These include supporting the urban pattern, enhancing traffic capacity, optimizing traffic structure, and aligning with public preferences. Additionally, the study outlines technical strategies for deployment, such as serving main corridors, connecting key hubs, integrating multiple modes, and coordinating spatial relationships, thus providing a reference for other cities in rail transport development.

为提升城市交通系统容量,促进交通可持续发展,实现绿色化发展目标,为澳门居民和游客提供更多、更可靠的出行选择,澳门正积极推进轨道交通规划与建设。分析澳门轨道建设发展现状,从支撑城市格局、提升交通容量、优化交通结构、遵循公众意愿等方面总结澳门在轨道交通规划中的主要经验,以及服务主走廊、串联主枢纽、融合多方式、协调空间关系等方面的布设技术要点,供相关城市在发展轨道交通时参考借鉴。

The government of Macau is actively promoting rail transportation planning and construction to enhance the capacity of urban transportation systems, promote sustainable transportation development, achieve green development goals, and provide reliable travel options for both Macau residents and tourists. This study analyzes the current state of rail construction development in Macau and summarizes key experiences in rail transport planning. These include supporting the urban pattern, enhancing traffic capacity, optimizing traffic structure, and aligning with public preferences. Additionally, the study outlines technical strategies for deployment, such as serving main corridors, connecting key hubs, integrating multiple modes, and coordinating spatial relationships, thus providing a reference for other cities in rail transport development.

澳门自 2007 年开始正式规划发展轨道交通, 2019 年开通运营第一条轨道线路,2022 年发布的《澳门陆路整体交通运输规划(2021-2030)》[1] 中明确未来将大力推进轨道交通规划建设。澳门轨道交通经历了从无到有的过程, 未来将陆续建成更多线路, 进入到从单线到成网的新阶段。澳门是建设及人口高密度、存量为主增量并存的中等规模城市代表。本文结合澳门实践经验, 回顾澳门轨道交通系统发展现状, 总结澳门轨道交通规划发展经验,总结线路布设的相关技术要点, 供相关城市参考借鉴。
