In the rapid development phase of urban rail transit, issues such as inadequate emergency response and insufficient emergency handling in unexpected events are addressed. This study presents the design of a digital intelligencebased subway safety and emergency assurance system. The design architecture, application scenarios, functionalities, and key technologies of the system are elaborated. This system integrates diverse sources of data, including hydrological, meteorological, and sensor data, and utilizes emerging technologies, such as digital twins, GIS, and BIM. This system manages the entire emergency process of subway operations, including daily safety monitoring, emergency resource management, emergency plan administration, commands, and dispatch. Moreover, it focuses on enhancing capabilities for dealing with three major emergency scenarios: fires, flood prevention, and high passenger flow. This comprehensive development significantly enhances accident prevention, emergency response, and handling efficiency while elevating the levels of digitization and intelligence in the existing emergency management system.

在城市轨道交通快速发展阶段,针对轨道交通突发事件应急响应不及时、应急处置不到位等问题,设计一套数智化地铁安全应急保障系统,阐述该系统的设计架构、应用场景和功能以及关键技术。该系统集成水文、气象、传感器等多源异构数据,并结合数字孪生、GIS、BIM 等新兴技术,对地铁运营日常安全监控、应急资源管理、应急预案管理、指挥调度等应急全过程进行管理,同时针对火灾、防台防汛、大客流三大应急场景进行深化建设,显著提高事故预防能力和突发事件应对能力及处置效率,提升现有应急管理体系数智化水平。

In the rapid development phase of urban rail transit, issues such as inadequate emergency response and insufficient emergency handling in unexpected events are addressed. This study presents the design of a digital intelligencebased subway safety and emergency assurance system. The design architecture, application scenarios, functionalities, and key technologies of the system are elaborated. This system integrates diverse sources of data, including hydrological, meteorological, and sensor data, and utilizes emerging technologies, such as digital twins, GIS, and BIM. This system manages the entire emergency process of subway