Based on the 2×660 MW units of a power plant in Ximeng area, this paper studies the problem of power system subsynchronous oscillation/resonance, and puts forward the joint suppression measure based on supplementary excitation damping control (SEDC) and generator terminal subsynchronous damping control (GTSDC). The mechanism of the two systems is verified by experiments, and the oscillation attenuation characteristics of the independent scheme and the joint scheme under different working conditions are studied. The results show that the joint suppression measure based on SEDC and GTSDC achieves efficient collaborative control through parameter matching and multi time scale coordination, and significantly improves the suppression effect and response speed. Two actual fault cases verify the effectiveness and reliability of the joint suppression measure. The research also found that the sig-nal-to-noise ratio suppression effect of the speed signal is very important, so the suggestions of optimizing the reliability of the speed measurement system are put forward. The reseatch of this paper shows that the joint suppression measure based on SEDC and GTSDC can effectively solve the problem of unit subsyn-chronous oscillation, improve the dynamic stability rate of power system, and provide a technical refer-ence for the treatment of subsynchronous oscillation of similar units.

本文依托锡盟地区某电厂2×660 MW机组,研究电力系统次同步振荡/谐振问题,并提出基于附加励磁阻尼控制(SEDC)与机端次同步阻尼控制(GTSDC)的联合抑制措施。通过试验验证两种控制系统的作用机制,分析独立方案与联合方案在不同工况下的振荡衰减特征。结果表明,SEDC与GTSDC联合抑制措施,通过参数匹配与多时间尺度协调,实现高效协同控制,显著提升了抑制效果和响应速度。两起实际故障案例验证了联合抑制措施的有效性和可靠性。此外,转速信号的信噪比对抑制效果至关重要,由此提出优化转速测量系统可靠性的建议。本文研究表明,SEDC与GTSDC联合抑制措施能够有效解决机组次同步振荡问题,提升电力系统的动态稳定性,可为类似机组的次同步振荡治理提供技术参考。

本文依托锡盟地区某电厂2×660 MW机组,研究电力系统次同步振荡/谐振问题,并提出基于附加励磁阻尼控制(SEDC)与机端次同步阻尼控制(GTSDC)的联合抑制措施。通过试验验证两种控制系统的作用机制,分析独立方案与联合方案在不同工况下的振荡衰减特征。结果表明,SEDC与GTSDC联合抑制措施,通过参数匹配与多时间尺度协调,实现高效协同控制,显著提升了抑制效果和响应速度。两起实际故障案例验证了联合抑制措施的有效性和可靠性。此外,转速信号的信噪比对抑制效果至关重要,由此提出优化转速测量系统可靠性的建议。本文研究表明,SEDC与GTSDC联合抑制措施能够有效解决机组次同步振荡问题,提升电力系统的动态稳定性,可为类似机组的次同步振荡治理提供技术参考。

Based on the 2×660 MW units of a power plant in Ximeng area, this paper studies the problem of power system subsynchronous oscillation/resonance, and puts forward the joint suppression measure based on supplementary excitation damping control (SEDC) and generator terminal subsynchronous damping control (GTSDC). The mechanism of the two systems is verified by experiments, and the oscillation attenuation characteristics of the independent scheme and the joint scheme under different working conditions are studied. The results show that the joint suppression measure based on SEDC and GTSDC achieves efficient collaborative control through parameter matching and multi time scale coordination, and significantly improves the suppression effect and response speed. Two actual fault cases verify the effectiveness and reliability of the joint suppression measure. The research also found that the sig-nal-to-noise ratio suppression effect of the speed signal is very important, so the suggestions of optimizing the reliability of the speed measurement system are put forward. The reseatch of this paper shows that the joint suppression measure based on SEDC and GTSDC can effectively solve the problem of unit subsyn-chronous oscillation, improve the dynamic stability rate of power system, and provide a technical refer-ence for the treatment of subsynchronous oscillation of similar units.

