Building a complete spacecraft electrical power and distribution standard system is an important tool for improving the design of spacecraft electrical power and distribution system and ensuring the safety and reliability of satellite energy. In this paper, the electrical power and distribution standard systems published by European Cooperation for Space Standardization (ECSS), National Aeronautics and Space Administration (NASA), Japan Aerospace Exploration Agency (JAXA), International Standard Organization (ISO) and American Institute of Aeronautics and Astronautics (A-IAA) were investigated. The focuses of their respective standard specialties were analyzed, the corresponding content was discussed, and the standard systems of various organizations were summarized. Combined with the actual situation in China, the suggestion and reference for the spacecraft electrical power and distribution standard system are put forward.

建设完备的航天器电源与供配电标准体系是提升航天器电源与供配电系统设计正确、确保卫星能源安全可靠的重要工具。本文通过研究欧洲空间标准化合作组织 ECSS (European Cooperation for Space Standardization)、美国宇航局 NASA(National Aeronautics and Space Administration)、日本宇宙航空研究开发机构 JAXA(Japan Aerospace Exploration Agency)、国际标准化组织 ISO(International Standard Organization)和美国航空航天学会AIAA(American Institute of Aeronautics and Astronautics)等国外组织出版的电源与供配电系统标准,分析各自标准专业的侧重点,综述国外标准所包含的内容,总结各组织的标准体系,并结合我国的实际情况,提出了航天器电源与供配电标准体系建议和参考。

Building a complete spacecraft electrical power and distribution standard system is an important tool for improving the design of spacecraft electrical power and distribution system and ensuring the safety and reliability of satellite energy. In this paper, the electrical power and distribution standard systems published by European Cooperation for Space Standardization (ECSS), National Aeronautics and Space Administration (NASA), Japan Aerospace Exploration Agency (JAXA), International Standard Organization (ISO) and American Institute of Aeronautics and Astronautics (A-IAA) were investigated. The focuses of their respective standard specialties were analyzed, the corresponding content was discussed, and the standard systems of various organizations were summarized. Combined with the actual situation in China, the suggestion and reference for the spacecraft electrical power and distribution standard system are put forward.

电源与供配电系统素有航天器 “心脏”之称, 作为航天器关键分系统之一为整个航天器提供能源, 其安全稳定运行关系着整个航天任务的成败[1]。为保证航天器电源与供配电系统设计正确、确保型号能源安全可靠,务必从规范上建立航天器供配电设计要求和评估手段, 建设和完善航天器供配电的设计建造规范和标准体系, 确保空间能源的安全设计和验证[2]。目前我国电源与供配电标准较多,在某些专业方向的标准或重复或缺失, 相关标准体系正在建设中。2019 年,中国航天科技集团公司 CASC (China Aerospace Science and Technology Corporation) 提出了 “一个 CASC, 一套标准”的工作部署, 以期构建与新研制模式相适应的标准体系。随着新技术、新材料的应用, 国外电源与供配电设计日趋成熟, 通过研究国外电源与供配电的标准体系, 以掌握和了解国外先进设计水平, 为建设我国航天器电源与供配电标准体系提供参考。
欧洲航天局 ESA(European Space Agency)和美国宇航局 NASA(National Aeronautics and Space Administration) 作为国际领先的两大宇航企业, 其出版了大量的航天器相关标准,其中 ESA 专门设立了标准维护机构:欧洲空间标准化合作组织 ECSS(European Cooperation for Space Standardization)。日本宇宙航空研究开发机构 JAXA(Japan Aerospace Exploration Agency)出版的标准尽管相对较少, 但几乎涵盖了航天器电源系统设计的所有方面,标准体系结构简单；国际标准化组织 ISO(International Standard Organization) 和美国航空航天学会 AIAA (American Institute of Aeronautics and Astronautics)作为专业标准化组织,从专业技术角度出版了大量标准。因此, 本文将对 ECSS、NASA、JAXA、ISO 和 AIAA 等国外组织出版的电源与供配电相关标准进行梳理,分析各组织的标准体系,以了解各组织在电源与供配电专业标准方向的侧重点,综述国外标准所包含的内容,掌握国外标准所规定的设计、制造、性能和测试方法等, 对我国航天供配电技术领域标准体系建设提出了建议和参考。
1 国外电源与供配电标准现状