operations, including daily safety monitoring, emergency resource management, emergency plan administration, commands, and dispatch. Moreover, it focuses on enhancing capabilities for dealing with three major emergency scenarios: fires, flood prevention, and high passenger flow. This comprehensive development significantly enhances accident prevention, emergency response, and handling efficiency while elevating the levels of digitization and intelligence in the existing emergency management system.

近年来城市轨道交通进入了快速发展期, 根据中国城市轨道交通协会统计, 截至 2022 年底, 中国大陆地区共有 55 个城市开通城市轨道交通运营线路 308 条,运营线路总长度 ${10287.45}\mathrm{\;{km}}$ ,当年新增运营线路长度1 080.63 km[1] 。随着运营里程的增加,同时受到环境因素、本体因素、周边工程因素影响, 城市轨道交通安全运营问题日益突出。2011 年 9 月 27 日上海地铁 10 号线列车追尾, 造成 271 名乘客受伤; 2021 年 7 月 20 日,郑州地铁遭遇特大暴雨,由于应急处置不及时, 造成 14 人不幸遇难。不管是国家、地方政府, 还是轨道交通运营主体责任单位, 都对轨道交通运营安全及应急处置尤为重视。为确保城市轨道交通运营安全, 有效节约轨道交通运营管理成本, 建设轨道交通运营安全应急保障系统的需求十分迫切。
随着数字孪生技术、建筑信息模型(building information modeling, BIM)、地理信息系统(geographic information system, GIS)、大数据、云计算、物联网、5G 等新兴技术的发展,《中国城市城市轨道交通智慧城轨发展纲要》(2020 年)提出了 “以新兴信息技术与城市轨道交通深度融合为主线, 推进城轨信息化, 发展智能系统,建设智慧城轨”的要求 。本文提出将数字孪生等新兴信息技术应用于地铁安全应急保障平台, 实现多源数据融合, 打破数据壁垒, 进一步推进业务数据更加安全、高效应用;同时从单一场景向多场景创新, 突破二维平面局限, 可实现三维空间物理模型融合展示, 提高城市轨道交通的智能化水平。
为了增强事故预防能力, 提升对突发事件的应对能力以及提高事件处理效率,结合数字孪生技术、 BIM(建筑信息模型)、GIS(地理信息系统)等新兴技术, 本文设计了一种对地铁建设和运营的日常安全监控、 应急演练、应急资源管理和应急预案管理等应急全过程进行管理, 同时针对三类典型的应急场景进行深化建设, 形成数字化、智能化的应急保障系统, 为城市地铁安全运营保驾护航。
本文设计的城市轨道交通数智化应急系统, 通过数字孪生技术和实景的融合, 实现虚实融合、场景叠加、沉浸浏览等多维度功能, 应用 GIS 地图、卫星定位、视频监控等技术,从上帝视角构建轨道交通安全管理的可视化应用场景,集 “应急场景、全景监控、 监测预警、预测研判、指挥调度、信息维护、统计分析”于一体 [ 3 - 4 ] ,最终实现 “平战结合” 常态化应急保障目的。在充分利用轨道交通的基础资源和技术平台的基础上,设计构建了“一张应急指挥图、三类应急主题场景” 的架构体系, 赋能、统筹、指挥城市轨道交通建设及运营各阶段应急防控指挥重点工作, 具体系统逻辑架构如 图 1 所示。
底层基础设施层, 包括轨道交通内网, 各传感器组成的感知网、监控视频网、互联网以及各种计算、 网络存储硬件设施和云资源等; 第 2 层是数据资源层, 系统整合地理、水文、气象、地保平台、客流、视频传感器等数据组成统一数据资源中心, 为系统决策、 调度提供支撑; 第 3 层为应用支撑层, 包括对数据的治理、地理信息渲染、视频分析、统一身份认证等; 第 4 层为业务应用层, 基于全景监控、监测预警、预测研判、指挥调度等通用功能, 面向火灾、防台防汛、 大客流 3 个应急主题场景的不同业务流程分别设计了主题场景驾驶舱;第 5 层为访问层,实现客户端、Web 浏览器、智慧大屏和接收终端的应用对系统的访问和命令的上通下达。