澳门已建成轨道交通线路 1 条, 即氹仔线(见图 1), 全线高架,长 9.3 km,沿线设 11 座车站,采用胶轮导轨运输系统,最高运行速度 ,平均旅行速度 ,设计 4 辆编组,单向最大运能 14100 人次 ,按《城市公共交通分类标准》(CJJ/T 114-2007)[2] 属于中运量轨道交通系统。现状为 2 辆编组运营, 平均旅行速度25.4 km/h,单程旅行时间22 min 。2020 年轨道客流总量 105.4 万人次, 日均客流量 2879 人次, 线路客运强度 0.03 万人次/(km·d),澳门轻轨氹仔线主要指标见表 1。目前,正持续推进石排湾线、横琴线、 妈阁延伸线等其他线路建设。
氹仔线为澳门离岛片区客流集散提供了良好支撑 (见 图 2 )。线路串联离岛对外交通枢纽,包括客运码头、 机场, 服务沿线郊野公园、体育馆、科技大学等公共设施, 以及商业旅游娱乐区域, 为片区出行提供了新的交通选择。
但目前氹仔线主要面临使用率低、竞争力不足的问题, 2020 年轨道线路客运强度仅 0.03 万人次/( $\mathrm{{km}}\cdot \mathrm{d}$ ), 究其原因主要归纳为 3 方面:① 轻轨线路与片区客流出行分布契合度不高(见 图 3 ),离岛片区存在大量的跨海出行, 仅分布在离岛的轨道线路难以独立承担全程出行服务,大大降低其吸引力。② $\mathrm{U}$ 形轨道线路造成出行非直线系数大, 56%的轨道站点间非直线系数超过 1.5(见 表 2 ), 导致其出行时效性不佳, 相对公交竞争力不足。③轨道客流主要集中在商业集聚区,55% 的轨道站点周末客流量高于工作日,客流主要依赖游客,新冠疫情防控期间澳门游客量骤降,也是造成轨道客流不佳的原因之一。
澳门虽属于中等规模城市, 但人口高度聚集, 交通出行需求旺盛, 需要在地面之外探索新的交通解决方案,发展轨道交通有利于提升城市交通系统容量、 促进交通发展绿色化、支撑交通可持续发展, 也将为澳门居民及游客提供更多、更可靠的出行选择。
以“支撑发展格局、提升交通容量、优化交通结构、遵循公众意愿”为规划思路, 通过综合研判澳门交通设施总承载能力, 量化轨道可分担的实际客流效果,《澳门陆路整体交通运输规划(2021-2030)》提出 2030 年构建 “24 公里,21 个车站” 的轨道网络, 推进西线等中长期线路的规划研究(见图 4), 形成 “一环两支”的轨道网络。
澳门城市基本发展格局由 “四大空间” 构成, 即半岛、离岛、新城填海区及毗邻的横琴粤澳深度合作区(见图 5) [ 3 ] ,这是澳门未来发展的基础和机遇,“四大空间” 既相互独立又相互关联。功能上相互关联, 半岛承载密集的居住人口和大量的工作岗位, 离岛承接半岛居住升级及旅游娱乐等产业的延伸, 新城填海区主要功能为进一步实现对半岛人口的疏解, 合作区是澳门未来发展的重要平台载体。地理上相互独立, 以海为 “隔”,仅通过道路交通相连,无论从效率还是可靠性上均难以保障, 需要轨道交通提供更快捷、高效、可靠的联系。
根据澳门轨道线网规划, 2024 年建成氹仔线延伸至妈阁站,线路加强本岛一离岛跨岛交通联系;2025 年建成横琴线、石排湾线, 实现澳门与横琴粤澳深度合作区的直接联系;2028 年完成东线工程,有力支撑新城填海区的建设发展。轨道线路逐步成环、成网, 实现对半岛、离岛、横琴粤澳深度合作区及新城填海区 “四大空间” 融合发展的支撑作用。
地面道路为澳门现状交通系统的主要载体, 高达 ${10.3}\mathrm{\;{km}}/{\mathrm{{km}}}^{2}$ 的道路网、 ${49.6}\mathrm{\;{km}}/{\mathrm{{km}}}^{2}$ 的公交线网共同支撑着城市交通运转。在高密集人口分布、高强度交通需求、高机动化出行占比的局面下,道路运行虽总体良好, 但部分干道及节点高峰时段易发拥堵, 交通繁忙点约 45 处。
随着澳门与周边区域交通联系加强, 新城填海区规划建设, 以及人口的持续增长, 交通出行总量将由 2019 年的 259 万人次增加到 2030 年的 302 万人次,增幅 17%, 而道路受空间条件限制,未来十年增量仅 ${22}\mathrm{\;{km}}$ ,增幅 7%。显然,地面道路无法应对未来客流需要。
