The aging phenomenon of transmission lines poses a serious threat to its safety and stable operation. Condition based maintenance is gradually replacing the traditional periodic maintenance as an important means of transmission line maintenance due to its strong targeting, good economy, excellent maintenance effect and other characteristics. As an indispensable basic step in the process of condition based maintenance, state assessment is based on the analysis of equipment condition index data, which can accurately reflect the health status of the equipment, and discover potential faults in a timely manner. To this end, this paper proposes a transmission line condition based maintenance method. The aging fault prediction model is built through the assessment of the transmission line components of the health index. The probability of aging faults and their consequences are quantified to achieve the probability of aging faults year by year prediction. The risk of aging phenomenon from the level of economic loss is quantitative analyzed. The condition management and risk assessment are combined to provide decision support for managers to formulate overhaul, technical improvement and end-of-life replacement programs for relevant components of transmission lines.

老化现象对输电线路安全稳定运行构成严重威胁,状态检修因针对性强、经济性好、检修效果优等特点正在逐渐替代传统定期检修方式,成为输电线路运行维护的重要手段。状态评估作为状态检修过程中不可或缺的基础步骤,基于设备状态指标数据分析,能够精确地反映设备的健康状况,及时发现潜在故障。鉴于此,本文提出一种输电线路状态检修方法,通过评估输电线路各构件的健康指数构建老化故障预测模型,量化老化故障发生概率及故障后果,实现了老化故障概率的逐年预测,并从经济损失层面定量分析老化现象带来的风险,将状态管理与风险评估结合,为管理人员制定输电线路相关构件的检修技改、报废更换方案提供决策支持。

老化现象对输电线路安全稳定运行构成严重威胁,状态检修因针对性强、经济性好、检修效果优等特点正在逐渐替代传统定期检修方式,成为输电线路运行维护的重要手段。状态评估作为状态检修过程中不可或缺的基础步骤,基于设备状态指标数据分析,能够精确地反映设备的健康状况,及时发现潜在故障。鉴于此,本文提出一种输电线路状态检修方法,通过评估输电线路各构件的健康指数构建老化故障预测模型,量化老化故障发生概率及故障后果,实现了老化故障概率的逐年预测,并从经济损失层面定量分析老化现象带来的风险,将状态管理与风险评估结合,为管理人员制定输电线路相关构件的检修技改、报废更换方案提供决策支持。

The aging phenomenon of transmission lines poses a serious threat to its safety and stable operation. Condition based maintenance is gradually replacing the traditional periodic maintenance as an important means of transmission line maintenance due to its strong targeting, good economy, excellent maintenance effect and other characteristics. As an indispensable basic step in the process of condition based maintenance, state assessment is based on the analysis of equipment condition index data, which can accurately reflect the health status of the equipment, and discover potential faults in a timely manner. To this end, this paper proposes a transmission line condition based maintenance method. The aging fault prediction model is built through the assessment of the transmission line components of the health index. The probability of aging faults and their consequences are quantified to achieve the probability of aging faults year by year prediction. The risk of aging phenomenon from the level of economic loss is quantitative analyzed. The condition management and risk assessment are combined to provide decision support for managers to formulate overhaul, technical improvement and end-of-life replacement programs for relevant components of transmission lines.

