This study addresses the current lack of experience in network operations of urban express lines based on fully automated operation technology in China, as well as the lack of corresponding operational reference standards and comprehensive technical solutions. Through the study of relevant literature and empirical analysis of the operation schemes of Chongqing Suburban Railway Bitong Line and Urban Rail Express Line 27, this study investigates the network scheduling, train planning, and train organization of urban express lines based on fully automatic operation technology. This study proposes the integration scheme of personnel (except train dispatchers) in the network dispatching hall and the arrangement scheme of multiple lines in the form of grouping under the network operation conditions of urban express lines interconnection. The study also proposes the establishment process and principles of the train operation plan, the operation organization principles under normal and abnormal operation scenarios, and the crossline operation scenarios between fully automatic and nonfully automatic trains. Through research, we aim to achieve an interconnected and network operation technology solution that integrates resources and improves efficiency across the entire line network, which is conducive to achieving automatic crossline operation between urban express lines, improving service levels, and promoting the construction of smart urban rail transit.

目前国内基于全自动运行技术的市域快线互联互通网络化运营经验不足,并且缺乏对应的运营参照标准及完善的技术方案,针对此问题,通过对相关文献研究,以重庆市郊铁路壁铜线、城轨快线27号线的运营方案为例,对基于全自动运行技术的市域快线互联互通网络化调度、行车计划编制、行车组织等方面进行研究。首先,提出市域快线互联互通网络化运营条件下,线网调度大厅内除行车调度员外的其他岗位人员整合方案和多条线路以组团方式的布置方案。其次,提出行车计划编制流程和原则,正常和异常运营场景、全自动和非全自动运行列车间跨线运营场景下的行车组织原则。通过研究,形成资源整合、效率提升的互联互通网络化运营技术方案,有利于实现市域快线间自动跨线运营,提高服务水平,推动智慧城轨建设。

目前国内基于全自动运行技术的市域快线互联互通网络化运营经验不足,并且缺乏对应的运营参照标准及完善的技术方案,针对此问题,通过对相关文献研究,以重庆市郊铁路壁铜线、城轨快线27号线的运营方案为例,对基于全自动运行技术的市域快线互联互通网络化调度、行车计划编制、行车组织等方面进行研究。首先,提出市域快线互联互通网络化运营条件下,线网调度大厅内除行车调度员外的其他岗位人员整合方案和多条线路以组团方式的布置方案。其次,提出行车计划编制流程和原则,正常和异常运营场景、全自动和非全自动运行列车间跨线运营场景下的行车组织原则。通过研究,形成资源整合、效率提升的互联互通网络化运营技术方案,有利于实现市域快线间自动跨线运营,提高服务水平,推动智慧城轨建设。

This study addresses the current lack of experience in network operations of urban express lines based on fully automated operation technology in China, as well as the lack of corresponding operational reference standards and comprehensive technical solutions. Through the study of relevant literature and empirical analysis of the operation schemes of Chongqing Suburban Railway Bitong Line and Urban Rail Express Line 27, this study investigates the network scheduling, train planning, and train organization of urban express lines based on fully automatic operation technology. This study proposes the integration scheme of personnel (except train dispatchers) in the network dispatching hall and the arrangement scheme of multiple lines in the form of grouping under the network operation conditions of urban express lines interconnection. The study also proposes the establishment process and principles of the train operation plan, the operation organization principles under normal and abnormal operation scenarios, and the crossline operation scenarios between fully automatic and nonfully automatic trains. Through research, we aim to achieve an interconnected and network operation technology solution that integrates resources and improves efficiency across the entire line network, which is conducive to achieving automatic crossline operation between urban express lines, improving service levels, and promoting the construction of smart urban rail transit.