高效能的轨道交通是澳门提升交通容量、实现交通供需平衡的必然选择。根据 2019 年澳门交通出行调查, 澳门本岛居民跨海出行占总出行的 51.1%, 离岛居民跨海出行占比为79.2%[4] 。新建东线、延伸氹仔线至妈阁站分别从澳门东西两侧打通半岛与离岛之间的轨道联系, 大大提升两岛之间的交通供给能力, 预计日均可为 14 万人次提供跨岛轨道服务。澳门半岛西部片区作为全澳人口最密集的区域(占总人口 56%),人均道路面积仅 ${1.4}{\mathrm{\;m}}^{2}$ /人(全澳 ${6.8}{\mathrm{\;m}}^{2}$ /人),道路交通饱和、易发拥堵, 规划提出研究西线(见 图 6 ), 从立体空间寻找交通容量, 为人口最密集区域直接提供轨道服务, 预计日均可为 9.7 万人次提供轨道服务。
当前, 澳门地均汽车保有量在国内各大城市中处于较高水平,达到 0.36 万辆 $/{\mathrm{{km}}}^{2}$ (见 图 7 ),个体机动化出行依赖度高(见 图 8 ),2019 年小汽车、电单车、出租车出行占比总计 26%,而轨道交通仅占 0.3%(见 图 9 ) [ 4 ] 。 经测算, 若不发展轨道交通, 2030 年小汽车、电单车、 出租车等个体机动化出行占比将提高 6 个百分点, 路面交通压力将进一步加剧。澳门提出大力发展轨道交通, 以此提高非地面交通方式占比, 积极优化交通出行方式结构, 改善交通出行条件。 现有交通方式结构下,澳门陆路交通产生的 ${\mathrm{{PM}}}_{10}$${\mathrm{{PM}}}_{2.5}$$\mathrm{{CO}}$$\mathrm{{SO}}x$$\mathrm{{NO}}x$ 等主要污染气体排放量占总排放的 10%,对城市环境冲击较大,不利于澳门世界旅游休闲中心的发展。为实现绿色可持续发展目标, 减少陆路交通运输污染气体排放量, 澳门提出通过建设集约、节约、低碳的轨道交通,形成以绿色交通为主的出行方式结构。
通过轻轨网络的不断完善, 线网规模效益将逐步显现, 模型预测分析显示, 可有效引导私人车辆使用者转向轨道交通出行, 从而将轨道日均客流量由 2020 年的 2879 人次提升至 13.7 万人次, 机动化出行占比由 2020 年的 0.2% 增长至 9%,陆路交通产生的空气污染物排放量亦较现状将降低约 50%。
澳门各界对发展轨道交通的需求日益高涨。2010 年公开咨询活动中,专家、专业团体、居民提出:“在发展世界旅游休闲中心的定位下,要结合澳门特色引入高效能、且具特色的新交通工具” [ 5 ] 。2021 年公开咨询活动中, 不少市民指出 “发展轨道交通是重中之重”,大力发展轨道交通的举措获得大众中性及支持意见率达到 ${87}{\%}^{\left\lbrack 6\right\rbrack }$ 。大众对轨道交通的发展态度由 “尝试性”变化为 “必然性”,由 “引入发展” 转变为 “大力推进”, 这种转变, 既是城市交通发展诉求的外在表现, 也是各界大众对政府的更高期待。
轨道交通作用的充分发挥与具体的布设技术方法密切相关, 澳门遵循 “服务主走廊、串联主枢纽、融合多方式、协调空间关系” 等 “四个要点”, 有效提升轨道线路布设的科学性。
澳门轨道交通规划线路走向以服务主客流走廊为指引, 以服务城市大多数人口的出行选择为根本。经客流分析, 澳门出行客流主走廊呈现大小 “双环” 形态(见 图 10 (a)), 大环契合花王堂一花地玛堂(高峰小时客流 4.5 万人次)、花地玛堂一新城 A 区一嘉模堂(高峰小时客流 2 万 $\sim {2.5}$ 万人次) 客流走廊,小环契合花地玛堂一大堂客流走廊(高峰小时客流 3 万~4 万人次)。 受制于澳门半岛用地空间局促及土地制度, 部分走廊不具备轨道交通建设条件, 需通过客流转移实现轨道服务,因此最终规划形成轨道环线(见 图 10 (b))。可见, 澳门轨道交通规划线路基本布局在高峰小时客流 2.5 万人次及以上的公共交通走廊上, 经测算, 客流强度可达到 0.81 万人次 $/\left({\mathrm{{km}}\cdot \mathrm{d}}\right)$ ,客流规模满足 “0.8万 $\sim 3$ 万人次 $/\mathrm{h}$ ” 中运量轨道交通布设需要,服务出行需求。
