize management efficiency while minimizing observational costs, thereby providing a dynamically adaptable, “precision medicine-like” solution for ecosystem-based marine management.

海洋生态系统健康评价是实施基于生态系统的管理(Marine Ecosystem-Based Management, MEBM)的科学基石(Borja et al, 2013; Brondizio et al, 2019)。然而, 现行评估范式长期依赖于以理化指标为核心的“化学监测”, 难以揭示生物群落的结构损伤与功能丧失, 更无法预警生态系统逼近临界点的早期信号(Borja, 2014; 张灿等, 2021)。这一“化学达标而生态退化”的悖论, 凸显了传统方法的固有局限。
为应对此挑战, 国际社会已发展出以生物为核心的评估体系, 如侧重服务价值的海洋健康指数(Ocean Health Index, OHI)(Halpern et al, 2012, 2014)、聚焦群落完整性的生物完整性指数(Index of Biological Integrity, IBI)(Karr, 1981, 1991)及针对特定压力的底栖生物指数(如AZTI海洋生物指数, AZTI’s Marine Biotic Index, AMBI)(Diaz et al, 2004)。然而, 这些方法在应用中仍面临困境: OHI对生态本体的状态反映不足(Weisberg et al, 1997; Levin et al, 2015); IBI对历史数据与高精度监测的依赖导致应用成本高昂; 而AMBI等则对应压力源较为单一。一个根本性的实践矛盾在于: 获取生态系统“全息影像”的理想, 与监测资源有限、物种鉴定耗时、数据整合复杂的现实约束形成巨大张力(Yoccoz et al, 2001; Lindenmayer et al, 2010; Borja et al, 2016)。
因此, 发展一套能够以最小观测成本诊断生态系统健康核心状态的目标驱动式精准评估体系, 已成为推动MEBM从理念走向实践的关键科学需求(Borja et al, 2016; 孙晓霞等, 2025)。本文旨在构建这样一套体系, 其核心创新在于从“提供静态评估工具”转向“建立动态方案生成机制”。本体系不预设固定指标, 而是通过一个智能化的“三级漏斗”流程, 将具体管理目标转化为定制化的观测与诊断方案, 并通过融合前沿感知与人工智能技术, 实现评估的精准化、敏捷化与自适应化。
本体系的核心是建立一套从“管理诉求”到“定制化评估方案”的生成逻辑(图1)。该逻辑如同一个精密的决策漏斗, 其筛选过程始终遵循并受控于“有用性 (Relevance)、有效性 (Validity)、够用性 (Adequacy)”三项核心原则。这三大原则并非孤立存在, 而是分别主导漏斗的3个递进层级, 形成一个环环相扣的完整规则链, 确保最终生成的方案兼具科学性与实践可操作性。
有用性原则在本级起主导作用, 它要求评估必须始于一个明确、具体且真实的管理目标。体系的起点是拒绝宽泛的普查思维, 强制进行“目标诊断”。
输入任何具体管理目标(如“确定养殖容量”、“预警水母暴发”), 体系通过内嵌的“目标-问题”解析规则库, 将抽象目标转化为1~3个可被生态学检验的核心生态过程问题。例如, “评估养殖容量”被解析为“育肥期滤食压力与浮游植物生产力的动态平衡”。这一转化确保了后续所有工作都直接锚定在管理者的真实需求上, 杜绝了无关指标的纳入。
一份高度聚焦的、待诊断的“生态问题清单”, 为后续筛选确立了明确的靶向。
在“有用性”框定的问题范围内, 有效性原则开始主导。它要求所选用的指标必须能真实、无偏且灵敏地反映所针对的生态问题, 并确保数据可通过标准化方法可靠获取。
针对上一级锁定的每个生态问题, 体系依据生态学理论(如功能群、关键种), 从一个经过验证的“生物指示因子库”中, 筛选出对该问题最具诊断特异性的关键指示类群及其量化指标。例如, 为诊断上述“滤食-生产力平衡”问题, 体系筛选出“硅藻功能群生物量”而非总叶绿素a, 因为前者对滤食压力的响应更直接、更有效。体系内置的“优化方案模块库”(如Z-F-B框架)是此类筛选结果的预制与集成。
一份精简的、生态机理明确的核心观测指标清单, 确保所测即所需, 数据能支撑稳健的科学推断。