输电线路是电力系统的重要组成部分,其运行状态关乎电能传输和电网运行的稳定性。输电线路一旦发生故障,将直接导致电力供应中断,对人们的日常生活、工业生产和社会秩序造成严重影响。因此,开展输电线路老化故障评估和预防,对提升电网的可靠性和安全性有重要意义。
老化故障是指在长期使用过程中,受多种因素影响,导致设备性能下降以致功能丧失的现象。老化故障是一个逐步积累、渐进发展的过程,即在故障实际发生之前,设备会展现出一些早期的异常信号或征兆。这些异常征兆与正常运行时设备发出的状态特征信号存在差异,通过状态评估可以及时捕捉和识别这些异常征兆,并通过模型预测量化故障发生概率(probability of failure, POF)及后果,从而为运维人员选择符合设备实情的检修决策方案提供数据支撑。
国内外对输电线路状态评估和故障预测进行了研究并取得了一些成果。早在二十世纪七十年代美国就开始在输电线路上部署在线监测装置,英国EA公司于二十世纪末开创了基于电网设备状态评估的风险防范管理(condition based risk management, CBRM)体系[1]。我国的状态评估管理研究自二十一世纪初开始迅速推进,依托于互联网大数据技术的发展,国网公司和南网公司建立了状态评估行业准则,广泛应用于电网的检修决策[2-5]。现阶段,输电线路状态评估方法主要有蒙特卡罗法、模糊综合评价法、贝叶斯分析法和故障树分析法等[6-10]。文献 [11]基于I/V转换微电流采集装置,设计了一套低频-高压频域介质响应(frequency domain dielectric spectroscopy, FDS)测试系统,实现电缆老化状态的精确评估。由于输电线路故障率受多种复杂因素影响,呈现出一组典型的非线性时间序列特征。目前,故障率预测的主流方法有多元线性回归分析、灰色理论模型、神经网络预测、深度学习、小波去噪预测方法等[12-16]。文献[17]提出使用融合注意力机制的深度神经网络预测不同气象条件下输电线路发生故障的概率。文献[18]综合运用蒙特卡罗法与雷电先导分形模型,计算输电线路雷击跳闸概率,实现了雷击跳闸事故的有效预警。
由于输电线路不同构件老化故障的影响因素存在差异,本文从主要构件的故障成因分析出发,通过评估构件运行状态,建立老化故障概率及风险预测模型。在此基础上,提出输电线路状态检修方法,并描述该方法的具体实施步骤,以期为制定输电线路检修策略与措施提供参考。
架空线路是远距离输送电能的主要方式,其路线较长,覆盖面广,地域环境复杂,常年暴露在外,给电网企业带来了很大的检修维护风险和挑战。面对此问题,通过梳理架空输电线路主要构件常见故障成因,可以为线路状态检修提供基础支撑。
作为架空输电线路的支撑结构,杆塔的主要功能是确保导线和架空地线在垂直方向上与地面及彼此间维持一定的安全距离。由于架空输电线路跨区域输配电能,自然因素和人为外力破坏对杆塔的影响尤为显著。自然因素主要包括风、覆冰、暴雨及土壤。人为破坏主要指由于设计不合理、安装施工不规范等行为导致在组立塔杆过程中埋下倒塔隐患。
避雷线被安装在杆塔的顶部,位于线路导线之上,并在每基杆塔上均通过接地线与接地体相连接。当雷云放电形成雷击时,通过接地体,避雷线能够将雷电能量安全地导入大地,从而有效降低雷电直接击中导线的风险。避雷线发生断线故障往往非单一原因造成,而是多种因素相互作用的结果。除了机械外力破坏之外,环境因素也是引发避雷线断线事故的重要原因。雨雾天气积累的污秽物易导致绝缘子发生污闪故障,由此引发的线路短路易造成避雷线断线。
导线在输电线路中的作用是传输电流。引发导线故障的因素可分为状态因素和非状态因素,状态因素指与其本身性能相关的要素,如本身质量问题、长期负荷运作等;非状态因素主要包括外界环境的影响,如温度、雷击等。导线老化表现为表面绝缘层磨损和性能衰退,容易引发漏电、短路等故障。受到不同温度的影响,导线材料可能发生热胀冷缩,进而导致架空线路绝缘层破损和变形,甚至导致导线机械强度降低,特别是在高温环境中,导线的绝缘层容易老化和熔化,大大增加了故障发生的概率。此外,极端天气事件如雷暴、覆冰等也会对导线的安全性和可靠性产生影响。
绝缘子是输电线路的电气绝缘件和结构支撑件,其作用在于悬挂和绝缘导线。绝缘子由于暴露在污秽环境中,表面不可避免地积聚大量油污、粉尘、杂物等污秽。在空气干燥的环境里,这些污秽物对绝缘子的绝缘性能影响较小,绝缘子放电电压仍接近洁净、干燥状态的水平。然而,一旦遇到雨、雾、露及融雪、融冰等潮湿天气,绝缘子表面的污秽物会吸收水分,形成一层导电水膜,导致绝缘子的绝缘强度显著下降,引发闪络事故[19]。绝缘子放电主要与表面受污程度和湿润程度有关,也受自身耐污特性影响。绝缘子污闪过程如图1所示。
输电线路老化是指输电线路各构件长期在多种因素的作用下,逐渐失去其原有特定功能的现象。造成上述现象的原因主要可归结为两类,内部作用和外部环境。前者统称为状态因素,后者统称为非状态因素。输电线路老化依据严重程度可以划分为4个阶段,这4个阶段揭示了老化现象从早期正常范畴发展至资产报废更新的完整过程。老化现象发展过程如图2所示。
1)健康指数计算模型
运行状态评估的初始步骤是分析计算直接反映每台设备状态的数学指标——健康指数(health index, HI),是基于设备各类基础信息的数学转化,结合设备的实际运行工况,由此分析、计算获取的一个在0到10之间的数值[20]。不同健康指数代表设备不同的运行状态,其中0表示设备处于最优运行状态,10代表设备处于最差运行状态。