随着国内市域快线的发展, 越来越多的市域快线网逐渐形成, 线路间互联互通网络化运营成为一种趋势。目前国内对城市轨道交通互联互通信号系统、调度系统等设备系统架构进行设计研究 [ 1 - 2 ] ,也对互联互通行车交路、行车计划通过数学模型方法进行分析优化 [ 3 - 4 ] ,且中国城市轨道交通协会发布了关于系统、接口、测试和工程技术标准等 CBTC 互联互通系列标准 [ 5 ] 。总体而言,国内主要是在设备系统层面和行车交路方法进行研究, 而对多线路的互联互通公交网络化运营技术研究较少。应用实践方面, 国内开通互联互通线路的城市少, 而国外开通线路相对较多, 其实际运用经验在一定程度上值得借鉴 [ 6 ]
本文以重庆 27 号线和璧铜线之间的互联互通运营为例, 对基于全自动运行技术的市域快线互联互通网络化运营技术方案进行研究, 提出适用于市域快线互联互通网络化运营需求的技术方案和原则, 有利于提高运营服务水平和管理效率, 为全自动市域快线互联互通网络化运营管理提供参考。
根据《重庆市城市轨道交通建设 “十四五” 规划 (2021-2025 年)》 [ 7 ] ,到 2025 年年底市郊铁路璧铜线, 城轨快线 15 号线、27 号线将先后投入运营, 市郊铁路永川线、南川线、大足线、綦江线也将陆续开工建设, 重庆轨道交通将进入市域快线线网运营时代。 图 1为重庆市域快线线网规划示意。
重庆市域快线线路数量众多, 且各线建设时序不同, 为实现市域快线网的网络化运营需求, 需实现网络化共线、跨线运营功能, 建设规划时要求各线均按互联互通标准实施, 包括车辆、供电、线路、限界等基础条件的统一, 及不同线路间信号、通信、综合监控等设备系统接口的互联互通。
重庆城轨快线 27 号线与市郊铁路璧铜线是重庆市域快线网内最早实现互联互通的线路。27 号线采用 GOA4 等级的全自动运行系统(fully automatic operation, FAO); 璧铜线与 27 号线未贯通运营前, 璧铜线采用 GOA2 等级的非 FAO 系统, 贯通运行后, 采用 GOA4 等级的 FAO 系统, 但仍存在部分非 FAO 列车运行至 27 号线。两线在璧山站接轨实现贯通运营, 跨线衔接运营如 图 2 所示。
27 号线和璧铜线存在共线运行区域, 该区域内全自动运行列车与非全自动运行列车作业交织, 增加了该区域的行车调度复杂度和网络化运营行车调度管理难度 [ 8 ] 。根据工程界面划分,27 号线列车需经璧山站 (璧铜线)进入璧山停车场(27 号线)。根据运营交路,除了两线贯通运营交路外, 27 号线交路延伸至璧山站(璧铜线)折返, 璧铜线交路延伸至寨山坪站(27 号线)折返。
27 号线和璧铜线各专业系统均按互联互通标准实施, 系统在璧山站进行接口接入。针对两线独立交路及跨线交路的混合运营, 为便于运营统一组织管理, 27 号线及璧铜线采用网络化模式运营。
互联互通是实现市域快线网各线路之间网络化运营的基本手段, 此时列车具有系统联动性、时空关联性、调度指挥集中性等特性, 相较于未成网运营的情况,单线故障更容易影响线网中其他线路的行车 [ 9 ] 。 为保障互联互通行车正常运行, 需做好调度命令、电话闭塞、乘务管理、信息发布等方面调度管理以及应急处置措施, 以应对多线路、多客流流向和突发状况的运营模式和运营场景。
线网控制中心具备对线网和线路的调度功能, 线网调度层面主要是对线网运行计划的统一管理以及影响跨线运营的应急处理, 包括线网宏观数据监测, 统筹协调各线路间列车运行, 实现线网日常调度功能和应急指挥 [ 10 ] 。而线路调度层面主要实现对线路日常的正常行车组织功能, 主要分为行车指挥和设备调度两大业务, 包括线路客流监测, 行车、电力、设备运行状态监测, 发布线路运营调度指令, 组织夜间检修维修作业, 并支持多线路区域化调度指挥等。
根据国内外城市轨道交通管控经验, 轨道交通管控模式可分为单线路管控模式、线网 2 级管控模式和线网 3 级管控模式 3 种类型 [ 11 ]
结合重庆市域快线线网整体规划, 从网络化运营需求出发,重庆市域快线拟采用 “两级架构、综合管理” 管控模式, 两级架构即将各类系统分为控制中心层和车站控制层; 综合管理包括网络协调管理层(网络化运营中心)、运营管理层(运营公司)及车站管理层。市域快线网络因建设时序差异及不同的运营主体, 为充分共享线网内的人力及设备资产, 建议市域快线线网按运营通道成立各运营分公司, 如 图 3 所示。