锡盟地区煤炭和风能资源丰富,是我国重要的能源基地。根据国家能源局统计,至2024年,锡盟地区风电场装机规模达到1 968万kW,火电装机规模达到1 700万kW。锡盟—山东特高压交流输电工程是锡盟地区电力能源输送至华北地区京津冀鲁负荷中心的重要通道,为提高系统输电能力,在锡盟—北京东线路装设有40%左右的串补,每组串补分为两段20%布置。此外,该地区还有锡盟—泰州±1 000 kV特高压直流输电工程,以及5个大型风电场汇集站[1]。锡盟地区系统接线如图1所示。
随着锡盟地区电网的发展,大容量高压交流输电及新能源风电和光伏发电不断投运,系统发生次同步振荡(subsynchronous oscillation, SSO)和次同步谐振(subsynchronous resonance, SSR)的风险随之升高[2],危及锡盟送端火电机组的安全运行,严重时可导致发电设备损坏,影响直流系统及送端电网的安全稳定运行[3]
次同步谐振/振荡风险评估的主要方法有阻抗-频率扫描法、复转矩系数法和时域仿真法[4]
系统阻抗频率特性是指从被考察机组中性点看向系统的等效阻抗随频率变化的特性,根据等效阻抗的虚部随频率变化的关系,判断是否有发生次同步谐振的风险。如果在与机组固有振荡频率互补的频率±3 Hz范围内存在电抗跌落,则有次同步谐振的风险。
本文研究主要考虑电厂投运机组台数、附近电厂投运台数及附近线路投运对系统频率扫描的影响。考虑到以上各因素的组合,共扫描864种运行方式下的频率阻抗。结果显示,在与机组固有振荡频率(21.61 Hz和26.6 Hz)工频互补的电气频率(28.39±3) Hz和(23.4±3) Hz范围内,存在显著的电抗跌落。频率扫描法评估结果见表1,表明在串补投运的多种电网接线方式下,存在次同步谐振风险。
复转矩系数法采用电磁暂态分析软件PSCAD进行时域仿真,对确定的运行工作点,待系统进入稳态运行后,在发电机的转子上施加一串频率成整数倍的小值脉动转矩,即

式中: Δ T m为脉动转矩;f为频率,在次同步的范围内; T f ϕ f分别为频率f下脉动转矩的幅值和初相位。要求 T f较小,以使 Δ T m的值不至于破坏系统可线性化的假设条件。
施加脉动转矩后,直到系统再次进入稳态,截取脉动转矩1个公共周期上的发电机电磁转矩Te、发电机功率角 δ和发电机角频率 ω
将上述3个量进行傅里叶分解,可得出不同频率下电磁转矩、功率角和角频率的波动量 Δ T ˙ e Δ δ ˙ Δ ω ˙,电气阻尼系数为

利用该方法得到机组电气阻尼系数后,还应与机组的机械阻尼系数进行比较。某一扭振模态的稳定性可以用其净阻尼(电气阻尼和机械阻尼之和)来表征:若模态净阻尼为正,则模态稳定,绝对值越大稳定性越好;若模态净阻尼为0,则模态临界稳定;若模态净阻尼为负,则模态不稳定,绝对值越大稳定性越差。
分析显示,在特定接线方式(如双回线单串补、单回线单串补)及特定运行方式(单机重载、单机半载、双机重载、双机半载等)下,模态2频率对应的电气阻尼可能出现负值,且部分数值较低(小于-1 p.u.),存在净阻尼为负的可能性,进一步证实存在次同步谐振风险。复转矩系数法评估结果见表2
时域仿真法通过搭建较为准确的模型,模拟不同的故障形式,可以更加精确和定量地研究SSO/ SSR的详细特性。
通过时域仿真可知,故障后接线形式变为锡盟—北京东单回线带串补时,部分情况下会引起次同步谐振发散,需要予以重视;该电厂投运机组数量越多,机组次同步谐振发散的情况越多;机组负载越重,次同步谐振发散的情况越多;同一故障位置下,三相短路故障激发的轴系扭振更为严重,不同故障时低压缸和发电机之间的转矩如图2所示;锡盟地区与该电厂1 000 kV母线机组投运数量越多,机组轴系扭振越严重。
综合评估结果表明,该电厂在当前电网运行条件下,存在较大的次同步振荡风险,需要采取有效的抑制措施。
次同步振荡涉及电源和电网之间的相互耦合振荡,因此,改变电源侧或电网侧的结构参数,或者增设次同步振荡抑制系统,都能有效地防控次同步振荡[5-7]
电网侧抑制方法是指在容易激发次同步谐振的输电线路上装设抑制设备。这类抑制手段一方面是消除谐振条件,例如装设阻塞滤波器等无源滤波设备,可以从根本上解决SSO问题,但建设成本较高;另一方面是依托电网现有的电力电子控制设备,采用次同步阻尼控制的方式,对附近存在SSO风险的机组进行保护,例如串联/并联柔性交流输电系统(flexible alternative current transmission system, FACTS)装置[8],以及直流输电系统[9],但抑制能力有限。值得注意的是,电网侧的FACTS、高压直流(high voltage direct current, HVDC)等控制手段如果参数设置不合理,甚至可能成为引发次同步振荡的风险点[10]
