Urban rail transit dispatching and command work involve complex system engineering, and the emergency dispatching and command system, as the top priority of urban rail transit dispatching and command work, directly affects the level of enterprise operation services and train operation safety. The emergency dispatch and command system is a paramount component within this framework. Using the Tianjin Metro emergency dispatch as a case study, this research first outlines the foundational modes of emergency dispatch and command used in domestic urban rail transit. It also integrates current trends in information integration and intelligent operations within urban rail transit. The study then delineates the objectives and functional requirements specific to the Tianjin Metro emergency dispatch and command platform. It proposes an architecture comprising several key layers: infrastructure, data resources, application support, application software, information display, regulatory standards, and security systems. This structured approach ensures comprehensive coverage of operational needs and regulatory compliance. Furthermore, leveraging technologies such as cloud computing and big data, we explored the technical scheme and implementation plan of the Tianjin Metro emergency dispatch command platform for the integration demand and intelligent trend. The research results can provide decision support for the safe and orderly operation and dispatch of subways under networked conditions.

城市轨道交通的调度指挥工作是一项复杂的系统工程,而应急调度系统作为城市轨道交通调度指挥工作的重中之重,直接关系到企业运营服务水平和列车运营安全。以天津地铁应急调度为例,首先,在总结国内典型城市轨道交通应急调度模式的基础上,结合城市轨道交通线网一体化和运营智能化趋势,提出天津地铁应急调度指挥平台的总体目标和功能需求;然后,搭建由基础设施层、数据资源层、应用支撑层、应用软件层、信息展示层、法规标准规范和安全保障体系构成的天津市轨道交通应急指挥平台架构;最后,基于云计算和大数据等技术,探讨面向一体化需求和智能化趋势的天津地铁应急调度指挥平台技术方案与实施方案。研究成果以期为网络化条件下地铁的安全有序运营调度提供决策支持。

Urban rail transit dispatching and command work involve complex system engineering, and the emergency dispatching and command system, as the top priority of urban rail transit dispatching and command work, directly affects the level of enterprise operation services and train operation safety. The emergency dispatch and command system is a paramount component within this framework. Using the Tianjin Metro emergency dispatch as a case study, this research first