The rapid recovery capability of launch towers and movable launch platforms is a critical factor in determining the average annual launch capability of a launch site. The post-launch recovery situation of a space launch site for previous missions is sorted out, the content and sequence of post-launch recovery projects for previous missions are fully identified, and on the basis of which the "critical path method+ECRS analysis" method is used to analyze and optimize the post-launch recovery organization mode, workflow, equipment and facilities, and to put forward specific improvement measures and optimization plans to better improve quality and efficiency for the launch site. On the basis of this, the organizational mode of post-launch recovery, workflow, equipment and facilities are analyzed and optimized by using the "critical path method+ECRS analysis" method, and specific improvement measures and optimization plans are proposed to improve the quality and efficiency of the post-launch recovery and effectively enhance the annual launching capability of the launch site.

发射塔架和活动发射平台快速恢复能力是决定发射场年平均发射能力的关键因素。就某航天发射场历次任务射后恢复情况进行梳理,充分识别历次任务射后恢复项目内容和顺序,在此基础上利用“关键路径法+ECRS分析”方法对发射场射后恢复组织模式、工作流程、设备设施进行分析优化,提出具体改进措施和优化计划,更好地为射后恢复提质增效,有效提升发射场年发射能力。

The rapid recovery capability of launch towers and movable launch platforms is a critical factor in determining the average annual launch capability of a launch site. The post-launch recovery situation of a space launch site for previous missions is sorted out, the content and sequence of post-launch recovery projects for previous missions are fully identified, and on the basis of which the "critical path method+ECRS analysis" method is used to analyze and optimize the post-launch recovery organization mode, workflow, equipment and facilities, and to put forward specific improvement measures and optimization plans to better improve quality and efficiency for the launch site. On the basis of this, the organizational mode of post-launch recovery, workflow, equipment and facilities are analyzed and optimized by using the "critical path method+ECRS analysis" method, and specific improvement measures and optimization plans are proposed to improve the quality and efficiency of the post-launch recovery and effectively enhance the annual launching capability of the launch site.

