The electricity power price setting mechanism will be fundamentally reformed with the continuous advancement of a new round of electricity market-oriented reform. Presently,some provincial and regional power grid enterprises are facing the problem of large fluctuations in electricity prices,which is not conducive to the in-depth promotion of electricity marketization reform. Firstly,based on the partial least squares method,the agency power purchase price formation model was established. Then,the main factors affecting the fluctuation of power purchase price were analyzed,and the mechanism of the influence of power supply and consumption balance on the price change of different types of electricity consumption was clarified. In order to reduce the fluctuation of electricity purchase price,a multi-objective optimization model of agent electricity purchase was established with the constraint of power supply and consumption balance. The actual example results show that the model can realize the reasonable distribution of power consumption among different types of power sources in the process of agent power purchase,and effectively reduce the fluctuation of agent power purchase price.

电力价格形成机制将随新一轮电力市场化改革的不断推进而发生根本性改变,目前部分省区电网企业代理购电面临电价波动大的问题,不利于电力市场化改革的深入推进。首先,基于偏最小二乘法建立了代理购电价格形成模型。然后,分析了影响购电价格波动的主要因素,明确了供用电平衡情况对不同类型用电量价格变动影响的机理。最后,以减小购电价格波动为目标,建立了以供用电电量平衡为约束条件的代理购电量多目标优化模型。实际算例结果表明:该模型可实现代理购电过程中各用电量在不同类型电源间的合理分配,有效减少了代理购电电价的波动。

电力价格形成机制将随新一轮电力市场化改革的不断推进而发生根本性改变,目前部分省区电网企业代理购电面临电价波动大的问题,不利于电力市场化改革的深入推进。首先,基于偏最小二乘法建立了代理购电价格形成模型。然后,分析了影响购电价格波动的主要因素,明确了供用电平衡情况对不同类型用电量价格变动影响的机理。最后,以减小购电价格波动为目标,建立了以供用电电量平衡为约束条件的代理购电量多目标优化模型。实际算例结果表明:该模型可实现代理购电过程中各用电量在不同类型电源间的合理分配,有效减少了代理购电电价的波动。

The electricity power price setting mechanism will be fundamentally reformed with the continuous advancement of a new round of electricity market-oriented reform. Presently,some provincial and regional power grid enterprises are facing the problem of large fluctuations in electricity prices,which is not conducive to the in-depth promotion of electricity marketization reform. Firstly,based on the partial least squares method,the agency power purchase price formation model was established. Then,the main factors affecting the fluctuation of power purchase price were analyzed,and the mechanism of the influence of power supply and consumption balance on the price change of different types of electricity consumption was clarified. In order to reduce the fluctuation of electricity purchase price,a multi-objective optimization model of agent electricity purchase was established with the constraint of power supply and consumption balance. The actual example results show that the model can realize the reasonable distribution of power consumption among different types of power sources in the process of agent power purchase,and effectively reduce the fluctuation of agent power purchase price.