outlines the foundational modes of emergency dispatch and command used in domestic urban rail transit. It also integrates current trends in information integration and intelligent operations within urban rail transit. The study then delineates the objectives and functional requirements specific to the Tianjin Metro emergency dispatch and command platform. It proposes an architecture comprising several key layers: infrastructure, data resources, application support, application software, information display, regulatory standards, and security systems. This structured approach ensures comprehensive coverage of operational needs and regulatory compliance. Furthermore, leveraging technologies such as cloud computing and big data, we explored the technical scheme and implementation plan of the Tianjin Metro emergency dispatch command platform for the integration demand and intelligent trend. The research results can provide decision support for the safe and orderly operation and dispatch of subways under networked conditions.

以地铁为代表的城市轨道交通作为综合交通运输体系的重要组成部分, 对满足城市交通需求、促进沿线开发、推动经济和社会进步具有关键作用。截至 2022 年底, 天津已启用 9 条轨道交通线路, 共有 181 个运营车站,总里程达 ${293.08}\mathrm{\;{km}}$ 左右 [ 1 ] 。随着天津地铁网络不断扩展, 地铁交通分担率逐年上升, 保障地铁运营安全的挑战日益增大,因此,快速有效应对突发情况, 建立完备高效的地铁应急调度指挥平台是当前亟须解决的关键问题。
在地铁应急调度指挥领域, 国内外学者已经展开了广泛的研究。肖宝弟等。”从可用性角度提出了体系化的网络运营调度指挥方案。孙佃升 [ 3 ] 探讨了在现代信息网络快速发展的背景下,对已建成使用的线网应急指挥中心进行升级改造的方法。刘博等 [ 4 ] 通过分析区域协同下的应急指挥平台需求, 提出混合模式的应急指挥平台方案。王清永等 [ 5 ] 以云计算及大数据技术为支撑, 初步完成线网运营指挥系统主要应用功能的设计。AJAY 等 ${}^{\left( b\right)}$ 提出在城轨调度管理系统中可以通过采用物联网技术, 实现不同部门的应急联动。
综上, 国内外学者已经在地铁应急调度指挥领域进行了有益的研究与探讨。然而, 随着地铁线路规模的不断扩大以及网络化运营条件下运输组织难度的逐渐增加, 尤其是随着我国城市轨道交通信息化水平的不断提升,传统的依赖 “人工经验” 的地铁调度指挥模式已无法适应地铁应急调度指挥智能化与一体化趋势。因此,城市轨道交通运营单位有必要借鉴和吸收新兴技术, 同时结合自身发展情况来构建安全高效的应急调度指挥管理模式。本文以天津地铁为例, 构建了面向一体化需求和智能化趋势的城轨应急调度指挥平台,为网络化条件下地铁的安全有序运营调度提供决策支持。
我国城市轨道交通在线网级调度指挥中心的设置可以大致分为两种类型 [ 7 ] : 一种是 “集中管理” 模式, 即将线网应急指挥中心(emergency command center, ECC)和各线路控制中心(operation control center, OCC) 集中设置, 如北京、天津等城市的地铁调度指挥机构; 另一种是 “分散-集中” 相结合的管理模式, 即在各线路分别设置区域控制中心的基础上, 再设置一个总揽全局的线网指挥中心(command operations control center, COCC), 如上海、广州、南京等城市的地铁调度指挥机构。不同城市的轨道交通运营管理机构虽然存在区别, 但地铁应急调度指挥体系差异不大, 均包括现场级、线路级和线网级 3 级管理模式。我国城市轨道交通应急调度指挥模式典型的组织架构见 图 1
天津地铁应急调度指挥管理模式基本符合 图 1 所示的组织架构。 图 2 给出了天津地铁应急处置流程 [ 8 ] 。 由 图 2 可知, 以事件预警、应急预案启动、应急响应、 后期处置为核心环节,建立多方联动的应急协作机制, 是建立城市轨道交通应急调度指挥体系的关键。