网络化运营中心统筹各运营公司互联互通列车的调度运营, 运营分公司独立承担自身运输通道的调度管理。在此基础上, 调度人员、运维人员及管理人员可实现有效共用, 各系统接口更为通畅。有利于提高运营效率,增强综合调度指挥能力。
线网调度中心和线路控制中心合设, 合设后的控制中心需具备全局调度功能, 面向市域快线线网与各线路的运营指挥与操作, 具备对线网各线列车实时信号、实时客流分布、实时视频、实时设备状态、紧急情况应急等应用功能,集成线网指挥中心(TCC)功能, 线路控制中心(OCC)功能,应急指挥中心(ETC)功能等 [ 12 ] 。根据线网控制中心功能确定调度大厅组织机构设置、岗位分配及大厅布局。
1) 组织机构。控制中心调度大厅一般是一个独立的生产管理单位一调度所, 下设综合管理部、调度部和技术管理部 [ 13 ] ,如 图 4 所示。
综合管理部负责所内的行政、后勤及对外联络等工作。调度部负责行车指挥、监督全线列车运行图执行情况, 确保行车安全, 负责管理下属的调度班组。 技术管理部负责运行图技术管理、行车组织规章制度管理、事故分析处理以及设备维修及施工计划管理等工作。
2) 调度工作岗位。根据行车管理需要,各线每个调度班组应设置的工作岗位包括: 值班主任、行车调度员、车辆调度员、乘客调度员、电力调度员、环控防灾调度员、维修调度员, 以实现对运营和设备的调度功能, 如 图 5 所示。
除上述各线配置的调度人员外, 还需设置总调, 实现对线网的统一协同指挥,应急情况下的指挥等。
3) 岗位定员。由于各线的调度人员在同一个控制中心大厅集中办公,若每条线均配置以上岗位人员,会造成资源上的浪费, 甚至降低工作效率, 因此, 针对具体岗位业务量和工作性质, 可以对一些岗位进行整合配置人员, 即 1 个岗位的人员可同时管理几条线。按照满负荷工作原则, 设值班主任 1 名, 另外, 每条线需专设 1 个行调岗位, 而电力调度员、环控防灾调度员、车辆调度员、维修调度员和乘客调度员等工作量较少的岗位人员可以兼管多条线路, 同一岗位几条线设置 1 名人员即可。
4) 调度大厅布局。根据调度大厅功能布局、调度组织机构,以及资源、人员整合原则,可以以多条线路集中成组, 在组团内进行功能整合。以 图 6 中圆形调度大厅为例, 行车以多条线路为建设单元, 形成多条线组成的 1 个行车调度区, 全线网电调环调区域整合建设划分为 1 个区, 全线网检修维护、车辆及乘客信息显示整合划分为 1 个区, 每个分区分布在各自的扇形单元内, 圆心位置为线网协同指挥区域。
市域快线互联互通列车运行计划以提高乘客出行效率、提高运营管理效率、降低运营成本为目的, 应减少对本线服务水平的影响, 运行计划编制流程如 图 7 所示。
列车运行计划编制需结合线网客流情况、乘客出行规律, 以及基于线网线路条件、车辆数, 制定列车运行交路方案、快慢车停站方案、列车编组方案,编制列车运行图,确定行车间隔和列车开行方式 [ 14 ] 。列车运行计划编制应遵循以下原则:
1) 以不同客流出行需求为基础, 分别编制工作日、双休日和节假日互联互通行车计划, 根据客流变化, 对互联互通行车计划进行优化调整。
2) 以本线路列车行车计划为基础, 最大限度满足乘客出行需求。线网高峰时段开行互联互通列车将对本线的运输质量、服务水平造成损失, 互联互通行车计划宜优先在平峰时段实施。
3) 满足信号、折返设备等设施设备线路条件的要求, 确保正常运营组织及安全。
4) 满足列车及设施设备检修、乘务人员轮乘安排的要求。
5) 应根据互联互通线路配线条件、折返能力、通过能力等条件, 综合考虑本线列车交路及乘客出行规律设置互联互通行车交路, 原则上不宜在大客流车站和换乘站设置折返,以提升乘客出行便捷度为目标。
6) 互联互通行车间隔应优先保障本线列车行车间隔运行基本要求, 实际的运行密度由所需输送人员的数量、必要的车辆数、必要的乘务人员等决定,确保互联互通列车运行满载率维持一定水平。
7) 根据互联互通行车计划、 2 条线路车辆配属情况、车辆段位置设置及车辆资源共享等因素, 经济合理地安排互联互通车辆运用计划, 提高车辆运用效率。 当互联互通线路存在不同编组列车混跑时, 跨线列车编组选取须满足 2 线或多线站台设置条件的要求。
8) 互联互通快慢车停靠站点选取应在各站的上下车客流量、与其他路线的换乘衔接等基础上进行设置,同时需满足列车追踪、越行等安全运行。
