Under the dual carbon background of AC and DC hybrid power grids have the new feature of "strong HVDC and weak AC system" and power electronization, in order to effectively reduce the risk of large-scale power outages in power grid,it is necessary to build a secure and reliable comprehensive defense system to ensure the stable operation of the power system. Based on the traditional three defense lines in China,the objectives and design principles of the UHV AC and DC power grid security defense system that adapt to the dual carbon background of China's power grid were determined,and designed the overall structure of the UHV AC/DC power grid security defense system,main functions and specific configuration schemes.

在当前我国特高压交直流混联电网具有“强直弱交”和电力电子化特征的双碳背景下,为有效降低电网大面积停电风险,有必要构建安全可靠的电网安全综合防御系统,确保我国电力系统安全稳定运行。在我国已有的传统三道防线基础上,确定了适应我国电网在双碳背景下的特高压交直流电网安全防御系统应具有的目标和设计原则,设计了特高压交直流电网安全防御系统的总体架构、主要功能和具体的配置方案。

Under the dual carbon background of AC and DC hybrid power grids have the new feature of "strong HVDC and weak AC system" and power electronization, in order to effectively reduce the risk of large-scale power outages in power grid,it is necessary to build a secure and reliable comprehensive defense system to ensure the stable operation of the power system. Based on the traditional three defense lines in China,the objectives and design principles of the UHV AC and DC power grid security defense system that adapt to the dual carbon background of China's power grid were determined,and designed the overall structure of the UHV AC/DC power grid security defense system,main functions and specific configuration schemes.

电网安全关系到社会经济发展,各方都极为重视电网安全问题[1]。为满足电网负荷飞速持续增长需要,目前我国正在构建的全球最大、电压最高的特高压交/直流电网的特性与传统电网相比发生了很大改变[2-6]。当前特高压电网具有“强直弱交”和电力电子化新特点[7-11]。针对这一电网新特点和双碳背景下的新形势,在原有的传统三道防线的基础上,构建安全可靠的电力系统安全综合防御体系。文献[12]研究了特高压交直流电网系统保护及其关键技术,文献[13-14]提出了西南电网系统保护总体框架,文献[15]和文献[16]分别提出了华北电网和东北电网系统保护总体方案,研究明显减小电网停电风险的相关措施,确保我国电网安全平稳运行[17-18]是当前发展面临的紧迫问题[19]
本文确定了双碳背景下特高压交直流电网安全防御系统应具有的目标和设计原则。
电网运行状态转换与实施的控制措施间的关系如图1所示[20]
“三道防线”是对电网应具备的抗大故障扰动能力的通俗形象的说法[21-22]。电网保护三道防线包括:第一道防线(主要应对第1级安全稳定标准);第二道防线(主要应对第2级安全稳定标准);第三道防线(主要应对第3级安全稳定标准)。
电力系统的三道防线时序关系如图2所示。
特高压交直流电网安全防御是以有效降低电网运行风险为目标,创建多目标控制、多资源协同和多时间尺度协调的高安全可靠性的电网安全综合防御系统。
电网安全稳定综合防御的内涵如图3所示。从图3中可以看出,电网安全防御主要包括目标维度、时间维度和空间维度三个维度方面的协调控制。
1)电网安全防御的目标如图4所示。
2)电网安全防御全时段控制如图5所示。
3)电网安全防御空间维度协调控制如图6所示。
电网的安全防御主要依赖三道防线。为了保障不同发展阶段电网的安全稳定运行,需同步规划建设电网安全稳定综合防御系统。随着特高压交直流电网运行特性的变化,原有面向传统电网的三道防线防控体系已无法有效保障电网稳定运行。
建成新的特高压混联电网安全防护架构包括以下几点:
1)巩固第一道防线。一是通过提高设备本体可靠性,优化控制保护系统,完善设备涉网性能,降低故障发生概率;二是通过研究应用交流保护新技术增强交直流混联电网抵御故障能力。
2)加强第二道防线。协同源网荷各控制资源和新控制措施,针对离线决策模式的缺陷,在保证不影响离线决策方案可靠性的前提下,研究适应电网运行方式多变的控制策略决策模式,实现基于事件引发和基于响应的主动紧急控制,防止系统失去稳定。
3)拓展第三道防线。扩展控制资源类型,通过检测电气量越限的分散就地控制,阻止故障蔓延,减少负荷损失,防止系统崩溃。
设计特高压交直流电网安全防御系统,应遵循以下三项总体原则:
1)电网安全防御应适应我国电网“强直弱交”特性和新能源快速发展带来的新特性,按照不同区域电网进行电网安全防御差异化设计。电网安全防御系统以区域电网为实施主体,区域电网安全防御系统功能设置,应立足于本区域电网稳定控制需求,兼顾跨区域电网间的协调控制。
2)以原有的三道防线体系为基础,重点针对能量冲击强、扰动区域大的扰动,全面扩展三道防线,合理提高防御标准,防范特高压电网垮网风险。
3)电网安全防御系统应建设独立的可靠性高的专有通信网,保障控制的稳定高速和安全可靠性,避免二次系统通信故障威胁主网安全。
电网的运行控制包括稳态运行控制和故障情况下的紧急控制。正常运行时,主要基于智能电网调度技术支持系统(D5000)对电网实施稳态运行控制;故障情况下,主要基于三道防线部署的各种控制措施,实施电网的紧急控制。目前,依靠三道防线配置的紧急控制措施,遵循就地、分散原则,控制目标明确,根据局部问题或单一工程进行设计和部署,各控制系统之间无关联。
根据中国电网目前面临的挑战与困难,除智能电网综合调度支撑体系(D5000)实现全面稳态监视和控制外,还应平行建立独立的实时、紧急、闭环的电网安全综合防控系统。特高压交直流电网安全防御系统定位如图7所示。
电网安全防御系统应具备实时性、安全性、可靠性及可扩展性。
依托先进的通信技术,电网安全防御系统总体架构如图8所示。
总体功能模块分别介绍如下:
1)全景状态感知。电网安全防御系统全景状态感知模块如图9所示。
2)实时智能决策。电网安全防御系统实时智能决策模块如图10所示。
3)多资源协同控制。电网安全防御系统多种资源协同控制模块如图11所示。
电网安全防御系统提供标准化的功能体系,分为核心功能库与扩展功能库,涵盖了电网三道防线。其中,核心功能库提供最基础的电网安全防御功能;扩展功能库在源、网、荷三大领域提供更为丰富完整的功能,不同电网可根据自身特点和需求进行选用。电网安全防御系统的标准化功能库如图12所示。
电网安全防御系统以区域控制主站为核心,主站与子站均采用双套配置方案,自上而下分层接入,并按控制资源不同分类控制,采用顶层集中协调与就地执行结合的硬件架构,电网安全防御系统配置方案如图13所示。
区域控制主站、各类子站、执行站装置间通过保护专用信息网实现互联及信息交互。不同区域控制主站之间,依据协调控制实际需要,进行连接与通信。各区域控制主站,就地稳控主站、子站、执行站,精细切负荷子站以及其它类型控制子站,共同构成电网安全防御系统可靠的硬件支撑体系。
针对双碳背景下我国特高压交直流电网具有的“强直弱交”和电力电子化特征的新形势,在原有的三道防线的基础上,设计了特高压交直流电网安全防御系统的总体架构、主要功能和具体的配置方案。可有效降低电网停电风险,有助于确保我国电网安全稳定运行。