式中:HI为设备当前健康指数;HI0为设备初始健康指数,由设备基础信息确定;B为老化常数;T为当前或未来年限;T0为设备投运年限;f为修正系数。
由于设备类型及运行负荷不同,预期使用寿命存在差异,故老化常数不尽相同。为确定老化常数B的值,通常采用的办法是评估健康指数从0.5变化到5.5时的情况,即

式中:n为设备的预期寿命;$\lambda $为设备的环境修正系数。
2)故障概率计算模型
故障发生概率是在健康指数的基础上得到。经过广泛的实验研究和工程实践验证,发现设备故障发生概率与健康指数之间存在函数关系,即当设备的健康指数上升时,其故障发生概率相应增加,且这种增加趋势呈现出指数增长的特征。故障发生概率与健康指数关系如图3所示。
为便于计算,经泰勒展开后,故障发生概率POF的具体取值为

式中:POF1为状态因素引起的故障概率;POF2为非状态因素引起的故障概率,依据每年由外部因素引起的平均故障次数与设备组数的比值确定;c为曲率系数,依据收集获得信息的完整程度选取相应的数值;k为比例系数;Ni为设备组10个健康指数区间中各区间内的设备数目;R0为设备年平均故障率;HIi为第i个区间内设备当前健康指数平均值;Pi为第i个健康指数区间内设备故障发生概率之和;R为设备故障率。
3)剩余寿命计算模型
在剩余寿命(end of life, EOL)计算模型中,当特定设备的与状态紧密相关的故障发生概率升至无法接受的水平时,认定该设备已到达其剩余使用寿命的终点。依据实践经验,在健康指数与故障发生概率的关系曲线中,当曲线呈现急剧上升态势时,可认为设备的故障发生概率已达“无法接受”的程度,通常设定健康指数为7时,设备达到其寿命终点。设备剩余寿命计算公式为

4)风险计算模型
风险可以被描述为发生故障或损失的期望值,它等于故障发生概率与故障后果的乘积。根据以货币单位量化风险的目标,首先定义各类风险的平均后果,设定风险系数,根据风险对应的故障发生可能性,确定设备风险值。本文从电网可靠性、人身安全、维护资金、对环境的影响4个方面评估各类设备风险。