在指标确定后, 够用性原则成为设计观测行动的准绳。它要求观测的时空分辨率与强度, 必须不低于指标所代表的生态过程的关键变化速率, 同时避免过度采样造成的资源浪费。
根据每项指标的自然变化节律(如昼夜、季节、脉冲式), 体系制定最低必要频率的观测方案。例如, 对变化快速的“硅藻生物量”在关键期采用周/日频次监测; 对变化缓慢的“底栖群落结构”则采用年度调查。同时, 根据指标特性匹配最优技术手段(如eDNA用于稀有种种群筛查, 水声学用于生物量普查)。
一套高效、经济的“时空-技术”一体化观测实施方案, 实现了科学精度与观测成本的最佳平衡。
“有用、有效、够用”三原则贯穿了从目标界定到行动设计的全流程, 构成了体系方法论的内核。此外, 体系具备反馈学习机制, 将每次评估的应用效果作为新数据, 用于优化“目标-问题”规则库和指标筛选逻辑, 使整个生成系统能够在实践中持续自我完善, 不断提升其针对新问题的方案生成能力与可靠性。
“目标驱动的动态评估生成体系”从理念到实践, 需要一个强大的技术基座将逻辑转化为行动。本体系并非简单堆砌前沿技术, 而是依据生成逻辑各阶段的核心需求, 将“空-天-海-智”多维度技术有机融合, 构建成一个协同增效的一体化赋能网络。该网络的核心使命是: 精准、高效、可持续地获取并处理生成逻辑所定义的定制化信息需求, 最终转化为清晰的决策知识(图2)。
为满足三级漏斗各阶段差异化的信息需求, 我们构建了一个分工明确、能力互补的协同感知技术矩阵(表1)。各类技术依据其核心优势, 被动态部署于“筛查、诊断、验证”的不同环节。
多源感知网络产生的海量、异构数据, 通过“智能诊断引擎”进行融合、解译与升华。该引擎是体系“智能”的核心, 其工作流程紧密对应管理决策链条:
引擎内置一系列AI模型。深度学习图像识别模型自动分类计数浮游生物与底栖生物; 声学信号处理与机器学习模型区分生物类群并反演生物量; 生物信息学分析流程自动处理eDNA序列生成物种组成清单。此步骤将原始观测数据流自动转化为标准化的生态指标时间序列与空间场。
引擎接收来自第二级漏斗生成的“定制化指标清单”作为指令, 从解译后的指标库中提取相应数据, 驱动内置的指数计算模型(如IBI算法、粒径谱分析)和生态阈值模型, 实时计算各项健康指数(如Z-IBI、F-IBI、B-IBI)及综合健康等级, 实现状态的动态评估。
引擎将实时健康状态与“生物-环境耦合诊断矩阵”进行匹配, 并融合实时遥感环境场数据(如热浪、低盐度水团), 自动生成初步的归因诊断报告。当任何核心指标超越预设的生态阈值时, 系统自动触发分级预警。结合机理模型, 可对生态系统演变趋势进行短期预测。
所有分析结果汇聚于“海洋生态系统健康智能仪表盘”。这是一个交互式管理界面, 以空间地图、趋势曲线、预警信号灯、诊断报告卡片等直观形式, 为管理者提供“一站式”的态势感知、问题诊断和措施评估支持。
技术网络与评估生成逻辑构成了一个紧密耦合、持续优化的赋能闭环(图2)。生成逻辑作为“大脑”, 定义需要感知什么(信息需求); 协同感知网络作为“感官与手脚”, 按需进行智能侦察与数据采集; 智能诊断引擎作为“神经中枢”, 处理信息并生成决策知识; 管理行动基于知识实施, 其效果反馈又回流至系统, 用于优化“目标-问题”规则库和模型参数。这一闭环确保了技术赋能不是一次性的工具交付, 而是支撑海洋管理实现“感知-认知-决策-行动-学习”螺旋式上升的持续性基础设施。
为验证海洋生态系统健康目标驱动式评估体系的科学性、实用性与适配性, 本文选取区域生态系统总体健康评估、养殖生态容量评估、近海水母暴发灾害预警三类典型海洋管理目标作为应用案例, 从目标解析、指标筛选、观测策略设计到决策支持输出, 完整演示体系的三级漏斗式生成逻辑落地过程。三类案例分别对应宏观战略性状态诊断、具体生产性资源管理、紧迫风险性灾害防控三大海洋管理场景, 覆盖静态评估、动态监控、早期预警等多元评估需求, 系统展现本体系从管理目标到定制化评估方案的全流程转化能力, 以及在不同场景下实现科学精度与观测成本最优平衡的核心优势。
本案例演示本体系如何针对“评估某海湾综合健康状态, 为海洋空间规划与生态保护提供科学基准”这一宏观管理目标, 生成一套系统、多维的评估方案。该方案是体系解决此类普适性问题的“预制最优解”, 即经典的Z-F-B-IBI框架。
科学诊断海湾生态系统的长期变化趋势与综合状态, 识别主要生态问题与保护优先区, 支撑规划与管理决策。
为实现“综合健康”评估, 必须同时诊断系统的3个核心功能维度:
上行控制与能量基础: 系统的初级生产力能否高效地转化为高营养级可利用的能量?(能量流动效率)