电源侧抑制方法的优势是可以准确地从机组提取反映次同步振荡的模态电气量,如转速、电磁功率等,同时因其靠近目标机组,能够提供更强的阻尼能力。较常见的有,利用励磁系统进行附加励磁阻尼控制(supplementary excitation damping control, SEDC)[11],或装设基于并联型FACTS拓扑结构的机端SSO阻尼系统[12],如机端次同步阻尼控制(generator terminal subsynchronous damping control, GTSDC)系统。
SEDC是一种基于发电机励磁系统的附加阻尼控制方法,通过在励磁系统中引入附加控制环节,调节励磁电流,从而抑制由机电扭振互作用引发的机组次同步振荡,SEDC原理如图3所示。由于不涉及额外的一次设备,成本相对较低,适合前期抑制方案的快速部署。然而,SEDC的抑制能力受励磁系统调节能力的限制。当SSO风险较高或振荡模态复杂时,励磁系统的调节范围可能不足以提供足够的阻尼效果,导致抑制效果受限。
GTSDC通过在机组定子侧部署链式电力电子变换器,以含有发电机轴系扭振模态频率的检测量作为其控制器的输入信号,通过适当的控制算法,输出与机组扭振模态频率互补、相位合适的次/超同步电流,从而产生精确的阻尼转矩,有效抑制机组的次同步振荡,GTSDC原理如图4所示。
GTSDC的核心优势在于其抑制能力的可设计性,能够针对特定振荡模态提供更强的阻尼效果。然而,GTSDC需要额外部署电力电子设备,不仅增加了系统的硬件成本,还延长了部署周期。此外,电力电子设备的复杂性可能引入新的系统可靠性问题。因此,GTSDC更适用于SSO风险较高且需要长期稳定运行的机组。
与单一抑制措施相比,SEDC与GTSDC联合抑制方案通过参数匹配与信号交互实现高效协同,可在多种工况下保持系统稳定性和可靠性。SEDC的响应速度依赖励磁系统的调节周期(ms级)[13],而GTSDC通过直接在机端注入补偿信号,响应速度可达μs级[14]。这种多时间尺度的协调能够适应不同扰动场景,尤其在快速扰动或复杂振荡模态(如多模态SSO)下,联合抑制措施能够显著提升整体阻尼效果。SEDC与GTSDC联合抑制方案如图5所示。此外,在交直流混联系统或新能源高渗透场景下,SSO问题往往更加复杂,单一措施难以全面覆盖所有振荡模态。SEDC与GTSDC联合抑制措施通过互补的动态响应特性,能够在复杂工况下提供更全面的抑制效果。
尽管联合措施具有显著优势,但其在实施时需要通过特征值分析和时域仿真,对参数进行优化,目标是保证能在不同的系统工况下,对次同步振荡提供良好的正阻尼,将控制参数设计问题规范为非线性约束优化问题,从而得出一组满足条件的最优解[15-16]
根据第1节SSO/SSR风险评估结果,该电厂在当前电网运行条件下存在较大的次同步振荡风险,特别是在串补投运的多种接线方式下,次同步谐振问题尤为突出。考虑到该电厂采取SSO抑制措施的紧迫性,以及GTSDC系统部署周期相对较长等因素,首先配置SEDC系统。
2019年11月,进行2号机组SEDC抑制效果试验:待发电机并网且控制负荷稳定在50%额定容量,手动控制SEDC装置发出激励,激励量为励磁系统容量的15%,通过励磁系统使发电机组产生安全可控的轻微扭振,持续10 s,然后启动SEDC的扭振抑制闭环控制作用平息振荡。
SEDC抑制方式下的2号机组模态1转速波形如图6所示,可以看到,从第2 s到第12 s,SEDC装置输出持续10 s的模态1频率激励信号,激发机组扭振;在12 s时,启动SEDC抑制功能,约8.8 s后振荡衰减至平息。
2021年6月,在GTSDC系统部署完成后,再次对2号机组进行扭振抑制闭环试验。待发电机并网且控制负荷稳定在50%额定容量,利用SEDC系统的开环扭振激励功能,从发电机转子侧激励机组扭振,激励量仍为励磁系统容量的15%,持续10 s,激励结束后,GTSDC启动抑制,验证GTSDC系统的抑制效果。
GTSDC抑制方式下的2号机组模态1转速波形如图7所示,从第2 s到第12 s,SEDC装置输出与3.1节同等幅度和时长的模态1激励信号,激发机组扭振;在12 s时,仅投入GTSDC抑制功能(未启用SEDC抑制功能),约6.1 s后振荡衰减至平息。