随着航天事业的蓬勃发展,中国航天发射的数量和规模正在迅速向世界先进水平看齐,航天发射任务的高密度和常态化已经成为显著特点1,但是由于受到各种因素的影响和制约,中国现行航天任务射后恢复流程周期较长、效率较低。
在长期的工程实践中,领域专家学者综合采用了价值链分析法、重要性矩阵法、关键路径法、流程再造法(Business Process Reengineering,BPR)、渐进式流程优化法(Business Process Improvement,BPI)、层次分析法(Analytic Hierarchy Process,AHP)和ECRS(Eliminate Combine Rearrange & Simplify)分析等方法开展了运载火箭及航天器测试发射流程优化设计2-4
价值链分析法由美国管理学家Michael Porter于1985年提出,他将企业的生产经营活动分为基本活动和辅助活动。通过价值链分析法进行工艺流程的设计是一个自下而上的过程,首先识别出最底层的流程,通过不断整合形成上一级的流程,从而设计出整个测试发射流程,其本质就是流程的细分。重要性矩阵法则是根据价值链分析法得到的整体流程,按照重要性矩阵要求,对每个活动或项目进行重要性和关联性评价,最终得到重要性矩阵图,从而采取不同的管理方式,见图1。蒋吉兵等5将上述方法运用到新一代运载火箭测试发射流程设计中,取得了较好的成果。
流程再造法是由美国学者Michael Hammer和James Champy提出,其目的在于使企业最大限度地适应以顾客、竞争和变化为特征的企业环境,其核心是开展全流程的设计、评估与验证。针对新型号运载器、航天器或新建发射场,由于其测试原理、组织指挥模式、保障模式等方面发生重大变化,现行测发流程已经不能适应新的发展需要6。运用流程再造法对流程框架进行重构,对测试阶段和系统等进行重新划分,对主线测试项目和辅线测试项目进行重新识别,然后进行测发流程的重新设计,同时对新设计的流程进行评估和验证,确保了新流程在实际任务中的安全性、可靠性和适用性。
层次分析法由美国工程院院士Thomas Saaty于20世纪70年代提出。如图2所示,层次分析法是指将决策问题的有关元素分解成目标、准则、方案等层次,构建一个层次结构模型,在此基础上进行定性分析和定量分析的一种决策方法1。任江涛等7利用层次分析法建立了运载火箭测试发射流程评估分析的层次结构模型,以完整性、有效性、周期性、可靠性为评估准则,将某型号运载火箭现行测试发射流程优化至10天。
关键路径法是在价值链分析和重要性分析的基础上,识别流程主线或核心工作的方法,通过对识别出的关键路径或主线流程进一步采取取消(Eliminate)、合并(Combine)、重排(Rearrange)、简化(Simplify)等措施,达到流程优化的目的。西昌卫星发射中心钟文安等8针对某型火箭迭代使用了“关键路径法+ECRS”方法,制定了运载火箭近、中、远期流程优化计划,将火箭测试发射周期优化至27天以内。
本文通过研究现有航天发射场射后恢复流程短板问题,基于射后恢复流程现状,借鉴航天测试发射流程优化方法,采用“关键路径法+ECRS”法开展射后恢复流程优化分析和改进,对缩短连续发射间隔、提升航天发射效率和工程经济效益、更好地完成重大航天工程具有十分重要的意义。
某航天发射场主要执行两型运载火箭发射(型号A、B),发射后的塔架和活动发射平台受损严重9,需要经过较长时间的恢复方可组织下一次发射任务。图3图4分别为型号A、B火箭射后恢复工作流程。
通过持续高密度任务实践,航天发射场射后恢复工作在组织模式、项目固化、设备防护、流程设计等方面进行了大量改进和完善10,取得了较好的成果,但现阶段流程还存在以下不足:
a)流程优化工具系统运用不够。
没有系统运用科学的工具,分析识别里程碑节点、流程制约因素、工作保障重点。射后恢复流程优化依赖主观经验,直觉认识较多,射后恢复工作编排不够精细,各类射后恢复、预防性检修项目分散,协调复杂,没有实现集约化管理。
b)各系统间恢复工作解耦不够。
塔架的射后恢复与活动发射平台恢复、加注系统液氮调试存在较强耦合性。液氮调试前需要塔架和活动发射平台均做好管路、设备的状态恢复工作,发射台的管路恢复需要塔架回转平台合拢保障,摆杆试验需要打开保障,塔架射后恢复需要反复开合回转平台,各类气、电、液保障均存在彼此关联的情况。