下行控制与结构稳定性: 食物网顶端的调控功能是否完整?生物群落的结构是否健全?(营养级结构完整性)
环境承载力与恢复力基线: 生境是否受到长期、累积性的压力, 从而削弱了系统的恢复潜力?(生境累积压力)
围绕上述3个维度, 体系从“生物指示因子库”中调用经过充分验证的、最具代表性的指标组合, 构成一个完整诊断矩阵(表2):
此套指标组合, 在体系中被标识为针对“总体健康评估”目标的预制优化方案模块, 即 “浮游动物(Z)-鱼类(F)-底栖生物(B)三位一体生物完整性指数(Z/F/B-IBI)框架”。它并非主观拼凑, 而是体系根据生态学原理(上行/下行控制、压力整合)与长期实证验证, 动态匹配生成的“最优解”。
根据各指标变化的时空尺度, 制定差异化、高效率的观测方案。
能量流动对季节和物候响应敏感。采用春季水华期及秋季的月度走航综合观测, 集成水声学(生物量剖面)、eDNA(物种组成)、连续浮游生物记录仪(粒径谱)等技术。
鱼类群落结构变化相对较慢, 但具有季节性迁移与繁殖规律。采用在主要繁殖季与索饵季的季度性调查, 结合科研拖网、水声学走航与eDNA采样。
底栖群落与沉积物环境变化缓慢, 整合长期压力。采用年度系统性底栖拖网/抓斗采样, 结合沉积物柱状样采集, 进行实验室分析。
智能诊断引擎对多源数据进行融合分析, 输出多层次管理产品:
生成Z、F、B分项及综合健康指数与等级(如健康、亚健康、不健康), 提供量化评分。
将健康状态与同步获取的环境压力数据(如遥感温度、营养盐)耦合, 在矩阵中定位, 自动诊断主导生态病因(如过度捕捞、富营养化、复合污染)。
基于地理信息系统绘制健康指标的空间分布图, 识别生态退化“热点”与保护“亮点”; 通过时间序列分析, 预警系统性衰退趋势。
本案例完整展示了体系如何将“综合健康评估”这一宏大目标, 转化为一个逻辑清晰、指标互补、操作可行的科学评估方案。生成的Z-F-B-IBI框架, 证明本体系并非空泛的理论, 而是能产出经得起检验的经典工具。更重要的是, 它揭示了此类经典框架的本质: 它们是本体系针对某一类高价值、普适性管理目标, 通过内部规则自动生成的、可复用的“标准化产品”。 当管理目标变化时, 体系将调用不同的规则, 生成如案例二、案例三那样的“定制化产品”。
本案例演示本体系如何针对“确定双壳贝类(如牡蛎)养殖生态容量, 实现可持续生产”这一具体管理目标, 生成定制化的评估方案。该方案的核心逻辑是: 不仅预测容量极限, 更需要诊断容量超载的生态后果。
保障养殖区长期可持续生产, 避免因过牧导致的生态系统退化与养殖崩溃。
养殖活动产生的沉积有机质是否已对底栖生境造成不可逆的损害, 导致生态系统功能衰退?
围绕上述两个问题, 体系筛选出高度特异、可直接诊断的指标组合(表3)。
根据指标特性, 制定“经济够用”的差异化观测方案。
(1) 高频过程监测(针对指标1~4)
在养殖育肥关键期(如春、秋季), 采用卫星遥感(大范围叶绿素a)结合周频次船载自动剖面观测, 实时跟踪浮游植物动态与营养盐消耗。滤水率通过养殖数据模型每月更新。
(2) 低频状态验证(针对指标5~7)
在养殖周期前后(如投苗前、收获后) 进行年度或半年度的底栖沉积物与生物采样。此数据用于校准过程模型, 并确认是否已发生生态损伤。
智能诊断引擎将上述数据流整合, 为管理者提供三层决策产品。
实时显示“滤食压力-生产力”平衡状态, 预警逼近临界点的风险。
一旦底栖指标显示退化, 系统自动生成归因报告, 明确将损害与养殖活动关联, 并提供损害程度评估。
输入不同的养殖密度调整方案, 模型可预测其对水体和底栖环境的潜在影响, 支持空间规划与总量控制决策。
本案例生成的方案, 完美体现了目标驱动体系的精髓: 它并非简单计算一个静态的养殖容量数字, 而是构建了一个“过程实时监控-后果定期验证”的动态管理闭环。通过聚焦“滤食-生产力”平衡这一核心过程, 并以底栖群落变化作为超载损害的“终审判决”, 实现了对养殖活动生态影响的精准、前瞻性管理, 从根本上区别于传统的经验估算或纯水质评价方法。
本案例演示本体系如何针对“提前1~2个月预警水母(如海月水母)暴发风险, 以便部署防灾减灾措施”这一紧迫的、面向风险管理的目标, 生成一个聚焦于水母生活史关键环节的早期预警方案。
实现水母暴发的早期、可靠预警, 最大限度减少其对滨海旅游、渔业、核电冷源等造成的经济损失与安全风险。
水母种群暴发依赖于其复杂生活史中两个关键阶段的成功衔接。因此, 预警必须诊断:
水螅体增殖潜力: 海床及人工设施表面的水螅体, 其存活、生长与横裂生殖(产生碟状体)的环境条件是否达到最适状态?
