We advocate for new service goals centered on timeliness, convenience, accuracy, and proactivity. The proposed smart passenger service architecture for urban rail transit embraces the multitude of online and offline demands, overcoming existing system limitations in data integration, equipment platform unification, service quality, and efficiency. Emphasizing adherence to passenger service schedules, it also prioritizes efficient lastmeter service delivery. By showcasing representative Beijing subway lines, we present a replicable technological system and application model that can comprehensively enhance the intelligent service and management processes of China's urban rail transit system.

针对既有客服体系中存在的乘客服务需求感知水平低,服务提供渠道单一以及运营服务管控成本高、效率低等问题,以新时代背景下高质高效出行需求为抓手,通过对不同乘客群体出行链需求分析,提出以服务及时性、便捷性、精准性、主动性为目标,充分应用大数据、人工智能等技术,构建以智慧客服平台为核心,中心与车站两级管控,线上与线下双线服务的多元需求驱动的城市轨道交通智慧客服新型架构体系,突破既有体系在数据融合、设备平台集成、服务质量、服务效率等方面的瓶颈,在满足乘客全时程服务的同时重点突破服务“最后一米”的高效执行问题,通过在北京地铁进行典型线路示范应用,为全面提升我国城市轨道交通系统智慧化服务与管理进程提供可复制、可移植的技术系统和应用范式。

Addressing shortcomings in the current customer service system, including low awareness of passenger service needs, limited service channels, high costs, and inefficient operation control, this study starts by examining highquality and efficient travel demand in the modern era and analyzing diverse passenger group travel needs. We advocate for new service goals centered on timeliness, convenience, accuracy, and proactivity. The proposed smart passenger service architecture for urban rail transit embraces the multitude of online and offline demands, overcoming existing system limitations in data integration, equipment platform unification, service quality, and efficiency. Emphasizing adherence to passenger service schedules, it also prioritizes efficient lastmeter service delivery. By showcasing representative Beijing subway lines, we present a replicable technological system and application model that can comprehensively enhance the intelligent service and management processes of China's urban rail transit system.

