Up to now,the distribution network planning project optimization method rarely considered the impact of the speed of load growth on the power supply efficiency of the project and the year when the project is selected,and rarely considered the urgency,technical benefit and economic benefit of the project at the same time. Therefore,the optimal model for medium and low voltage distribution network planning projects was established with the goal of maximizing technical and economic benefits. According to the urgency of the project,the technical benefits of the project were rewarded and punished. In order to measure the annual change rate of the power supply benefits of the project,the differential weight method was used to obtain the five-year comprehensive level of power supply benefits after the project was put into operation. An improved multi-objective particle swarm algorithm solution model was proposed,and a series of project combination schemes with mutually advantageous objectives were obtained,and the optimal project combination scheme was obtained by multi-level screening of the project combination scheme set according to the target preference of the power supply enterprise. Taking the distribution network planning project database in a certain region as an example,it show that the proposed model can better consider the change of power supply efficiency and the urgency of the project,and achieve multi-regional and multi-objective comprehensive improvement.

目前配电网规划项目优选方法很少考虑负荷增长速度快慢对项目供电效益和项目入选年的影响,也很少同时考虑项目的紧急程度、技术效益和经济效益,为此建立以技术效益和经济效益最大为目标的中低压配电网规划项目优选模型。根据项目的紧急程度对项目技术效益进行奖优罚劣,为衡量项目供电效益的逐年变化速度,采用差异化权重法得到项目投产后5 a的供电效益综合水平。提出改进的多目标粒子群算法求解模型,得到一系列目标互有优势的项目组合方案,根据供电企业的目标偏好对项目组合方案集进行多级筛选,得到最优项目组合方案。以某地区配电网规划项目库为例,优选结果表明所提模型能更好地考虑项目的紧急程度和供电效益变化速度,并实现多区域多目标综合提升。

目前配电网规划项目优选方法很少考虑负荷增长速度快慢对项目供电效益和项目入选年的影响,也很少同时考虑项目的紧急程度、技术效益和经济效益,为此建立以技术效益和经济效益最大为目标的中低压配电网规划项目优选模型。根据项目的紧急程度对项目技术效益进行奖优罚劣,为衡量项目供电效益的逐年变化速度,采用差异化权重法得到项目投产后5 a的供电效益综合水平。提出改进的多目标粒子群算法求解模型,得到一系列目标互有优势的项目组合方案,根据供电企业的目标偏好对项目组合方案集进行多级筛选,得到最优项目组合方案。以某地区配电网规划项目库为例,优选结果表明所提模型能更好地考虑项目的紧急程度和供电效益变化速度,并实现多区域多目标综合提升。

Up to now,the distribution network planning project optimization method rarely considered the impact of the speed of load growth on the power supply efficiency of the project and the year when the project is selected,and rarely considered the urgency,technical benefit and economic benefit of the project at the same time. Therefore,the optimal model for medium and low voltage distribution network planning projects was established with the goal of maximizing technical and economic benefits. According to the urgency of the project,the technical benefits of the project were rewarded and punished. In order to measure the annual change rate of the power supply benefits of the project,the differential weight method was used to obtain the five-year comprehensive level of power supply benefits after the project was put into operation. An improved multi-objective particle swarm algorithm solution model was proposed,and a series of project combination schemes with mutually advantageous objectives were obtained,and the optimal project combination scheme was obtained by multi-level screening of the project combination scheme set according to the target preference of the power supply enterprise. Taking the distribution network planning project database in a certain region as an example,it show that the proposed model can better consider the change of power supply efficiency and the urgency of the project,and achieve multi-regional and multi-objective comprehensive improvement.