水母体生长条件: 释放出的碟状体与水母体, 其所在的水体环境(温度、饵料)是否支持其快速生长与种群扩张?
围绕水母生活史的两个关键节点, 筛选可直接反映其种群增长潜力的早期、特异性指标(表4)。
此套指标组合构成了一个“水螅体存量-环境触发-幼体发生-饵料供给”预警链。它跳出了传统上只关注成体水母的被动监测模式, 转向对其生活史“瓶颈环节”的主动诊断, 从而实现真正意义上的“早期”预警。
针对不同指标的时空变化特征与预警价值, 设计差异化的“侦察-预警”两级监测网络。
(1) 低频普查与生境评估(针对指标1~3)
在每年冬末春初(横裂生殖启动前), 对已知的潜在附着基区域(养殖筏架、防波堤、海底硬质区)进行季度性水下视频/图像调查, 量化水螅体存量, 并同步获取底层温、盐、溶解氧数据, 评估生境适宜性。
(2) 中频加密与过程捕捉(针对指标4~6)
当生境条件趋于适宜或eDNA出现早期信号时, 启动风险期加密监测。在春季至夏季, 对重点海域进行每两周一次的走航观测, 结合eDNA自动采样器(追踪水母幼体)与连续浮游生物记录仪/光学计数器(监测小型饵料动物), 并融合卫星遥感海表温度数据, 实时跟踪水体条件与生物动态。
智能诊断引擎整合多源数据流, 实现分级预警与决策模拟。
基于水螅体存量、环境适宜度和早期生物信号, 生成空间化的暴发风险等级(如低、中、高、极高)分布图, 并动态更新。
耦合机理模型与实时数据, 预测暴发可能的时间窗口与潜在影响规模, 为提前部署拦截网、发布旅游预警等提供关键准备期。
模拟评估不同干预措施(如提前清理附着基、调整电站取水方案)对降低风险的潜在效果, 支持制定成本最优的防灾策略。
本案例生成的方案, 深刻体现了目标驱动体系在应对突发性生态灾害中的前瞻性价值。它将预警的关口从可见的“成体水母”大幅前移至不可见的“水螅体”和“幼体”阶段, 通过诊断生活史瓶颈构建了可靠的预警链。这证明了本体系不仅适用于长期的健康评估与容量管理, 同样能够为应急性的风险管理目标, 生成灵敏、特异且可操作的“侦察-预警-决策”一体化解决方案。
前述3个案例表明, 本体系能够像一个“生态评估方案编译器”, 将多样化的“管理目标”源代码, 通过三级漏斗的生成逻辑, 编译成针对性、经济性与时效性各异的“可执行程序”。为系统对比其生成能力, 将3个案例的核心要素总结如下(表5):
本体系从根本上将评估从“选择与使用现有工具”的范式, 转变为“按需生成最佳工具”的范式。Z-F-B框架等经典指数, 被证明仅是体系在应对“评估总体健康”这类通用性问题时, 内部规则所调用的一组高效预制模块。这种“目标驱动生成”机制, 彻底解决了传统评估中“一刀切”的适用性困境与“大而全”的成本困境, 实现了生态系统评估的“精准医疗”模式: 先精准诊断管理需求(病因), 再开具量身定制的检查与治疗方案。
本研究的根本贡献在于实现了方法论的范式跃迁。现有研究多聚焦于开发更灵敏的“渔具”, 如浮游生物原位成像系统(Bi et al, 2022)、中国海洋发展指数(国家海洋信息中心, 2025)等, 而本研究则构建了一套可自主生成“渔具”的“渔法”。这套“目标驱动生成”体系, 是一个元框架, 其产出(如Z-F-B方案、养殖容量方案)是具体评估方法, 而其自身则是生成方法的方法。相较于IBI、AMBI等优秀但固定的“渔具”, 本体系的优势在于其内在的适应性与扩展性。它通过明确将“管理目标”作为逻辑起点, 并将生态学理论(功能群、关键种)编码为可执行的筛选规则, 使得评估方案能够动态适配于从本地渔业管理到区域战略评估, 从长期健康诊断到突发灾害预警的广阔尺度与多样场景, 为解决海洋管理“一管就死、一放就乱”的复杂性困境提供了方法论基础。