既有轨道交通应急指挥系统在很大程度上借鉴了铁路应急指挥系统, 目前存在诸多不足之处, 包括应急调度指挥职能分散、整体协调机制缺乏、信息化水平较低、过于依赖人工应急等 [ 8 ] ,这些局限使得应急调度指挥系统的作用很难发挥。
大数据、云计算和人工智能等新兴技术正迅速渗透到城市轨道交通领域 [ 9 - 10 ] 。可以预见,未来将会有更多的新兴技术与方法应用于城市轨道交通的应急调度领域。
随着国内城市轨道交通线网规模的急剧扩大, 不同城市逐渐建设起多线网以及多制式的轨道交通系统。然而, 各个城市的轨道交通系统都拥有独立的应急调度指挥体系,导致应急调度方面存在信息壁垒。 当突发事件发生时,为了提高应急处置效率和应急资源的有效利用, 迫切需要增强不同线网系统之间的协调应急指挥能力,并建立统一的资源管理和调度制度。
目前, 城市轨道交通调度系统在监视内容、形式、 故障分析以及辅助决策方面的智能化水平相对较低, 调度系统各个设备制造商的设备告警代码、报警机制和事件描述还存在不统一问题, 这制约了调度指挥系统对应急处置的全面支持。此外, 尽管城市轨道交通已实现前端网络化运营, 但距离 “以乘客为中心” 的运营调度管理理念仍有较大差距。许多设备仍然依赖传统的计表和手动管控, 随着互联网技术的不断发展, 数据感知和分析技术正逐渐改变设备的管控方式, 使其更加主动和智能化。这一趋势能够确保城市轨道交通更好地运营。
根据天津市轨道交通规划, 为适应一体化调度需求和智能化调度趋势, 应根据 “高度集中、统一指挥、 逐级负责、分级响应、信息共享、协调动作”的原则, 建设天津市轨道交通应急调度指挥平台, 实现正常工况下的一体化调度指挥, 同时能够在突发情况下快速响应, 进而在前端感知、中间传输、智能决策等方面向应急调度智慧化方向演进。
坚持目标导向, 结合天津市轨道交通应急调度指挥存在的问题, 把握轨道交通应急调度指挥发展趋势, 新建以及升级改造的天津市轨道交通应急调度指挥系统至少应涵盖以下功能。
1) 全方位监控预警。系统应具备全面监控线网客流、列车运行以及设备状态等运营数据的能力, 并基于监测数据进行动态预警和调控, 以确保对整体运营状况的实时掌握。
2) 应急预案与管理。为应对不同风险类型的紧急事件, 系统应设立相应的事件应对预案库。以这些预案为基础, 配置相匹配的应急处理程序和资源, 以便制定应急处理方案。同时, 通过状态感知技术和视频上传等方式, 应急指挥中心将现场信息传输至指挥平台,以实现应急指挥的可视化。
3) 应急协调与指挥。应急调度指挥系统在整个现场救援指挥部中扮演关键角色,其需要具备掌握、监控、指挥应急现场各事件和资源情况的职能。系统需要根据突发事件迅速启动应急响应, 下达应急处理命令,实时跟踪现场指挥部的运作,以确保全程、多领域、多部门的协同指挥。
4) 信息共享与传递。通过搭建的线网运营集成数据平台,能够获取车站到发客流、列车及设备运行状态、监控视频以及外部接口数据等。同时需要实现运营数据的汇总、分析、上传、发布管理等,为调度指挥提供数据支撑, 并确保乘客获取界面信息的时效性。
5) 建立应急联动机制。天津地铁应该建立应急外联工作机制, 增强与市/区各级政府和单位的协作。一方面, 需要将轨道交通集团不同部门之间的协调沟通纳入工作计划,以确保突发情况下应急调度工作的畅通。同时, 有必要与政府部门、企业媒体等外部单位建立常态化沟通机制, 以促成突发情况下多部门、多行业、多区域的联合救援, 实现应急调度工作的联动指挥与科学处置。
6) 预留外部接口。系统应考虑线网中长期发展规划, 预留适当的接口以适应未来发展需求。另外, 还需考虑不同系统接口的兼容性问题, 以确保气象、公安、铁路、媒体等外部信息的顺利接入。
天津市轨道交通应急调度指挥平台在处理突发事件时, 扮演着综合指挥中心的角色, 针对天津市轨道交通应急调度中存在的不足, 本文在系统功能设计中采用了先进的信息通信与计算机网络技术, 实现了对全市轨道交通线网与客流数据的实时监控与共享, 储备了流程化与标准化的应急预案,能够科学辅助现场各级人员合理应对突发情况, 减少人工决策失误, 为安全、高效处置各类突发事故提供有效的信息支撑。 同时, 通过建立跨领域、跨部门的应急调度指挥中心与应急联动机制, 能够较好克服既有应急调度指挥职能分散与整体协调机制缺乏的弊端, 最大程度实现天津市轨道交通应急调度系统统筹、协调、管理的功能和作用。
为满足上述的应急调度指挥功能需求, 需建立由基础设施层、数据资源层、应用支撑层、应用软件层、 信息展示层、法规标准规范和安全保障体系构成的天津市轨道交通应急指挥平台架构, 如 图 3 所示。其中, 法规标准规范和安全保障体系应贯穿于平台各层面之间,为应急调度指挥平台安全可靠运行提供技术和法规支撑。
天津市轨道交通应急指挥平台配置主要包括以下 7 部分:
1) 基础设施层。基础设施层主要用于确保平台的信息传递和通信, 包括应急通信、网络设备、视频会议系统以及图像接入等。
2) 数据资源层。数据资源层将通过各种手段收集的不同类型数据进行集中存储管理, 主要包括预警监测数据库、应急预案数据库、应急专家数据库、交换共享数据库等。
3) 应用支撑层。应用支撑层是采用技术手段将数据资源层的数据在后台进行分析计算, 为应用软件层提供数据支撑, 主要包括多源数据融合、数据交互、实时数据处理以及电子表单、GIS 服务、流媒体服务等。