对于中低压配电网近期规划,项目优选是供电企业实现精准投资的关键环节[1]。在有限资金下确定综合考虑规划问题、规划目标和负荷发展等维度的项目组合方案,实现配电网供电能力、供电质量和供电可靠性等属性的全面提升,是规划项目优选方法研究的主要任务[2]
目前配电网规划项目优选方法主要分为两类:一类是基于评价指标体系排序,另一类是基于优化模型求解。评价指标体系排序的优点是分层分类的指标体系能够直观、全面地描述项目效益,缺点是评价结果受到权重大小和加权方法影响很大。对此,文献[3]采用层次分析-主客观赋权法(analytic hierarchy process-criteria importance though intercrieria correlation,AHP-CRITIC)确定复合权重;文献[4]采用多准则妥协解排序法(vlseKriterijumska optimizacija i kompromisno resenje,VIKOR)作为加权方法,能够兼顾单项指标得分和综合指标得分;文献[5]基于分层序列法优选项目3次,每次的评价指标完全不同,使入选项目集包含了多层效益。以上改进使评价结果更为合理,但忽略了项目间的关联性,简单地按单个项目的投资效益进行排序。
优化模型求解的优点是能够建立规划项目间的效益与时序关系[6],具有明确的投资方向,例如:文献[7]以投入产出效益最大为目标函数;文献[8]考虑了投资组合的条件风险价值,以技术效益最大和风险最小为双目标函数;文献[9]定义了迫切度指标衡量项目的紧急程度,并以迫切度减少量最大为目标函数。以上模型都得到了实际应用,但还存在下述问题:1)对项目的紧急程度、技术效益和经济效益缺少综合考虑,特别是在可靠性方面,只考虑经济效益,即停电损失减少量,但对经济水平不高的区域,供电可靠率等技术指标改善值更能够体现可靠性的投资效益;2)对项目供电效益的衡量不够准确,现有的研究只计算项目投产后首年的供电效益,未考虑到负荷增长速度差异使得项目间供电效益变化速率和最佳入选年份各不相同;3)求解多目标项目优选模型时,多采用前决策方法,通过加权求和把多目标模型转化为单目标模型,其结果依赖于各目标权重大小[10-11]
在上述背景下,文章首先建立多属性多阶段配电网规划项目优选模型,以供电裕度效益、设备利用率效益、可靠性技术效益和可靠性经济效益最大为目标,以电压偏差、供电安全性、政策导向、资金和项目间时序关系为约束条件。在构建模型过程中,采用差异化权重法加权求和得到项目投产后5 a的供电效益综合水平,定义必选项目集和可靠性迫切度算子表征项目的紧急程度,通过场景枚举法描述项目间可靠性效益的耦合关系。然后,采用改进的多目标粒子算法求解模型,对解集多级筛选得到最优项目组合方案。最后,以某地区配电网规划项目库为例,验证所提模型的有效性。

式中:t为年的数目,取值范围为[1,5];yjzj分别为项目j的供电裕度效益和设备利用率效益;M为项目总数;hjt为项目jt年的状态,若被选中取值为1,否则取值为0;Tj为项目j投产后可靠性发生改变的中压线路集合;ΔSAIDIk,ΔBk分别为线路k的系统平均停电持续时间减少量(system average interruption duration index,SAIDI)和停电损失减少量,由区域分块法计算得到[12]βk为迫切度算子,表示线路k供电可靠性问题的严重程度,该算子具有奖优惩劣效果,当线路现状值劣于规划目标值时,βk大于1,否则βk小于1。

函数f1的物理意义是如果配电设备第t年不存在重过载问题(即 I m a x , i t<0.8Ilim,i),函数值取1,该年供电裕度为正,否则取-1。函数f2的物理意义是如果配电设备第t年存在轻载问题(即 I a v e , i t≤0.2Ilim,i),函数值取-1;如果设备利用率超过临界值(即 I a v e , i tIcr,i),函数值取1,表示设备得到充分利用;如果介于轻载与临界值之间(即0< I a v e , i t<Icr,i),函数值区间为(0,1),表示设备得到充分利用的隶属度。
对式(2)中的ωtαtt=1,…,5),文章采用差异化权重法分配权重,这种方法利用不同年的指标差异性反映各年的重要程度,某一年的指标与其他年的指标差异越大,表明该年有更多项目的供电效益发生变化,因此该年更能够表征负荷增长速度差异对项目供电效益变化的影响,其权重也越大[14]。与层次分析法相比,差异化权重法基于样本效益逐年变化赋权,可避免主观赋权带来的偏差,更适合作为确定项目供电效益各年权重的方法。以ωt为例,xj取1,ωt的计算公式为