本体系显著增强了评估对管理决策的驱动力。首先, 关联性增强: 由于方案直接源自管理目标, 其输出的“定制化诊断报告”(如容量超载损害确认、水母暴发风险地图)与决策者的关切高度同频, 破解了“评估自说自话、管理无从下手”的困局; 其次, 预见性增强: 体系强调对“过程”和“早期信号”的捕捉(如滤食压力平衡趋势、水螅体存量), 结合智能预警模型, 推动管理从“事后应对”向“事前预防”转型; 最后, 形成管理闭环: 评估产生的决策信号(如预警、归因)可直接触发管理行动, 而行动效果又可作为反馈数据输入体系, 优化后续的评估生成, 从而构建“评估-决策-管理-再评估”的适应性治理闭环, 提升了在不确定性环境下的决策韧性。
将本体系从理论框架转化为业务化运行的核心基础设施, 面临一系列挑战: (1) 技术整合挑战: 需建立多源数据标准化接口与质量控制系统, 并完成关键AI模型(如指标自动解译、方案生成规则库)的本地化调优与验证; (2) 制度协同挑战: 需打破监测、科研、管理部门的壁垒, 建立数据共享、知识管理与协同决策的机制; (3) 能力建设挑战: 需培养兼具生态学、数据科学和管理学知识的复合型人才。
为实现业务化, 建议路径如下: 首先, 开发开源、模块化的软件平台, 将三级生成逻辑、技术工具库、诊断模型封装, 降低使用门槛; 其次, 在典型海域(如重要海湾、养殖区、灾害频发区)开展长期示范工程, 在实践中持续积累和优化针对不同目标的“方案生成”案例库与规则库; 最后, 推动体系输出与现行管理制度深度耦合, 将其纳入海洋空间规划编制、生态补偿核算、保护地成效评估、灾害应急响应等关键政策的法定程序, 使其成为海洋治理现代化的核心决策支持引擎。
本文提出并系统阐述了“海洋生态系统健康的目标驱动式评估体系”。这一体系代表了一种根本性的范式变革: 从应用静态、通用的评估“工具”, 转向依托智能、动态的方案生成“体系”。
在“道”的层面, 体系确立了“管理目标”为评估逻辑的绝对起点, 将评估重新定义为连接管理需求与科学诊断的翻译器与生成器。
在“法”的层面, 体系构建了普适的“三级漏斗”生成逻辑(目标→问题→指标→策略), 并以“有用、有效、够用”为准则, 确保生成方案的科学性与经济性。
在“术”的层面, 体系整合“空-天-海-智”技术网络, 形成感知-诊断-决策的使能闭环, 为生成逻辑提供强大技术执行力。
在“器”的层面, 体系能够产出从经典Z-F-B框架到高度定制化预警方案的系列“决策产品”, 直接驱动管理行动。
研究表明, 经典的Z-F-B-IBI框架, 可被视为本评估生成体系在应对“区域总体健康评估”这一典型目标时, 所自动调用并输出的一套高效、可复用的标准化方案。这一结果印证了, 许多行之有效的传统评估方法, 其内在合理性在于它们恰好契合了特定管理场景下的核心科学逻辑。
本研究旨在提供一套系统性的方法学框架, 其核心价值在于构建了一种应对复杂系统治理的适应性思维: 通过建立一套目标明确、逻辑清晰、可动态调整的评估生成机制, 来响应多元化的管理需求、应对生态系统固有的不确定性, 并兼容科学知识的持续更新。这为在实践中逐步推行基于生态系统的适应性管理, 提供了一条具可操作性的技术路径。
随着未来在更多样场景中的实践与应用, 该体系有望通过持续吸收反馈而不断完善, 发展成为支撑我国海洋综合管理的一项有力分析工具, 助力海洋环境管理从传统模式, 向更加注重科学依据、过程预警和精准施策的方向稳步演进。