我国城市轨道交通的发展经历了起步探索、缓慢发展、快速发展、高质量发展的阶段, 在不同阶段运营的指导思想、工作重心以及管控模式都存在差异, 当前正处在由运行为主转向以服务为主的过程中 [ 1 - 2 ] 。 随着地铁车站日常运营管理工作的日益繁重, 车站客服工作面临着诸多挑战。在为乘客提供售检票、问询、 查询和召援等服务环节, 由于工作重复性高、强度大, 且主要依赖人工操作 [ 3 - 4 ] ,容易致使车站客服人员疲劳,从而引发人为操作错误等隐患 [ 5 ] ,此外,既有客服人员在服务渠道、工具和场所上相对固定, 导致服务主动性不足、个性化服务缺失等问题 [ 6 ] ,亟须通过自动化、智能化、自助化装备代替现有的工作方式。在城市轨道交通行业快速发展的背景下, 传统的客服体系已无法满足乘客对出行便捷性、个性化和自助化服务的需求, 出行品质正成为乘客关注的重点。针对新时代城市轨道交通运营服务需求, 亟须探索新型客服体系架构,以提升服务质量,提高服务管控效率 [ 7 ]
在新时代背景下, 乘客对于出行体验的需求日益提升,不仅要 “走得了”,更追求 “走得好”,促使地铁运营企业不断增加个性化服务, 扩展服务类型, 提升服务效率和质量 [ 8 - 9 ] ,这也对客服平台及系统提出了更多要求、 对服务信息与服务数据的实时性也提出了更高的要求。
在乘客出行链的基础上, 以乘客为对象, 基于乘客对车站出行信息认知的深度, 将其划分为常乘客和临时乘客两类, 其中临时乘客主要指的是游客与商务出行乘客等。将出行过程划分为出行前、地铁出行中、出站后三大阶段, 分析不同乘客在不同阶段的需求, 如 图 1 所示。以常乘客与临时乘客为例, 其共有需求只包含: 车站实况、失物招领、列车实况、列车到站时间、换乘站运营异常等 5 类。
既有客服人员无论是技术装备系统配置还是人员配置均无法满足大范围乘客个性化需求的及时解答。 在分析乘客全时程出行链需求的基础上, 要实现乘客服务质量的提升还需解决当前服务的“最后一米”问题。服务质量的需求主要表现在服务的及时性、便捷性、精准性、主动性 4 个方面。
1) 及时性:主要包括地铁运营异常信息的及时获取, 客服各应用系统信息的及时更新, 在地铁出行中针对不同区域的服务快速感知和及时服务;
2) 便捷性: 主要包括线上爱心预约服务、失物招领服务等,多维度多渠道服务及信息一体化,减少乘客获取服务的流程步骤, 为乘客和客服人员提供操作便捷性;
3) 精准性:主要包括在服务主动性基础上提供更加适合乘客的服务内容与信息, 为乘客提供有针对性的精准服务,提升服务效率和质量;
4) 主动性: 主要包括基于乘客出行画像的主动服务及信息推荐, 在地铁出行中针对特殊人群、异常行为等乘客进行智能感知, 主动服务。
通过线与点之间的协同, 横向出行阶段与竖向服务质量的配合, 构建乘客全时程出行精细化、高质量服务模型是建设智慧客服新体系的重要环节, 乘客全时程出行服务模型如 图 2 所示。
当前车站客服智能化程度不高、服务自助化不足、 客服人员单人单项任务、特定服务指定办理, 针对这些服务模式所带来的大量重复性高的人工操作、服务效能低、服务不主动、不及时等问题,在新时代背景下, 以服务及时性、便捷性、精准性、主动性为目标, 充分利用人工智能、大数据、语音识别等技术, 部署自助化、 一体化、智能化装备, 通过线上与线下协同, 中心与车站协同,共同构建主动高效的智慧客服管理新模式。
针对当前客服体系各系统 “烟囱式” 发展, 信息互通性差, 服务管控不全面等问题, 本文提出了中心与车站两级管理、线上与线下双线服务的智慧客服体系, 如 图 3 所示, 以智慧客服平台作为核心支撑, 构建以中心、车站组成的两级管控模式, 以线上、线下组成的两级服务体系,智慧客服平台作为传输中枢, 链接了智慧客服体系下的各独立系统, 基于信息的统一发布、服务的统一管理、数据的统一监视, 以保证线上与线下应用、中心与车站管控系统的信息及时性、 准确性、统一性, 极大地提高了服务及管控效率。
在中心级主要由客服调度、客服管理岗位执行与客服相关的信息监视、服务事件管控、客服信息发布以及便民服务;在车站级主要通过提供智慧客服系统为车站综控员提供客服信息监视与管理, 通过智能单兵为站务员提供服务支撑; 线上服务主要由微信服务小程序与地铁 APP 构成, 为乘客提供出行过程中所需的各类服务;线下服务主要由智能交互客服台、客服机器人、智能召援设备、智能云媒体终端等为乘客在车站及乘车中提供自助、多模态交互的智能装备。
针对上述构建的智慧客服体系新架构, 为更好地落实体系建设与应用, 需要在管理端同步构建新模式以适应新体系, 本文建立了两级管控下的智慧客服管理新模式(见 图 4 ), 整体架构由职能管理和业务执行两部分构成, 其中职能管理主要由运营公司总部职能部室和分公司构成, 总部职能部室负责服务策划、资源提供、标准制定、监督评价,分公司负责标准的落实、对所辖区域的人员管理以及绩效考核。 业务执行主要由中心和车站构成,中心级网络化客服中心负责全网集中监控、分析决策、调度协调及统一发布等工作, 现场级集约化站务中心负责日常与应急状态下的业务执行,并向网络化客服中心提供信息反馈。
