The assignment of work orders is an essential part of the power operation and maintenance management system. Timely and accurate assignment methods can effectively improve the efficiency of work order circulation. Based on in-depth analysis of the characteristics of work order management in the field of power operation and maintenance, this article proposes an automatic assignment model for power operation and maintenance work orders based on fit degree. The model adopts criteria importance though intercrieria correlation (CRITIC) weighting method and fuzzy comprehensive evaluation to calculate the compatibility between operation and maintenance personnel and work orders, determine the optimal candidate for work order assignment, and then achieve automatic assignment of work orders. The practical application results show that compared to manual assignment, this automatic assignment model can effectively improve the efficiency and accuracy of work order assignment.

工单派发是电力运维管理系统中的重要一环,及时、精准的派发模式可以有效提升工单的流转效率。本文在深入分析电力运维领域工单管理特征的基础上,提出一种基于工单适配度的运维工单自动下派模型。该模型采用CRITIC赋权与模糊综合评价法相结合的方式计算运维人员与工单的适配度,确定工单下派的最优人选,进而实现工单自动派发。实际应用结果表明,相较于人工派发,该自动派发模型可以有效提高工单派发的效率和准确率。

工单派发是电力运维管理系统中的重要一环,及时、精准的派发模式可以有效提升工单的流转效率。本文在深入分析电力运维领域工单管理特征的基础上,提出一种基于工单适配度的运维工单自动下派模型。该模型采用CRITIC赋权与模糊综合评价法相结合的方式计算运维人员与工单的适配度,确定工单下派的最优人选,进而实现工单自动派发。实际应用结果表明,相较于人工派发,该自动派发模型可以有效提高工单派发的效率和准确率。

The assignment of work orders is an essential part of the power operation and maintenance management system. Timely and accurate assignment methods can effectively improve the efficiency of work order circulation. Based on in-depth analysis of the characteristics of work order management in the field of power operation and maintenance, this article proposes an automatic assignment model for power operation and maintenance work orders based on fit degree. The model adopts criteria importance though intercrieria correlation (CRITIC) weighting method and fuzzy comprehensive evaluation to calculate the compatibility between operation and maintenance personnel and work orders, determine the optimal candidate for work order assignment, and then achieve automatic assignment of work orders. The practical application results show that compared to manual assignment, this automatic assignment model can effectively improve the efficiency and accuracy of work order assignment.

当前,电力运维领域的很多管理系统已经实现了工单在线化管理,各种工单处理流程层出不穷,但大多仅具备工单填报和工单下派功能,少数增加了对运维人员进行绩效评定的服务评价功能。随着电力运维场景愈发复杂,运维任务加重,工单数量急剧增加,人们采取各种工单下派措施来提高工单流转效率,常见的有抢单模式和人工指派[1-2]。但是,这些方法都存在一定问题,如抢单模式下,运维难度大、时间急的工单可能无人问津,导致工单处理不及时;人工指派模式下,指派者需要对指派对象足够了解,否则可能出现工单指派不合理、紧急工单指派不及时的情况。随着大数据技术的不断发展,有学者提出基于数据挖掘方法的派单模型[3-5],但该模型结构复杂,计算量大,工程化实施难度高,很难在实际应用中得到推广。
为解决上述问题,本文提出一种基于CRITIC(criteria importance though intercrieria correlation)方法和模糊综合评价(fuzzy comprehensive evaluation, FCE)法的工单自动派发模型。该模型以工单适配度为核心,根据运维人员历史服务信息和运维人员当前状态信息等,计算其与工单的适配度,并以此量化将工单指派给该运维人员的合理程度。依据适配度高低可以确定最优指派对象列表,当首选指派对象拒绝时,按顺序选取人员列表中下一人,重复以上过程直至指派成功,进入下一个工单处理流程。
实现工单自动派发的关键在于建立合理的派发标准,为此本文提出工单适配度的概念。运维人员对某一工单的适配度定义为将一个工单指派给该人员的合理程度的量化数据,适配度越高,将工单指派给该员工越合理,工单处理效率也越高。工单适配度由员工的工单处理历史信息分析所得,一个工单完成填报后,即可确定一些基本信息(工单类型、服务地点、截止时间等),然后结合该区域内各员工的信息(服务评价历史、工单完成率、位置、未完成工单数量、协助情况等)调用适配度计算模型进行适配度计算,从而得到该工单的员工适配度列表并完成自动指派流程。
由于运维人员在某类工单某一评价指标上的表现会影响其对其他类型工单在这一评价指标上的适配度,所以可以根据历史数据计算运维人员对各类型工单在某一方面的适配度,即二级适配度。在计算出运维人员针对某一类型工单的全部二级适配度后,结合员工当前处理工单的状态信息(如未完成工单、当前位置信息等),可以计算出该员工对某一类型工单的总体适配度,即一级适配度。
运维人员对待派发工单适配度的计算分为两部分:第一部分是根据运维人员的历史服务记录计算其对某一类型工单在某一方面的适配度,即二级适配度;第二部分是计算该员工对待派发工单的一级适配度,即总体适配度。二级适配度的计算需要确定员工历史服务信息各项指标对工单适配度计算的影响程度,一级适配度的计算需要确定员工各二级适配度、距离、未完成数量等指标权重。权重计算主要有主观赋权和客观赋权两类方法[6],主观赋权依赖专家经验确定各个属性的重要程度,会因人为主观断定而出现偏差[7];客观赋权法采用统计学方法确定指标权重,一般忽略指标间关联程度对指标权重造成的影响,当指标间关联程度较高时,会使所确定权重的精度较低。本文引入CRITIC法来确定指标权重,CRITIC法可兼顾指标内部变异程度和指标间关联程度对指标权重的影响[8]。针对一级和二级适配度计算时指标间关联度较大的情况,CRITIC法可使指标权重的确定更合理。
CRITIC方法运用指标内部的对比强度与指标之间冲突性的乘积来综合衡量指标客观权重[9]。设Cjj指标所包含的信息量,则