1.1 ECSS ECSS ${}^{\left\lbrack 3\right\rbrack }$ 为 $\mathrm{{ESA}}$ 的标准化管理组织,通过调研梳理出 ECSS 电源与供配电标准体系如图1 所示。此外, 按照标准的专业性进行分类, 得到如表1 所示分类表。
ECSS 标准包括充放电设计、高电压绝缘、电源系统设计、空间发电、电缆网、蓄电池、执行器、名称术语和特殊标准(印刷电路板 PCB(Printed Circuit Board))等。在充放电设计标准中,规定了在轨航天器能够达到的最高充电电位计算机模拟方法、表面和内部充电最坏情况下的等离子体环境特性、地球同步轨道 GEO(Geostationary Orbit)/中地球轨道 MEO (Middle Earth Orbit)/低地球轨道 LEO(Low Earth Orbit)等不同轨道下等离子体环境效应评估和减缓设计方法、电子元件的辐射效应的总剂量。在电源系统及单机产品设计标准方面规定了高压绝缘设计、 采用闭锁限流器 LCL (Latching Current Limiter)/可重触发闭锁限流器 RLCL (Retriggerable Latching Current Limiter)(科学、对地观测、导航卫星) 来进行功率分配和保护的系统和接口设计、空间太阳能电池阵设计要求、锂离子电池测试方法、执行器电子设备(电源)和电动执行器(功率负载)设计方法、不同触点和线型的压接要求和导线 “红色瘟疫” 腐蚀加速筛选试验方法和验收标准; 在产品可靠性方面规定了产品保证及六性等方面的设计要求。
ECSS 电源与供配电相关标准中 ECSS-E-20 主要针对充放电设计和电源系统、单机产品等的设计标准；ECSS-Q-30、ECSS-Q-70 和 ECSS-Q-60 主要针对电源产品的可靠性设计和工艺实施等标准。整体来看 ECSS 的标准体系具有结构完备、层次清晰的特点。其中, ECSS 在空间工程子体系 ECSS-E-20 中针对同一标准方向,从“标准”和“手册”两个维度对相关方向进行了规范要求, 包括航天器充放电设计、基于 LCL/RLCL 的电气设计、光伏组件、执行器的电气设计和线束的设计共 5 个方面, 这说明 EC-SS 认为此 5 个方面为航天器电源和供配电系统中设计的重点和难点。
1.2 NASA NASA ${}^{\left\lbrack 4\right\rbrack }$ 出版标准的组织包括 $\mathrm{{NASA}}$ 总部和五个分中心 (戈达德航天中心、肯尼迪航天中心、约翰逊航天中心、马歇尔航天飞行中心、斯坦尼斯航天中心)。通过调研得到如图2 所示 NASA 航天器电源与供配电标准体系。按照标准专业方向分类, 得到如表2 所示的 NASA 专业标准分类表。
NASA 标准包括充放电设计、高电压绝缘、接地、空间发电、电缆网、蓄电池等。具体来说包括:① 解释了高电压系统与等离子体相互作用的过程, 可能导致航天器充电的情况和原因,并列出了典型的设计解决方案；②综述了直流、交流下低气压帕邢和电晕放电的起始电压、影响因素等,并给出了相应的防护设计标准；③规范了用于测试电缆绝缘的一般物理、电气和化学方法; ④规定了无人航天器系统级接地标准要求和空间站接地的要求(包括主电源接地、副电源接地、信号参考接地、信号返回接地以及用户调节功率返回/参考接地等接地设计要求)；⑤确定了航天器和有效载荷中互连电缆、线束设计、生产和工艺安装要求；⑥规范了单体电池、电池组设计/应用/测试等。需要指出的是还规定了载人航天器电池、便携式设备用电池安全设计和测试要求；⑦规定了“三电”(电气、电子和机电)设备的可追溯性、测试、包装、存储等要求, 以提高航天器设备的可靠性。
由于技术封锁, 部分美国 NASA 标准无法查询得到, 本文梳理出的标准体系暂不完备, 主要集中在充放电设计、高电压绝缘、接地、电缆网和蓄电池方面。其中 NASA 特别重视航天器的充放电设计, 并出版了 6 个标准:① 从轨道来看,包括 LEO、GEO 和 MEO 等卫星; ② 从充放电类型来看, 涉及介质表面充放电、深层充放电和材料放气引起的低气压充放电；③从母线电压等级来看,涉及${55}\sim {100}\mathrm{\;V}$ 等级；④从单机设备来看,包括太阳能电池阵、太阳翼驱动机构 SADA (Solar array Drive Assembly); ⑤此外, 还包括航天器最大充电电位的计算、放电检测、 仿真模型和相应的充放电抑制措施等。值得关注的是, 目前仅 NASA 出版了关于载人和无人航天器的接地标准, 其他相关宇航标准组织并未涉及, 该标准对我国的接地设计具有指导意义。
1.3 JAXA JAXA ${}^{\left\lbrack 5\right\rbrack }$ 作为日本航天活动的一体化实施与管理机构, 截至 2021 年共对外公布的有效技术标准共 28 项, 其中供配电相关标准 8 项, 通过调研梳理出其标准体系如图3 所示。按照标准专业性对 JAXA 进行分类, 得到如表3 所示的 JAXA 专业标准分类表。
JAXA 标准包括充放电设计、高电压绝缘、电源系统设计、接地标准、空间发电和电缆网等。具体来说涵盖: ①空间环境、航天器与空间等离子体相互作用的机理、为解决空间等离子体危害的防护设计措施;② 额定电压小于 100V 的航天器电源系统绝缘设计要求；③电气接口、火工品等航天器供配电系统级设计标准；④蓄电池、功率控制和分配、母线电压等级、电能质量等一次电源子系统的设计标准；⑤接地的设计要求；⑥从机、电和热三个方面规定了轻型、刚性的太阳能电池板设计要求；⑦不同工况下导线的降额标准和布线要求；⑧ 电气配线工艺要求。
总体来看, JAXA 航天器电源与供配电标准体系所包含的标准数量少, 但架构层次结构清晰, 呈现短小而精悍的特点,并重点覆盖了系统级设计。 这说明日本宇航机构尤其重视总体设计, 其标准体系对总体设计的借鉴意义较大。但在单机产品方面仅涉及太阳能电池板和电缆网等,缺乏对蓄电池、 连接器、产品保证等方面的标准。