系统首页显示应急资源、指挥调度一张图, 为指挥中心指挥人员提供调度和应急事件实时处置的参考信息监控功能。大屏展示气象预警、风险隐患区域、 抢险资源等信息;显示正在发生应急事件的位置,通过应急事件所在区域, 筛选对应区域的应急救援机构信息, 提供基于突发应急事件的处置资源推荐方案,如防御中心、避灾点、救援队伍、逃生路线等。 帮助指挥人员根据事件的类型、规模选择更合理的部门和资源进行处理和调配, 同时实现处置意见的及时传达。
火灾的应急场景可分为以下 4 个方面的功能:
1) 更新维护检索日常重要应急信息, 如火灾应急机构、应急物资、应急相关子系统(如火灾报警系统 FAS、环境监控系统 BAS、视频监控 CCTV)数据接入、 应急预案管理等;
2) 事故信息实时监测、便捷上报, 通过 FAS 主机报警或 CCTV 监控报警时, 系统接收到数据异常报警信息时, 根据 BIM 的空间分析能力, 自动判断出事故发生地点, 显示在大屏数字孪生模型中, 自动发送给相应区域的值班人员进行现场确认;
3) 事故及应急指挥相关信息上通下达,值班人员确认事故信息后,系统自动触发对应车站的事故上报机制, 将信息各层级传达;
4) 整合优质资源对事故处置进行辅助决策, 系统根据事故上报基本情况以及接入的 FAS、BAS 系统实施监测数据、各项监测点位置数据、物资数据, 自动获取事故影响区域内关键设备清单和可供调配的物资清单, 根据事故特点推荐最佳应急预案, 推荐人员疏散路线下达至值班人员和消防队长, 辅助疏散乘客, 各工作人员确认区域乘客是否撤离完毕, 现场监控可辅助进行遗留人员捕捉上报, 信息确认完毕以后, 在系统侧实现业务流程闭合。
防台防汛应急场景分为线网级防台防汛和车站区间级防汛。
通过在出入口、 $\mathrm{U}$ 型槽等关键区域布设水位监测仪器和视频监控设备, 接入地质、气象等公共数据, 设定各点位的防洪涝预警水位,对水位进行实时监控。 在应急保障系统中进行线网级防洪危险区域实时预警,以热力图形式展示各点位的水位情况及可用防汛物资的情况, 联动提前制定好的应急预案, 对危险区域进行分级警情分发。台风来临前,系统与市级气象部门联动, 对台风天气和风力提前预警, 并启动地铁运营应急措施, 提前布置防台防汛抢险资源, 实时反馈到数字孪生体中。在汛期,防汛应急负责人对预先设置的重点区域下发巡查任务, 定时定频完成巡查情况的上报、分析、存档以供事故应急指挥时调取记录回溯。系统可查看各点位当前水位观测值、关键位置视频监控画面、最近该区域的历史巡检记录以及附近防汛物资、防汛救援队伍分布情况, 便于掌握防汛最新情况。
将布设的水位监测仪器、监控视频等与车站区间 BIM 模型挂接, 建立洪水淹没预测模型, 实现水位预测可视化表达;同时可基于系统中接入的气象等数据, 推测未来一段时间内该站点、区间的淹没预测结果。 联合应急方案以及演示案例, 进行防汛措施建议。系统支持基于 BIM 查看车站结构、隐蔽工程等相关信息, 可视化查看地下站排水系统基本信息, 以及最近巡查情况。
本应急保障系统可实现大客流场景应急响应全流程的监测、指挥和处置, 具体流程如 图 2 所示。
根据监控视频及出入口闸机等设备汇总客流量, 并进行实时分析。当监测到某区域客流过大时, 系统触发大客流预警, 同时在监控页面展示二维或三维模型, 在模型上渲染客流量热力图, 出现预警的大客流区域展示明显标识; 统计进出站的客流情况、各区域客流密度以及在站客流情况等。指挥中心核实预警等级, 启动应急响应, 推送消息给相关负责人员进行应急处置措施的部署, 如疏散站内人员、调整列车运营时间、增派列车、应急资源保障等。
当人员冲突或拥挤踩踏事件发生时, 系统可通过客流突增快速定位发生应急事件的地点, 向指挥中心发出预警, 指挥中心评估事件等级, 启动应急响应。系统在指挥大屏上展示站内的相关资源位置, 并模拟调度路线, 可迅速调度站内最近路径的人员和物资等资源; 系统自动推荐疏散路线, 发布人员疏散任务, 推送至安全应急人员的手持客户端设备中,快速响应处理事件。
在本应急保障系统中, 使用 WebGL 轻量化 BIM+ GIS 融合引擎技术结合数字孪生技术, 统筹整合多源异构感知数据, 构建三维数字空间有机综合体, 实现全域到站点、从站点到场景的逐级可视化, 为应急资源合理化调度和重大决策问题提供支持。
在轨道交通工程中,结合 BIM 和 GIS 技术构建平台技术架构已成为主流趋势 [ 5 - 6 ] 。对于本应急保障系统应用场景, BIM 技术侧重于向内微观层面, 可整合地铁地上地下、室内室外等多维信息和城市感知数据, 构建起三维数字空间的地铁及地铁站周边信息的有机综合体, 辅助应急指挥人员决策。GIS 侧重于外向宏观领域, 为轨道交通应急资源的排布提供更清晰的点位规划,为应急资源合理化调度和重大决策问题提供支持。通过将 BIM 和 GIS 技术结合应用, 不仅充分发挥了它们各自的优势, 还实现了微观和宏观之间的有机结合, 为应急资源网络化布局规划、应急预警分析等提供支撑。