式中:Riskz为总风险值;Riskn为电网可靠性风险值;Riskf为维护资金风险值;Risks为人身安全风险值;Riske为环境影响风险值;Risk为所要计算的风险值;POF为风险值对应的故障发生概率;COF为与POF对应的平均故障后果;COA为风险系数。
状态检修要求综合运用巡视、试验、在线监测等手段对设备运行状态做出科学评估,并以此为依据制定检修计划,实现高效检修。输电线路状态检修的实现需要状态监测与数据分析的科学结合,以静态性数据为基础,加以动态检修数据修正,形成对线路状态的科学诊断。为了避免输电线路构件因老化引发事故,本文考虑非状态因素的影响,在预测数据的基础上,辅以图表分析,并据此制定周期性检修方案和制订临时性检修计划,以期全面了解输电线路的老化程度,掌握故障发生概率的逐年变化趋势,实现检修过程和效果的实时追踪反馈和持续改进。状态检修方法实施流程如图4所示。
1)信息收集与处理
在计算健康指数前,首先需要进行数据收集、分类与处理。依据输电线路各构件分别设立数据库,其中应涵盖构件规格型号、构件的预期使用寿命和构件应用场景等影响构件健康指数的基础性数据。
2)评估健康指数
在获取基础性数据后,运维人员应初步设定健康指数,然后结合构件的实际运行情况,基于行业标准和历史数据确定综合修正系数,要求其不直接反映构件的健康状态。以导线为例,修正系数的选取应考虑途径区域的气候信息,依托巡线结果,反映线路实际负荷状态,如导线温度分布情况可依据无人机热成像结果予以量化。在获取初始信息后,以列表的形式给出单个构件的计算结果,包括初始健康指数、老化常数、当前健康指数、未来XX=5, 10, …)年的健康指数等。进而,可以根据单个构件当前和未来X年健康指数绘制出该类构件整体的健康指数柱状图。
通过绘制健康指数柱状图,能清晰反映同一类构件的健康指数分布情况,有助于快速了解该类构件的整体运行状况,迅速识别出性能优异或存在潜在问题的构件,还能为设备管理和维护提供基础数据支持。
3)制定具体检修措施
基于健康指数柱状图,管理人员可根据单个构件健康指数情况的优劣排序,优先安排对健康状态较差的构件进行维护保养或者技改大修,进而将该类构件整体状态控制在一个较好的运行水平。以导线为例,建议措施如下。
对于当前年健康指数处于6~7的导线,运维人员应重点关注,建立台账信息,依据所处线路的重要等级,选择技改大修或更换方案。
对于当前年健康指数处于3~6的导线,运维人员应制定日常维护计划,尽可能降低非状态因素如极端天气的影响。
对于当前年健康指数处于0~3的导线,运维人员无需投入过多关注,只需定期评估运行状态即可。
在具体实施检修措施过程中,合理选择检修频率十分重要。检修频率直接影响检修费用,检修频率的增加意味着更频繁地使用专业设备和劳动力,并导致成本上升;此外,检修频率的增加也可能影响输电线路的使用寿命,过于频繁的检修可能对设备造成不必要的损伤。因此,检修频率的选择应根据构件健康指数评估结果和线路重要性进行差异化分级处理。由于导线运行过程易受非状态因素(如高温、雷电、覆冰)影响,在配置维护资源和选择检修频率时,还应充分考虑季节和环境的特点。
4)确定最终检修方案
依据构件类别的不同,给出该类构件4个方面的子风险及总风险的货币值,并绘制风险柱状图,显示当前及未来的风险评估结果。通过分析当前年输电线路各构件风险,可以比较不同构件风险大小,获知构件内部风险组成情况,了解各类构件老化现状,初步配置运维资源。通过对比未来第10年与当前年份构件的总风险、电网可靠性风险和维护资金风险,可获知该类构件老化程度的增长情况,从而针对性地配置运维资源,提供干预措施。通过对比措施模拟实施后的构件整体风险下降情况,可以大致评估干预措施的有效性,确定最优维护策略。风险评估流程如图5所示。
5)检修方案的评估与改进
根据故障概率模型,可以得出输电线路各类构件故障率的变化曲线,实现对该区间输电线路未来状态的预测。通过对比不采取干预措施曲线和采取最终检修方案曲线,管理人员可以直观地了解检修方案的预期效果。针对各年故障率较高的输电线路构件,管理人员应考虑运维资源再配置,制订临时性检修计划。
某地区500kV架空输电线路整体资产年龄分布如图6所示,以下列举介绍应用上述方法的评估结果及决策过程。
该架空输电线路平均年龄为15.77年,报废年龄为19.6年,环境修正系数为1.0,根据式(2)确定老化常数为