AIAA[6] 同时作为 ISO/TC20/SC14 秘书处和美国国家标准所认定机构, 在国际航天标准化活动中有举足轻重的地位。其电源与供配电系统标准位于宇航与导航系统大类下面的耐用航天器分技术委员会中,标准体系如图4 所示。
1.4.2 ISO ISO ${}^{\left\lbrack 7\right\rbrack }$ 中航空航天标准化技术委员会 (ISO/TC20) 专门负责制定航天领域标准, 其中电源与供配电相关标准主要由空间系统及其应用标准化分技术委员会(ISO/TC20/SC14)负责。截至 2020 年底,共发布航天供配电相关标准共 7 项,标准体系见图5 所示。
1.4.3 小结
由于 AIAA 和 ISO 的特殊关系, 本文将两者在电源与供配电标准按照专业方向进行统一分类, 得到如表4 所示的 AIAA 和 ISO 标准分类表。
AIAA 和 ISO 标准包括充放电设计、电源系统设计、空间发电、电缆网、蓄电池等。具体来说主要涵盖了以下 7 个方面的标准:① 概述了高电压电源系统与空间等离子体相互作用过程, 提出了消除或减轻两者相互作用的设计要求；②规定了太阳能电池在电子和质子辐照测试方法; 单晶硅和砷化镓单结、双结、三结太阳电池的测量和校准程序的要求；③ 确定了太阳电池阵的设计具体要求, 包括考虑静电放电以及满足热、辐照、微流星、原子氧等空间环境要求的负载功率裕度、太阳电池阵功率计算方法等；④在静态环境和气流环境下,暴露于外部点火源时电线绝缘材料可燃性测试流程; ⑤航天用可充电锂离子电池的设计和最低验证要求、锂离子电池在轨期间健康状况评估方法；⑥ 航天器通用多功能连接器设计方法; ⑦空间即插即用架构下电源系统设计要求。
总体来看, AIAA 和 ISO 标准体系相对完善,涉及充放电设计、电源系统设计、空间发电、蓄电池等方面标准,其中尤其重视太阳能电池阵方向,共出版了 5 个包括太阳能电池单体和系统的设计和测试标准。由于 ISO 和 AIAA 不为宇航企业,其标准更多涉及到单机产品的设计和测试, 在系统标准方面涉及较少。
1.5 国际深空互联标准
nasa、jaxa、ecss 和俄罗斯联邦航天局 ROSCOSMOS (Russian Federal Space Agency) 等多国宇航组织共同成立了国际深空互联标准组织[8], 以通过规范标准接口促进合作探索太空, 主要服务于国际空间站。其中为了确保空间站各舱段电源与负载之间的安全性、互换性和互通性, 出版了电源系统互通性标准,并规定了电压等级、电能质量和接地方法等,如图6 所示。
2 国外电源与供配电标准体系架构分析