2021年,国家发展改革委发布《国家发展改革委关于进一步深化燃煤发电上网电价市场化改革的通知》(发改价格〔2021〕1439号)[1],提出要加快推进电价市场化改革,完善主要由市场决定电价的机制,保障电力安全稳定供应,进一步深化燃煤发电上网电价市场化改革。
1439号文件取消了工商业目录电价,要求工商业用户全面进入电力市场,按照电力市场价格购电,用户电价直接受电力市场电价变动影响,电源侧电价的上涨同步传导至用户侧。省级电网企业制定代理购电决策需要考虑供需平衡问题,水电、风电、光伏电量作为保障性电量的主要组成部分,电量供给具有明显的季节性特征,使得供给侧具有较强的波动性和随机性,居民和农业用电作为优先用电,使得购电结构具有较大的复杂度和预测难度[2],工商业用户电价受损益分摊分享机制影响将出现频繁波动。电力供需形势的变化莫测、购电结构的日益复杂使得购电成本越来越难以控制。
在代理购电决策中准确预测中长期电价有助于电网企业合理安排电网运行,同时也为相关的电力投资商提供良好的参考依据。影响电价的因素复杂且具有很强的不确定性,提高了电价预测的难度,目前中长期电价预测的相关研究不足。文献[3]建立基于最大化最小概率机器回归的中长期电价预测模型,挖掘影响因素的内在规律,不仅可以提高电价预测精度,还能适应电价波动较大的情况;文献[4]建立改进的多电价灰色预测模型综合预测现货市场与长期合约市场之间的价格,满足高低增长价格的预测精度与适应性要求;文献[5]通过市场均衡模型与蒙特卡罗模拟的嵌套组合,结合了空间插值技术和负荷水平的新定义,证明了它在进行小时预测方面的有效性,能够显著增强捕捉电价波动的能力。而电网企业购电优化的研究在风险评估、投资组合、能源消纳等方面都已取得一定成果。文献[6]使用条件风险价值作为电网企业购电的风险指标,构建了电网企业在大用户直购电实施背景下的现货市场最优购电模型。文献[7]为充分计及省内清洁能源与发电能力对省外购电的影响,提出基于一种分层时序生产模拟的省级电网公司年度购电策略优化方法,降低综合购电成本;文献[8]引入合同转让交易和偏差电量考核作为市场化电力电量平衡机制,以售电公司收益最大化为目标建立售电公司购电策略优化模型。上述研究在考虑风险价值、控制购电成本、完成能源消纳等方面成果丰硕,但目前尚无针对代理购电场景、以保持供需平衡为约束、面向购电价格波动平抑的代理购电优化方法的研究。
本文研究了减小代理购电电价波动的优化方法。基于对代理购电中电源类型和用电对象的分析,基于偏最小二乘法建立代理购电价格预测模型,分析了造成代理购电价格波动的机理和主要因素。建立了以居民农业生活用电量、线损电量、代理工商业用电量购电价格波动最小为目标函数,以供用电量平衡为约束条件的购电价格波动平抑多目标优化模型,通过实际算例验证了方法的有效性。
根据某省发展改革委于2021年印发《关于做好电网企业代理购电工作的通知》,目前主要购电量包括水电上网电量、外来低价电量、其他保价优发电量(统调光伏、风电)、外来高价电量、市场化新能源电量、市场化火电电量。保障性电量包括全部水电电量、低价跨省购电电量、新能源电量、生物质发电以及燃气发电电量。代理购电电量来源相比保供电量更多元化,主要为省内火电、省内新能源以及外来电的高价部分。本文采用多元线性回归方法,建立购电价格模型为

式中:y为购电价格;x1x2,…,x5分别为水电、外购电、风电、光电和火电的购电量;${\beta }_{0},{\beta }_{1},\cdots,{\beta }_{5}$为回归模型相应购电量的系数。
使用皮尔逊相关系数分析影响购电价格的因素:

式中:ρ为皮尔逊相关系数;$\stackrel{-}{X}$σX分别为样本Xi的样本平均值和样本标准差;$\stackrel{-}{Y}$σY分别为样本Yi的样本平均值和样本标准差。
相关系数ρ为负值时表明该影响因素增加将导致购电价格减小,反之则使得购电价格增加。
本文采用偏最小二乘法[9-12]求解多元线性回归式(1)所示模型。以下基于某地1月至12月的购电价格数据,建立总体购电均价的购电价格回归模型,并进行求解。
某地2022年全年总体购电价格及相关数据如图1所示。总购电量与总用电量相等,为居民农业生活用电量、代理工商业用电量、直接交易市场化用电量和线损电量之和;购电电源类型包括水电、外购电、风电、光伏和火电5类。
模型的因变量是总购电量的购电均价,解释变量为水电、外购电、风电、光伏和火电5个电源类型购电电量。使用皮尔森相关系数对因变量和自变量之间的关系进行初步分析,如表1所示。水电购电量、风电购电量、光伏购电量与购电均价的相关系数为负值,表明这3种购电量的增加将降低购电价格;而外购电量、火电购电量与购电价格的相关系数为正,其值增加将增加购电价格。水电购电量、火电购电量相关系数绝对值分别为0.915和0.860,接近于1,这两者对购电均价的影响远大于其他类型电源购电量。
基于图1数据求解总体购电均价的多元线性回归模型,求解时以被预测月之前各月购电均价作为模型拟合数据。考虑到8月份外购电购电价格达到平常价格的2倍,拟合过程中去掉该月的数据。所得11月份和12月份预测结果与拟合误差如表2所示。
11月和12月的预测绝对误差百分数 (APE)分别为0.83%和0.48%,表明总体购电均价多元线性回归模型的预测误差较小,具有较高精度;11月和12月拟合数据集平均绝对误差百分数 (MAPE)分别为0.85%和0.82%,表明对实际价格曲线具有较好拟合效果。图2给出了12个月平均电价拟合值与实际值的对比,相应的APE图3所示。
通过模型对全年购电均价的效果检验,各月份的APE均在1.5%以下,MAPE为0.82%,可见总体购电均价多元线性回归模型能很好地拟合出实际历史数据,从而对未来数据做出精确预测。
分析购电价格模型求解结果可知:向不同类型电源的购电量及各类型电源购电量比例是影响购电价格的主要原因。以下基于优发优购电量的匹配情况分析购电价格的波动原因[13-14]
一般情况下,居民农业生活用电量和线损电量(合称保供电量)由全部水电购电量、全部外购非燃煤低价电量和部分风电、光伏等其他优先发电量组成;代理工商业用电量由外购燃煤电量、其他保供电量、剩余的部分风电、光伏等其他优先发电量和燃气、燃煤等火电电量组成;直接市场化交易用电量则是由20%的统调风光发电量和燃煤发电量构成。
代理工商业用电量对应的购电量中包含风电、光伏等其他优先发电量,由于其价格较低,因此代理工商业用电购电均价要稍微低于直接交易市场化用电的购电均价。水电和外购非燃煤电量的购电价格均低于其他类型电源购电价格,因此保供电量对应的购电价格低于其他类型用电量对应的购电价格。
以5月份购电情况为例,由于当月水电大发,远超居民农业生活用电量和线损电量所需,且剩余水电电量与部分外购非燃煤电量已满足代理工商业用电的需求,导致剩余的光伏、风电等优先发电量进入市场,使得市场化燃煤发电量减少了34.36亿kW·h,由于水电和外购非燃煤电量的价格低于其他类型电源购电价格,使得代理工商业用电量的购电价格0.368 7元/(kW·h)远低于直接交易市场化用电量的购电价格0.496 9元/(kW·h),两者价差达0.128 2元/(kW·h)。此时用户参与市场的积极性将减弱,已入市的用户将以此为参考要求低于批发平均价格的电价,而非遵循市场化方式形成的电价,场内高于批发平均价格的用户也将倾向于改为电网代理购电,而由电网代理的工商业用户则会继续保持电网代理购电而不直接参与电力市场。与政策中逐步减少代理购电用户、推动工商业用户进入市场直接交易的初衷不符。
以1月购电情况为例,由于当月水电、外购低价电、风电、光伏等优先发电量不能满足基本的保供电量需求,需要购买燃煤发电来弥补相应的缺额,无剩余保供电量,代理工商业用电量也全部为购燃煤发电量。燃煤发电电价远高于水电等低价保供电,导致居民农业生活用电价格0.363 2元/(kW·h)、线损电量价格0.499 3元/(kW·h)高于对应的核定平均购电价格,代理工商业用电量购电均价0.498 8元/(kW·h)高于直接交易市场化用电量的购电均价0.485 6元/(kW·h)。
在电力市场实际运营过程中,优先发电量与优先用电量难以完全匹配,居民农业生活用电量和风光等新能源发电量具有较强的波动性和随机性,大大提高购电结构的复杂度,水电电量供给又表现出明显的季节差异性,再结合外界影响(如疫情等),造成保障性电量月度盈亏变化幅度较大,购电价格将出现频繁波动。而省内保障性电量月度供需不平衡现象较为突出,尽管相关损益可由工商业用户共同分摊,但由此导致的电价上涨和频繁波动将对相关企业稳定经营造成影响,影响电价体系稳定,因而建立以购电价格波动平抑为目标的购电量优化模型成为必要。
优化模型的用电侧电量包括:居民农业生活用电量(X1)、线损电量(X2)、代理工商业用电量(X3)和直接交易市场化用电量(X4)。
购电侧电量包括:水电总购电量(x1),由统调水电购电量(x11)和非统调水电购电量(x12)构成;风电总购电量(x2),由统调风电购电量(x21)和非统调风电购电量(x22)构成;光伏总购电量(x3),由统调光伏购电量(x31)和非统调光伏购电量(x32)构成;外购电总电量(x4),由外购非燃煤购电量(x41)和外购燃煤购电量(x42)构成;火电总购电量(x5),由燃气发电购电量(x51)、燃煤发电购电量(x52)和其他类型发电购电量(x53)构成;内部电厂上网电量(x6)。
1)居民农业用电购电均价。居民农业用电购电价格波动为实际购电价格与核定平均购电电价的差值,该部分波动最小的目标函数可写为

式中:p1为核定居民农业平均购电价格,取0.310 5元/(kW·h);pij为第i个类型电源的第j个分量的购电价格;m={2,2,2,2,3},mi)为第i个类型电源的分量总数;${x}_{ij}^{1}$为第i个类型电源第j个分量购电量分配给居民农业的部分。
约束条件①:所有类型电源购电量的居民农业分量之和等于居民农业用电量,即
$\sum _{i=1}^{5}\sum _{j=1}^{m\left(i\right)}{x}_{ij}^{1}={X}_{1}$
2)线损电量购电均价。线损电量购电价格波动为实际线损电量购电价格与核定平均购电价格的差值,相应的目标函数为