在完成GTSDC闭环试验后,继续采用同样的试验方法验证SEDC与GTSDC联合抑制措施的效果。从第2 s到第12 s,SEDC装置输出与3.1节同等幅度和时长的模态1激励信号,激发2号机组扭振;在12 s时,同时启动SEDC和GTSDC的抑制功能,约3.1 s后振荡衰减至平息。SEDC与GTSDC联合抑制方式下的2号机组模态1转速波形如图8所示。
分别对单独SEDC、单独GTSDC及SEDC与GTSDC联合3种次同步振荡抑制方法进行闭环激励试验验证,试验结果见表3。可见,采用SEDC与GTSDC联合抑制措施并通过合理的控制参数配合,显著提升了次同步振荡抑制效果和响应速度。
2021年9月,该电厂送出端的锡泰直流线路,因雷击引发单极闭锁故障,故障发生时,锡泰直流线路运行方式均为双回线路带双串补运行,该电厂2台660 MW机组均处于接近满负荷运行状态,属于前述风险评估中的高风险运行模式。
单极闭锁故障时2号机组联合抑制系统波形如图9所示。从图9可以看出,约1.75 s开始,发电机转速出现明显扰动,激发机组模态1和模态2扭振,其中模态1扭振较为明显,幅值为0.268 rad/s,模态2扭振幅值为0.105 rad/s。2 s时,SEDC和GTSDC系统启动抑制功能,在2~4 s扭振快速衰减直至消失,随后抑制功能退出。
2022年5月,该线路发生双极闭锁故障,故障发生时机组及电网运行情况与单极闭锁故障时一致。图10为双极闭锁故障时2号机组联合抑制系统波形,从图10可以看出,约1.8 s开始,发电机转速受到明显扰动,同时激发模态1和模态2扭振,其中模态1转速幅值为0.836 rad/s,模态2转速幅值为0.387 rad/s。2 s时,SEDC和GTSDC系统启动抑制功能,3.5 s时模态1扭振平息,5 s时模态2扭振平息,随后抑制功能退出。
可见,以上两次故障均引起该电厂两台机组发生轴系扭振,SEDC与GTSDC联合抑制系统发挥了显著的抑制效果,两次故障中各模态扭振的抑制效果见表4
机组扭振模态频率21.56 Hz和26.54 Hz,对应的电网侧电气谐振频率分别为(50±21.56) Hz和(50±26.54) Hz。1号机组静止同步补偿器(static syn- chronous compensator, STATCOM)输出电流频谱如图11所示,可以看到STATCOM输出的电流几乎全部为扭振模态互补电流,此电流注入发电机,用以平息模态振动。
在进行GTSDC短时激励、扭振抑制的闭环试验中,实测发现1号发电机组模态1振荡波形的包络线毛刺较多,对次同步振荡的抑制效果有明显影响,且不利于衰减时间常数的计算。事后经过与2号机组的实测结果对比分析,确定包络线毛刺多的原因是原始的转速传感器信号含有较明显的噪声。更换转速传感器前的抑制波形如图12所示。在更换转速传感器后进行第二次实测,更换转速传感器后的抑制波形如图13所示。由图13可以看到,包络线的“毛刺”得到明显改善。
由此看出,转速信号是次同步振荡分析和抑制过程中非常关键的信号。为了提高转速信号的稳定性和可靠性,提出如下建议:
1)采用高分辨率齿码盘和高频率脉冲计数方法测量转速。
2)在机头或机尾同一位置对向安装两只传感器,同时采取带阻滤波技术,消除机组横振对转速测量的影响。
3)利用软件算法剔除异常转速信号脉冲。
4)采用多通道冗余校验措施,例如机头和机尾转速信号相互校验,电气频率和机械转速相互校验等容错措施。
本文依托锡盟地区某电厂2×660 MW机组,开展了次同步振荡及其联合抑制方法的研究,包括基于多种技术的SSO/SSR综合风险评估、电网侧和电源侧SSO抑制方案的介绍,并重点探讨了SEDC与GTSDC联合抑制措施的控制优势。通过闭环激励试验对3种抑制方案(单独SEDC、单独GTSDC及SEDC与GTSDC联合抑制)的抑制效果进行了对比分析。结果表明,SEDC与GTSDC联合抑制方案在抑制效果和响应速度方面均优于单一方案,显著提高了次同步振荡的抑制能力。此外,通过两起故障案例验证了联合抑制方案的可行性。最后,分析了转速信号对抑制效果的影响,并提出了提高转速信号可靠性的具体建议。
综上所述,针对次同步振荡风险较高的地区和电厂,采用SEDC与GTSDC联合抑制方案比单一抑制方案效果更好,能够显著提升电力系统的安全性和稳定性。该方法可以通过进一步参数优化和扩展应用,构建区域性的次同步振荡监测与抑制网络,实现更广泛高效的电力系统稳定控制,以满足大规模新型电力系统的运行要求。