2.1 国外标准体系分析
由于涉及行业保密等原因,各标准组织公布的标准并不完整, 使得调研到各组织标准体系的完备性各有差异, 侧重领域也存在差异。总体来说作为宇航制造企业 ECSS、NASA 和 JAXA 出版的标准体系完备,更侧重于系统级标准。其中, ECSS 标准数量最多,体系最为健全,尤其重视充放电设计、光伏组件、线束、执行器和电源设计 5 个方面的标准; NASA 内部部门较多, 标准方向的重复率较高, 其特别重视充放电设计、高电压绝缘和电缆网等方面的标准；JAXA 侧重于电源和供配电分系统总体设计。AIAA 作为 ISO 组织下面 TC20/SC14 秘书处,两者出版的标准具有互补性,标准体系较完备,尤其重视太阳能电池、蓄电池等单机技术方面的标准。
2.2 电源与供配电标准体系建议
将各宇航标准机构航天器电源与供配电标准进行专业分类, 不难发现其标准大体可划分到 3 个方向:电源与供配电基础通用标准、电源与供配电系统标准和电源与供配电产品标准。
(1)电源与供配电基础通用标准。主要针对航天器电源与供配电的通用共性技术, 包括名称术语、产品保证及六性和其他通用标准等。航天器电源系统作为系统工程, 其通用化标准需同步推进。
(2)电源与供配电系统标准。主要针对航天器电源与供配电系统的设计和技术要求、试验验证工作。包括分析、实验和验证, 高电压绝缘, 充放电设计,电源系统设计,接地和其他系统标准。其中涉及空间环境的充放电设计标准,从运行范围来看,应包括近地轨道和深空探测的航天器; 从能源来看, 还将包括太阳能电池阵和核电源。
(3)电源与供配电产品标准。主要针对航天器各供配电产品设计、生产和测试工作, 包括太阳能电池、蓄电池、电缆网、执行器、连接器和其他产品标准。
由于载人航天领域技术特点及要求的特殊性, 本文单独将其列入航天器电源与供配电专业体系中,提出了如图7 所示电源与供配电标准体系建议。
3 国内电源与供配电标准体系架构分析

我国出版的航天器标准主要包括国标 GB、国军标 GJB、航天行业标准 QJ/QJA 和企业标准等 4 大类, 其中企业标准和 QJA 等由于涉及技术保密等原因不对外公开。按照如图7 所示航天器电源与供配电专业标准体系建议, 通过调研将国标 GB、国军标$\mathrm{{GJB}}$ 、航天行业标准$\mathrm{{QJ}}$ 等航天器电源与供配电相关标准进行分类, 得到如表5 所示国内航天器电源与供配电标准分类表。
从表5 可以看出, 目前高电压绝缘、执行器、核电源和载人航天器等方面标准完全缺失。核电源(温差发电、斯特林等发电技术)作为新型空间发电技术,正受到国内外广泛关注；载人航天领域将开展国际合作空间实验室项目, 在供电接口及供电用电安全方面正加强国际合作的标准建设,因此上述领域急需开展相关标准的研究工作。在分析、实验和验证、电缆网、连接器、名称术语和产品保证及六性等方面仅存在企业标准,尚无行业和国家标准,需对企业标准进行修订以升级为行业或国家级标准。
各国标准组织几乎均涉及航天器充放电设计。 据 Koons 统计 19,299 例在轨卫星异常故障中,由充放电导致的故障占 54.2%；据 Tafazoli 统计[10], 156 例航天器异常故障中,由电源系统造成的占45%。 我国统计的疑似发生充放电故障也占到总故障的 30%。从表5 可以看出, 我国已经出版了一些航天器充放电标准, 但相关标准主要集中在表面充放电效应的试验和测试, 关于内带电效应、不同轨道下航天器充放电防护设计等相关标准仍然匮乏,需开展航天器静电放电的顶层标准和规范设计[11]。现有电源系统设计标准主要针对航天器普遍采用的“太阳翼+蓄电池”体制, 快速发展的核电源技术与现有供电体制存在较大差异, 应提前部署以建立适应核电源的电能转换控制标准。随着可维修式航天器的发展(如载人航天器、可服务航天器),出现了在轨可插拔、面向多功能使用的新型连接器应用需求,
应根据新应用场景开展相关标准设计工作。此外, 航天器正朝着大功率高电压方向发展, 电缆在绝缘方面将面临新的要求, 需开展相应绝缘设计和测试等方面标准研究。
4 结论

为建设和完善航天器供配电的设计建造规范和标准体系, 确保空间能源的安全设计和验证, 本文通过对 ECSS、NASA、JAXA、ISO 和 AIAA 等国外组织出版的电源与供配电系统标准进行调研综述, 提出航天器电源与供配电标准体系建议和参考, 并得出如下结论。
(1)国外各组织构建的电源与供配电标准体系完备性各有差异, 侧重领域差异较大, 其中宇航制造企业 ECSS、NASA 和 JAXA 出版的标准体系完备,更侧重于系统级标准。AIAA 和 ISO 作为学术组织,更重视太阳能电池、蓄电池等单机技术方面的标准。
(2)目前国内在高电压绝缘、核电源和载人航天器等方面标准完全缺失, 在电缆网、连接器、名称术语和产品保证及六性等方面尚无行业或国家标准,应尽快开展相关领域的标准建设工作。充放电故障已为航天器安全稳定运行带来严重挑战,充放电设计标准已成为各国宇航机构关注的焦点, 但国内在此领域的相关标准还较少, 覆盖还不全面, 亟需开展顶层标准和规范的设计；此外,随着新领域、新应用场景的出现, 需要开展新方向标准的设计工作。