式中:yjt为项目jt年的供电裕度;dt1,t2为第t1年和第t2年指标间的差异性;dave,t1为第t1年指标的平均差异性。
为更好地说明采用差异化权重法加权求和得到项目投产后5 a的供电效益综合水平能表征负荷增长速度差异对项目供电效益的影响,以图1为例,假设受资金限额每年只能投资图1中3个项目中任意一个,如果根据投产后首年的投资效益确定项目入选年,由于3个项目前3 a的供电裕度效益都相等,此时根据设备利用率效益差异得到项目先后排序为项目2、项目1、项目3;而采用差异化权重法时,项目先后排序为项目2、项目3、项目1,该排序计及项目间供电效益变化速度的差异,将供电裕度效益下降更快的项目3排在项目1之前,因此更为合理。
对存在效益耦合关系的项目组合,以图2为例,同一条线路的安全隐患整改工程、分支线改造工程和配电自动化改造工程的可靠性技术效益受到入选年更早的其它项目影响,原因是其它项目改变了可靠性计算的输入参数(如元件故障率和元件连接关系等),使得可靠性指标随着项目组合的变化而变化,如式(2)中 S A I D I k ( 0 ) S A I D I k ( 1 )的取值。文章采用场景枚举法得到同一线路的所有项目组合情况和对应的可靠性技术效益,图2中项目T1的可靠性技术效益为

其中,r1r2r3为[0,1]范围内的随机数,作用是使入选年相同的项目满足式(6)中的不等式条件。
项目优选模型建立如下约束条件:
1)电压偏差约束。参照供电企业对配电设备缺陷的分批消缺工作[15],采用低电压问题累计解决数量不小于目标值来表征配电网电压偏差问题的整体改善情况,公式为

2)供电安全性约束。解决严重安全隐患问题的项目属于必建项目,必建项目还包括解决过载问题、无电区域供电问题、10 kV线路严重低电压问题(9.3 kV以下)和台区严重低电压问题(180 V以下)。必建项目的公式为

3)政策导向约束。政策导向是指供电企业响应国家政策投资如光伏扶贫、异地扶贫搬迁、贫困村通动力电等带有社会责任的项目,其中分布式电源接入系统配套建设项目和电动汽车充换电设施配套网架完善项目是配电公司投资的重要方向。供电企业对分布式电源和电动汽车充换电设施装接容量的规划目标可表示为

4)投资总额约束。项目组合的总投资成本不超过当年投资限额,公式为

5)项目时序关系约束。对建设上存在先后时序关系的项目组合,例如新出线路的联络工程必须在新建线路建设完成后进行,可表示为

式(11)表示只有项目j1被选中后,项目j2才可能被选中。
文章所建立的优选模型属于多目标、静态、约束离散优化问题,对此采用改进的多目标粒子群算法(improved multi-objective particle swarm opti-mization,IMOPSO)求解模型,相较于前决策方法,IMOPSO算法不用给定目标权重,避免了权重大小引起的误差,文献[16]结果表明:IMOPSO算法的复杂度低于基于非占优排序的遗传算法(non-dominated sorting genetic algorithm,NSGA- Ⅱ),且寻优能力上强于NSGA- Ⅱ。
模型求解流程如图3所示。具体求解过程为:
步骤1:初始化内部粒子群,包括种群规模、每个粒子的位置和速度,其中位置表示优选模型的解,每个解是由M个项目入选年组成的项目组合方案,公式为

步骤2:将解xn代入式(1)~式(6),计算得到各目标函数值Fexn) (e =1,…,4),作为粒子n的适应度。
步骤3:将解xn代入式(7)~式(11),当解xn违反约束条件时,基于罚函数法惩罚粒子n的适应度[17],公式为

步骤5:分别从内部、外部粒子群中选择个体极值pn、全局极值gbest,其中gbest选择策略为:将外部粒子群的适应度空间等分成若干个网格,使用轮盘赌方法选择网格,再从被选中的网格中随机选择一个解作为gbest,网格被选择的概率公式为

式中:Paρaqa分别为网格a被选择的概率、密度和考虑相邻网格密度的综合密度;ρa等于网格a包含的非支配解数量;A为综合密度大于零的网格总数;distance(ab)为网格ab间的欧氏距离;pos[aFe]为网格aFe方向的序号坐标值。
步骤6:更新内部粒子群所有粒子的位置和速度,公式为

式中:w为惯性权重;c1c2为学习因子;r1r2为[0,1]范围内的随机数;pnjgj分别为个体极值pn和全局极值gbest中项目j的入选年。
步骤7:判断是否达到最大迭代次数,若是,输出最优解集,结束运行,否则返回步骤2。
IMOPSO算法求解结果是Pareto最优解集R0,即一系列目标各有优势的项目组合方案。为筛选出最优的项目组合方案,文章定义协调性指标F5衡量配电公司每年对各个供电分区的规划投资的均衡程度,指标值越小,表示该项目组合方案下各地区的规划投资越均衡,公式为