4) 应用软件层。应用软件层主要负责实现应急指挥平台的核心功能, 同时搭建出各应用子系统, 包括安全态势分析、信息发布和显示,以及协同应急指挥等。
5) 信息展示层。信息展示运用不同方式展示和共享应用计算生成的信息。应急信息发布渠道包括社区显示屏、手机、网络和电视等媒介,作为平台对外接口,信息展示层的主要服务对象为社会公众、应急部门和指挥中心。
6) 法规标准规范。法规标准规范作为应急调度指挥平台的重要构成和基础内容, 通过地铁应急管理法规与标准规范, 明晰涉及部门的权责界定, 细化各类突发事件的处置原则与流程, 为应急管理提供决策依据, 确保应急指挥工作的法制化、规范化与科学化。 此部分主要包括技术要求、标准规范和法律法规等。
7) 安全保障体系。安全保障体系是确保应急调度指挥平台安全的核心组成部分, 由信息安全、容灾备份和场所安全等要素组成, 旨在保障各系统数据传输与存储安全, 以及调度场所安全, 提高平台运行的可靠性。
基于天津市轨道交通网络化与互联互通的运营特点, 结合天津市轨道交通应急调度系统功能需求定位, 在天津市轨道交通应急指挥平台方案的基础上,采用基于云计算和大数据平台的新 IT 架构, 以一体化和智能化应急调度业务流程为主线, 构建运营生产与应急指挥相融合的线网条件下应急调度指挥中心。天津市轨道交通一体化应急调度指挥平台技术方案如 图 4 所示。
该平台系统采用标准的通信接口协议, 通过专网以有线或无线方式, 将获取的信息、数据与指令等在基础设施、平台服务、软件服务和客户端之间传递。系统支持基于 IP 网络的各种语音、视频、数据终端,具备流媒体处理能力。基于云计算和大数据共享平台, 可以实现数据资源统一组织管理,为数据交换和处理提供支撑。平台运行所需的计算、存储、网络和安全设备, 可采用物理服务器或云服务器。该平台提供二次开发界面, 运营企业能够根据业务需求进行软件开发。客户端则采用 $\mathrm{C}/\mathrm{S}+ \mathrm{B}/\mathrm{S}$ 相结合的开发架构,充分发挥 $\mathrm{C}/\mathrm{S}$$\mathrm{B}/\mathrm{S}$ 各自的优越性。
从业务需求、数据分析、信息交互以及乘客服务等方面对天津市轨道交通应急调度平台进行网络化改造与信息化提升,以便满足一体化需求和智能化趋势下地铁应急调度的要求。
在业务需求方面, 首先, 需要打破不同专业信息系统之间的壁垒, 构建统一的天津市轨道交通应急调度指挥系统大数据平台,以满足当前的业务需求。具体包括横向方向上整合行车、设备、电力、维护、管理等多个领域的数据, 由大数据平台统一负责所有应急调度指挥系统的数据集成、挖掘与存储, 各业务模块能够通过大数据平台进行数据查询与调用。其次, 需要在垂直方向上打通各级信息壁垒, 即所有现场设备数据均接入大数据平台,不再与某个固定系统捆绑, 并将线网、车站以及终端等层面的信息进行整合, 以确保运营信息数据更加全面真实, 从而为现场应急调度工作提供更加准确的决策支持。
在数据分析层面, 在整合不同层级数据的基础上, 运用大数据挖掘技术, 将历史数据、实际数据以及预测数据相融合, 为天津市轨道交通应急调度提供更加精细化的数据支撑, 从而提高运营调度指挥的智能化水平。
在信息交互层面, 需要从 “以乘客为中心” 的角度出发, 优化显示界面, 以实现更加直观和易操作的信息呈现。此外, 需要重新构思信息呈现内容方式, 根据不同业务需求, 强化信息传播的趣味性和广泛性, 提升乘客对信息的可接受性。
在终端设备层面,必须适应各种设备的显示需求, 包括大屏幕显示、移动设备显示等,同时还需要满足不同网络环境下设施设备的显示需求, 除了正常网络环境的显示需求, 还需兼顾异常网络环境下的设施设备显示需求。
天津市轨道交通线网建设是一个长期动态的过程, 其应急调度指挥平台建设需坚持 “统一规划、分步实施” 的原则, 做到立足长远、统筹规划, 在建设过程中需重点考虑顶层设计, 并为后续系统预留接口。 同时,需遵循业务与技术相匹配的原则,以业务为导向、 技术为支撑来进行天津市轨道交通应急调度平台建设。
目前,天津已初步建成轨道交通大数据平台,并在天津文化中心站与天津站进行智慧车站试点建设, 实现了对车站客流的实时监控, 有效提升了轨道交通应急调度指挥能力。考虑到大数据、云计算等技术发展日新月异,在新的线网应急调度指挥中心平台建设中, 需采用先进、成熟、符合国际国内标准的实用化新技术, 使得天津市轨道交通应急调度指挥平台能够适应未来发展趋势与要求。
城市轨道交通运营具有随机性、突发性、复杂性, 调度员调度指挥决策的安全性、准确性、高效性、全局性, 直接关系到地铁的应急联动效率、服务质量和安全运营。本文通过分析天津地铁应急调度的模式及存在的不足, 结合线网调度一体化和调度指挥智能化趋势, 提出了天津地铁应急调度的总体目标和功能需求, 进而构建了包括基础设施层、数据资源层、应用支撑层、应用软件层、信息展示层、法规标准规范和安全保障体系构成的天津市轨道交通应急指挥平台架构,最后提出了涵盖线路、线网融合, 集中运营, 生产、应急统一指挥的运营调度指挥中心技术方案。研究将有效提升天津市轨道交通应急指挥的效率, 增加信息共享程度、提高资源利用率,并确保轨道交通系统的安全运营。