c)射后恢复工艺流程复杂繁琐。
活动发射平台射后恢复需频繁往返技术区和发射区,摆杆状态切换时需频繁进出技术厂房。活动发射平台恢复对工作平台、水电气保障要求高,塔架射后恢复需要充分考虑高空作业、交叉作业、多余物防控等安全要求,射后恢复工艺流程较为复杂。
d)设备设施防护能力有待提高。
经过历次任务设备优化改进,塔架、活动发射平台设备设施防护能力均进行了部分区域或局部位置升级改造,但还存在不同程度防护措施不足的情况。例如,某发射塔三联防雨顶棚采用彩钢瓦材料,受火箭起飞气流冲击造成变形后难以恢复,每发任务的活动发射平台涂层、火箭发射塔过渡平台、防雨百叶、加注蒙皮也都存在不同程度的脱落、变形、损坏等情况。
分析表明,价值链分析法、重要性矩阵法、BPR、AHP等方法均需要从最底层对工作项目进行梳理和识别,适用于对技术状态存在较大变化的流程进行重构;关键路径法、ECRS分析法则侧重于对现有流程的运用,基于流程现状分析制约因素,通过采取不同的调整策略实现流程优化。本文借鉴采用“关键路径法+ECRS”方法对射后恢复存在的各系统间恢复工作解耦不够、射后恢复工艺流程复杂繁琐、设备设施防护能力有待提高等问题开展分析优化。
关键路径法是在价值链分析和重要性分析的基础上,识别射后恢复核心工作的方法。其重点是区分辅线工作和保障性工作,将重要性程度高、测试时间长的项目识别为射后恢复的核心工作。关键路径法的优点是便于发现影响流程优化的重点,适于在多系统、多项目、技术状态和配合条件复杂的工艺流程制定和优化过程中使用。
图5所示,以A型火箭发射任务射后处理阶段工艺流程为例,射后恢复工作基本按4条工作线展开,即“发射支持系统撤收、火箭系统状态撤收、发射场系统状态撤收和发射场系统射后恢复”。通过对比分析,火箭系统状态撤收、活动发射平台转至技术区厂房开展引流孔侧立面涂层修复是本阶段的主线工作,相关工作项目是本阶段流程的关键路径。用同样的方法识别工艺流程中其他子阶段的全部主线项目,形成射后恢复的关键路径。
射后恢复流程采用关键路径法识别出流程关键路径(主线项目)后,进一步采用取消、合并、重排、简化方法,破除制约现阶段流程进一步优化的问题和影响因素,对流程进行阶段优化。ECRS分析方法是工业工程学经常采用的方法,任何工序流程或作业都可以运用该方法进行分析和改善。其中,取消是指将流程中不必要的环节去掉,但是需要保证取消环节不影响最终成果的质量,也不会间接增加其他环节时间;合并是指将原本需要两次完成的工作合并为一个环节;重排是指改变某些环节的先后顺序,使流程更为合理;简化是将某些环节中不必要的措施去掉,只保留能够直接影响预期效果的核心步骤,使整个流程得到精简,从而提升工作效率。
a)取消与合并。
针对设备设施防护程度较低的问题,开展设备设施增强防护改造,改进新研发射台防护设计,降低射后受损,达到减少恢复项目和恢复周期的目的,针对射后恢复工作耦合性强的问题,通过取消液氮调试项目实现活动发射平台与发射塔架工作解耦。优化的主要方向包括:
1)改进新研发射台电缆防护。如图6所示,新研B型发射台通过设置电缆管廊增强电缆防护,电缆不再敷设在发射台上表面,而是经管廊敷设后通过电缆接头通过各模块分支电缆进箭。改进后,管廊内的电缆可重复使用、每次任务只需更换各模块进箭处的分支电缆,可降低射后恢复工作量。
2)调整新研发射台脐带塔导流孔方位。针对现役A型发射台脐带塔导流孔方向正对发射塔一联回转平台轴系,火箭发射时燃气流冲刷轴系表面烧蚀较为严重。通过将新制A型发射台脐带塔导流通道由斜上方改进设计为水平方向,可避免燃气流对塔架回转平台轴系的冲刷,脐带塔导流孔更改前后方案对比如图7所示。
3)改进新研发射台摆杆接口协调性。现役B型活动发射平台上层摆杆无法进行高度调节,每次任务前需要拆除该摆杆的前弧段,更换为异型支架,摆杆拆装工作影响射后恢复流程。新研B型发射台通过改进,在摆杆主轴上多个高度处设计加工键槽,便于摆杆高度适应多型火箭进行调整。
4)取消液氮调试(远期目标)。根据前述射后恢复流程现状,液氮调试及相关准备工作开展耗时约8~9天。通过分析论证,在高密度任务期间,加注系统液氮调试所需检验的功能性能指标可以通过自身的检查维护调试和任务实践检验实现覆盖,可以取消加注系统液氮调试。发射台也可视情况采取独立开展液氮调试或取消液氮调试的方式,进一步缩短射后恢复周期。
b)重排。
针对串行项目,在项目间逻辑关系不变的前提下,开展并行和交叉并行项目重排,从而减少占用主线流程时间。将发射平台原本需要在发射区完成的射后恢复项目尽量移至技术区完成,缩短发射平台在发射区的占位时间。优化的主要方向包括:
1)并行开展液氢液氧系统液氮调试。通过流程重排,将现流程中液氢液氧系统液氮调试串行模式改为并行,可至少压缩2天射后恢复周期。由于液氢液氧系统调试分别需要2台液氮槽车保障,通过新增槽车同时保障即可实现并行开展液氢液氧系统调试。