式中:var[·]为方差计算;l为供电分区类型;Mlmlt分别为l供电分区的项目数和第t年的入选项目数。
根据供电企业对各个目标的偏好,文章对最优解集进行多级筛选:首先计算R0中每个解的协调性指标F5,从R0中选择F5前50%的解构成子集R1,然后从R1中选择可靠性经济效益F4前10%的解构成子集R2,再从R2中选择供电裕度效益F1前5%的解构成子集R3,从R3中选择可靠性技术效益F3前1%的解构成子集R4,最后选择设备利用率效益最大的解作为最优项目组合方案。
为验证文章所建立项目优选模型的有效性,以某地区的项目库作为算例,项目库共有145个项目,总投资成本为18 396.552 5万元,涵盖各个供电分区的规划问题,A,B,C和D类供电分区的项目数量分别为10,21,32和82。按项目目的划分,有57个供电能力项目、20个供电质量项目、45个供电可靠性项目、21个供电安全性项目和2个政策导向项目。按项目是否必选划分,有41个必选项目和104个非必选项目。
设该地区投资限额为4 000万元/a,规划周期为5 a,货币贬值率为6.83%。各个供电分区的供电可靠性目标SAIDI(2)、产电比μ和电价η表1所示。根据差异化权重法,供电裕度权重ωt和设备利用率权重αt表2所示。
按照以下3种情形对上述项目库进行优选:
Case1:基于文章所建立的优选模型及其求解算法,IMOPSO算法得到的最优解集如图4所示,优选结果如表3所示。
Case2:不考虑负荷增长速度快慢对项目供电效益的影响和项目的紧急程度,优选结果如表4所示。
Case3:在文章所建立的优选模型基础上进一步考虑弹性预算影响,设该地区年投资限额允许偏差为10%,5 a预算总额固定,优选结果如表5所示。
Case1,Case2和Case3的每年投资额和各目标效益如表6表7所示。
对比表3表4可知,由于Case1考虑了负荷增长速度快慢对项目供电效益的影响,对供电裕度效益F1随入选年增大下降较快的项目,优选模型能够将其入选年排序靠前,例如项目6,8和17;Case1对可靠性技术效益进行奖优罚劣,使得可靠性指标低于规划目标的项目能够排序靠前,例如项目35和37。Case2对供电效益随入选年变化速度不敏感,更倾向于把可靠性经济效益F4更高的项目排序靠前,如项目7,30,38和40。由表7可知,Case1优选结果的供电裕度效益和设备利用率效益都显著优于Case2
对比表3表5可知,由于Case3考虑了弹性预算影响,对效益和成本双高的项目,优选模型能够将其入选年排序更早,例如项目1,5,7,9和18,使得表6中Case3前两年的投资额增加。由表7可知,Case3相较于Case1能够获得更高的供电裕度效益F1和供电可靠性经济效益F4,设备利用率效益F2和协调性指标F5有小幅度下降,原因是弹性的预算能够使投资效益(主要是F1F4)下降较快的项目尽早完成,避免了刚性约束。因此,在资金总额一定的情况下考虑弹性预算,能够更合理地分配资金,产生更高的投资效益。
文章提出了一种多属性多阶段配电网规划项目优选模型,得到未来5 a的项目组合方案。以某地区项目库为例验证所提模型和求解方法的有效性,算例结果表明:
1)基于差异化权重法加权求和得到项目投产后5 a的供电效益综合值,定量表征了负荷增长速度对项目供电效益的影响,与以往的模型相比,所提优选模型对供电效益变化更加敏感,能够在供电能力上对项目进行更为合理的排序。
2)采用IMOPSO算法求解模型,避免了目标权重大小对优选结果的影响,分布均匀的Pareto最优解集验证了该算法的有效性。
3)所提模型综合考虑了项目的紧急程度、技术效益和经济效益,得到的项目组合方案兼顾项目的紧急程度和多区域多目标提升,更加贴近供电企业的投资期望。
4)在所提模型的基础上进一步考虑弹性预算,能够更合理地分配资金,使投资效益下降较快的项目尽快完成,从而获得更高的投资效益。