基于智慧客服体系和管理模式架构, 本文提出了中心级、现场级的两级智慧客服系统架构(见 图 5 ),其中:中心级实现与所辖线路内现场客服设备的乘客信息发布、远程音、视频交互、乘客信息的可视化、乘客问询数据收集挖掘及系统管理等功能, 以达到个性化、精准化、智能化的服务目标; 现场级由线上微信服务小程序、地铁 APP 等在线移动端客服载体, 线下车站智能交互服务台、 智能召援设备、客服机器人等智能客服自助设备构成, 乘客可以在站内站外不受空间时间限制, 与中心及车站客服人员进行无障碍精准沟通, 按需求助。
系统的逻辑架构如 图 6 所示, 依照业务原子性、复杂度以及网域进行服务模块拆分, 系统采用平台分层设计、前后端分离以及微服务分布式技术架构, 在保证业务可用前提下,降低部署及维护的复杂程度。系统的建设范围包括中心与车站级管控系统、现场级线上与线下服务设备系统。
1)感知层。通过统一平台接口, 集成接入了各专业系统数据, 主要包括 AFC 票务、视频监控、客流感知、地铁官网、热线服务、爱心预约、失物招领、车站召援、客服交互设备、安检等系统,实现了多专业客服类数据集成、数据联通、场景联动等功能, 支撑了智慧客服平台应用系统建设, 打破了传统接口壁垒。
2)平台层。平台层主要为智慧客服系统核心服务业务层, 为更好地提高系统的扩展能力, 在平台层构建了大数据平台和服务组件。
大数据平台:以标准化数据接口接收感知层数据输入, 形成以爱心预约、热线工单、用户数据、路径规划、失物招领、召援数据、客服设备、客流数据、 票务数据等业务模块的数据集合, 为系统上层应用提供数据支撑, 为乘客提供及时、精准的出行信息, 支撑乘客出行方式决策, 保障乘客出行体验。
服务组件: 以上层应用为对象, 包括中心级、车站级客服管控系统以及现场级服务应用系统, 梳理智慧客服体系中公用业务模块, 以服务组件的形式将其封装为一个标准的可配置组件, 基于业务需求组合不同服务组件群以支撑未来更多上层应用。
3) 应用层。以统一发布、统一服务、统一监视为目标, 构建以客服信息发布、客服信息管理、便民服务管理以及热线服务管理为基础的服务应用层。
4) 呈现层。即呈现给乘客与客服人员的应用或系统, 本文提出的智慧乘客服务体系中呈现层主要包括中心与车站的客服管理系统、线上线下的服务支持系统与应用。
以北京地铁所辖首都机场线为现场实施对象, 以智慧客服管理新模式为基础, 以智慧客服体系为架构,从业务执行层面,在中心级设置了客服管控系统支撑中心级的客服监管, 车站级设置了智慧客服管控系统支撑车站级的客服管控; 在服务业务支撑层面, 线上提供了北京地铁 APP 和微信服务小程序,线下提供了智能交互服务台、客服机器人、智能召援设备、智能云媒体终端等设备设施。
中心级智慧客服系统主要由智能票务、智能安检、 乘客信息管理、智慧召援、智慧出行、智慧便民等 6 大模块构成, 支撑了客服全貌监视与态势分析、信息发布管理、热线服务管理、便民服务管理的 4 大岗位职能, 中心级智慧客服系统的总览页面如 图 7 所示, 包含了客流数据、客服状态监视与乘客服务全貌的信息。
车站级智慧客服系统着力于提升当前车站客服信息感知能力, 通过客服数据监视、统计与可视化, 实现车站客服工作的监视和跟踪, 主要包括安检、客流、 票务、爱心预约、乘客投诉建议、失物招领以及客服设备状态数据监视, 主页面如 图 8 所示。
线上移动端服务功能设计围绕乘客全时程出行链需求提供服务, 主要包括出行前信息公告、信息查询、 爱心预约、团体预约、在线购票、线上商城等服务; 出行中导航服务、在线文字客服、96165 热线服务、 AED 应急联动等服务;出行后电子发票、电子延误证明、失物招领、意见建议、线上商城等服务, 图 9 所示为地铁微信服务小程序主页面。
为了提高车站服务的智能化、自助化程度, 降低客服人员工作压力, 在车站现场配置的客服机器人设备为乘客提供了自助问询、信息查询、站内导航等服务,智能交互服务台设备为乘客提供了票务自助查询与购补票服务, 如 图 10 所示。此外, 还在智能设备上配置了召援输入, 当乘客需求无法自助得到满足时可通过召援获取运营人员可视服务, 在提高服务自助化的同时不降低服务质量。
随着人们生活水平的不断提高, 对地铁出行质量也提出了更多的要求, 本文从乘客全时程出行链梳理不同类型乘客全时程出行需求, 以车站站厅站台、乘客移动端为纵向服务节点, 以直接与间接乘客服务为切入点, 以服务的及时性、便捷性、精准性、主动性为目标, 构建智慧客服体系和管理模式, 提出了解决方案, 并在北京地铁首都机场线成功示范应用, 为行业实现智慧化服务和管理提供了经验借鉴。
