The index system dominated by key performance indicators (KPIs) has problems such as siloed fragmentation among departments, alienation of incentive functions, and insufficient process supervision. In the face of the era opportunities of smart urban rail construction and high-quality development, it is necessary to explore and design a new performance index system that can better help enterprises transform their strategic vision into an executable path. The mature objectives and key results (OKR) method is proposed as the core idea of optimization design. Guided by "departmental internal-control indicators－vertical alignment indicators-horizontal coordination indicators" and following the logical chain of "goal hierarchy-task quantification–closed-loop results", the proposed system builds departmental internal-control indicators to strengthen process management, establishes strategic empowerment indicators aligned with departmental responsibilities to reinforce positive incentives, and introduces cross-departmental coordination indicators through a four-level linkage mechanism of "strategy–process–department-post." Taking Shanghai Metro as the research object, this study designs a new indicator system, including department-level and field-level lists of "strategic objectives–key results–empowerment indicators", as well as a list of cross-departmental horizontal coordination constraints. Since its trial implementation in December 2024, employees' trust in the evaluation results has steadily increased. Organizations at all levels can not only easily trace key-result implementation processes and monitor progress, but also more efficiently identify the underlying causes behind observed problems and more promptly formulate targeted improvement measures.

针对以KPI关键绩效指标为主导的指标体系，存在部门间蜂窝式割裂、激励功能异化、过程监管不足等问题，提出以成熟的OKR目标与关键成果法作为优化设计核心。以“部门内控指标-上下垂直对齐指标-左右横向协同指标”的框架体系为牵引，遵循“目标分层-任务量化-成果闭环”的逻辑链条，一方面聚焦主责主业构建部门内控指标加强过程管理，另一方面匹配部门分工设置战略赋能专项指标强化正向激励，同时建立“战略-流程-部门-岗位”四级贯通机制，构建跨部门协同指标。选取上海地铁为研究对象，设计形成分属于部门级、现场级的“战略目标-关键结果-赋能专项指标”清单，跨部门横向联动类约束指标清单等新型指标体系。并于2024年12月试用，员工对考核评价结果的信任度与日俱增，各层级组织不仅可简捷地进行关键结果过程追溯和进度检查，还能更高效地分析出问题表象背后关键的原因，进而更敏捷地提出针对性的改进措施。