式中:${\sigma }_{j}$为第$j$个指标的标准差;n为指标的数量;${\rho }_{ij}$为评价指标$i$和j之间的相关系数。第j个指标的客观权重${\theta }_{j}$为

适配度计算的本质属于多属性决策评价,目前常用的有线性加权和法、非线性加权法、理想点法和灰色关联分析法[10-12]。考虑到指标数量较少和特征对象难以量化,在进行二级适配度和总体适配度计算时,本文使用模糊综合评价法,它是一种基于模糊数学的综合评价方法,通过模糊数学对受到众多因素约束的事物或对象进行整体性评价[13-14]。模糊综合评价法计算步骤如下:
1)确定评价指标集C。$C=\left\{{c}_{1},{c}_{2},\cdots,{c}_{n}\right\}$对应二级适配度计算中员工信息的各项指标,在计算一级适配度时则表示各二级适配度所代表的各方面适配情况、距离、待完成工单数量等指标。
2)确定评判集$V$。$V=\left\{{v}_{1},{v}_{2},\cdots,{v}_{m}\right\}$,即将评价对象所处的状态划分为m个等级层次,每一个等级可对应一个模糊子集。这里将员工适配度指标分为较好、一般、较差三个等级。
3)建立模糊关系矩阵(隶属度矩阵)。在构造完模糊子集后,要逐个对被评事物进行量化,从而得到模糊关系矩阵R,其表达式为

式中,元素${r}_{ij}$表示某个被评事物从因素ci来看对vj等级模糊子集的隶属程度。因此,R也称为隶属度矩阵。
4) 确定评价因素的权向量W。$\boldsymbol{W}=\left[\begin{array}{llll}w_{1} & w_{2} & \cdots & w_{n}\end{array}\right]$由CRITIC赋权法求得,并且在合成之前归一化。
5)确定模糊综合评价结果向量S。将权向量W 与隶属度矩阵R进行合成,得到各被评事物的模糊综合评价结果向量S,如式(4)所示。

式中,si表示被评事物从整体上看对vj等级模糊子集的隶属程度。
6)求综合评价值P。为了对评价结果进行量化分析,用百分制对各评价等级进行赋分。设G为评判集V对应的赋分向量,$\boldsymbol{G}=\left[\begin{array}{llll}g_{1} g_{2} \cdots g_{m}\end{array}\right]$。本文中取50、70、90对应较差、一般和较好的赋分,即$\boldsymbol{G}=\left[\begin{array}{lll}50 & 70 & 90\end{array}\right]$。综合评价值的计算方法由式(5) 给出。

本文所提出的基于适配度的工单自动派发模型首先需要梳理员工历史服务信息,以确定二级适配度的计算指标,然后对样本数据进行预处理得到数据集,再采用CRITIC赋权法确定各指标权重,通过FCE算法计算得到运维人员对工单各方面的二级适配度,将二级适配度和员工当前服务状态信息作为一级适配度的计算指标,再次采用二级适配度的计算流程得到最终适配度。
运维人员和工单之间的适配度计算结果是否科学有效,很大程度上取决于模型中指标体系的构建是否合理,通过对现行运维管理系统中运维数据的分析,结合电力运维领域专家的经验,本文将工单类型总结为四大类:故障处理、配件安装和更换、培训和巡检。运维人员对于每个类型工单的二级适配度评价指标有6个,对应的一级适配度评价指标设定为9个。工单适配度计算指标见表1
在进行适配度计算时,首先要对员工的历史服务数据进行处理。其中,工单服务评价数据通常为星级评价,需要转化成百分制数据。其次,工单的等待时长是指工单的派发时间到员工接受时间之间的总耗时,以min为单位。最终,可得到历史评价均值向量VEM、接单率向量VAR、平均处理时长VPT、平均接单时长VART、协助工单接单率VARA、协助工单历史评价均值向量VEMA,其表达式分别为