2)发射后优先开展液氮调试(近期目标)。如图8所示,通过流程重排,调整液氮调试工作时机,将原流程中活动发射平台“先断开管路各自开展射后恢复,后液氮调试”的工作模式重排为“先射后处置,再液氮调试,后射后恢复”,减少活动发射平台发射区占位时间的同时,降低塔架射后恢复周期。
3)优化活动发射台摆杆切换流程。目前B型发射台在技术厂房外侧简易场坪进行摆杆切换,期间发射台不具备大容量供电、长时间供气保障条件,摆杆状态切换与其他恢复工作无法并行,且发射台需要来回进出厂房,耗时较长。通过将摆杆切换工作安排在技术厂房内部使用行吊开展,则可至少压缩流程3~5天,后续研究可就摆杆切换操作空间、限位板安装、单钩起吊摆杆与主轴对接时的水平度能否满足要求开展分析论证。
4)对于快速发射任务,将“吊顶、门窗玻璃、墙漆”等常规性修复项目与功能性修复剥离,调整延后实施。经过分析,若将此类塔架预防性检修与可靠性提升项目剥离,则可压缩塔架射后恢复30%~50%的工期。对于快速恢复任务,可以将常规性修复项目剥离出来,仅开展功能性修复项目,满足任务功能性能要求,则可进一步缩短恢复周期。
5)开展地地接口型式优化研究。塔架与活动发射平台接口众多,每次发射台发射后转运、液氮调试转运、地面设备恢复转运均需反复开展各类电气液接口对接及拆除工作,现有接口均为手动对接且操作难度大,影响射后恢复整体效率。主要优化项目包括发射台气源接口优化,改造末端加注过滤器,开展大容量电脱拔技术攻关,地地自动对接脱落技术攻关等。
c)简化。
通过采取已经验证成熟的防护措施和方式对现有设备设施进行改造,设备设施防发射冲击损伤措施进一步升级,从而实现简化甚至取消部分射后修复工作。优化的主要方向包括:
1)改进B型火箭发射塔回转平台防雨顶棚。如图9所示,现B型火箭发射塔三联防雨顶棚采用的铝镁锰板材料(彩钢瓦)硬度较高,受火箭起飞气流冲击造成变形后难以恢复。采用树脂瓦工艺对B型火箭发射塔防雨顶棚进行改进,缩短恢复周期。
2)改进活动发射平台热防护涂层。如图10所示,通过将现有有机底层与无机表层的复合结构热防护涂层结构全部改进为可拆卸式分区防护复合材料防热结构(玻璃纤维/树脂成型),避免每次发射任务过程中热防护涂层的频繁脱落以及每次发射任务后对热防护涂层的大面积补涂工作,降低射后恢复周期和成本。
3)使用液氮调试工装单独对活动发射平台管路开展液氮调试(中期目标)。为进一步缩短射后恢复周期和发射平台发射区占位时间,论证发射任务结束后加注系统管路与活动发射平台加注管路各自独立开展液氮调试,将活动发射平台射后恢复工作线与发射塔架射后恢复工作线解耦,实现并行恢复,有利于尽早让出发射工位,缩短射后恢复周期。
对优化后流程再次识别关键路径,开展ECRS优化。通过实际操作子样积累,重新识别新关键路径,开展技术攻关或条件建设,完成流程优化不断迭代。流程迭代优化示意如图11所示。
根据发射场射后恢复工艺流程现状和实践经验,应用关键路径分析与ECRS方法梳理出改进B型塔回转平台防雨顶棚、改进活动发射平台热防护涂层、调整检修改造项目与射后恢复剥离、发射后立即开展液氮调试、摆杆切换流程优化等12项射后恢复流程优化项目,考虑技术攻关难度和建设投入规模,分阶段落实优化举措:
a)瞄准近期,对较为可行的优化项目开展先期试验,通过实践调整检修改造项目与射后恢复剥离、发射后优先开展液氮调试、改进B型塔回转平台防雨顶棚3个项目,在建设投入规模较少、技术攻关难度较低的条件下进行流程优化。如图12所示,近期流程优化后,塔架和活动发射平台的射后恢复工作在液氮调试后即解耦,各自开展并行恢复。
b)瞄准中期,随着技术成熟度和人员工作熟练度提高,开展使用液氮调试工装单独对发射台管路开展调试、并行开展液氢液氧系统液氮调试、摆杆切换流程优化、优化新增设备设施设计、发射台气源接口优化等7个优化项目,在建设投入规模和技术攻关难度适当的条件下进行流程优化。如图13所示,中期流程优化后,塔架和活动发射平台的射后恢复工作在射后处置完毕后即解耦,各自开展并行恢复。
c)瞄准远期,随着任务密度进一步提升,开展取消液氮调试、地地接口型式优化等项目,在开展大规模技术攻关和条件建设的条件下进行流程优化。如图14所示,远期流程优化后,将取消液氮调试,大幅缩减发射平台射后恢复周期。
分阶段对落实优化项后的工艺流程开展重排和周期进行计算,近期优化效果可将A型发射塔、B型发射塔、A型活动发射平台、B型活动发射平台射后恢复周期分别压缩10天、5天、6天和6天;中期优化效果可将A型发射塔、B型发射塔、A型活动发射平台、B型活动发射平台射后恢复周期分别压缩15天、13天、8天和7天;远期优化效果可将A型发射塔、B型发射塔、A型活动发射平台、B型活动发射平台射后恢复周期分别压缩17天、13天、12天和15天。
本文就某航天发射场历次任务射后恢复情况进行总结,迭代使用“关键路径法+ECRS”方法开展射后恢复流程优化改进分析,提出分步实施措施,初步制定了射后恢复流程优化计划,实现发射塔架和活动发射平台射后恢复流程和周期优化,可以有效提升航天发射场年发射能力。