式中:p2为核定线损平均购电价格,取0.393 1元/(kW·h);${x}_{ij}^{2}$为第i个类型电源第j个分量购电量分配给线损电量的部分。
约束条件②:内部电厂上网电量与所有类型电源购电量的线损电量分量之和等于线损电量,即

3)代理工商业用电量购电均价。代理工商业用电量购电均价与直接市场化用电购电均价的偏差应最小,即

${p}_{4}=\frac{0.2\sum _{i=2}^{3}{x}_{i1}{p}_{i1}+({X}_{4}-0.2\sum _{i=2}^{3}{x}_{i1}){p}_{52}}{{X}_{4}}$
式中:${x}_{ij}^{3}$为第i个类型电源第j个分量购电量分配给代理工商业的部分,其中统调风光电量的20%进入市场交易;p4为直接交易市场化用电量的购电价格。
约束条件③:所有类型电源购电量的代理工商业用电分量之和等于代理工商业用电量,即

约束条件④:每个类型电源购电量的分量之和不能超过该电源类型总购电量,其中统调光伏、统调风电购电量的20%进入市场交易,对剩余80%进行分配。

约束条件⑤:3种用电量对应的各类型电源分量为非负:

约束条件⑥:当水电购电量与外购非燃煤购电量之和小于保供电量(居民农业生活用电量和线损电量之和)时,代理工商业用电量对应的购电量组成中不能含有水电购电量和外购非燃煤购电量:

总体购电价格优化目标函数为
$min\Delta p({x}_{ij}^{1}, {x}_{ij}^{2}, {x}_{ij}^{3})=\Delta {p}_{1}\left({x}_{ij}^{1}\right)+\Delta {p}_{2}\left({x}_{ij}^{2}\right)+\Delta {p}_{3}\left({x}_{ij}^{3}\right)$
应用Matlab中yalmip+Cplex进行模型求解,yalmip是一款优化求解工具,集成了众多外部最优化求解器,可识别Matlab语言定义的决策变量、约束和目标函数,并转化成外部求解器可用的语言进行求解,最后返回结果;Cplex是一个线性规划问题的最优化求解器。
为了验证所建立模型的有效性,选择某省2022年8月用电量数据和购电量数据进行验证,如表3表4所示。然后根据2022年1月—12月数据,通过购电价格优化模型得到最优购电方案,对比优化前、后全年购电均价的波动。
1)图4所示为优化后各类型用电量对应的各类型电源的购电百分比。
结合表4图4可知,居民农业生活用电量的购电均价为0.345 4元/(kW·h),比核定居民农业购电价格(0.310 5元/(kW·h))高0.034 9元/(kW·h);线损电量的购电均价为0.393 1元/(kW·h),与核定线损购电价格相同;代理工商业用电量购电均价为0.502 5元/(kW·h),与直接交易市场化用电量购电均价0.498 3元/(kW·h)之差为0.004 3元/(kW·h)。
由于水力发电量小于农业居民生活用电量,剩余部分由其他优先发电量填补空缺,其实际购电均价高于核定购电均价,经过该模型优化,线损电量购电均价波动为0,同时也使得直接交易市场化用电量购电均价与代理工商业用电价格的差值减小。
2)优化前、后各类型用电量购电均价和购电均价波动分别如图5图6所示。
可以看到,优化后各类型用电量购电均价曲线的变化幅度均明显减小,全年总体购电均价波动得到明显平抑。其中,作为全年峰值的5月购电均价波动从优化前的0.288 4元/(kW·h)大幅降至0.167 4元/(kW·h),波动幅度减少42%。全年价格波动平均值自优化前的0.159 5元/(kW·h)大幅下降至0.080 4元/(kW·h),波动幅度减少49.6%。因此,本文所提的优化方法可有效减小各类型用电量购电均价的波动,从而减小了总体购电均价的波动,为抑制代理购电过程中购电价格的波动提供了有效方法参考,可有效提高供电部门在代理购电过程中决策的科学性。
本文针对当前代理购电价格波动较大的问题,建立了购电价格波动因素分析模型,分析了影响购电价格波动的主要因素,设计了购电价格优化模型以平抑购电价格波动。研究结果表明:
1)采用偏最小二乘法能够有效分析代理购电过程中不同电源购电量对购电价格影响,就文章所研究的某省而言,其向水电与火电的购电量是影响代理购电价格的主要因素。
2)考虑多种用电量购电价格与核定购电均价的差值,设计了代理购电电价平抑的多目标优化模型,采用Matlab中yalmip+Cplex求解器进行模型求解。结果表明:全年价格波动平均值自优化前的0.159 5元/(kW·h)大幅度下降至0.080 4元/(kW·h),波动幅度减少49.6%,对代理购电电价波动具有良好抑制作用。