式中:t为工单类型数量;EMi、ARi、PTi、ARTi、ARAiEMAi分别表示第i种类型工单对应的六种一级指标历史值。
适配度计算分为二级适配度计算和总体适配度计算,两者在计算时都需要确定各指标权重。本文采用CRITIC赋权法进行赋权,权重矩阵可以表 示为

式中:a为二级适配度评价指标的数量;${w}_{xy}^{i}$为第xx=1, 2,…, t)种类型工单下指标yy=1, 2,…, a)的值对运维人员对第i类工单适配度的影响程度量化值。
计算一级适配度时,需要将对应的二级适配度作为评价指标,同时结合运维人员当前未完成工单数量$N$、与服务地点的距离$D$、运维人员当前进行工单中截止时间最靠后时间点与当前工单的截止时间的时间间隔$T$作为评级因素。使用CRITIC法计算权重向量WP,结果为

二级适配度对应指标数据处理和赋权计算完成后,采用2.3节所述方法进行二级适配度计算得到工单评价适配度${F}_{EM}$、接单率适配度${F}_{AR}$、工单处理时长适配度${F}_{\text{P}T}$、接单时长适配度${F}_{ART}$、协助接单率适配度${F}_{ARA}$和协助工单评价适配度${F}_{EMA}$,对应表达式分别为

式中,${f}_{i}^{e}$为第i种类型工单的指标e对应的适配度计算结果,e可取AR、PT、EM、ART、ARA、EMA,对应表1中6类一级指标。
在二级适配度数据的基础上结合运维人员当前状态,确定一级适配度的指标权重,最后通过2.3节所述方法完成一级适配度计算。
本文所提模型在运维系统中进行工单指派的流程如图1所示,具体流程如下。
1)根据运维需求创建工单并提交。对提交工单进行审核,审核通过进入下一步,审核不通过则驳回重新填报。这一步骤中,工单填报审核流程可以实现对非必要工单的有效过滤,从而节约时间成本,避免人力资源浪费。
2)调用本文所提模型对审核通过的工单进行适配度计算,得到该区域内员工的适配度列表。选取适配度最高的运维人员进行工单指派。若指派对象接受则进入下一步,否则判断是否可以继续指派,如果可以就进入下一指派周期,如果不能继续指派就将工单打回,重新填报。
3)运维人员在接单后进行工单处理,处理过程中可以申请协助或申请所需备件。
4)运维人员完成服务后,提交结单申请。
5)管理人员进行完结审核,审核不通过则返回上一步再次处理,直至审核通过。
6)工单结单审核通过后开放服务评价功能,对此次服务进行评价。
7)用户完成评价,由服务人员决定是否对评价结果进行申诉,不需要则工单结束。若服务人员对评价结果有异议可以提交申诉,由管理员进行核实和处理后工单结束。
为验证本文所提模型的可行性和有效性,结合某换电站点运维平台中的实际使用情况进行分析。
图2为采用所提模型对站点19位运维人员的4种类型工单一级适配度分别进行计算的其中一次计算结果。
在连续28天运行期间,系统共完成147个工单指派,与之前人工指派同等数量工单相比,4类工单首次指派给运维人员处理的平均等待时间分别缩短了2.04h、1.11h、0.87h、0.6h。工单首次指派处理时长对比见表2
此外,首次指派平均成功率由原来的80.15%上升到91.9%,各类工单首次指派成功率对比见表3。可以看出,本文所提模型有效提高了派单成功率。
运维工单的派发方式会对电力系统的运维管理产生重要影响,在电力运维领域,工单具有时效短、不可取消和出现问题影响大的特点,所以高效、精准派发运维工单显得尤为重要。传统人工派发方式效率较低,并且需要派发者对运维人员有足够了解,才能实现合理派发。在运维管理深度信息化的当下,仅依赖人工派发已经不能满足实际需求,因此本文提出了一种基于适配度的运维工单自动派发模型,以工单适配度的量化指标来衡量工单指派是否合理,直观比较不同派发结果的优劣,进而通过寻找最优派发目标实现工单的自动派发。实际应用结果表明,本文所提模型可以有效提高工单派发效率,提升运维服务质量。下一步的工作将研究如何进一步提高模型的泛化能力,拓宽模型在其他领域工单派发中的应用,同时优化指标体系的构建,提升工单派发的精准度。