基于 WebGL 技术可实现 BIM+GIS 平台三维可视化应用及数据融合 [ 7 - 8 ] ,并且轻量化融合引擎,使其在 Web 浏览器或移动 App 应用中流畅访问显示。WebGL 作为一个固定的容器, 用来承载 GIS 数据, 然后通过 BIMServer web service 接口, 加载和调用 BIM 信息模型。BIM 和 GIS 信息模型就可以在 WebGL 三维引擎中实时渲染展示,并实时输出管理应用。
本应急保障系统采用 WebGL 轻量化 BIM+GIS 融合引擎技术, 高效直观地展示地铁车站的建筑结构、 管道系统、通风空调系统、电梯系统、安全警报系统等, 同时涵盖各状态信息和应急资源排布情况, 辅助应急决策。如在防台防汛预警应用中,可对各个区间和站点的水位情况进行形象化展示, 实时分析地铁车站防汛能力, 发现险情提前发布预警信息, 告知运营管理人员, 同时触发相应应急工作体系。通过空间分析, 自动获取预警点周围应急物资等, 实时计算当前可用的应急救援力量与预警点的最短路径, 同时自动调取预警点附近监控画面,辅助应急指挥。
数字孪生技术 [ 9 - 10 ] 综合运用感知、计算、建模等信息技术, 在数字虚拟空间构建一个对物理实体一一映射的孪生体, 实现实时交互、虚实融合, 实现对物理实体的描述、诊断、预测和决策。在本应急保障系统中, 利用数字孪生技术统筹现有的信息系统数据, 有效整合视频监控、盾构监测、地铁安全生产运营、 在建工程隐患排查等各系统, 对接风情、雨情、水位等实时信息及各方应急资源数据, 使用数据湖架构对各种多源异构数据进行存储和计算, 组织联结成物资数据、GPS 数据、客流数据、气象数据、水位数据等主题数据, 重新构建数智化应急指挥平台, 实现 “一平台、多场景” 地铁安全数字孪生, 形成完善的防汛预警、火灾预警、大客流体系,以切实提高轨道交通的防灾减灾能力。数字孪生技术保证了数据的完整性和一致性, 对地铁站从建设到运营进行全生命周期管理, 改善信息分别储存的弊端,减少维护成本。
本系统在数据集成方面充分考虑了数据类型的多样性, 结合底图切片、矢量切片和模型切片三种切片技术, 有效整合和展示多种类型的地理信息和模型数据, 为用户提供更流畅、更高质量的数字孪生体验。 同时本系统将通过搭建多通道的三维模型, 融合倾斜摄影、GIS 地理信息数据、IoT 物联网(internet of thing, IoT)数据及其他业务数据, 匹配不同颗粒度数据, 完成总体态势图、重点车站及关键区域模型进行搭建, 最终实现物理空间与数字空间的分层映射。在火灾场景中, 系统根据传感器数据将火源、烟雾、温度等模拟数据结合 BIM 模型, 建立在起火点仿真模型, 在数字孪生虚拟空间中显示火灾场景的实时变化; 在防台防汛场景中, 根据水位预测模型结果, 建立积水淹没仿真模型, 在大屏中展示站点内外实时积水的可视化结果以及未来积水淹没模拟, 指挥人员可根据虚拟数字空间的模拟结果对真实物理空间进行提前干预, 提高应急处置能力。
该系统在宁波市轨道交通部分站点建立试点应用。 系统首页为 “应急指挥一张图”,如 图 3 所示,可以直观地显示当前天气情况及各站点客流情况, 监测异常事件预警、隐患风险点, 应急物资储备情况、应急队伍情况等。系统可查询监测具体站点的基本情况和应急物资储备情况。 图 4 展示了 5 号线三官堂站的具体情况,生动形象地展示了地铁站的 $3\mathrm{D}$ 建筑模型和应急物资存放点位, 以及地铁站地基本情况, 如实时客流、监控画面、风险预警、值班人员情况等。 图 5 展示了防台防汛应急场景下的线网级监测指挥页面,监测到水位预警事件后做出的应急资源调度策略推荐。 图 6 直观地展示了火灾应急场景下起火点的火势状况, 辅助指挥调度人员做出决策。 图 7 展示了线网级客流监测热力图, 以及各站点的实时客流情况, 查看大客流或突发聚集事件预警。
本文针对城市轨道交通安全事故中应急响应不及时导致的财产损失和乘客人身安全问题, 设计了一套数智化地铁安全应急保障系统, 以 GIS+BIM 为技术手段, 通过数字孪生真实还原地铁全线网站内及站点周边环境, 实现自动风险识别、风险预警、应急方案智能推荐、应急处置联动、应急处置闭环管理等功能, 针对火灾、防台防汛、大客流三大应急场景进行深化建设, 保障地铁安全运营。该系统已在宁波轨道交通部分站点试运行,实现了应急过程中的数智化管理。