9) 互联互通快慢车行车计划, 越行站根据普通列车与快车的行车间隔及快车不停站的数量合理确定。 起点(或越行站)至越行站中间不停靠站点数量相对固定,约为快慢车起点发车间隔分钟数 [ 15 ]
10)互联互通列车运行图编制要从全局出发,合理安排跨线列车与本线列车运行关系、列车运行与车站作业关系、列车运行与列车交路关系,确保互联互通列车运行图安全、准确、节能。
11) 互联互通列车运行图依据本线及跨线列车在各区间运行时分、停站时分、折返站折返作业时分、 可用列车数、客流量、分时段的列车间隔时分和不同季节的作息时间分别编制而成。
12) 互联互通列车运行图编制根据本线与跨线列车实际客流以及运行情况, 分别设置不同时段的停站时分和区间运行时分,与普通列车技术作业时分差距不宜过大,同时应保证列车满足通过能力的需求。
互联互通行车组织应以列车运行安全第一,同时兼顾效率为基本原则。基于行车计划及线网内列车早晚点情况, 对本线及联络线区域的列车进行有效组织和管理,尽量避免跨线列车对单线路行车造成影响。 另外, 互联互通行车组织还需考虑以下原则。
1) 单线行车工作由线路行车调度负责统一指挥, 与跨线有关的行车工作由线网指挥中心(TCC)负责组织、协调。
2) 跨线列车不得担任末班车。
3) 跨线运行列车的后续预测运行计划信息, 需要同时发送到计划跨出线路和计划跨入线路的行车调度台以及乘客信息系统等外部系统,以便车站候车乘客能够准确了解该跨线运营列车的预计服务时间。
4) 跨线行车时, 当列车越过分界信号机且无线列调自动切换至接入线路无线列调时, 本次列车才视为跨线调度权转换完毕。跨线列车在通过分界点, 遇无线列调正在通话时, 调度权不得进行移交。通话结束后, 交出方需将通话内容告知接入线路行车调度。
5) 列车在联络线上故障且不能继续运行时, 原则上由交出线路负责故障处置, 接入线路配合; 当接入线路更有利于处理故障时, 由接入线路接管调度权并负责故障处置。
6) 跨线运行时, 各运营公司应安排司机驾驶本线路范围内的电客车, 在此期间人员管理由所属运营公司负责, 驾驶列车司机须负责驾驶期间的故障处置。
7) 特殊情况下, 行车中断或返空回车场的列车可人工驾驶以反方向限速运行。
8) 不同自动化等级行车要求。重庆 27 号线与璧铜线贯通运营后, 27 号线 FAO 列车与璧铜线非 FAO 列车、FAO 列车作业交织, 需制定不同自动化等级行车要求。控制中心及车站对 GoA4 级列车按照 GoA4 级调度管理功能进行部署, 对 GoA2 级列车仅提供 GoA2 级调度管理功能。当 GoA2 级列车进入 GoA4 级线路时, 列车无需转换模式直接驶入, 驶入后按照 GoA2 级列车的调度管理模式实现对该列车的调度管理, 而本线列车按原自动化等级进行调度管理。当 GoA4 级列车进入 GoA2 级线路之前, 司机需人工操作改变列车驾驶模式, 将列车运行的自动化等级降级到 GoA2 级, 才能驶入 GoA2 级线路, 此时跨线及本线列车都按照 GoA2 级的调度规则进行调度管理。
9) 异常场景行车组织原则。异常运营场景包括控制中心设备故障、车站/场设备或轨旁设备故障、车载设备故障等情况, 不同的故障影响范围不同。当本次列车故障且无法恢复时, 应停止本次跨线行车; 当单线地面设备故障或联络线发生故障时, 应终止跨线行车,并通知邻线调度,既保证本线的行车安全,也避免对其他线路的影响;线网 TCC 故障时,应将调度权切换至线路 OCC 调度, 线路调度员在 TCC 的协调下,保证跨线运营。
针对以上正常及异常运营场景, 应提前建立健全适应互联互通网络化运营的组织架构和运营管理机制, 各部门定位明确、分工合理、紧密衔接、高效运转和组织行车。在应急情况下能够快速响应, 做到安全有序可控, 避免异常情况下引起的长时间运营中断。
本文以重庆 27 号线和璧铜线之间的互联互通运营为例, 结合重庆市域快线 “两级架构、综合管理” 管控模式, 提出线网调度大厅内除行车调度员外的其他岗位人员整合方案和多条线路以组团方式的布置方案。互联互通列车行车计划编制需综合考虑线网客流情况、乘客出行规律, 以及基于线网线路条件、车辆数等。明确跨线行车组织时列车在联络线区域的调度方式, 以及不同自动化等级跨线行车时应按低等级列车或低等级线路的调度规则进行管理。指出异常场景行车组织时应以尽量避免跨线车对单线路行车造成影响为原则。