澳门作为粤港澳大湾区三极之一, 与外界的交往十分密切, 口岸是承担澳门对外联系的关键节点, 是城市客运交通的主枢纽。2019 年澳门居民日均跨境出行量 31.8 万人次 $/\mathrm{d}$ ,访澳旅客日均跨境出行量 21.6 万人次 $/\mathrm{d}$ , 短时聚集度高、客流规模体量大的对外口岸, 需要依靠轨道交通提供高效、可靠、有序的交通疏解。轨道东线沿线途径关闸(日均客流量达到 39.3 万人次/d)、 氹仔客运码头,氹仔线途经澳门国际机场,西线服务青茂口岸, 横琴线将横琴口岸与城市内部轨道线路有机衔接 (见 图 11 ), 轨道实现内外客流的高效转换, 实现跨境客流向城市各区域的有序输送, 保障城市交通系统的顺畅运行。
1) 强化公交接驳。轨道开通前, 设置与轨道线路一致的先导公交线路, 提前培育轨道走廊客流, 如澳门开行公交 MT4 线培育轻轨氹仔线客流(见 图 12 )。 轨道开通后, 提供差异化公交线路换乘服务, 轨道客流较低区段, 公交线路纵向穿越轨道线路, 为轨道喂给、补充客流;轨道客流强度过大区段, 设置共走廊干线公交, 分担轨道客流压力; 围绕轨道站点设置接驳公交,扩大服务覆盖,串联周边重要人流集散区域及居住小区 (见 图 13 )。此外, 为提高换乘便捷性, 缩短步行接驳距离, 将公交站点与轨道出入口的步行换乘距离控制在 ${50}\mathrm{\;m}$ 以内。
2) 完善步行衔接。采用 “补缺、增效、提质” 的方法, 完善轨道站周边步行衔接。利用大数据分析轨道站步行可达情况 (见 图 14 ), 以步行衔接网络功能性缺失为切入点, 打通轨道站周边步行隔阂, 补充步行通道服务缺失;透过分析轨道车站出入口至周边地块出入口的步行绕行情况(见 图 15 ),识别轨道站周边步行便捷性短板, 优化路径、缩短距离, 增强步行出行效率; 品质上进行整体步行环境提升, 为轨道出行创造更加舒适、安全的步行环境。
1) 旧区尊重现状。旧城存量地区轨道线路敷设条件局促,在主要利用道路、绿地、广场等城市公共空间布线时, 需满足不大规模侵占或影响地上建筑、地下管线、建筑物地基等既有物, 并通过保持适宜的建筑间距以降低噪声影响。如轻轨氹仔线, 通道所在走廊道路条件好, 因此采用高架路中式敷设, 并与沿线建筑空间保持 ${10}\sim {46}\mathrm{\;m}$ 距离(见 图 16 )。但在研究布局轨道西线时发现,由于道路狭窄(一般不超过 ${20}\mathrm{\;m}$ )、建筑物分布密集, 无论是地上或地下线均难以敷设, 若采用地上线形式, 受道路宽度限制, 轨道将大量侵占沿线私人建筑和公共设施, 若采用地下线的形式, 对既有地下管线及建筑物地基造成影响较大, 为了满足该片区居民轨道出行的意愿且保护沿线建筑物不被破坏, 研究采取海底隧道的形式实现轨道交通线路覆盖, 并做好车站出入口的设置, 为居民出行提供便捷选择。
2) 新区规划预控。新区轨道线路规划时, 统筹考虑空间预留以及一体化综合开发。如规划布局轨道东线时, 为更好服务新城 A 区, 线路沿南北走向布设于中央绿廊下方, 将轨道走廊与城市规划一体化统筹, 并围绕 3 个地下轻轨车站, 统筹轨道与用地空间布局, 通过预控系统性地下人行联系通道, 实现轨道对商业、 公共配套的高效服务。此外, 地面通过集约化布置轻轨站出入口, 预留与相邻构筑物衔接条件, 提高轨道便捷性及服务覆盖。以 ES5 站为例, 轨道车站与地下人行主通道衔接, 部分出入口设于周边住宅裙楼, 与配套的商业空间连接(见 图 17 ), 其他出入口与周围中央绿廊的景观要素综合设置。
3) 通道综合预留。结合用地及交通设施的规划建设, 提前预留规划轨道廊道, 保障轨道线路的空间条件。如澳门西湾大桥(见 图 18图 19 )是连接本岛与离岛的道路桥梁, 也是轨道桥梁, 桥梁于 2002 年开始建设时,在下层道路提前为轻轨氹仔线延伸至妈阁站做好通道预留, 通过道路空间和轨道空间的有机统一,打造高效通行的跨海通道。
澳门轨道发展过程中由于建设时序统筹不佳导致使用率低的现状, 但澳门轨道交通规划以 “支撑发展格局、提升交通容量、优化交通结构、遵循公众意愿” 等 “四个考量”,轨道布设遵循 “服务主走廊、串联主枢纽、融合多方式、协调空间关系”等 “四个要点”, 实现公交优先、绿色低碳的陆路交通规划理念, 支撑城市可持续发展。相关城市可依据自身发展需求和客观条件, 参考借鉴轨道交通的规划布局思路和线路布设上的技术要点, 综合考虑经济可持续性等相关要素, 深入论证发展轨道交通必要性, 以及合理选取线路走向、敷设方式、运能运力等,提高轨道交通建设可行性和合理性, 高效发挥轨道交通作用。