求出老化常数后,代入式(1)计算最终健康指数,得到该部分输电线路当前及未来健康指数柱状图如图7所示。
图7可以看出,当前健康指数小于等于3的线路占比约为1/3,表明该地区近年来有较大规模的集中投资;健康指数大于10的线路数量较多,主要原因为该地区存在一定数量的逾龄设备,即投运年限已超过规定使用年限的设备,针对这部分设备应采取技改或更换措施;未来10年后健康指数大于10的线路数量激增,主要由于健康指数大于等于5的输电线路投运年限较长,在未来10年内老化现象较为严重,事故隐患叠加,需要提前做好运维和技改的准备工作。
以下选取使用年限分布与线路整体状况相近的100个档距导线,导线当前及未来健康指数柱状图如图8所示,并依据风险评估流程确定检修方案。
当前健康指数小于5.5的导线共有46个档距,其中17个档距的导线在未来第10年健康指数大于9,老化严重。因此,对于该部分导线应制定详细运维计划,并规划技改日程。余下的29个档距的导线故障发生概率比较小,只需进行简单日常维护即可。当前健康指数大于6的导线共有54个档距,对于这部分导线应及时进行更新改造。依据资产更新程度和检修频率将措施划分为4类。检修措施分类见 表1
当前我国大多数输电线路采取以投运年数为标准的定期检修,一般检修周期为一年一次。本文根据故障率和电网可靠性风险两个指标对状态检修方案与定期检修方案进行对比。为了便于计算,假定定期检修仅能发现明显缺陷的导线,对于健康指数大于7的导线年平均更新率为30%,对于健康指数大于5.5且小于等于7的导线年平均更新率为15%。状态检修中A类措施年平均资产更新率为90%,B类措施年平均更新率为20%,C类措施年平均更新率为10%,D类措施年平均更新率为5%。
电网可靠性风险对应的平均故障后果=停电时间×修复时间×风险系数×停电损失。假设停电损失为10 000元/h,全年停电时间为1 000h,则有${{C}_{\text{OF}}}=2\times 1\times 0.1\times 10\text{ }000\times 1\text{ }000=2\text{ }000\text{ }000$
根据式(5)计算各年电网可靠性风险,不同措施下导线故障率及风险对比见表2
表2数据可知,采取传统定期检修方案和状态检修方案均可以明显降低导线故障率和电网可靠性风险。其中,采取状态检修方案在短期内效果显著,这主要是因为其对运行状态较差的导线精准配置维护资源,采取针对性措施。而从长期来看,状态检修方案的优势会逐渐减小,这主要是因为部分当前健康指数小于5的导线老化程度不断加剧,仅依靠日常检修难以改善,需要采取技改措施。为了克服上述缺陷,需要合理制订临时性检修计划予以修正。
为实现电力系统运维管理的科学化,更好地保障居民和工业用电,提升输电线路安全稳定性,减少因故障停电带来的经济损失,本文总结了输电线路各构件故障成因,并基于此综合考虑内部作用和外部环境对输电线路老化的影响,构建了健康指数计算模型、故障概率计算模型、剩余寿命计算模型和风险计算模型。模型从工程应用的实际需求出发,可以根据输电线路不同构件老化情况及潜在风险,制定和优化检修决策方案,为线路日常运行维护和全寿命周期管理提供重要参考。
